Synopsis:

At 4:00 a.m. today, the center of Tropical Depression "ZORAIDA" was estimated based on all available data at at 216

km Southeast of Hinatuan, Surigao Del Sur or at 192 km East of Davao City (6.8°N, 127.5°E) with maximum sustained

winds of 55 kph. It is forecast to move Northwest at 30 kph.

Forecast:

The regions of Davao, Caraga, Northern Mindanao, Zamboanga Peninsula, ARMM, province of North Cotabato, Central

And Western Visayas, Northern Palawan and The islands of Camiguin, Calamian, Cuyo and Samal will have rains with

gusty winds with moderate to rough seas. The rest of Palawan and of Visayas and of Mindanao will experience cloudy

skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of luzon will experience partly

cloudy to cloudy skies with light rains.

Moderate to strong winds blowing from the northeast to east will prevail over Luzon and Visayas and coming from the

northeast to north over the rest of Mindanao. The coastal waters throughout the archipelago will be with moderate to

Tropical Depression ―Zoraida‖ is now moving closer to the Davao Region.

Location of eye/center: At 4:00 AM today, the center of Tropical Depression ―ZORAIDA‖ was estimated based

on all available data at 216 km Southeast of Hinatuan, Surigao Del Sur or at 192 km East of Davao City (6.8°N,

127.5°E).

Strength: Maximum winds of 55 kph near the center.

Movement: Forecast to move Northwest at 30 kph.

Forecast Position: Tropical Depression ―ZORAIDA‖ is expected to be at 123 km South Southwest of Iloilo City

by tomorrow morning and at 517 km West of Coron, Palawan by Thursday morning. By Thursday afternoon, it is

expected to be outside the Philippine Area of Responsibility (PAR) at 890 km West Northwest of Coron,

young athletes from public and private schools, emerged overall champion at the

annual West Cavite sports meet held recently at various sports complex in Naic town.

Bienvenido Ferrer, Jr., DepEd District I physical education and school sports

administrator said Team Gen. Trias was the overall champion in the elementary

division. The delegation prevailed in the following events: Athletics (Boys & Girls),

Volleyball (Boys), Basketball, Softball, Baseball, Tennis (Boys & Girls), Table Tennis

(Boys & Girls), Chess (Boys & Girls), Football, and Swimming (Boys & Girls).

On the other hand, Team Gen. Trias asst. athletic manager Jun Paraiso claimed their

overall victory at the high school division in these events: Basketball (Boys & Girls),

Volleyball - Boys, Boxing, Swimming, Arnis, Baseball, Gymnastics (Boys & Girls),

at high school division for five straight years.

Naic Mayor Antonio Ferrer commended the whole delegation for the victory.

home is also an achievement of the community,‖ the Mayor said.

The annual West Cavite sports event aimed to enrich and enhance the abilities of the

ANTIPOLO CITY, Rizal, Nov. 8 (PIA) --Several Rizal-based food companies and

members of the Samahan ng Rizalenyo sa Sektor ng Agrikultura at Pagkain

(SARAP) were familiarized on good manufacturing practices recently.

Jointly organized by the provincial offices of the Department of Trade and Industry

(DTI) and the Department of Science and Technology (DOST), the two-day activity

held last Oct. 8-9, acquainted local entrepreneurs on proper hand washing, food

handling and food contamination threats.

Resource speaker Jason San Juan of DTI-Rizal said the lectures on the first day

focused on the discussions on the importance of proper hand washing and the

possible threats of salmonella and e.coli in food processing and preparation.

―On the second day, the discussions zero in on the production side and the practices

to avoid in the food industry,‖ said San Juan, adding that cross contamination is the

major point reiterated.

San Juan, said, cross contamination is caused by improper food preparation usually

involving salmonella. ―Cross contamination is a major source of food poisoning

which can be avoided through observance of proper food handling.‖

Representatives of Quiang‘s Food Corporation, Montealba Producers Cooperative,

Sonjo Kitchen, Maflor House of Healthy Food, Crust Magic Pastry Shop, CGV

President Benigno Aquino III on Sunday maintained that the situation in Tacloban City, one of the areas hit hardest by Super Typhoon Yolanda (Haiyan), remains under control. Interviewed in Tacloban City, the President said the government is also working to allay fears that there may not be enough food and water. ―I believe so,‖ he said when asked if he believes the situation is under control amid reports of looting. The President said the challenge is to show the people here that ―they don‘t have to be desperate, it‘s coming, if it‘s not already on the way.‖ ―Because they don‘t have TV, radio or newspapers to be able to disseminate the information, hence the anxiety persists. So that is a new challenge for us,‖ he said. In the meantime, the President stressed that food packs, water purification facilities and other relief goods are on the way or have arrived in Tacloban City. The President also reiterated the government‘s priority is to take care of the survivors and those who are injured. He also said the local government units have designated areas for mass burials as the remains of the fatalities may pose a public health hazard. The President likewise said that members of the international community had signified their intention to help. ―All the help that will come in will undoubtedly ease the burden of our people,‖ he said. DSWD has resources for relief operations in Eastern Visayas

(ROXAS CITY) The Department of Social Welfare and Development said that it was able to disbursed P2.6 million as of Sunday for food assistance to the different provinces in Eastern Visayas. In its report to President Benigno S. Aquino III the DSWD said that it distributed a total of 11,297 family packs specifically in Capiz. DSWD regional office gave 2,510 family packs or a total of 655,110. More goods from regional offices are coming, the DSWD told the President in a briefing in Roxas City. The President arrived in Roxas City Sunday to assess typhoon damages and coordinate relief efforts. The DSWD regional offices in Region 6 have 24-hour service, repacking goods 24-hours a day. President that it has enough funds after the central office provided P15 million. With regards to the medical conditions of the typhoon victims, the Department of Health reported a total of 307 injured persons. In the briefing with the President, health officials asked for more supply of medicines for Capiz. The President asked for a list of medicines needed and told officials that the DOH central office will provide the supplies needed. To restore power supply, the President ordered local power distributors to coordinate with other electric cooperatives and with the military to bring back the supply of electricity The Capiz Electric Cooperative said 90 percent of its distribution system was damaged by Typhoon Yolanda. In two to three days, Capelco told the President that it could energize the city proper of Roxas City. President Aquino says national government temporarily takes over LGU in Leyte to strengthen relief efforts

(TACLOBAN, Leyte) The national government temporarily takes over local government works in Leyte to process data from the ground and property determine the needs of the people so the government could send necessary assistance, President Benigno S. Aquino III said during his visit to here on Sunday. The issue is the availability of the data from the ground, the President said in an interview in Tacloban airport. He added that this kind of information is needed in order for the government to match the resources needed. The local government couldn‘t function well because the personnel, especially the first responders, were also affected by the typhoon and failed to report to work, the President said. Aside from ensuring the local government is running, the President said he ordered additional police and military forces for Tacloban to restore order after receiving reports of looting. He said armored personnel carriers will arrive in Tacloban to help enforce the law. President Aquino arrived in Tacloban Sunday morning to personally assess the devastation wrought by Typhoon Yolanda this week. After arriving around 10:30 a.m. he inspected the heavily damaged passenger terminal of the Tacloban airport. After that the President had an aerial inspection of Leyte followed by briefing national and local officials. President Benigno S. Aquino III has declared November 15, which falls on a Friday, as a special (non-working) day in the province of Oriental Mindoro in celebration of its 63rd Foundation Day. The Chief Executive issued the declaration through Proclamation No.679 signed by Executive Secretary Paquito N. Ochoa Jr. on Nov. 6 to give the people of Oriental Mindoro the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. In 1950, Oriental Mindoro became an independent province by virtue of Republic Act No. 505 otherwise known as "An Act to Create the Provinces of Oriental Mindoro and Occidental Mindoro." PND (js)

President Aquino says saving the lives of people remains the top priority in typhoon's aftermath

President Beningo S. Aquino III said the government is doing its best to save human lives and help the victims recover from the tragedy following the onslaught of Typhoon Yolanda (international name Haiyan), the strongest typhoon to hit the country this year. In an interview aired over CNN in Tacloban City, the Chief Executive said on Sunday that he issued several directives to various government agencies to help the typhoon victims.




The President said saving the lives of people and helping the victims recover from the tragedy remain the top priority of his government. "We are now actually tasking the Armed Forces of the Philippines and also the Department of Social Welfare and Development to retrieve all the bodies. I think the local government units have already designated areas for mass burials because they pose a health—public health hazard; identification for all of them.... The numbers are really alarming but still subject to verification," the Chief Executive said. The President emphasized the necessity to build bunkhouses to accommodate the 45,000 displaced families. "Where can we house them temporarily while we‘re building?‖ We‘ll be building what we call bunkhouses to house about 45,000 families, so they will be sheltered from all the elements," he said. He also ordered the Department of Public Works and Highways and local engineers to immediately repair the damaged roads and bridges so that the basic goods could reach the victims, particularly food, water, medicines and clothing. "But the priority now has to be food, restoration of water, and power and communications. That‘s why we‘ve been tasking our Department of the Interior and Local Government to go and talk to each individual local executive and to get whatever data they possess with the end in view of determining which communities we lack information on, are isolated, so that we can send the necessary response," the President said. "The police are reporting about 10 percent of their established plantilla actually stuck to their posts. So we have augmented our security forces to—about 300, and other functions of government will be provided by the various departments," he added. The President continues to assess the extent of the damages as well as oversee the ongoing relief and reconstruction efforts. "I was told today for instance that there were 20 landslides and normally, landslides are really devastating .... There are no reports of any casualties from these 20 landslides," he said. PND (js)

Palace says it’s more important for state of calamity to be declared at the local level

Malacañang on Monday said it is more important for local government units affected by Super Typhoon Yolanda (Haiyan) to declare a state of calamity in their respective areas, than for the national government to do so. Secretary to the Cabinet Jose Rene Almendras said local government units that do so at their level can do many things that will speed up the delivery of relief goods and services. ―I think it‘s more important for local governments to declare it. That‘s one of the things we explained to the mayors yesterday. A lot of cities and municipalities as early as Saturday declared a state of emergency. The minute they declare a state of emergency, it allows them to do so many things,‖ Almendras said at a media briefing. Also, he said his focus now is to make sure the Cabinet and different government agencies can work together to address the needs of those affected by Yolanda. Almendras likewise said that the national government is now trying to find ways to send power generators of the Commission on Elections to Yolanda-affected areas. He said the Comelec agreed to lend the national government some generators that were supposedly for recent elections but went unused. The generators are needed to power key facilities, including communication equipment so residents in affected areas can contact their loved ones. Almendras also said Transportation Secretary Joseph Emilio Abaya is trying to arrange for trips between Manila and Tacloban City, as commercial flights between the two points are still difficult. He added that clearing is ongoing in key roads so goods can be moved to the affected areas in Capiz. On the other hand, Almendras said two tanker trucks are expected to reach Tacloban City within the day. Almendras reiterated that now is not the time for fault-finding or finger-pointing, although suggestions and constructive comments on how to improve the delivery of relief goods and services are very welcome. ―Suggestions and comments are very welcome. We do not claim brilliance, na alam namin ang lahat na solution. Pero ipagtatanggol namin ang tao namin in thefield. Napaka-unfair ang criticisms sa people who are trying to help (Suggestions and comments are always welcome. We do not claim brilliance or to know all the solutions. Cooperation between national government, LGUs needed to help Yolanda victims, Palace says

Malacañang on Monday stressed anew the need for the national government to work with local government units to help Filipinos affected by Super Typhoon Yolanda (Haiyan). Secretary to the Cabinet Jose Rene Almendras reassured the LGUs that there is no finger-pointing going on, especially now that the national and local governments are pressed for time. ―Hirap na hirap ang national government to penetrate the locality. Hindi namin kilala ang barangay captain. Hindi ko alam ang pangalan ng barangay, much more kung nasaan sila. Sa Pablo ang daming natutunan doon. Kapag ang local government at national government maganda ang coordination, napakadaling iabot ang tulong (The national government has a hard time getting to the residents in the localities. We cannot identify the barangays, much less locate them immediately. But one thing I learned while addressing the needs of victims of Tropical Cyclone Pablo is that if officials of the national and local governments work together, they can quickly reach those who need help),‖ Almendras said at a media briefing. ―We‘re pressed for time, we need to respond, we need to move,‖ he added. Besides, Almendras said President Benigno S. Aquino III had instructed them to deliver the needed relief items to affected areas in the most efficient way possible. Several areas in the Visayas and Southern Luzon had been affected by Super Typhoon Yolanda that made landfall six times last Friday before exiting the Philippines the next day. Almendras said they particularly need the local governments, including those at the barangay level, to set up a leadership structure that will make sure the relief items for residents are received and distributed properly. The local leaders would also be in the best position to know how long relief goods such as food packs would last, he added. ―It makes the whole process more efficient if the ground is well-organized and ready to accept relief goods,‖ he said. ―We all need to work together... Palace chides some Filipinos for exploiting Yolanda situation

Malacañang on Monday chided some Filipinos for exploiting the situation in some areas affected by Super Typhoon Yolanda (Haiyan). Presidential Spokesman Edwin Lacierda said this is a time Filipinos should band together and help each other, instead of taking advantage of the miseries of others. ―Iyon po ay isa sa mga concerns that we will have to address. Right now, we are doing clearing operations and we would urge our fellow Filipinos huwag naman po i-take advantage ang misery ng kapwa Pilipino. Hindi ho siguro magandang gawin iyon (It is one of the concerns that we‘ll have to address. We urge fellow Filipinos not to take advantage of the misery of other Filipinos. It is not the right thing to do),‖ he said at a media briefing. ―This is a time where all Filipinos should band together, help each other and not to take advantage of the misery that has befallen all of the affected areas in Eastern Visayas,‖ he added. Lacierda made the call after being informed that some Filipinos driving habal-habal (modified motorcycle) are charging people traveling between Ormoc and Tacloban Cities up to P4,000. Several Filipinos are still reeling from the effects of Super Typhoon Yolanda, which devastated parts of Visayas and Southern Luzon last weekend. Meanwhile, Secretary to the Cabinet Jose Rene Almendras said it is important to establish command and control in affected areas, such as in Tacloban City, to curb looting. President Aquino declares state of national calamity




President Benigno S. Aquino III on Monday declared a state of national calamity due to the massive destruction caused by Super Typhoon "Yolanda" in order to hasten the rescue and rehabilitation efforts, control prices of basic commodities, and ensure peace and order. In his proclamation announced on nationwide television, the President said Yolanda caused ―widespread death, destruction and incalculable damage in several areas,‖ particularly in the Visayas region and the province of Palawan. ―The declaration of a state of national calamity will hasten the rescue, recovery, relief and rehabilitation efforts of the government and the private sector, including any international humanitarian assistance,‖ he said in the proclamation. He added such a declaration will effectively control prices of basic goods and commodities in the affected areas, and allow the government to use appropriate funds for the relief and rehabilitation efforts and allow the government to provide the much needed services to affected populations. Under the proclamation, all departments and other concerned government agencies are directed to take part in the overall rescue, recovery, relief and rehabilitation work. They are also directed to work hand-in-hand with the affected local government units, providing or augmenting the basic services there. On the other hand, law enforcement agencies with support from the Armed Forces of the Philippines are to ―undertake all necessary measures to ensure peace and order in affected areas, as may be necessary.‖ President Aquino said the state of national calamity will remain in force until he lifts it. President Aquino releases P1.1-B for relief efforts

President Benigno S. Aquino III has approved an additional P1.1 billion in Quick Response Funds for the Departments of Social Welfare and Development and Public Works and Highways for the quick recovery of those areas affected by Super Typhoon Yolanda. In his televised address on Monday evening, President Aquino also announced the declaration of a state of national calamity, days after Typhoon Yolanda devastated much of Visayas and southern Luzon. ―Kasabay nito, idinedeklara po natin ang state of national calamity upang mapabilis ang mga pagkilos ng pamahalaan para sa pagsagip, paghahatid ng tulong, at rehabilitasyon ng mga probinsyang sinalanta ni Yolanda,‖ the President said. ―Mahalaga rin ito, hindi lamang para panatilihing kontrolado ang mga presyo ng mga pangunahing produkto at serbisyo na kakailanganin ng ating mga kakabayan, kundi upang maiwasan din ang overpricing at hoarding ng mga mahahalagang bilihin,‖ he added. He also announced the additional P1.1 billion Quick Response Funds for DSWD and DPWH. ―Inaprubahan din natin ang kabuuang P1.1 billion para pandagdag sa Quick Response Funds ng DSWD at DPWH, para sa agarang pagpapatupad ng mga kinakailangang suporta para sa muling pagbangon ng mga kababayan nating hinagupit nitong trahedya,‖ he said. In his address, the President also thanked the PAGASA, Mines and Geosciences Bureau, Phivolcs, and the DOST for the detailed information, which allowed local government units to prepare early for Typhoon Yolanda. ―Ito ang nagbigay-daan para sa iniuulat na mababang casualty count mula sa ilang mga probinsyang dinaanan din ng bagyo, tulad ng Oriental at Occidental Mindoro, Negros Occidental, Palawan, Aklan, at Romblon, kung saan maagang nakapaghanda ang lokal na pamahalaan,‖ he said. He said the government is now focusing its efforts to help those areas severely affected by the typhoon, particularly Leyte and Samar. Sa panayam sa Lungsod ng Tacloban, sinabi ng Pangulo na sinisikap din ng pamahalaan na pawiin ang pangamba na kapusin ng pagkain at tubig. ―Palagay ko,‖ sabi ng Pangulo nang tanungin kung naniniwala siya na kontrolado ang kalagayan sa kabila ng mga ulat na may mga pagnanakaw na ginagawa. Sinabi ng Pangulo na ang dapat ay ipakita sa mga tao sa Tacloban na ―wala silang dapat ikabahala. May sapat na pondo ang DSWD para tulungan ang Silangang Kabisayaan

(LUNGSOD NG ROXAS) Nakagasta na ng P2.6 milyon ang Kagawaran ng Kagalingang Panlipunan hanggang noong Linggo para sa pagkaing itinulong sa iba-ibang lalawigan sa Silangang Kabisayaan. Sa ulat sa Pangulong Benigno S. Aquino III, sinabi ng DSWD na nakapamigay na sila ng kabuuang 11,297 family packs, lalo na sa Capiz. Ang pampurok na tanggapan ng DSWD ay naka-pagbigay naman ng 2,510 family packs o kabuuang 655,110. Ipinaalam din ng DSWD sa Pangulo sa briefing sa lungsod na ito na darating pa ang dagdag na mga tulong sa tanggapang panrehiyon. Linggo nang magsadya ang Pangulo sa lungsod na ito upang alamin ang mga pinsalang idinuoot ng napakalakas na bagyo at pag-ugnayin ang mga paghahatid ng tulong sa mga biktima. Ang mga tanggapang panrehiyon ng DSWD sa Rehiyon 6 ay naglilingkod, naghahanda ng mga ipamamahaging tulong sa loob ng 24 na oras isang araw. Tiniyak din nito sa Pangulo na may sapat na pondo matapos na paglaanan pa ito ng punong tanggapan ng karagdagang P15 milyong pondo. Iniulat ng Kagawaran ng Kalusugan na kabuuang 307 ang nasaktan at nalapatan ng lunas. Sa pakikipag-usap sa Pangulo, sinabi ng mga pinunong pangkalusugan na kailangan ang dagdag na mga gamot. Hiningi ng Pangulo ang listahan ng mga kailangang gamot at sinabing ang punong tanggapan ng DOH ang magbibigay ng kailangang mga gamot. Inatasan na rin ng Pangulo ang mga local power distributors na makipag-ugnayan sa mga kooperatiba ng koryente at sa militar upang maibalik sa madaling panahon ang koryente sa iba-ibang pook na sinalanta ng bagyo. Ayon sa Capiz Electric Cooperative na 90 porsiyento ng distribution system ang iwinasak ng Bagyong 'Yolanda.' Sinabi ng Capelco sa Pangulo na maibabalik na ang koryente sa city proper ng Lungsod ng Roxas sa loob ng dalawa o tatlong araw. Mababalik na ang koryente ng nalalabing mga baranggay sa labas ng Lungsod ng Roxas sa loob ng 30 araw at ang koryente naman sa 16 na bayan ay matatapos sa loob ng tatlong buwan. PND (as/zaf)

(LUNGSOD NG TAKLOBAN) Pansamantalang kinuha ng pamahalaang pambansa ang pangangasiwa sa Leyte upang malaman ang mga kailangan ng mga mamamayan at nang maagap na maipadala ang mga kailangang tulong dito, sabi ng Pangulong Benigno S. Aquino III nang dumalaw rito Linggo. Sinabi ng Pangulo sa interbyu sa paliparan dito na ang isyu ay ang kawalan ng data na siyang kailangan upang mabatid ng pamahalaan ang kaukulang pondong ibibigay. Ayon sa Pangulo, hindi makakilos na mabuti ang lokal na pamahalaan sapagka‘t ang mga tauhan nito, lalo na ang dapat gumawa ng hakbang, ay apektado rin ng bagyo at hindi nakapasok sa opisina. Bukod sa pagtiyak na kumikilos ang lokal na pamahalaan para tulungan ang mga biktima ng bagyo, idinugtong ng Pangulo na iniutos na niya ang pagpapadala ng karagdagang mga pulis at tauhan ng militar sa lungsod na ito upang mangalaga sa katahimikan at kaayusang pambayan matapos tanggapin ang mga ulat na may ―looting‖ nang nagaganap rito. Idinagdag ng Pangulo na darating ang armored personnel carriers dito upang tumulong sa pagpapatupad ng mga batas. Dumating dito ang Pangulo Linggo ng umaga upang personal na makita at tayahin ang pinsalang iniwan ng malakas na bagyong 'Yolanda.' Aquino III sa panayam ng CNN sa Lungsod ng Tacloban Linggo. Binigyang diin ng Pangulong Aquino na ang kaligtasan ng buhay ng mga tao at ang pagtulong sa kanila upang makaahon sa masaklap na karanasang dinanas sa lupit ng bagyo ang unang-unang inaalagata ng pamahalaan kaya maagap na pinakilos niya ang mga sangay ng pamahalaan para puspusang tulungan ang mga nabiktima ng bagyo. ―Pinakilos na namin ang Sandatahang Lakas ng Pilipinas at ang Kagawaran ng Kagalingang Panlipunan at Kaunlaran upang hanapin ang mga bangkay ng nasawi sa bagyo. Sa pagkaalam ko, ang mga lokal na pamahalaan ay nagtalaga na ng mga pook para sa maramihang libingan ng mga biktima upang hindi malagay sa panganib ang kalusugan ng taong bayan, at sinisikap ding matukoy ang pagkakakilanlan ng mga nasawi. Higit na mainam na ang mga lokal na pamahalaang pininsala ng Bagyong 'Yolanda' (Haiyan) ang magdeklara ng state of calamity sa kani-kanilang mga pook sa halip na ang pambansang pamahalaan ang magsagawa nito. Sinabi ni Kalihim ng Gabinete Jose Rene Almendras na maaari itong gawin ng mga lokal na pamahalaan upang magawa nila ang maraming bgay na magiging daan para mapabilis pati ang paghahatid ng tulong at iba pang serbisyo. ―Palagay ko, higit na angkop na ang lokal na pamahalaan ang magdeklara nito. Isa ito sa mga bagay na ipinaliwanag namin sa mga alkalde kahapon. Maraming mga lungsod at bayan ang noon pang Sabado ay nagdeklara na ng state of emergency. Sa sandaling ideklara nila ang state of emergency, magagawa nila ang maraming bagay na kailangan,‖ sabi ni Almendras sa pulong balitaan Lunes. Ayon kay Almendras, nakatuon siya ngayon para tiyaking ang Gabinete at ang iba-ibang sangay ng pamahalaan ay magkabalikat sa pagsisikap na tugunan ang kailangan ng mga napinsala ng bagyong 'Yolanda.' Idinugtong pa ni Almendras na sinisikap nilang maipadala ang power generators ng Komisyon sa Halalan sa mga pook na walang koryente dahil sinalanta ni Yolanda. Ang mga generator na ito ay kailangan para sa mahahalagang pasilidad na tulad ng mga kagamitan sa komunikasyon na kailangang-kailangan ng mga tao sa mga binagyong mga pook upang makaugnayan man lamang nila ang mga mahal nila sa buhay na nasa malayo. Sinabi pa ni Almendras na sinisikap din ni Kalihim Joseph Emilio Abaya na magkaroon ng biyahe sa pagitan ng Maynila at Lungsod ng Tacloban sapagka‘t nahihirapan pang magbiyahe rito ang mga eroplano. Idinagdag niya na kasalukuyan pang inaayos at nililinis ang mga pangunahing lansangan upang maibiyahe ang mga paninda patungo sa apektadong mga pook ng Capiz. Sa kabilang dako, inihayag ni Almendras na dalawang tanker trucks ang inaasahang darating sa Lungsod ng Tacloban sa araw na ito. Inulit ni Almendras na hindi ito ang panahon para maghanapan ng kamalian o magturuan kaya, bagaman ang mga mungkahi at kapaki-pakinabang na mga pahayag kung paano mapabubuti pa ang paghahatid ng tulong at serbisyo sa mga biktima ay katanggap-tanggap. ―Ang mga mungkahi at komentaryo ay aming tinatanggap. Hindi naman namin sinasabing magaling kami, na alam namin ang lahat ng solusyon. Nguni‘t ipinagtatanggol namin ang tao namin na nasa mga pook na sinalanta ng bagyo para tumulong sa taong bayan. Muling binigyang diin ng Malacanang Lunes ang halaga ng pagtutulungan ng pambansang pamahalaan at ng mga lokal na pamahalaan sa pagdamay at pagsaklolo sa mga Pilipino na biktima ng napakalakas na Bagyong 'Yolanda' (Haiyan). Tiniyak ni Kalihim ng Gabinete Jose Rene Almendras sa LGUs na walang pagtuturuang gina-gawa sa kasalukuyan, lalo na ngayong ang pamahalaang pambansa at lokal man ay dapat magmadali sa pagtulong na dapat gawin. ―Hirap na hirap ang pamahalaang pambansa na mapasok ang malalayo at ilang na mga pook. Hindi namin kilala ang kapitan ng baranggay. Hindi ko alam ang pangalan ng barangggay. At lalong hindi ko alam kung nasaan ang mga ito. Sa bagyong Pablo ang dami naming natutuhan. Kapag ang lokal at pambansang pamahalaan ay maganda ang ugnayan, napakadaling iabot ang tulong sa mga nangangailangan,‖ sabi pa ni Almendras. ―Gahol na tayo sa panahon. Sinabi ng Tagapagsalita ng Pangulo Edwin Lacierda na ito ang panahong dapat lamang magkapit-bisig at magtulungan ang mga Pilipino sa halip na samantalahin pa ang kasawiang dinaranas ng kapuwa. ―Iyon po ay isa sa mga bagay na nais naming harapin. Sa kasalukuyan, ang clearing operations ang ginagawa natin kaya nakikiusap kami sa mga kapuwa Pilipino na huwag po namang samantalahin ang kasawiang palad ng kapuwa Pilipino. Hindi ho marahil magandang gawin iyon,‖ sabi ni Lacierda sa media briefing Lunes. ―Ito ang panahong dapat magkapit-bisig ang lahat ng Pilipino, magtulungan at huwag samantalahin ang kasawiang sinapit ng lahat ng apektadong pook sa Silangang Kabisayaan,‖ wika ni Lacierda. Samantala, sinabi ni Kalihim ng Gabinete Jose Rene Almendras na napakahalagang magtatag ng command and control sa mga apektadong pook na tulad ng Lungsod ng Tacloban, para sugpuin ang mga nasabing pagnanakaw. Nitong Biyernes, humagupit sa malaking bahagi ng Kabisayaan ang Bagyong Yolanda. Isa ito sa pinakamalakas na bagyo sa kasaysayan ng bansa, kung di man ng buong mundo. Nagpapasalamat po tayo sa mga dalubhasa mula sa PAGASA, Mines and Geosciences Bureau, Phivolcs, at DOST, na kumalap at nagbigay ng tama at detalyadong impormasyon na naging dahilan upang makapaghanda nang maayos ang ating mga kababayan. Ito ang nagbigay-daan para sa iniuulat na mababang casualty count mula sa ilang mga probinsyang dinaanan din ng bagyo, tulad ng Oriental at Occidental Mindoro, Negros Occidental, Palawan, Aklan, at Romblon, kung saan maagang nakapaghanda ang lokal na pamahalaan. Sa kabila po nito, personal din nating nasaksihan ang matinding pinsalang idinulot ng bagyong ito sa Leyte at Samar. Dito sa kung saan tila naembudo ang mga storm surge ni Yolanda nakita ang pinakamabigat na pinsala, at dito nakatutok ang ating pagbibigay lingap sa mga sandaling ito. Humihingi rin po tayo ng pang-unawa sa lahat. Sa paghahagupit ni Yolanda, nawalan ng kuryente at komunikasyon sa maraming lugar. Apektado po nito, hindi lamang ang pakikipag-ugnayan ng mga nais makasigurong ligtas ang kanilang mga kaanak, kundi pati na rin ang koordinasyon ng ating relief efforts. Para mapadala ang pangangailangan, kailangan nating malaman ang kakulangan ng bawat lugar; nahirapan po tayong makuha ang mga datos na ito. May tatlong repacking center po tayong naglalabas ng di baba sa 55,000 mga family food pack kada araw; inatasan na po natin si Secretary Abaya ng DOTC upang imando ang pagdadala ng mga relief goods kung saan ito pinakakailangan. Inuna natin ang pagdadala ng pagkain, tubig, at gamot sa mga pinakaapektadong lugar. Dadaanin po natin sa mga barangay ang pagpapamigay ng mga pangunahing pangangailangang ito; 24,000 family food packs na po ang napamudmod sa Tacloban kahapon, at nakasentro ang pagpapamigay sa walong pinakamalaking barangay doon. Mayroon tayong dalawang water purification facilities, at marami pa ang darating, upang masigurong may maiinom ang ating mga kababayan. Inaayos na natin ang mekanismo para mapalawak ang saklaw ng social housing program ng pamahalaan. Mula po sa ating mga calamity funds, contingency funds, at savings, mayroong 18.7 billion pesos na maaaring gamitin upang ibangon ang mga lugar na pininsala ni Yolanda. Dumarating na rin po ang tulong mula sa ibang bansa; 22 bansa na po ang nagpanata o nagbigay na ng tulong, kabilang na ang Indonesia, Amerika, Inglatera, bansang Hapon, Singapore, New Zealand, pati na rin po ang Hungary. Tumutulong na rin po sa iba‘t ibang paraan ang pribadong sektor upang ibangon ang mga nasalanta, gaya ng sa pagbabalik ng daloy ng komunikasyon at pati ang pagmimintena ng krudo sa mga apektadong lugar. Kasabay nito, idinedeklara po natin ang State of national calamity upang mapabilis ang mga pagkilos ng pamahalaan para sa pagsagip, paghahatid ng tulong, at rehabilitasyon ng mga probinsyang sinalanta ni Yolanda. Mahalaga rin ito, hindi lamang para panatilihing kontrolado ang mga presyo ng mga pangunahing produkto at serbisyo na kakailanganin ng ating mga kakabayan, kundi upang maiwasan din ang overpricing at hoarding ng mga mahahalagang bilihin. Inaprubahan din natin ang kabuuang P1.1 billion para pandagdag sa Quick Response Funds ng DSWD at DPWH, para sa agarang pagpapatupad ng mga kinakailangang suporta para sa muling pagbangon ng mga kababayan nating hinagupit nitong trahedya. Bagaman nakapagtala ng mababang casualty count sa maraming mga probinsyang dinaanan ni Yolanda, sa mga lugar naman na tila naembudo ang bagyong ito, talaga naman pong malaki ang pinsalang nasaksihan natin. Tulad ninyo, gusto ko ring malaman kung paanong maiibsan ang situwasyon sa mga lugar na tulad nito. Sa mga darating na araw, maaasahan ninyo, lalo pang papaspas ang ayuda. Ang panawagan ko lang po: Ang pagiging kalmado, pagdarasal, pakikisama, at pakikipagtulungan. Siya ang magpapabangon sa atin mula sa sakunang ito. The BSP announced today the rediscount rates applicable on loan availments by banking institutions for November 2013 and availments as of October 2013. For loans under the Peso Rediscount Facility, the BSP Peso Rediscount Rate till 14 November 2013 is 3.50 percent p.a. for all maturities. This has been in effect since 29 October 2012 in line with the Monetary Board (M.B.) policy decision to reduce policy rates at its 25 October 2012 meeting. The M.B. decided to maintain the same during its last policy meeting on 24 October 2013. The Peso Rediscount Rate is based on the applicable BSP overnight reverse repurchase rate (O/N RRP) per Circular No. 679 dated 01 February 2010. Following the issuance of Circular No. 806 dated 15 August 2013, implementing the establishment of two separate rediscounting windows, Rediscounting Window I (RW I) for universal and commercial banks and Rediscounting Window II (RWII) for thrift, rural and cooperative banks, Peso Rediscount Rates, effective 15 November 2013 up to the next policy rates revision, are as follows:

The EDYRF rediscount rates for the period 1-14 November 2013 are based on the respective one-month London Inter-Bank Offered Rate (LIBOR) as of 31 October 2013, while the rates for the period 15-30 November 2013 are based on the respective 90-day LIBOR as of 31 October 2013 plus 200 basis points plus term premia for longer maturities pursuant to Circular No. 807 dated 15 August 2013.

Under the Peso Rediscount Facility, total availments of commercial, thrift and rural banks amounted to P17,476 million for the period 01 January to 31 October 2013, 54.3 percent lower than the P38,235 million total in the same period last year. Of the availments for the period, 82.1 percent went to commercial credits, 3.2 percent to agricultural and industrial credits, and 14.7 percent to other credits consisting of CAPEX (7.2 percent), other services (6.7 percent), permanent working capital (0.7 percent) and housing (0.1 percent).

Under the EDYRF, aggregate dollar availments of eight commercial banks and a thrift bank for the period 01 January to 31 October 2013 amounted to US$106.7 million and benefitted 30 exporters. This represents a 31.2 percent decrease in availments compared to the US$155.1 million grants for the same period last year.

Foreign Direct Investments rise by 123 percent in August 2013

Net foreign direct investment (FDI) inflows increased by 123 percent to reach US$143 million in August 2013, more than twice the US$64 million posted in the same month last year.1,2 The significant rise in foreign investments into the country reflects the positive outlook of investors on the Philippines‘ economic prospects in spite of the challenging global economic conditions. Domestic economic prospects have been supported by sound macroeconomic fundamentals and a smoothly functioning financial system. Net inflows in FDI were observed across the three components, namely: a) equity capital, b) reinvestment of earnings, and c) placements in debt instruments. In particular, non-residents‘ placements in debt instruments issued by local affiliates reversed to net inflows of US$47 million during the month from net outflows of US$44 million a year ago. Equity capital also yielded net inflows of US$42 million as gross placements of US$91 million more than offset withdrawals of US$49 million. Gross equity capital placements—sourced mostly from the United States, Singapore, the United Kingdom, Japan and Germany—were channeled mainly to financial and insurance; real estate; manufacturing; human, health and social work; and information and communication activities. Meanwhile, reinvestment of earnings amounted to US$54 million, lower by 18.4 percent compared to US$66 million registered in the same month last year. On a cumulative basis, net FDI inflows for the first eight months of 2013 grew by 25.4 percent to US$2.8 billion from US$2.2 billion posted in the same period last year. By component, non-residents‘ net placements in debt instruments rose to US$1.7 billion during the period, more than fivefold the US$318 million level recorded during the comparable period in the previous year. Parent companies abroad continued to lend to their local subsidiaries/affiliates to fund existing operations and/or expansion of their businesses in the country. Non-residents‘ gross placements of equity capital increased by 60.6 percent in January-August 2013 to US$2.1 billion from US$1.3 billion in the same period in 2012. The bulk of equity capital investments—which came mainly from Mexico, Japan, the United States, the British Virgin Islands, and Malaysia—were directed to manufacturing; water supply, sewerage, waste management and remediation; financial and insurance; real estate; and arts, entertainment and recreation activities. Meanwhile, reinvestment of earnings amounted to US$492 million, lower by 32 percent than the US$723 million recorded in the comparable period last year. ------------ 1 The BSP adopted the Balance of Payments, 6th edition (BPM6) compilation framework effective 22 March 2013 with the release of the full-year 2012 and revised 2011 BOP statistics. The major change in FDI compilation is the adoption of the asset and liability principle, where claims of non-resident direct investment enterprises from resident direct investors are now presented as reverse investment under net incurrence of liabilities/non-residents‘ investments in the Philippines (previously presented in the Balance of Payments Manual, 5th edition (BPM5) as negative entry under assets/residents‘ investments abroad). Conversely, claims of resident direct investment enterprises from foreign direct investors are now presented as reverse investment under net acquisition of financial assets/residents‘ investments abroad (previously presented as negative entry under liabilities/non-residents‘ investments in the Philippines). 2 BSP statistics on FDI covers actual investment inflows, which could be in the form of equity capital, reinvestment of earnings, and borrowings between affiliates. In contrast to investment data from other government sources, the BSP‘s FDI data include investments where ownership by the foreign enterprise is at least 10 percent. Meanwhile, FDI data of Investment Promotion Agencies (IPAs) do not make use of the 10 percent threshold and include borrowings from foreign sources that are non-affiliates of the domestic company. Furthermore, the BSP‘s FDI data are presented in net terms (i.e., equity capital placements less withdrawals), while the IPAs‘ FDI do not account for equity withdrawals.

2.1 million families affected by ‘Yolanda’ — DSWD

The Department of Social Welfare and Development (DSWD) reported that as of 12 noon, the number of families affected by ‗Yolanda‘ has reached the two million mark composed of 9.53 million persons as local government units (LGUs) from Regions IV-A and B, V, VI, VII, VIII, X, and CARAGA continue to assess the extent of the disaster. Some 96,039 displaced families with 449,416 persons are staying in 1,790 evacuation centers, while 36,627 other families with 182,379 persons temporarily sought shelter in their friends and relatives‘ houses. DSWD has initially extended P10.6 million worth of relief assistance to Bicol region, Western Visayas, Central Visayas, Northern Mindanao, and CARAGA. In Tacloban City, DSWD, in coordination with the local government, set up a satellite internet service at the city hall to

enable the public to communicate with their relatives. DSWD Secretary Corazon Juliano-Soliman personally led the distribution of relief packs in the city yesterday. ―The relief operations are hampered by lack of communication and inaccessibility of the worst-hit towns, cities and barangays, but we from DSWD and other government agencies are doing our best to reach the affected population,‖ Secretary Soliman emphasized. Meanwhile, the Secretary thanked the 1,906 volunteers from all walks of life who trooped to the DSWD-National Resource Operations Center (NROC) to assist in the repacking of relief goods since November 7. ―We are expecting more volunteers during the weekend when there is no work or school. Some are regular volunteers who have been helping out at NROC every time there is a disaster,‖ the Secretary stated. Repacking of relief goods at NROC is on 24-hour shifting schedule. Individuals and groups who are interested to volunteer can call telephone numbers 851-2681 and 511-1259 for shifting schedule. Likewise, volunteers in the Visayas can go to the DSWD Field Offices in Iloilo and Cebu preferably during daytime.

Baldoz hands over P1.5-M in salaries to SPES beneficiaries in Zamboanga City

Labor and Employment Secretary Baldoz will visit Zamboanga City tomorrow to deliver a promise: pay the salaries of the beneficiaries of the DOLE's Special Program for the Employment of Students (SPES) who were hired at the height of the armed conflict that has razed the city. "There are other DOLE programs that are on-going, and the SPES, which is the government's inclusive 'bridging employment' program that enhances the employability of young student-workers has benefited 825 Zamboangeño student-beneficiaries in Region 9. I will visit them and deliver to them their remaining salaries as SPES student-beneficiaries," said Baldoz, who has postponed several times her visit to Zamboanga to attend to the pressing problems spawned by the Bohol earthquake and the current rehabilitation problems brought by Typhoon Yolanda. Baldoz said that at the height of the Zamboanga City crisis last September, DOLE Regional Office No. 9 Director Sisinio Cano braved his way to the Convention Center of the Province of Zamboanga Del Norte to award the check amounting to P1,066,800 for the 525 SPES grantees in Dipolog City. No less than City Mayor Evelyn Uy and PESO manager Flora Altimosa received the check to be paid to the SPES beneficiaries. The DOLE regional office had delivered another check worth P396,000 for the salaries of 300 SPES grantees under the Provincial Government Office in Zamboanga del Norte. PESO manager received the check on behalf of Provincial Governor Roberto Uy. ―The 825 student-workers in Western Mindanao will receive the full reward for their labor. They have already been paid the 40 percent share of their salaries,‖ Cano said. The SPES, a bridging mechanism that enables student-beneficiaries gain skills and workplace experience, was established under Republic Act 7323. Under the SPES program, students who have no means, but have the ability, to pursue college education, especially those in crisis-stricken area, gets employed for a minimum of ___ days and a maximum of ____ days. They get paid a minimum wage--40 percent of which is in the form of a voucher applicable for the payment of tuition fees and books in any secondary, tertiary, vocational or technical educational institution. The 60 percent is paid for in cash by the employers, who are given incentives in employing SPES beneficiaries. The law empowers Public Employment Service Offices (PESOs) to deliver employment facilitation services for the program, and local government units to assume greater responsibility in its implementation, particularly in the payment of the wages or salaries of the beneficiaries. Secretary Baldoz has lauded the regional office for its stronger promotion of the SPES resulting to more deserving students and out-of-school youth to benefit from the program. ―The SPES is an opportunity to enhance the employability of the youth, who will eventually be the next generation of the country‘s workforce. More than giving the students gainful experience while earning some cash they can use when they go back to school, the SPES program also helps them to increase their employment opportunities in the future,‖ Baldoz said.

In Region 6, worker-victims of Typhoon Yolanda get emergency employment

DOLE Regional Office Director Ponciano Ligutom yesterday reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz that the regional officer will provide emergency employment to identified worker-victims of Typhoon Yolanda to help them recover from the calamity. ―One of the most heavily-affected areas in Region 6 is Capiz where 90 percent of houses were damaged,‖ Ligutom said in a text report to Baldoz, who approved Director Ligutom‘s request to re-align P2.5 million funds for emergency employment. ―Focus on companies and establishments whose workers are severely affected and obtain official reports by continuously monitoring the effects of the typhoon in the provinces under your jurisdiction,‖ Baldoz instructed Ligutom. Citing the report, Baldoz said the regional office is also providing support to local disaster councils and DSWD officers by lending DOLE vehicles to deliver relief goods. She expressed relief that all DOLE officials and employees in the region are safe.

NSCB renews clearance of the Pantawid Pamilyang Pilipino Program impact evaluation survey

The Philippine Government implemented the Pantawid Pamilyang Pilipino Program (4Ps) as a social protection mechanism to develop human capital among children aged 0-14 years old and/or pregnant women, particularly by providing cash supplements to poor households in selected municipalities with the condition that these households invest on health and education. This program also targets to break the intergenerational cycle of poverty among poor Filipino households. The Program was pilot-tested in 2007 to over 6,000 households in four municipalities and two cities in the Philippines and was officially launched in February 2008. Since then, the coverage of the program has been expanding. As of September 2012, the 4Ps is already being administered to 3,087,321 households in 138 municipalities nationwide. In order to measure the impact of the program, as well as to provide bases for the enhancement of its design and possible replication in other areas, the Department of Social Welfare and Development (DSWD), in cooperation with the Social Weather Stations (SWS), conducts the 4Ps Impact Evaluation Survey. The first wave of the Impact Evaluation Survey, conducted in 2011, evaluated the randomized exposure of the households to the program to study its impact after the initial two years of operation. The study found that enrolment in preschool and daycare was 70.3 percent among children three to five years old in Pantawid Pamilya barangays. This was 10.3 percentage points higher compared to children in non-Pantawid Pamilya barangays which only resulted to 65.0 percent enrolment. This pattern was also seen in the elementary school level wherein enrolment was higher by 4.5 percentage points among children six to 11 years old in Pantawid Pamilya Barangays than the non-program group baseline rate of 93 percent. These results were also consistent with higher school enrolment. The second wave of the survey will be conducted in November 2013 with a total cost allotment of PhP 38,565,210. The said budget will be used to cover 9,000 households, or approximately PhP 4,285 per respondent, nationwide. Survey results are expected to be released after September 2014. The 4Ps Impact Evaluation Survey 2013 was granted clearance on 04 September 2013 through the Statistical Survey Review and Clearance System (SSRCS), a mechanism implemented by the National Statistical Coordination Board (NSCB) through NSCB Resolution No. 4 (series of 1988), ―Clearance of Statistical Survey Forms/Questionnaires‖, to ensure that statistics generated from censuses/surveys conducted or sponsored by government agencies are reliable, accurate, and conform with standard definitions, concepts and classifications. In this light, the public is encouraged to participate in the survey.

Public Works and Highways Secretary Rogelio Singson has dispatched DPWH teams from other regions to assist in the clearing operations of national roads and bridges in Eastern Visayas littered with fallen electric posts, trees and other debris brought about by the supertyphoon ―Yolanda.‖ ―We have to immediately clear the roads to facilitate rescue and quick response operations,‖ Singson said. ―Our DPWH personnel in Eastern Visayas are also victims of this devastation,‖ said Singson. ―However, they are still doing their task of clearing operations. Our teams from other DPWH regional and district engineering offices will help them restore immediately the flow of traffic especially along Daang Maharlika or Pan-Philippine Highway,‖ he added. The DPWH Chief is also sending teams of engineers from the DPWH Head Office to assess damage on national roads and bridges and to oversee the construction of bunkhouses and temporary shelters for the typhoon victims. According to reports, San Roque bridge along Palo – Tacloban City has been damaged. In Western Visayas, the Suage bridge along Iloilo-Capiz road is also not passable. DPWH Bicol region teams, headed by DPWH Region V Director Danilo Dequito and District Engineer Elmer Redrico, are composed of engineers, equipment operators, mechanics, and laborers. They have brought with them chainsaws, and heavy equipment such as dumptrucks and payloaders to clear the national roads including 1,000 packed relief goods.

The Department of Trade and Industry (DTI) announced that the price and supply of Noche Buena items remain stable and are within the suggested retail price. ―The price of Noche Buena items is within the suggested retail price,‖ DTI Secretary Gregory Domingo said during a market monitoring activity in Tutuban, Divisoria, Manila, which was joined by Senator Paolo Benigno ―Bam‖ Aquino IV, Chairman of Senate Committee on Trade and Commerce, and other DTI Officials. Secretary Domingo added that there is no price increase expected since there is adequate supply of Noche Buena items in market. The prices of the traditional Christmas ham remain within the SRP. DTI issued suggested retail price of Noche Buena items which can be seen in public markets and supermarkets nationwide. An online version of SRP list can be accessed in DTI website: www.dti.gov.ph. The items included in the list are several brands of ham, fruit cocktail, cheese and sandwich spread, mayonnaise, keso de bola, pasta and spaghetti, elbow and salad macaroni, spaghetti sauce, tomato sauce, and creamer. Secretary Domingo also reminded storeowners to keep their products within the suggested retail price. Stores who will overprice their goods will be issued show-cause letters to explain why such an increase. DTI price monitoring teams regularly monitor the market to make sure that the supply and price of Noche Buena items remain stable during the Christmas season. DTI destroys confiscated motorcycle helmets in Laguna

The Department of Trade and Industry (DTI) in Laguna destroyed more than 190 pieces of uncertified helmets that were confiscated during enforcement of DTI‘s Department Administrative Order (DAO) No. 02:2002 in the last quarter of 2012 and earlier this year. State Auditor Priscilla Mojares of the Commission on Audit witnessed the destruction held at the grounds of the Laguna Provincial Office. As contained in the ‗Penalties and Sanctions‘ (Section 11) clause of DTI‘S DAO 02:2002, uncertified products which are the subject of the offense shall be subject to seizure and condemnation (or destruction). MANILA, Philippines Interior and Local Government Secretary Mar Roxas today appealed to governors and mayors of provinces, cities and municipalities not affected by the Supertyphoon Yolanda to mobilize their personnel and resources in aid of communities reeling from the devastating effects of the recent calamity. ―Napakatindi ng pinsalang idinulot ng Bagyong Yolanda lalo na sa Eastern at Western Visayas. Nananawagan ako sa mga governors at mayors mula sa mga lugar na di apektado ng bagyo: gawin natin ang lahat ng makakaya para magpadala ng tulong sa mga kababayan natin na apektado ng kalamidad na ito,‖ Roxas said. Roxas also called on the private sector to send technical experts and volunteers, particularly those capable of extending assistance in the restoration of communication lines and power and water supply, clearing of debris and medical assistance.












Roxas flew to Tacloban City with Defense Secretary Voltaire Gazmin last Nov. 7 to check how local government units were complying with the directive to activate their local Disaster Risk Reduction and Management Councils (DRRMCs) and evacuate residents from danger zones. The two Cabinet members, who are vice chairmen of the National Disaster Risk Reduction and Management Council (NDRMMC), were still in Tacloban City when the Supertyphoon entered the Philippine Area of Responsibility (PAR) and made landfall in Eastern Visayas last Friday. According to Roxas, Tacloban City and other coastline communities of Leyte appeared to suffer the biggest number of casualties and the most extensive damage to property as a result of storm surges brought by Yolanda. He explained that governors and mayors in typhoon-devastated areas were having difficulty in assessing the extent of damage in their communities due to breakdown of telecommunication and impediment to land travel. ―Sa laki ng pinsala, kakailanganin natin ang pagmamalasakit ng mga local government units na hindi tinamaan ng bagyo. Sa ganitong klase ng kalamidad, napapanahon na ibalik muli ang nakagisnan nating tradisyon ng bayanihan,‖ Roxas said. The DILG chief advised the governors and mayors not affected by the typhoon to get in touch with the National Disaster Risk Reduction and Management Council (NDRRMC) and coordinate efforts on how to send relief and assistance to devastated communities in central Philippines. Most needed in the affected areas, Roxas said, are technical experts in restoring communication and power lines. He said the governors and mayors may also send their Search and Rescue (SAR) personnel and equipment, particularly chainsaws and backhoes, to render assistance to individuals who may still be trapped in isolated areas. The affected communities, he added, would also need engineers to determine the structural integrity of public buildings such as municipal halls, public markets, hospitals, school buildings and other structures used as evacuation centers. For relief goods, Roxas cited the need for food, water, medicine, blankets, clothes, tents, tarpaulins and other materials that may be used for temporary shelter. OPAPP lauds EU's support to peace process

Manila – Presidential Adviser on the Peace Process Teresita Quintos Deles today expressed her gratitude to the European Union (EU) for its continuing support to the Mindanao peace process. The EU is set to extend an additional € 8 million (P467 million) to boost development in conflict-affected communities in Mindanao, increasing its total development grant assistance to the Mindanao Trust Fund (MTF) to € 12 million (P695 million). The EU and the World Bank signed the Contribution Agreement on Monday at the Office of the Presidential Adviser on the Peace Process (OPAPP) headquarters in Pasig City. According to Deles, the agreement ―formalizes the expansion of EU‘s contribution to the Mindanao Trust Fund - Reconstruction and Development Programme or MTF-RDP.‖ The MTF-RDP is a multi-donor facility that aims ―to improve social and economic recovery in conflict-affected communities of Mindanao through activities which promote confidence-building, peace and demand-driven governance.‖ The contribution will be duly allocated to various program components, namely block grants, capacity building and institution building, and monitoring and evaluation.





―As I understand, the additional funds will be used to support the Sajahatra Bangsamoro, the joint development program of the Government of the Philippines and the MILF; as well as the Bangsamoro Development Planning. The additional contribution will make EU the biggest contributor of MTF to date. As Co-Chair of the MTF, OPAPP extends again our thanks,‖ added Deles. A joint press conference led by Deles and EU Commissioner for Development Andris Piebalgs was also held to announce the Union‘s expanded contribution to peace efforts in the Philippines. Prior to the ceremonies, Deles, together with other OPAPP officials, held a brief meeting with Piebalgs and EU Head of Delegation to the Philippines Ambassador Guy Ledoux, to discuss ―the current status of the Mindanao peace processes, as well as some details of EU‘s on-going participation and development assistance to the GPH-MILF peace process…‖ In her welcome statement, Deles also thanked the EU for its generosity to victims of natural and man-made disasters in the country of late. We thank the EU for the financial assistance they have extended to communities affected by recent disasters in Mindanao, in Bohol, and now, in Central Visayas for which they have announced their deployment of teams from EU's Emergency Response Coordination Centre to help with the assessment efforts of the Philippine Government.‖ EU contribution to peace process EU 's support to the Philippine peace process has been in the form of grant assistance for programs and projects in Mindanao through the MTF-RDP, direct participation to the peace process as a member of the International Monitoring Team (IMT), and more recently, by funding the operation of the newly-created TPMT. Established in 2005, the MTF-RDP is co-chaired by OPAPP, World Bank and the Bangsamoro Development Authority (BDA). As of August 2013, it has already delivered 254 sub-projects benefitting over 320,000 people in 215 villages across 79 municipalities in Mindanao. The IMT is a a body mandated to monitor the ceasefire, humanitarian, rehabilitation, development, and civilian protection agreements between the government and the MILF. As a member of the IMT, the EU observes and monitors the humanitarian, rehabilitation and development aspects of the GPH-MILF agreements. It also checks the observance of international humanitarian law and respect for human rights as well as encourages other parties and civil society groups to assist in the monitoring process. Meanwhile, the independent Third Party Monitoring Team is mandated to monitor, review and assess the implementation of all signed agreements, particularly the Framework Agreement on the Bangsamoro and its annexes, between the Government of the Philippines (GPH) and the MILF. ―We are thankful and look forward to a strengthened and sustained partnership that will make this Administration‘s vision of a just and lasting peace for a progressive Mindanao a reality,‖ Deles said. BI set to deport South Korean fugitive

A Korean national who faces a multi-million dollar embezzlement case in Korea was arrested by elements of the Bureau of Immigration while hiding in Boracay Island in the province of Aklan. Immigration Chief Siegfred Mison identified the fugitive as Kim Jin Soo, 25 years old and presently detained at the Bureau of Immigration detention center in Bicutan, Taguig City. Soo faces instant deportation upon the issuance of an order from the Bureau‘s Board of Commissioners (BOC). Elements of the Fugitive Search Unit Intelligence Division led by Atty. Jose Carlitos Licas, went to Boracay on October 14, 2013 after learning that Soo was serving a 5-day sentence at the PNP-BTAC jail. Soo was arrested by tourist police after failing to pay his rent. PNP-BTAC Chief Police Senior Inspector Joefer E. Cabural turned the fugitive over to BI agents. Mison said that the Korean embassy had sought the Bureau‘s assistance to help their government arrest and deport Kim Jin Soo back to their country to answer embezzlement charges against him. The Korean Embassy reveals that since December 27, 2012 Kim Jin Soo was already overstaying and an undesirable alien.





Mison adds that Soo will be deported soon for violation of Philippine Immigration laws.

SSS eases loan terms, offers advance pensions in Yolanda-hit areas

As part of national relief and rehabilitation efforts in the wake of Super Typhoon Yolanda, the Social Security System (SSS) has bared a Calamity Relief Package that offers preferential terms for members' salary and house repair loans, and up to three months of advanced pensions for pensioners in the affected areas. SSS Vice President and Officer-in-Charge for Lending and Asset Management Division May Catherine Ciriaco said the Social Security Commission (SSC) has approved the SSS relief package for members and pensioners affected by ―Yolanda‖ in calamity areas officially declared by the National Disaster Risk Reduction and Management Council (NDRRMC). ―Under the calamity relief package, members and pensioners have six months to apply for Salary Loans and three-month advance pensions, and one year for the House Repair and Improvement Loans,‖ she said. ―With the long deadline, members and pensioners can focus on urgent matters first, such as recovering from injuries and caring for affected relatives, and file their SSS applications at a more convenient time.‖ Ciriaco said new and existing Salary Loan borrowers are both covered by the Calamity Relief Package. Current borrowers, including those with sanctions on loan renewal as a result of their past availment of the SSS Loan Penalty Condonation Program, can apply for the Salary Loan Early Renewal Program (SLERP). ―The SLERP allows current borrowers to renew their loan ahead of the prescribed schedule, and have their one-percent service fee waived by SSS. As for new borrowers, SSS will waive the loan service fee as part of the relief package,‖ she said. ―These special loan applications must be filed on or before April 30, 2014.‖ The SSS provides a maximum Salary Loan of P30,000. Borrowers with at least 36 monthly contributions are eligible for the one-month Salary Loan, while those with a minimum of 72 monthly contributions are eligible for the two-month salary loan that is equivalent to twice of their monthly salary credit or ―MSC.‖ Ciriaco said SSS also lowered to six percent the annual interest rate of its House Repair and Improvement Loan Program, and waived the loan application fee of up to P3,000, to help members rebuild their homes damaged by strong winds and rains brought by ―Yolanda,‖ the strongest typhoon to hit the country this year. The application deadline is one year from the issuance date of the corresponding SSS circular. ―Pensioners for retirement, disability or survivorship can apply for three-month advance SSS pensions to help alleviate the financial burden caused by the recent calamity,‖ she added. ―To apply, they must submit an accomplished application form, with a certification from their respective barangay as proof of residence in a declared calamity area, on or before April 30, 2014.‖ On top of the Calamity Relief Package, the SSC also approved a P250,000 donation to the Philippine Red Cross to support relief efforts in the various areas devastated by ―Yolanda,‖ Ciriaco said.

Binay today said that Prince Talal bin Abdulaziz Al Saud has pledged $100,000 or P4.3 million through the Arab Gulf Program for Development (AGFUND) to the Philippines to aid victims of typhoon Yolanda. "I wish to thank the AGFUND, Prince Talal, and the rest of the Royal Family of Saudi Arabia for this kind gesture." "Their donation will go a long way in helping Filipinos affected by the tragedy," the Vice President said. Binay was informed of the Prince‘s intention to donate by Saudi Ambassador Ezzedin Tago. Tago was contacted by AGFUND, a Riyadh-based Arab region development organization which the Prince heads. The Vice President also renewed his call for Filipinos to stand united and help each other in the wake of the calamity. "We have always shown that despite the various disasters that strike, we can always rise again." "Let us all give our hand in helping our brothers and sisters get over this tragedy," Binay said.

PDIC urges depositors to file deposit insurance claims in closed banks before expiry date, insured depositors have 2 years from date of closure to file their claims

The Philippine Deposit Insurance Corporation (PDIC) urged depositors of the closed Capitol City Bank (Cavite), Rural Bank of Gainza (Camarines Sur) and Rural Bank of Majayjay (Laguna) to file their deposit insurance claims either through mail or at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City, Monday to Friday, from 8:00 a.m. to 5:00 p.m. The PDIC made the call after it concluded the onsite claims settlement operations for the three closed banks more than six months ago. The law provides that depositors have two years from bank closure to file their deposit insurance claims with the PDIC. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Capitol City Bank is on January 26, 2015; February 2, 2015 for RB of Gainza; and February 9, 2015 for RB of Majayjay. After the said dates, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim and the depositors shall file their claims against the proceeds of liquidation of the assets of the closed banks, if any, with PDIC, as Receiver and Liquidator of the closed banks. Capitol City Bank was ordered closed by the Monetary Board (MB) and was placed under PDIC receivership by virtue of MB Resolution No. 119 dated January 24, 2013; RB of Gainza by virtue of MB Resolution No. 172 dated January 31, 2013; and RB of Majayjay by virtue of MB Resolution No. 241.A dated February 7, 2013. Depositors of said closed banks are advised to present the general requirements, such as their accomplished Claim Form, original evidence of deposit and two (2) valid photo-bearing IDs with signature of the depositor, to the PDIC representatives when filing their claims. The PDIC will not accept claims, which are incomplete or lacking in requirements. Depositors may also file their claims through mail and enclose the same set of required documents. The PDIC also said that depositors who have been notified of their deficiencies in the requirements for deposit insurance claims should already comply to facilitate release of their claims. In addition to the general requirements, depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney of the depositor or parent of a minor depositor. The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website,www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website. The PDIC reported that it had paid an aggregate P409.35 million in deposit insurance claims for the three closed banks involving 12,504 accounts as of September 30, 2013. The PDIC reiterated that all valid accounts and claims will be paid. The PDIC also reported that deposit insurance claims collectively amounting to P31.26 million for 1,361 accounts have not been filed by depositors of Capitol City Bank (371 accounts), RB of Gainza (11 accounts) and RB of Majayjay (979 accounts). MMDA sends four rapid deployment teams to Tacloban City and Ormoc City in Leyte, and Borongan in Eastern Samar

The Metropolitan Manila Development Authority (MMDA) immediately sent four rapid deployment search teams to the cities of Tacloban and Ormoc in Leyte and Borongan in Eastern Samar yesterday to help in the ongoing rescue and clearing operations in areas that suffered severe devastation wrought by super typhoon â€˜Yolanda' on Friday. MMDA Chairman Francis Tolentino said the four teams will coordinate with the Provincial Disaster Risk Reduction Management Council (PDRRMC) and other government agencies and assist in finding everyone, casualties and survivors, as well as in the clearing of debris. "Two teams are dispatched to Tacloban and one team each is assigned in Ormoc City and Borongan, Eastern Samar." The four teams, composed of 50 personnel from the agency's Public Safety Division (PSD), Road Emergency Group (REG), Metro Parkways Clearing Group (MPCG), and Sidewalk Clearing Operations Group (SCOG), left yesterday afternoon led by Ryan Castaneda and Corazon Agulan of PSD. "These are well-trained personnel similar to the ones sent previously to rescue missions in several provinces. Their








expertise and dedication will definitely boost the inter-agency disaster response efforts," Tolentino said. According to the MMDA chief, the teams are equipped with chainsaws, floating pumps, generator sets, tents, tool sets, trauma kits, and cadaver bags. They also brought a mobile water treatment plant. Leyte and Eastern Samar are among the hardest-hit areas as â€˜Yolanda', the strongest typhoon ever to hit land, wreaked havoc across the Central Philippines on Friday, and left scores of people dead and missing, and damaged vital infrastructures. The National Disaster Risk Reduction Management Council (NDRRMC) said it has yet to determine the exact damage as it is unable to obtain complete data because the worst-hit areas still remain cut off from communications. Last month, the MMDA sent rescue teams to Bohol and Cebu which were devastated by a 7.2-magnitude earthquake.
