Our county is in a far better fiscal position than most rural counties our size. We currently operate with a $150 million dollar budget, and hold similar funds in managed investments and reserves.

Calaveras County carries a AA bond rating. This is good, but we can improve. I will work to improve this rating by creating more efficient monitoring of our many income streams. Many of these funding streams require performance and time line achieve-ments, or we risk losing the funding.

We can also become more efficient in delivering the services county government provides. We need to clearly identify project priorities, and time lines -- accelerating the projects where public health and safety are a major concern.

We clearly need to come up for air after operating under the shortsighted Urgency Ordinance since May of 2016. It has now been profoundly proven, that we are not prepared or capable of regulating this Industry. The UO overwhelmed us, resulting in disruption in our county offices, and chaos in our communities.

You have my commitment to find the necessary funding for the sheriff to offer our communities better response times by hiring additional deputies and staff. Nothing great can happen here without first prioritizing and achieving public safety!

Infrastructure projects are critical for our safety and potential growth. Creating safe communities requires safe roads, bridges, and planned transportation and preparedness programs.

Increasing our water storage capacity and water delivery systems is also important to our future. Today Calaveras delivers 9% of California’s drinking water, this valuable resource can be better managed and mon-etized for the benefit of our county.

Tourism works well with our lifestyle. We understand it, and we know how to measure it! We also have the entities in place working to promote it! Our natural resources, beautiful scenic vistas, rich history and character, are what attracts tourism. That’s our draw, that’s our edge, and that creates a destination!

Tourism brings a wide range of folks to our county. Some like-minded folks fall in love with our lifestyle, and end up buying or build-ing homes and businesses here. This creates wealth in our communities, and wealth creation is an important part of growing our county.

For potential business startups, our regulatory atmosphere can be daunting. I will foster a positive attitude toward business development, providing our youth with better opportunities for productive careers.

As a Business Marketing Professional with forty years experience, I am well prepared to tackle this endeavor. My background includes building businesses, assisting start-ups, product launches and company turnarounds. These tasks require strong leadership, critical thinking, problem solving skills, and a good dose of clairvoyance. This is what I will bring to the Board.

Today, our supervisors have relinquished much of their authority to county staff and other agencies. With this laissez-faire attitude they are acting more like ambassadors than legislators. This needs to STOP.

As a county supervisor I will demonstrate leadership by establishing clear priorities and setting goals. I will be ready and prepared to make the difficult decisions and hard choices we were elected to make.

As one of a five member board I understand the need to secure consensus, this is a required skill-set of a successful supervisor. I further understand that the Board must create a more healthy dialog and debate on issues. This will lead us to better educated and more timely decisions. This is NOT a part-time-job. It requires one’s full-attention and total commitment. Representing District 3 and our county is my primary responsibility. Therefore, getting out in the communities and listening to the concerns of residents and business owners is important. Reacting to these needs will be priority one. Calaveras, like all states, counties and municipalities, faces many challenges in this 21st Century — We must raise the bar and address these challenges with vision and decision makers, like myself, that understand how to move our county forward. I know we can create prosperity within our unique communities, and a good-life for all residents.

of my life. My wife April and I enjoy all that Calaveras has to offer. During our time here I have also closely followed county politics,

with water rights that go back to 1854/1856

Calaveras supplies California with 9% of its water. However, we abandon 200,000 to 260,000 acre feet of water every year! Why? This amount of water is worth millions in today’s marketplace. I believe our focus should be on monetizing our valuable water assets.

Selling just 50% of this water for $600 per acre foot could bring in $78 million dollars. Or, if we bottled just 20% of this water and sold it for $1 per gallon we could realize $162 million dollars in sales. So, lets try exploring the benefits and real value of our water resources, as part of long-term planning. Our goal should be to fund future capital improvements without hitting ratepayers.

Residents of Alaska receive annual dividend checks from their oil rich land. In contrast, Calaveras residents pay some of the highest rates in the state for water!

We can do better . . . and residents should share in the wealth creation!

It starts with a new link for the Visitor’s Bureau: Business Ventures/Opportunities in Calaveras. Under this new link we would encourage all entre-preneurs visiting Calaveras, to consider moving their business to our great county. By doing this, we will engage business owners that are like-minded and love our friendly outdoor lifestyle. For sustain-able wealth creation, we need to move both the entrepreneur and their business here. In this way, wealth will be retained within our county, as opposed to the ‘big box’ concept, which creates a few local jobs, with the big profits sucked out of Calaveras, and back to the corporate headquarters.

Ed is a retired business marketing professional with absolutely no desire to become a career politician.

Ed believes the political class must go - replaced with business minded folks in these challenging times. Ed further believes decisions by present and past Board members in D3 have been shortsighted and inconsistent with the wishes and goals of our majority residents.

Ed believes that “Calaveras First” should always be our objective -- what’s best for Calaveras and its communities and residents.

Ed brings 5 major goals to the job, our current Board has failed to create goals, the foundation for all decisions and policy. After spending two days at a $$$ retreat designed for this purpose . . . the Board came up empty.

Ed understands residents are tired of paying for government inefficiencies. Waiting for bridges, culverts and roads to get repaired, while receiving unjustified and misguided excuses for the costly delays. Ed understands the Board’s responsibilities and leadership role -- and that deferring the tough decisions to staff and other agencies is no longer acceptable.

Ed also realizes that as 1 of 5 Supervisors you must have the ability to gain consensus for your plans to move forward and that requires far more dialog at Board level.

My Number One Goal as Supervisor is to Support Law & Order and Safe Communities.

This means that as Supervisor, I pledge to fund the Sheriff’s office with the necessary dollars to accomplish this task. Nothing great can happen here without first establish-ing a comprehensive workable plan for safe communities.

Therefore, aligning with this thought, I strongly support the current Ban Ordinance by the Board of Supervisors. We clearly need to come up for air and take a deep breath after operating under the 2016 Urgency Ordinance for the past 20 months. The UO brought a host of negative impacts and disastrous unintended consequences to our county and its residents —miscalculations regarding public safety issues, lifestyle disruption, nuisances, the transporting of water and damage to our roads, environment, watershed and waterways are all issues that needed to be promptly addressed. They were not, these oversights have turned this experiment into a calamity.

Because the hastily drafted Urgency Ordinance was extremely shortsighted in nature and lacked a paralleling business plan describing how this program would be successfully rolled out, controlled or managed, it was doomed to failure. It’s also important to note that Calaveras County’s government is not in the business of creating industries, nor are they capable of monitoring and managing one — this is not a function of our county government.

Furthermore, the argument that Cannabis brings wealth to our County is foolish. Cannabis to date is a zero-sum game in Calaveras — whatever monies we receive from Cannabis we spend on Cannabis inspections, enforcement, compliance and legal proceedings, hearings etc. and we are still awaiting the taxpayers tab for the cost of environmental remediation of abandoned cannabis grow-sites.

I honestly believe the amount of Cannabis grown in Calaveras County has doubled in the past year since the new Board was seated in January of 2017— encouraged by our internal disruption and inability to monitor and police the situation. Illegal growing has increased and some of our “registered growers” have expanded opera-tions beyond registration limits -- as they both clearly understand our county cannot police the overwhelming number of grow-site activities in our county.

In closing, it is important to understand that I support allowing patients in our county to obtain medical marijuana from regulated personal or caregiver grows, or from regulated medical marijuana dispensaries. However, I’m troubled that Calaveras County is considering two additional dispensaries for our county, as I believe the three dispensaries we currently have sufficiently serve the needs of patients.

This Goal requires a review of the real value proposition Tourism offers our County. We already have the entities in place working to promote tourism, we understand it, and we know how to measure it. No new agencies required. Expanding on what we do well is always a good decision. Our natural resources, beautiful scenic vistas, rich history and character, are what attracts people. That’s our draw, that’s our edge, that’s who we are and that creates a destination!

I see two distinct and separate elements that present themselves when growing tourism in our county. First, is the tourism we know and currently promote. The second opportunity is encouraging a variety of businesses that make products or offer services to relocate to our county.

Quality of Life and Safe Community issues are becoming serious concerns of people in cities and suburbs, where living-safely is steadily deteriorating! This makes Calaveras County a far more desirable area to relocate than we may have previously considered. What we have here is a lifestyle many can only dream of, what we need are more independent businesses that create wealth that stays in our communities, providing our youth with better opportunities for productive careers.

Through tourism we can find the folks that may own businesses and would relish the thought of relocating here in Calaveras County. We must connect the dots for them so they realize this relocation is a possibility. Small businesses are best suited for this purposes, ones that have sales of one to six million dollars where the owners will be relocating and living here as well — therefore, the wealth-creation stays here. Compare this to a big box store that hires the same employee count but the profits get sucked out of Calaveras to Arkansas or Dallas, wherever corporate is located. Leaving us jobs and a few tax crumbs but no wealth-creation.

A fine tuned tourism effort supported by a new Board policy, can find the folks that are looking for a place to relocate their business. This requires that our Calaveras Visitors Bureau, Chamber of Commerce, Building Department and County Economic Development entities to form a new wealth-creation partnership, with promotional materials/links highlighting Business Ventures and Opportunities in Calaveras County. As your new supervisor I would foster a positive attitude toward business development . . . and the future it offers our youth.
