Background: On January 16, 2007 Council passed the following resolution: THAT staff provide Council with a list of outstanding zoning and development permit applications as well as outstanding servicing agreements so that Council may better understand staff constraints and as well assist in the determination of priorities. 2. Project Information: Attached is a list of pending development applications dated March 20, 2007. The list represents all formal applications currently in process with the Planning Department awaiting final decisions by Council or the Approving Officer. It does not account for the pre-application discussions that the Planning Department are routinely involved in. The list does not include multi-phased projects that do not have pending applications, but still involve significant Staff investment. Examples of these projects include Quest University and Block R. As development processing represents a portion of the Planning Department’s workload and role in the organization, a list outlining policy projects and other initiatives is also attached. 3. Department Comments: In general, Staff attempt to follow the recommendations of the 2004 Development Process review and attempt to deal with applications in the order in which they are received. The purpose of this recommendation was to eliminate “cue jumping” or the perception of inequitable treatment. and sequencing how projects move through the system. It is also noteworthy that the development process is iterative and requires significant interplay between staff and the Applicant. The number of iterations required and the responsiveness of Staff and the proponent are also key determinants of how efficiently an application moves through the system. Staff appreciate Council’s desire to assist in prioritizing the current development workload; however would recommend that this be undertaken at a policy level rather than an application specific level. Should Council want to undertake a prioritization exercise, Staff recommend several considerations that could be weighted in establishing processing priorities.

• Application type (Employment/Commercial/Institutional versus residential) • Consistency with policy (Growth Management Strategy, Smart Growth) • Community benefit (affordable housing, housing mix, amenity) • Priority by neighbourhood

Should Council choose this path, Staff recommend additional discussion and consultation between Council, Staff, and the development community.
