1. Ex- Shek O Quarry
PlanD/HyD/MTR Corporation
The ex-Shek O Quarry site falls within an area zoned “Undetermined” on the Tai Tam and Shek O Outline Zoning Plan.
The then Civil Engineering Department in 1994 undertook rehabilitation works with the concept of developing the
rehabilitated quarry site for recreation-related uses, such as water sports centre. The site is temporarily used as a
casting basin for Shatin to Central Link by MTR Corporation and will be handed-over to LandsD in 2019. PlanD will
review the zoning of the subject site and consult the District Council when appropriate or before 2019.

2. Request to Improve the Drainage System of the Villages in Southern District
(I) On Pokfulam Village
DSD arranged the second joint site visit with District Lands Office, Hong Kong West and South (DLO/HKW&S) on
10 August 2016 to ascertain the works boundaries within Pokfulam Village. A meeting among Mr. CHU Ching-hong
JP, Pokfulam Village Sewerage Concern Group, EPD and DSD has been arranged on 21 September 2016 to discuss the
latest project progress. DSD is now refining the project design.

(II) On Shek O Village, Wong Chuk Hang San Wai Village, Kau Wai Village and Tai Hau Wan Village
FEHD advised that Railway Development Section of LandsD had requested MTRCL to replant trees at the proposed
location of Wong Chuk Hang San Wai Village Public Toilet according to the approved Tree Removal Application in
2011. FEHD has accordingly requested LandsD to waive to replant trees at the subject location so as to prevent
affecting the construction works of the public toilet. Railway Development Section of LandsD recently replied that
MTRCL is not required to plant the compensatory trees on the proposed San Wai Village Public Toilet site. Now,
FEHD is pending the reply from LandsD regarding application of land allocation. Also, FEHD is still pending Minor
Building Works Committee of ArchSD to approve the funding application for construction of the Wong Chuk Hang San
Wai Village Public Toilet.
LandsD advised that,as to the application for allocation of the site, DLO/HKW&S was awaiting responses from some
departments and would process the application as soon as possible after the responses were received.

3. Short-term and Long-term Uses of the Site of Former Aberdeen Fire Station (AFS)
PlanD advised that the site is zoned “Other Specified Uses” annotated “Business(2)” (“OU(B)2”) on the Aberdeen & Ap
Lei Chau Outline Zoning Plan No. S/H15/30. According to the Notes of the “OU(B)2” zone, ‘Office’ and ‘Place of
Recreation, Sports or Culture’ use, including arts centre, arts gallery, artist studio and rehearsal room for arts
performances, are always permitted within the site.
On 13 November 2015, the Legislative Council Panel on Home Affairs supported the proposed project to provide arts
space and arts facilities for use by local artists and art groups, as well as a permanent office for the Hong Kong Arts
Development Council in the future development at the subject site. The proposed project was endorsed by the Public
Works Subcommittee of Finance Committee and the Finance Committee on 24 February and 22 April 2016 respectively.
LandsD advised that the site has been included in the 2016-17 land sale programme (i.e. Aberdeen Inland Lot No. 462).
The Government announced on 29 June 2016 about the details of the land sale programme for the second quarter of
2016-17 (i.e. July to September 2016), including that the site will be sold by tender in the second quarter. LandsD will
issue a press release later before putting up the site for tender, to announce the Tender Invitation Date, Tender Closing
Date, and the major information of the site, including its size, user, minimum and maximum gross floor area etc.

Ap Lei Chau S/H15/30 The Town Planning Board (TPB) on 24.12.2015 gazetted the draft Aberdeen & Ap
Lei Chau Outline Zoning Plan (OZP) No. S/H15/30 under section 5 of the Town
Planning Ordinance for public inspection for two months. The OZP amendments
mainly involve the rezoning of a site at Lee Nam Road, Ap Lei Chau, from “Other
Specified Uses” annotated “Cargo Handling Area” (“OU(Cargo Handling Area)”),
“Government, Institution or Community” and “Industrial” (“I”) to “Residential
(Group A)4” for residential development; rezoning of a strip of land fronting Ap Lei
Chau West Industrial Area from “OU(Cargo Handling Area)” to “Open Space”; and
rezoning the Ap Lei Chau West Industrial Area from “I” to “OU” annotated
“Business(3)” and “Business(4)” to enhance the transformation of the area to
business uses.
During the two-month exhibition period which ended on 24.2.2016, a total of 607
representations were received. On 15 April, the TPB published the representations
for public comments. During the publication period which ended on 6 May, 16
comments related to the representations were received. The TPB will then hold a
“hearing meeting” to hear and consider the representations and comments received.
The representers and commenters, including their authorized representatives, will be
invited to attend the hearing meeting. The hearing meeting is scheduled on
27.9.2016 (Tue). About seven days before the meeting, the relevant representers
and commenters will be notified of the arrangements of the hearing and provided
with a copy of the relevant TPB paper.

The item comprises upgrading of the Stonecutters Island
Sewage Treatment Works and eight numbers of
preliminary treatment works at Hong Kong Island. The
project has been fully commissioned in December 2015.
Contract DC/2009/24 (Harbour Area Treatment Scheme
Stage 2A Upgrading of Preliminary Treatment Works
(PTWs) at Sandy Bay, Cyberport, Wah Fu, Aberdeen and
Ap Lei Chau), being part of the works of the above item,
has commenced on 31/8/2011. Since the full
commission of the project in December 2015, the treated
effluent from Sandy Bay, Cyberport, Wah Fu, Aberdeen
and Ap Lei Chau sewage treatment works has been
intercepted and conveyed to the newly expanded
Stonecutters Island Sewage Treatment Works for further
treatment. The water quality of the nearby waters is
improved, as there is no more direct discharge of treated
effluent into the areas. The works of DC/2009/24
mainly include the upgrading of the sewage treatment
and de-odourisation facilities in these PTWs. About
89% of works under the contract has been completed.
