The three-year relationship be-
tween Helderberg Crime Watch
(HCW)andSomersetWestNeigh-
bourhood Watch came to abrupt
end last week when the Neigh-
bourhood Watch was told to va-
cate the HCW control room.
Somerset West Neighbourhood
Watch a community organisation,
which had been making use of the
HCW control room, was given one
days notice on Thursday. They
were to evacuate the control room
by 18:00 on Friday 14 March.
HCW has since informed its sub-
scribers that it will no longer make
use of theNeighbourhoodWatch ra-
dionetworkand subscribers should
contact them via their telephone
number.
HCW, a section 21 company, and
its contracted service provider, Ve-
tus Schola, continue their security
service to subscribers.

Somerset West Neighbourhood
Watch, says the Neighbourhood
Watch has wanted its own control
room for some time.
One of the things we would like
to do, is give all security companies
access to our radio system, as this
would greatly assist in the pursuit
of criminals and the sharing of in-
formation.
Peter Brand, chairperson of the
HCW, says he was informed on
7 March that the Neighbourhood
Watch intended to set up their own
control room, and that negotiations
between the Neighbourhood Watch
and several other security compa-
nies were already in an advanced
stage.

Le Riche says the reaction from
HCW surprised him. The Neigh-
bourhood Watchs intention was to
give other security companies ac-
cess to the radio network, only after
they started operating their own

control room as a matter of neces-
sarycourtesyandtogaininputand
assistance.
After the Neighbourhood Watch
vacated the HCW control room on
Friday, theWatch arranged a roster
of coordinators to act as an interim
control room during the day.
Secure Rite has made their con-
trol room available to the Neigh-
bourhood Watch for the night duty
from 22:00 to 06:00, says Le Riche.
Le Riche says the extensive cam-
eranetworkbelonging to theNeigh-
bourhood Watch was not disrupted
during the transition of control
rooms,because thecameranetwork
isrunfromtheofficeofaNeighbour-
hood Watch member and not from
the control room.
HCW has announced to subscrib-
ers via email that it will no longer
accept NeighbourhoodWatch radio
calls. It will only respond to tele-
phonic communication.
Brand says HCW will no longer
use the radio network, because it
has been compromised.
He says two radios which do not
belong the Neighbourhood Watch
were found to have access to its fre-
quency, and two radios aremissing.
Le Riche says almost every radio
network, including that of the po-
lice, iscompromised.TheWatchuse

BUS ACCIDENT ON N2: The jaws of life had to be used to free two men trapped in a bus on the N2 between Somer
set Mall and Somerset West Golf Course yesterday (Wednesday) morning. According to a report, one of the trapped
men sustained severe head and back injuries while the other sustained slight injuries. These two men, along with two
others who were also seriously injured, were treated by ER24 paramedics on the scene before they were transported to
2 Military Hospital in Wynberg for further medical care. Traffic was severely backed up while the remainder of the pa
tients were treated by other paramedics. According to Constable Suzan Jantjies, Somerset West police spokesperson, the
accident happened at about 07:00 and the bus contained 13 passengers on their way to the Gordons Bay Naval Col
lege. It is still unclear how the bus came to land on its side, but according to Jantjies the driver said he lost control of

Die bestuurder van die besigheid, wat ano-
niemwil bly, s die voorval het verledeWoens-
dag (12 Maart) plaasgevind toe twee mans om-
streeks 09:00 opgedaag het. Die mans het n
Quantumminibus-taxibestuurenhetnavraag
komdoen oor die prys van n koppelaar-onder-
deel.Hulle isweg enhet omstreeks 14:30 terug-
gekeer om die item, wat R3 220 kos, te koop.
Volgens die winkelbestuurder werk hulle
gewoonlik met groot klinte en doen nie baie
kontanttransaksies nie. Die mans het die be-
drag in R200- en R100-note betaal.
Die volgendedag toe eenvandiewerkers die
geld gaan bank, het die bank hulle meegedeel
dat vier R200-note en twee R100-note, vervals
is. Die bank moes beslag l op die note en ge-
volglik het die besigheid nou n verlies van
R1 000 gely.
Ons het agterna die geld gesien en agterge-
kom dat die unieke nommer wat op elke noot
is, sommersoopvierverskillendenote gedruk
is, het die winkelbestuurder ges.
Hulle het ook hul hoofkantoor in kennis ge-
stel wat toe n e-pos aan al die ander takke ge-
stuur het om op die uitkyk te wees vir note.
Die winkelbestuurder wil ander besighede
indieareawaarskuomwaaksaamvirdi slen-
ter te wees. Hy het bygevoeg dat hulle nou van
plan is om n skandeermasjien wat vervalste
note kan uitken, aan te skaf.

doen n die remme van die vragmotor wat hy bestuur het, onklaar geraak het. Die
vragmotor het toe agteruit beweeg en op die stoep van n huis op die hoek van
Boundaryweg en Bulbinestraat, Gordonsbaai te lande gekom. Die insident het verlede
Vrydag kort voor 16:00 plaasgevind. Na verneem word het die bestuurder om n
draai teen n bult opgery. Terwyl hy beheer oor die koppelaar moes uitoefen, het die
remme onklaar geraak. Die eienaar van die huis het inkopies gedoen toe die seker
heidsmaatskappy hom bel en van die ongeluk in kennis stel.

Ontsnapte nmeer asmaand aangekeer

Donlo Petersen (27), die verdagte
wat meer as n maand gelede uit
polisieaanhouding by die Somer-
set-Wes polisiestasie ontsnap het,
is Maandag in hegtenis geneem.
Volgens konst. Suzan Jantjies,
woordvoerder vir die Somerset-
Wes-polisie, was inwoners van
Wesbank, Delft, onlangs in So-
merset-Wes waar hulle Petersen
se foto in die DistriksPos herken
het.
Jantjies s diemensehet die po-
lisie gekontak en inligting aan
hulle verskaf oor waar Petersen hom bevind
het. Volgens Jantjies het speur-konstabel El-
ton Isaacs die inligting opgevolg en Sondag
verskeie adresse van familielede vanPetersen
wataanhomverskaf is,besoek.Sysoektogwas
egter onsuksesvol. Later die aand

n Man (31) het Maandag in die Strand-
landdroshofskuldiggepleitopnaanklagvan
die besit van inbraakgereedskap.
Diehofhetgehoordat nsekerheidsbeamp-
te, Marius de Vlam, in die vroe oggendure
van 24 Januarie in n voertuig in Blackfor-
reststraat gevang is. Ettinne Mentoor van
die regshulpraad het De Vlam verteenwoor-
dig en het n bedigde verklaring aan die hof
voorgelees. Hy het erken dat hy die voertuig
sonder toestemming betree het en dat hy n
mes in sy besit gehad het.
De Vlam is ongetroud, werkloos en woon
by sy tante. Mentoor het bygevoeg dat sy kli-
ent reeds meer as n maand in aanhouding
is enhet gevradat diehof dit in agmoetneem
tydens vonnisoplegging.
Staatsaanklaer Clement Abrahams het al
De Vlam se vorige veroordelings, van 1999
tot 2013, voorgelees. Di aanklagte sluit in
huisbraak, diefstal, saakbeskadiging, die be-
sit van dwelms en minagting van die hof.
LanddrosKaren Scheepers het ges die be-
skuldigde het berou vir sy dade getoon. De
Vlam is tot ses maande tronkstraf gevonnis.

by te woon. Basson moes 13 Januarie in die
hof verskyn, maar het dit nie bygewoon nie

Hy is intussen op borgtog van R500 vryge-
laat en moet weer op 14 April in die hof ver-
skyn.

No taxi for blindman and his dog

Anton Engelbrecht was elated when he re-
cently became the proud owner of Sean, a
guide dog from the South African Guide Dog
Association.
Littledidheknowthat lifewithSeanwould
become more challenging than before.
Engelbrecht lost his sight in 2001 after be-
ing bitten on the leg by a violin spider. His
speech is also been impaired since then.
He says that since taking ownership of
Seanhe has been turned away fromaprivate
taxi service twice in the past three months.
When he wanted to take a taxi home after
avisit to theMallhewasgreatlydisappointed
when he was told that the companys policy
did not allow for the transportation of any
animals, including guide dogs.
Engelbrecht says after hearing this he and
Seanwalkedbackto theirVanderStelhome.
This week he contacted the company
again. After their previous refusal to drive
me and Seanhome, I said Iwas blind andhad
a guide dog that needed to be transported
withme andwas turned away a second time.
On the odd occasion, he has used mini-
taxis to commute in the Helderberg, but
learned the hard way that one has to have
patience towait for theminibus to be loaded.
Les Connor, co-owner of Strand Taxi de-
nied that itwas their companys policy to not
transport animals. We have transported
small pets to the vet before, but would have
to say no to a Great Dane, Connor said.
He added that they do not discriminate
against people with disabilities and have
transported people in wheelchairs as well as
blind people and their guide dogs before.

and Sean. The operator apologised for with-
holding their services fromEngelbrecht pre-
viously.Hesaidafterconversingwithhisem-
ployer he was told Engelbrecht and Sean
should be allowed to use their services.

voet op pad na Shoprite. Sy vertel n lang

Sy het nie laat los nie en die twee het
aan weerskante getrek.Young se aanval-
ler het haar agteruit gestoot en sy het in
die pad geval en haar kop gekap.

CYCLING FOR COTLANDS: Rowan Ferreira, owner of

Ratepayers shouldbecome involved
In an attempt to increasemember-
ship, the Strand Ratepayers Asso-
ciation, Ward 83 will be holding a
marketing campaign on Saturday
22 March.
The campaign, which will in-
clude live performances by the
band 3D from the top of the beach
front building, Deep Blue will be
held from 10:00 to 16:00.
This will coincide with the na-
tional surf life saving champion-
shipshostedby theStrandsurf life
saving club from 19 to 22 March.
According to advocate Gerrit
Badenhorst, event manager and
committee member of the Strand
Ratepayers Association, Ward 83,
they currently have a mere 200
members.
Badenhorst says that an in-
crease in members will allow the
civic association to petition the
City of Cape Town to expedite
projectsalreadyapproved, suchas
the building of the sea wall, up-
grading of the jetty, aswell as gain
support foropposingprojectssuch
as the installation of temporary
ablution units on the beach front.
Wehear regular complaints re-
garding beach front issues. The
only manner to address these will
be through active civil involve-
ment, as well as funding through
membership.
Otherwise the ratepayers in
the area will have to be tolerant
of the current unsolved issues for
quite some time, says Baden-
horst.
Another issue the association
highlights is security on the
beach.
Badenhorst says with sufficient
membership and funding private
security will be arranged for the
ever increasing lawlessness on
the beach during season time.
He points out that the associa-
tion is currently running on a
budget of R2 000 and therefore de-
pend on membership fees, which
is R40 including a voluntary dona-
tion of a further R60.
Oncemembership has been ob-
tained, members will remain in-
formed on developments and re-
ceive regular updates via email or
awebsite,whichwill be construct-
ed for this exact purpose, ex-
plains Badenhorst.
Potential members can sub-
scribe at the amphitheatre area of
Deep Blue where existing mem-
bers of the Ratepayers Associa-
tion Ward 83 will be promoting
membership.

Despite the recent split between
Helderberg Crime Watch (HWC)
and Somerset West Neighbour-
hood Watch, HCW has indicated
that it will continue to support
Neighbourhood Watch patrollers
through its telephonic network.
Peter Brand, chairperson of the
Helderberg Crime Watch, says it
will continue to give the same sup-
port to NeighbourhoodWatch as it
provides to its members.
We believe the Neighbourhood
Watch offers a very important
community service and HCW will
continue to offer the Watch patrol-
lers support.
This follows an announcement
by HCW that it will no longer use
the Neigbourhood Watch radio
network, and the Neighbourhood
Watch was asked to vacate the
HCW control room (read more on
page one).
The split was announced on
Facebook and this caused a flurry
of confusion about the previous
and current relationship between
the Neighbourhood Watch and
HCW.
Brand says the decision by HCW
not to use the Neighbourhood
Watch radio network was not
taken lightly, buthebelieves itwill
nothaveanegative impact on their
service to subscribers.
He says over the past three
years, the bulk of their 476 arrests
have resulted from telephonic
communications.
HCW is a section 21 company
(not for profit) and has contracted
Vetus Schola, a security company,
as its service provider. Subscrib-
ers to HCW pay a monthly fee for
its services.
The DistrictMail asked HCW
whether this arrangement com-
plieswithPSIRA (Private Security
Industry Regulatory Authority)
regulations and awaits a reply.
Louis le Riche, chairperson of
theSomersetWestNeighbourhood
Watch steering committee, says
their ad hoc arrangement for the
interim control room is sufficient
for the moment, but it is now a
matter of urgency to make more
permanent arrangements.
Unfortunately, this will re-
quire resources that the Watch
does not presently have.
The Somerset West Neighbour-
hoodWatch has already formed re-
lationshipswith two security com-
panies. Secure Rite and Gordons
Bay Security have been allowed to
join the radio network.
LeRichesaysall security compa-
niesarewelcome to join theSomer-
setWest NeighbourhoodWatch ra-
dio network, including Vetus
Schola.
He is in the process of drafting
a code of conduct for security com-
panies who wish to use the radio
network.
Le Riche says the Neighbour-
hood Watch has issued over 300
radios to individualsandorganisa-
tions, adding that this networkhas
been of great service during times
of crisis, such as the floods of
November 2013.

Macassar peaceful

TheMacassar CPFhas submitted a letter
to oppose the bail of the nine men who
have been charged with the rape and as-
sault of two women in Macassar.
Themen are believed to bemembers of the
28s gang. The heinous crime was allegedly
committed at a home in Macassar Village
when the women (30 and 37) visited a friend
on Friday 7 March at about 21:00.
One of the women managed to escape the
next morning at about 07:00 and called for
help. The suspects made their first court ap-
pearance in the Somerset West Magistrates
Court last Wednesday (12 March).
The Macassar Police arrested eight of the
men on Monday 10 March and another sus-
pect handed himself over to police the next
day.
The men allegedly acted on orders from
their gang leader when the committed the
crimes.
A reader contacted the DistrictMail on
Tuesday after the article Gangs move into
Helderberg appeared last week.
According to this Macassar Village resi-
denttheareahasbecomemorepeacefulsince
the men, who terrorised the community,
were arrested.
The resident expressed hope that bail will
be opposed and that the men will remain in
custody.

The restoration of the historic
Church StreetMethodist Church
inSomersetWest is finallyunder
way.
Rev. Jean Murcott, resident min-
ister of theChurchStreetMethodist
Church, says construction to re-
store the church which was built in
1860 started on 18 January. The
front faade of the church collapsed
on 13 June 2010, minutes before the
official opening of the Fifa Soccer
World Cup in 2010.
A lengthy process followed,
which included an application to
the Western Cape Heritage Council
to have the rubble removed and to
demolish the affected part of the
building and have it restored to its
original design.
TheHeritage Council has also ap-
pointed a professional team, com-
prising of Henry Fagan structural
engineers, Gabriel Fagan Archi-
tects, quantity surveyors Hope and
Warren and the construction com-
pany Telstra Civils, in 2012.
In the almost four
years since the
church collapsed
many individuals,
including church
members, local
businesses and Hel-
derberg churches
generously assisted
with fundraising.
Funds were,howev-
er, soondepletedby
temporary meas-
ures such as scaf-
folding and sheet-
ing to maintain the
damaged structure.
This cost about
R200 000.
A generous dona-
tion of R1,4 million
inmid 2013, by a do-
nor who wishes to remain anony-
mous, finally enabled the restora-
tion of the Grand Old Lady. Peo-
ple were amazing - they just walked
off the street and with an under-
standing of the common heritage
that this church has for the commu-
nity, offered to help, she says. The
total cost for restoration is estimat-
ed at about R2 million.
A ceremonial church service to
mark the launch of the restoration
project was held in September 2013
with the hope of starting construc-
tion in October last year. Murcott
says an application to the City of
CapeTowntoobtain
permits to upgrade
the stormwater sys-
tem has, however,
delayed the process.
This year marks
the 180thanniversa-
ry of the Somerset
West Methodist
Mission Station.
Murcott says the
Church Street
Methodist Church
was the first church
to be built in the ar-
ea for the emanci-
pated slaves.
The storm water
system, however,
has not been up-
graded to provide
for the extended de-
velopment of the area. This, she
says, resulted in recurring flooding
of the church and the surrounding
area during heavy rains. These per-
mits were obtained in mid-Decem-
ber lastyear.Murcott saysconstruc-
tionof thechurchshouldbefinished
by the end of May. An additional
amount of about R500 000 needs to
be raised to complete the restora-
tion, which includes the rebuilding
of the front faade, for which 40 000
bricks have been used to date in
compliance with the thicker walls
built in thatera, replacingandtreat-
ing the wooden floors, replastering
and treatment of the walls to make
it damp proof, the installation of ad-
equate lighting and the building of
a boundary wall which is estimated
at R200 000.
An Easter Song and Praise after-
noon is planned at the church for 6
April at 15:00 and on 17 May Brian
OConell will be the guest speaker
at a breakfast at theOceanViewHo-
tel in aid of the restoration fund.

Bird identification course
in SomersetWest
A bird identification and conservation
course, Flight for Birders, will be present-
ed at Beaumont Primary School in Somerset
West on 21 and 22 March.
The course costs R500 a head and includes
a practical outing, basicmanuals and certifi-
cates endorsed by BirdLife South Africa.
Roughly 1 600 slides and drawings will be
used during the course.
Flight for Birders was developed to as-
sist novices and experienced bird-watchers
to become involved in bird-watching in a
practical and sustainable way.
Emphasis will be placed on the further de-
velopment of theHelderberg as a top birding
destination.
Parts of the proceedswill be donated to the
Black Harrier conservation.

JAMEY GORDON
Somerset West resident Julia Evans (46),
whohasbeenmanagerof theAnimalWel-
fare Society (AWS) Helderberg for the
past six years, believes she is one of the
fortunate few who can say, I am doing
exactly what I was born to do.
Contrary to expectation, itwasnother love
for animals that got her involved with the
AWS. It was in fact the opportunity to bring
about positive change.
JuliawasborninSomersetWestandraised
in Penhill Estate, Eerste River. She recalls
being surrounded by animals as a child and
growing up in an English-speaking home.
I was a rebellious child and probably also
the reason for my parents grey hairs, says
Julia.
She attended Loreto Primary School and
completed Grade 8 at Hottentots Holland
HighSchool in1980.Shesays that itwaswhen
she attendedDeKuilenHigh School in Kuils-
river that she experienced a major, but
pleasant, culture shock.
I had to learn to speakAfrikaans fluently,
but I loved it, says Julia.
I thrivedat that school.Myrebelliousness
was brought under control, I learnt how to
be responsible andwas taughtmoral values.
At the age of 19, Julia married Dylan, who
gave her her first pets two kittens and
in the same year started her career in book-
keeping and sales.
In her early twenties, Julia was diagnosed
with severe panic disorder, which later led
to depression because her condition had not
been treated correctly. In an attempt to avoid
self-pity and dwelling on her problems, she
took on a challenge in 1997 by responding to
an AWS advertisement in Eikestadnuus call-
ing for new members.
I phoned the number in the ad and was
invited to one of themeetings held twonights
later.
The very next morning I visited the ken-
nels, says Julia.
Julia foundthat thesituationat thekennels
wasnotoptimaland identifiedseveralurgent
needs.
Determined todo somethingabout the situ-
ation, Julia joined AWS Stellenbosch. She
worked at AWS Stellenbosch for 11 years
the first seven years as a volunteer.
She says that the intrusion of her work, es-
pecially after hours, and her refusal to ac-
knowledge that it had taken over her life,
played a role in the ending of 21 years ofmar-
riage.
The divorcewas finalised in 2008, the same
year shewasapproachedbyAWSHelderberg
to take over as manager. In need of a change,
she took up the offer.
Until now, I have had absolutely no re-
grets with the move and I am no longer con-
cerned that (Animal) Welfare is my life.
According to Julia, the problems at any
AWS branch remain the same; lack of finan-
ces and supplies.
However, she has found that the Helder-
berg public is very supportive and kind.
When a plea is made to the public, the re-
sponse is excellent. Not always financially,
but in terms of supplies, says Julia, who re-
joices that she discovered her love for ani-
mals through volunteering at the AWS.
Julia says the best feeling iswhen theAWS
staff are able to intervene on behalf of an ani-
mal that would have had to be euthanised.
Seeing these precious creatures healed and
adopted into a loving family ismade possible
only by organisations like the AWS and posi-
tive public response.

Support group for peoplewho lost loved ones
Helderberg Hospice will be hosting a six-
week bereavement support group for all who
have lost someone close to them and are still
processing their loss.
The group will get together on Thursday
afternoons from 14:30 to 16:00, with the first
meeting being held on Thursday 20 March
and at a venue suitable for all the partici-
pants.
Discussion topics include understanding
the stages of the grief process, coping with
loneliness,aswellasrebuildinganewlifeand
identity.
The group is open to all, not only to those
whose loved ones received the care ofHelder-
berg Hospice.

After having attended upon my
banking affairs at a commercial
bank on the corner of Main and
Conradie Streets, Strand, I pro-
ceeded to my car, which was
parked in the parking area styled
Fasie Faure Square.
Nearing the car I was swarmed
upon by an army of men who
smelled of liquor and started
pleading for handouts and fight-
ing as to who had looked after my
car whilst I was in the bank and
as I endeavoured to ignore them
they started shouting foul inde-
cencies at me.
Iwas startledbyall this andpas-
sersby were scurrying to get to
theircarswhilst thiscrowdofhoo-
ligans was distracted.
I proceeded as quickly as possi-
ble to my vehicle and locked it
even before starting it up as I had
drawn a fair amount of cash and
was petrified by the band of hooli-
gans.
Whilst starting the car all pas-
senger windows had intoxicated
faces peering in still shouting in-
decencies at the top of their voices
and spitting at the windows, but
as they realised I was ignoring
them and intended to run them
over if they didntmakeway, they
started dispatching but still
shoutingandthrowingballed fists
into the air.
The next victim was en route to
her car and they swarmed upon
the poor woman to accost her as
I had been.
I raced away totally rattled.
I phoned the bank about the in-
cident feeling quite quivery when
Igothomeandwas told thatwhilst
they provided some public park-
ing behind the bank the public
overflow had to park on the Fasie
Faure Square.
I was also told that they had re-
ported the scenario to the police
on several occasions as other cli-
ents had also complained vehe-
mently of the gathering under the
trees on the square where they sit
and consume liquor of sorts and
smokewhatever they can get hold
of.
Please do something about the
matter, hopefully the police will
read this letter in the press and if
they cannot react to someone
speaking out courteously over the
phone thenstop theharassmentof
people on the Fasie Faure Square
as one is afraid to park there
again.
It impinges on ones freedom to
parkwhere the lawprescribesyou
to, todoyourbusinessalbeitbank-
ing or going to Millers or Fried-
man and Cohen etc.

Public shock
as security
firms split
Two of the bigger security organisa-
tions operatingwithin the Somerset
West area split up last week, after
working together for three years,
duetoanunfortunateandseemingly
unnecessary spat.
The organisations involved in the
break-up are Helderberg Crime
Watch (HCW) and Somerset West
Neighbourhood Watch, who went
their separate ways after a dispute
about the use of HCWs control
room.
Its a real shame when two large,
reputablesecurityproviderssuchas
these split up because of issues over
a control room.
One feels that the heads of these
two organisations should have tried
a lot harder to resolve their differ-
ences, instead of splitting up.
Their seemingly impulsive reac-
tions have done little to restore the
faith of the hundreds of clients who
make use of their services.
Customers, whowere and are still
being serviced by these organisa-
tions, were according to social me-
dia sites completely and utterly con-
fused by the split. Speculation is rife
amongmany of them as to what will
happen next.
It is for this reason that the
DistrictMail contacted both organi-
sations to establish exactly what
caused the split, what is going on
nowandhow these two security pro-
viders will be operating and serving
their worried customers in the

TheCity canonlymanage floods, notprevent them
The report Costly Solutions For Future
Floods (District Mail, 27 February 2014) cor-
rectly points out the floodalleviationmeasures
needed to reduce the damages caused by the
heavy rains.
Given the estimated cost of R300 million for
the longer term solutions, it is clear why the
formerSomersetWestmunicipalitydidnotun-
dertaketherequiredremedialworktotheriver,
which commenced in 1996 under the former
Helderberg Municipality and has been contin-
ued by the City of Cape Town since 2000.
Clearing of invasive alien vegetation and the
remedial and upgrading work in the river will
continue andwill also be supplemented by sev-
eral other initiatives.
Thanks to the Provincial Governments dec-
laration of the areas affected by the flooding as
Disaster areas, to allocate money and cut red
tapeinordertobeginplanningtheimplementa-
tion of the short- termmeasures,which are tar-
geted for commencement during the first half
of April.
The clearing of alien vegetation and removal
of dead trees is an ongoing project which was
primarily fundedoutofwardallocations forthe
last few years but now is funded as part of the
Extended Public Works Programme.
The City cannot prevent floods,merelyman-
age them when they do occur. In a huge flood
the storm water system isnt designed to cope
with all the storm water run-off, as the system
is geared towards a 1 in 2 year to 1 in 5 year
flood.
The system is therefore designed so that wa-
ter will also flow over land, particularly along
the roads.Wherebuildingsarebuilt in thepath
or badly designed, taking the flood path into
consideration,therewillbedamagetoproperty.
In2009theCitypassedregulationswhichpro-
hibited the development of residential, institu-
tional or commercial buildings within the 50-
year and 100-year flood plains. Owners of exist-
ing propertieswithin the existing 50-year flood
line may still apply to Council for permission
to develop their properties in accordance with
their existing land use rights.
The following measures to curb the impact
of floods will be taken:
) Somerset Road, 900mm dam pipes are be-
ing installed and the road resurfaced.
)Box culverts are to be installed.
) Largeundergroundculvertsalongtherail-
way line inVoortrekker Roadwill be installed.
) Streuben Park canal will be incorporated.
It will be connected to larger pipes and box cul-
verts in School Street to safely accommodate
the flow of storm water to the Lourens River.
) InEilandStreet,fromthegateofHottentots
HollandSchooldowntotheriverlargersystems
are also to be installed.
) InSomersetWestthreebermsaretobecon-
structed at the following locations:
.Meadow lane
.Hillcrest Road next to Radloff Park, and
.behind the last row of houses at the end of
Villa Mont Road.
)Upgrade of the storm water pipes under
Bizweni Avenue together with an upgrade of
the retention pond opposite Cherrywood Gar-
dens.
Strict implementationof catchmentmanage-
ment and landusewill continue.The sub-coun-
cil has requested that consideration be given
to raising an additional development levy on
developments of existing properties within the
50 year flood plain in order to fund thesemuch
needed alleviation works. The sub-council has
requested that it be provided with a monthly
update of the work.

UrbanEdgeonceagainunder threat this time fromCityofCapeTown itself
The Urban Edge, the line which contains ur-
ban sprawl and protects ourmountain slopes
and rural areas, is again under threat: and
this time, unbelievably, the threat appears to
emanate from the City of Cape Town (CoCT)
itself!
The City very recently advertised its inten-
tion to withdraw the Spatial Development
Framework (SDF) from the legal obligation
whichobligesbothCityand theWesternCape
Province to approve and consent to various
applications brought in terms of the SDF. The
reason stated in the advertisement is the
need to remove the dual approval status of
these plans. The effect of this withdrawal
would be that the City alone will adjudicate
future applications. This occurs exactly one
year after the Urban Edge was settled in the
Citys own process that lasted several years,
and in which numerous citizens and NGOs
fought very hard for its determination.
The withdrawal raises the prospect that it
will now become easier and quicker to obtain
approval of developments falling outside the
Urban Edge. In other words, it seems that the
scene is set by the City for violation of that
very Urban Edge, by the City itself!
The Helderberg Residents Action Associa-
tion(HRAA)andtheJointRatepayersForum
(JRF) representing six ratepayers bodies in
the Helderberg, have addressed an urgent de-
mand to Mayco Councillor Garreth Bloor de-
manding immediateclarificationof theCitys
intention.Hehaspromisedapromptresponse
to this demand.The responsehasnot yet been
received, but Cllr. Bloor must be allowed a
reasonable and short period for reply.
Our Associations need to know the coun-
cils purpose in this action, what advantage
is gained thereby, and at whose instance it
is undertaken.
The advertisement offers neither an expla-
nation of the need that arises nor motiva-
tion for the action.
It appears to us that no real advantage to
the general public or to the City administra-
tion is gained, but that only the interests of
developers who would despoil our protected
areas are served. What is the role of the City
Council in this? If our suspicions are well
founded, we feel betrayed. If the council has
an acceptable explanation, we need to be told
of it immediately.
The advertisement referred to is written in
what appears to be condescending language.
The authorities are affording the public and
interested and affected parties the opportuni-
ty to submit comments, recommendations or
inputs within 30 days, some of which have
already elapsed.
That is not the same as the usual invitation
for public participation. It seems to smack of
a decision already taken. To the HRAA and
JRF this is a serious threat and one that de-
mandsaclearpublicresponse.Wellpublicise
the Citys reply and our reaction to it, with
alacrity.

Whatwill a car enthusiast add to, onand inhis car?
Spendingcountlesshoursunderthehood
of the car is innate to manymen. Howev-
er, as women have come to learn, this is
not always enough. The car also has to
be washed and polished and display the
latest in trends.
Junaid Oliphant, manager of Autostylers
in Strand, reckons that the following trends
prove to be a hit with many car enthusiasts:
1. Laminex covered headlights
Oliphant explains that Laminex is a light
tint which the headlights are covered with,
and themostpopularcolourseems tobe light
black. He says that car enthusiasts also cov-
er their fog lightswithayellowshadeofLam-
inex merely because it is a popular trend
when actually it serves a purpose. When
covered with yellow Laminex, the lights al-
low drivers to see clearer when passing
through the mist, says Oliphant.
2. Have a filter fitted to your car
This according to Oliphant gives the car
a roar that all car enthusiasts want. He says
usually fuel-injected cars are fitted with a
filter. Carburetor-engined cars are only fit-
ted with a filter for the look (in terms of en-
gine shows).
Having your car fitted with a high per-
formance air filter allows more air to circu-
late through the filter as well as the engine,
which serves for better performance.
3. Replace the bulbs of your lightswith
Zenon-bulbs
These bulbs provide a whiter light which
from a distance looks almost blue. Oliphant
says that these bulbs not only look smart,
but shine almost 35 watts brighter on dims
and 40 watts brighter on brights.
4. Have your car fitted with out-of-this
world wheels/rims
Themostpopularwheels, according toOli-
phant, are the BBS-rims with the diamond-
like spokes. He says having a car fitted with
rimsbringsaboutamoresportyappearance.
5. Tint your windows
Tinting your windows or what is now
referred to as smash and grab reduces the
chance of injury in an accident and lurking
thieves awaiting a smash and grab-opportu-
nity. Depending on the percentage of light
transmission, tint can also offer solar and
UV protection.
6. Attach front and rear spoilers to
your car
Thisroundsacaroffandcausesanillusion
that the car is lower on the ground, says Oli-
phant. Car enthusiasts with vehicles that do
not have spotlights, even have LED driving
lights fitted to the spoilers.
7. Bonnet and light guards, and wind
shields
These items aremade of perspex and fitted
to the car to prevent damage, says Oliphant.
An alternative to the bonnet guard is the
bonnet bra, which serves the same purpose
but is made of a material vinyl. The wind
shields, fitted to the doors above the win-
dows, allow passengers to open the window
in just about any weather condition if its
raining, the window can still be opened and
the shieldwill prevent the rain fromblowing
into the car.
8. Install a sound system
The most popular player fitted to a car is
theUSB-player. Oliphant says that although
this is number eight on his list, there are
peoplewho regard installing a sound system
as their first priority even if their car is
falling apart. To start outwith, a regularmu-
sic player with 6 x 9 stereo speakers will do.
Another option is aDVD/MP3 player, which
may include a DVD screen mounted to the
roof or headdress of the car.

leading effectively and to work as a team, enabling them to meet the challenges ahead.
Earlier this term, the student council attended a leadershiptraining camp and, apart from
the personnel's input, the current prefects were also involved in the head prefect selection
process.

bel, is daar n fondsbestuurder soos In-
vestec, Allan Gray en Coronation, wat be-
sluit in watter aandele hulle bel behoort
te word.
Hierdie fondse hou gewoonlik meer as
50 verskillende aandele. Gewoonlik sal
naastenby 30% van die fonds
sewaarde bestaanuit slegs ses
tot tien aandele. Dus, behoort
die top-tien aandele in die
fondsgewoonlikbaieooreente
stemmet die aandele wat jy in
jou persoonlike aandeelporte-
feulje hou. Die voordele van n
fonds is dat daar gewoonlik
