At QI Seniors Housing's Annual General Meeting on June 18 members received an update on our progress. Board President, Maureen McDowell, thanked the donors in last summers fund-raising campaign and Allard van Veen for his fundraising advice. The money raised to date, over $200,000, will help reduce the cost of the mortgage QISHS has to carry to repay BC Housing construction funding.This Spring the Board began initial work on guidelines and tenant selection criteria for the Supported Living Residence planned for 688 Harper Road. We had one well drilled deeper to produce a required flow to handle the water supply and sprinkler system. As well we decided on senior-friendly floor-coverings, colours, appliances and layout of common areas and suites. We are proceeding to '95% completion of construction design' to submit to BC Housing by June 30. BC Housing funding approval, subject to changes they may request, is expected by late August. Likely Sept.3, 2018 will be the date for the start of construction, with completion/move-in by August, 2019. Ketza Pacific, our Construction Manager, is preparing to tender to local sub-trades soon. Those interested in being notified re submitting a bid can contact Mark Lasby on QISHS Board: mark.lasby @gmail.com; 285-3501.

Our Board has worked very hard in the last year to ensure this huge undertaking proceeds on time and and on budget. Special thanks go to Mark Lasby for helping us understand the engineering and technical aspects a little better. Thanks also go to Murray Abercrombie, Stuart Smith, John Clark and Blaine Smith for their service donations and to the Quadra Fire Dept for their meeting space. In particular, we really appreciate Peter Booth for volunteering most of last year to do repairs and bi-weekly well-testing for our O'Connor Road units.Board Directors Nancy Allwarden, Anne Marie Dryden, Betty Doak, John Hoole, Mark Lasby, Maureen McDowell and Fairleigh Taylor will stay on the Board for the term. Retiring Director Cathy Slater received a gift for her generous contribution over the past 2 years. New Board members, Amanda Proctor and Wolf Becker, were welcomed. Quadra Island Quilt and Garden TourSaturday June 23, Sunday June 2410 am – 4 pm130 plus quilts hanging in 10 gardens, two farms with goats, chickens and beautiful fruit and vegetable gardens, a Community Garden bursting with produce and various gardening techniques and a compost display. Perhaps a profusion of roses at their peak, clematis, a century old orchard, a solar powered waterfall, a beautiful stone bridge that would be at home in Scotland and a myriad of midsummer flowers might tempt you. Then there will be the baby goats which are absolutely gorgeous. Even the weather is looking as though it will co-operate

– not too hot nor cold. Where else would you want to spend the weekend rather than enjoying our Quilt and Garden Tour on our beautiful island? Tickets are $15 and good for both days. They are available at the Tourist Information Booth and Inspirations at the Cove and Works of H’Art in Heriot Bay. All monies raised stay on the island and are earmarked for Children’s Activities and the Quilt Marathon. The route is 30 km long, all on paved road and could be comfortably cycled.

The weather was great and the fishing was good! Congratulations to this year’s derby winner & Garnet Patten Memorial Trophy for men’s largest fish, Ryan Binnersley with his 1lb 12oz fish! Maggie Richards finished 1st and recipient of Howard Richards Memorial trophy for women’s largest fish and keeping it in the family her daughter Dakotah Richards clinched 1st place in the youth category! Jayla Brown won this year’s bullhead competition! On Thursday May 10th, 2018 in Victoria we said goodbye to our Beloved Diane Ettles (Gigi). Diane was born on April 27th, 1937 in Welland, Ontario. After a wonderful teaching career in Toronto, Diane moved to Sidney BC to enjoy her early retirement. In the Spring of 1993, Diane moved to Quadra and settled on the Loop with her beloved dogs, Jazzy and Singer. Although Diane was retired she wasn’t one to sit still for very long. Soon after arriving and building her new house, she organized the branch of the Arthritis Society Group for Quadra Island and volunteered many hours. She enjoyed music, traveling, gardening, crosswords and sports. She was an avid reader and visiting the library was one of her favourite outings. We met Diane just as her new house was being finished. Diane had never married nor had children of her own so we simply adopted her! She became an important part of our lives and over the years never missed the special events. She moved back to Sidney to be closer to the kids once they left home to go to college. Sidney was perfect for her. We continued to visit and spending time with her regularly over the years.When two grandchildren were added, Diane became “Gigi”. Weekly visits with the little ones were exciting for her. She looked forward to reading to them, expanding their knowledge like a great teacher would do.Diane may have been challenged by her Rheumatoid Arthritis for many years but didn’t let it slow her down. She taught us so many great lessons in dealing with life and its manychallenges, it was remarkable. Her health may have let her down the last few years, but Diane was ready to tackle whatever came next with the same spirited energy, courage and determination.Her passing may create a void in our heart, but she will be loved forever! BC-OAPO- Branch 91We all enjoyed and where very educated by the 2018 OAPO Convention which was held in Nanaimo. Our first very interesting speaker was Isabel McKenzie, Seniors Advocate who spoke about Seniors Care facilities and how there is a shortage of very caring homes and  many are very expensive.A terrific speaker Barb Mikulec representing Council of Senior Citizen’s Organization (COSCO). Barb spoke on Sleep and how important it is for Seniors. MLA Leonard Krog spoke on numerous N.D.P.historic issues to the Seniors. Constable Gary O’Brien RCMP gave a very good talk on problems with phone calls which are trying  to steal money from Seniors, and what they must do to prevent these scams. The Seniors enjoyed all the speakers on the very important issues.The meals which were provided by OAP Br. 4 where very delicious. This branch has been active for 80 years in Nanaimo. In the evening we listened to a Banjo player who many years ago played with “Troopers” sang wonderful songs and had us all singing.Many of us were very lucky and won terrific prizes. Dale Gagne our Delegate will speak to the Seniors at our OAP meeting on Tues. Jens A JensenFeb 19, 1934 - April 1, 2018

Jens passed away quietly on Sunday evening, April 1. Jens loved his work, travelling, fishing,boating, golf, football (soccer), photography, and music. He also enjoyed a visit to the casino now and then. He was instrumental in the development of the Quadra Island Golf Course and was proud of his contribution to the island. His manufacturing life was his greatest joy - he was independent, innovative and commanding. Mr. Jensen was highly respected by his employees.He had a very droll sense of humour and loved a good practical joke, although being on the receiving end was not always appreciated.The “Great Dane” was Danish Dynamite and he will be missed by his family and friends.A private gathering will be held in August and a Celebration of Jens’ life will be held at theQuadra Island Golf Course on September 16, 2018. Details to follow.

Golf Course SubdivisionI would like to register my opposition to the proposed subdivision on the golf course.  I feel that what we need on Quadra is less cars and construction and more nature.  Scientists around the world are warning us that we are destroying the world for future generations.  There is a sense of entitlement.  People are still driving big guzzling trucks and flying around the world.  Wake up people. Sincerely,Roberta Robson Milton Rd.

Links Subdivision Tip of Housing SolutionIf the tone of the public hearing held June 19 follows through to what would seem to be a natural conclusion then the OCP Amendment to permit a subdivision on the Quadra Links land will pass at the SRD Board. And so it should. The proposal and process seems greatly refined from this time last year and while there is still obviously some opposition the vast majority of those that have spoken up are in favour.Some supporters of the subdivision have listed, amongst other reasons, the need for affordable housing on Quadra as a factor. While the addition of any new residential housing has to be seen as a positive step, the problem is much greater than the Quadra Links or the proposed, much smaller subdivisions on West Road and Topcliffe can solve.One of the unspoken factors in Quadra’s housing crisis is reflected worldwide and found in international headlines - the proliferation of AirBnB. While no one can be faulted for trying to make a buck some caution has to be aired about the impact this is having to our community. AirBnB hosts benefit from a variety of things such as destination marketing, ferry services etc... without significantly contributing to the costs or, where required, the solutions. In the case of long term rental AirBnB is directly exacerbating the shortage.The term ‘tourism pollution’ has suddenly appeared and as someone very familiar with tourism marketing I’m raising a flag to suggest that we need a community discussion on where we go from here. Housing, infrastructure, quality of life are all at stake. I find it alarming to point to things like cruise ships as an opportunity for Quadra without first taking a good hard look at where we’re at and where we want to be in another 5-10 years. As good an idea as it is, subdividing is only one part of a complex issue.

Unfortunately, I was unable to post a report last issue since I was at the Federation of Canadian Municipalities

(FCM) Meeting in Halifax. The FCM is the national body of local governments and is over 2,000 local governments strong. With the Federal Election coming up in 2019 it is very important to make sure that our local government agenda is on their radar. Much of the grant funding and ongoing program funding that we receive as local governments comes from the Feds. It was a very intense five days but very productive. It is amazing how similar many of our issues are right across the country and it is always interesting to find out creative ways that others have solved those same issues.

Public HearingsBy the time you read this report there will have been three public hearings in a row - June 19, Quadra Links; June 20, Swanson and also June 20, Mallice.  All of them have been advertised prior to this and we will make decisions based on all of the information received, in the following weeks and I will keep you informed.

Campbell River news coverageIn reading the past two issues of the Mirror, I cannot believe the amount of accurate coverage they have been giving Area C issues and SRD issues in general. A new reporter has been assigned to the SRD and I was really impressed to see all the coverage! The thing that really struck me was how busy we really are in our area. I know that as your director, but when you read it from a third party it seems to really hit home. So If you miss anything in our local media, have a quick look at the Mirror just to catch up on issues. You will always get the best coverage locally, of course!

Some confusionThere were two issues that seemed to get a bit of play in the media and at the Board all due to miscommunication. The Fire Smart Grant that we were successful in getting from the Union of BC Municipalities and the communications tower on Heriot Bay Ridge. I believe it has all been straightened out. The Fire Smart issue was just a mater of how the money was going to be spent and there seemed to be too many cooks in the kitchen on that one. We now know that there will be ample programs to cover both the north and south of Quadra. As far as the communications tower was concerned, the confusion was around was it one or two towers. In the end it was all straightened out and it is clearly the same tower we have ben talking about all along for the past year. One tower, one location!

Stuart Island Community Association AGMI will be attending this group's Annual General Meeting June 21st, to discuss the latest progress on our acquisition of the School District parcel that they are divesting. The Community Association wants it and we have been working for a very long time to make this happen. We are almost there! We have jumped through all the hoops and are just awaiting the final documentation to arrive. We are also seeking transfer of the water lease to the SRD that adjoins the upland property. This will be a wonderful addition to the Stuart Island Community and I am looking forward to it finally being finished. Fingers crossed!

Connect to InnovateI posted the new website in the last issue ( www.connectedcoast.ca) and hope that you are following the progress. We are all-consumed with the this project to bring high speed fibre optic services to all of our communities. It has become an essential service and it has taken us a long time to convince the government of this fact.We are in the process right now of setting up the corporation and the details, all of which are confidential at this time. But I think it is safe to say that it is happening. You have been asking for it and I have been working on it for decades and we are finally there. Your help has been invaluable. Lobbying for change at this scale is not easy, especially when there are major corporate giants that don’t really want to see change that could effect their service provision. But with your help, the lobby effort has ben successful. Check out that website for any new developments.

Dog BylawFinally! We have a date set for all of the involved parties to sit and meet in the same room to discuss what makes sense for Quadra and how can we make it work. The date is June 22nd in CR. I will let you know how that works out. It will still need to go to the people at a future date. This will be the preliminary meeting to try and set up a service.

Ferry news!Hopefully you will have heard the latest from BC Ferries by now. Right now we are waiting on confirmation on one of the issues that we have been working on for far too long: getting our old schedule back! It looks like it might just happen! Also we should be hearing about whether it is one or two vessels for Quadra. TBA!!!!  I guess I don’t really need to say how happy this makes me feel. Our lobbying at the

BCFS level has been very effective and they have listened to our Ferry Advisory Committee and our local government.  We are still working on the after hours sailings for medical emergencies and winning on that one also.  We are the little community that could! As I have always said, local control of local issues and local involvement by the community are what is needed to get what we want.

Surge Narrows water lease and upland propertyAnother issue that has been working its way through the provincial bureaucracy is the expansion of the water lease at Surge Narrows on Read Island. This area is needed to expand the public dock area at Surge Narrows The community is growing and this is good! We are also in the process of negotiating for the purchase of the upland property, but since this is a property purchase it is in confidence and I can’t give you any more than that at this time. The two acquisitions will be very beneficial to the community and its future.

Medical Clinic retention meetingOne last item. As you will have read in the last report and other articles, we are facing a crisis with our Quadra island Medical Clinic closing (not to be confused with Harbourside medical clinic). The public meeting was held on May 24th and work has been continuous since then by the ad hoc committee and myself. My part is to be contacting the senior managers at Island health and also the Minister and the ministry senior officials. Our combined task is to find a solution to keep our Nurse Practitioner and our Lab services and Our Mental Health services, along with replacement doctors if possible. The other doctors on the island are unable to take any more new patients and are working from a very small space.
