Die Strand se eiendomseienaars het onlangs gestem oor die imple- mentering van die opgraderingsge- bied en wag vir goedkeuring van die Stad Kaapstad, terwyl Somerset- Wes se eiendomseienaars nog in die beginfase van die proses is. Volgens Daantjie Malan, die dryf- krag agter die inisiatief en voorsit- ter van die Strand-belastingbeta- lersvereniging, voel toeriste en plaaslike besoekers aan die sake- kern nie veilig in dié omgewing nie. Eienaars van sakepersele in die sakekern sal R231 per R1 miljoen van die gebou se waarde as byko- mende inkomstebelasting betaal om vir die bykomende dienste te be- taal. Residensiële eiendomseie- naars in die sakekern sal nie die by- komde eiendomsbelasting betaal nie, omdat dit ’n sake-inisiatief is. .     Ao. Sebastian Williams (43) van die So-

    merset-Wes-polisie s sy werk as polisie-

    man hou nie op wanneer hy saans by die

    kantoor uitstap nie.

    Verlede week was hy die hoofrolspeler om

    n reeks onwettighedewat hier in dieHelder-

    berg afgespeel het, te bestry.

    Williams verduidelik hy was Dinsdag (17

    September) van diens af nadat hy hom as ge-

    tuiebydieSomerset-Wes-landdroshof aange-

    meld het. N hy sy plig daar nagekom het,

    het hy om 11:00 in sy privaat motor geklim

    en na Somerset Mall gery.

    diens is.

    Die bestuurder van die Golf het dieselfde

    rooibroekaangehadsoosdiebeskrywingwat

    oor die radio deurgekom het. Die voertuig is

    deursoek en drie messe in n groen Pick n

    Pay-sak is gevind. Die nommerplate was ook

    binne die voertuig.

    Op die vraag oor hoekom hy so uit sy pad

    uit gegaan het ondanks die feit dat hy van

    diens af was, was sy antwoord: Ek is altyd

    alert en 24/7 aan diens, maak nie saak waar

    ek gaan nie. En as ek sien iets is nie reg nie,

    sal ek altyd die stasiebevelvoerder laat

    weet.

    Williams is ook betrokke by die plaaslike

    buurtwag in die Strand, waar hy saam met

    hulle patrollies uitvoer.

    Hy onthou toe hy op laerskool was, het die

    onderwysers altyd aan die leerlinge gevra

    wat hulle wil word wanneer hulle groot is.

    Ek het toe maar net ges dat ek n polisie-

    Crayfish to value of R510 000 confiscated

    Crayfish and crayfish tails with a combined

    value of R510 000 were confiscated in Somer-

    set West on Tuesday.

    The incident happened just after 06:00 on

    the N2 close to the BP garage after members

    from the K9 Dog Unit in Cape Town followed

    up on information. They received a tip off

    about a vehicle, awhiteOpelAstra, suspected

    of transporting crayfish and crayfish tails.

    The vehicle was pulled over and searched

    where police members confiscated 119 cray-

    fish, valued at R60 000 and 2 712 crayfish tails

    to the value of R450 000.

    A man (56) from Grassy Park was arrested

    and taken to theSomersetWest police station.

    A woman (56) who drove a yellow Opel Corsa

    escorting the vehicle containing the crayfish

    and crayfish tails, was also taken to the police

    station.Noillegalgoodswerefoundinherpos-

    session, but shewasdrivinganunlicensedve-

    hicle.

    The police are investigating a case of illegal

    possession of crayfish and transportation

    thereof without a valid permit. The crayfish

    washandedover to thedepartment of agricul-

    ture, forestry and fisheries.

    Manarrested for stolengoods

    A man (33) was arrested in Firgrove on 27

    September for being in possession of stolen

    goods.

    Police officerswhowere patrolling the area

    spotted the man walking down the street car-

    rying a box. Upon investigation the officers

    discovered a number of boxes of cigarettes,

    a knife and a Ryobi drill inside the box.

    The suspects explanation for having the

    goods was that a car stopped next to him and

    the driver asked him to keep it.

    Stolen cellphones found

    The Macassar police are asking residents

    whohaverecentlyhad their cellphones stolen

    to come to the police station as a number of

    stolen cellphones have been recovered.

    According to a police report, a suspect was

    arrestedover thepastweekendwithanundis-

    closed number of stolen cellphones.

    Residents are asked to bring their Identity

    Books along when coming to collect cell-

    phones that might possibly be theirs.

    Members of private swimming clubsnow

    have to pay a R10 admission fee when

    using the Strandmunicipal pool. This de-

    cisionbytheCityofCapeTownwasimple-

    mented on 1 September.

    Parents of swimmers also had to pay a R20

    admission fee from 1 September when ac-

    companying their children. However, after

    the DistrictMail asked the city why this

    charge was put in place for parents, the city

    rescinded its decision and a notice was

    placed at the entrance of the pool onWednes-

    day, stating that parents with a valid per-

    mit will be allowed inside at no charge.

    The three private clubs that currently use

    the swimming pool are Maties, Beat and

    Vineyard. An annual fee of R850 per club is

    charged for theuse of the facility. In addition

    to this, clubs pay R50 per lane, with three

    lanesusuallyusedduringa three-hour train-

    ing session. An amount of R1 600 is charged

    for a four-hour gala.

    Club coaches were reluctant to comment

    when approached by DistrictMail and pre-

    ferred to do so anonymously. A coach says

    that letters of complaint and a petition to op-

    pose the payment of admission fees by club

    members and their parents were submitted

    to the facilitysmanagement at the endofAu-

    gust.

    Eight swimmers have left one of the clubs

    since the entrance fee was implemented.

    They will now use the swimming pool at a

    local gymwhere their parents are members.

    the facility must pay an admission fee as

    By the time of going to print, Gosling had

    Property owners in the Somerset West

    CBD are climbing into the ring against

    crime and grime and are pursuing the es-

    tablishment of a Special Ratings Area

    (SRA) to spruce up and renew the CBD,

    once and for all.

    TheSomersetWest CBDhas been in a slow

    but steadydecline for the past tenyears, says

    Margel Grov, chairperson of the Somerset

    West CBD Building Owners Forum, which

    is spearheading the SRA initiative.

    Under an SRA, property owners will pay

    additional rates, which a committee will

    manage according to a budget that addresses

    agreed-upon needs, such as security, clean-

    sing and marketing.

    GrovsaystheCBDcannot flourishinexis-

    ting circumstances. She says there are seve-

    ral problematic factorswith theCBD, includ-

    ing informal car guards who make visitors

    feel uncomfortable.

    She explains that peoplewho spendmoney

    want to do so in beautiful surroundings,

    which is what the proposed SRA will aim to

    achieve.

    During a visit to the Somerset West CBD

    this week, the DistrictMail saw litter strewn

    on the streets and a many vagrants in most

    parts of the CBD.

    The latest crime statistics for the period

    April 2012 to March 2013, reported on in the

    DistrictMail last week, show an increase in

    property crimes at business premises in

    Somerset West.

    Hugh Roe, operational manager for the

    Helderberg CrimeWatch, says people do not

    feel safe in the CBD. He says the crimes that

    most commonly occur in the CBD are petty

    theft and theft out of motor vehicles, but he

    adds that there is anoccasional business rob-

    bery.

    Roe says the biggest problem for the CBD

    is thevagrantswhohavemade theCBD their

    home.

    Grovsaystheboundariesfortheproposed

    SRA are Andries Pretorius Street, Bright

    Street,CaledonStreetandtheLourensRiver.

    The theme for the Somerset West SRA is

    Blue and White and Grov encourages

    shops and businesses to plant petunias and

    agapanthus in white and blue planters.

    stigting van die Strand Sentrale Opgrade-

    ringsgebied goedkeur, sal die saak verwys

    word na n volle sitting van die stadsraad.

    ) As die stadsraad die inisiatief goedkeur,

    sal dieStrandSentraleOpgraderingsgebied in

    Julie 2014 gemplementeer word om met die

    nuwe finansile jaar saam te val.

    ) Die eiendomseienaars sal n niewinsge-

    wende organisasie stig.

    ) Die Stad Kaapstad sal die bykomende in-

    komstebelasting aandi organisasie uitbetaal

    om volgens die begroting bestee te word.

    Erf 2 goes up in flames

    The City of Cape Town

    completed a controlled

    burn on Erf 2 on the Gor-

    dons Bay mountain last

    week after the owner of

    the property failed to

    clear away flammable

    vegetation.

    Erf 2 lies just below the

    GB sign on the moun-

    tain and was a site over

    which a great battle

    raged between residents

    andadeveloper formany

    years, before the developer gave

    up the fight in 2010.

    Gordonia Mount Properties

    controversially proposed a luxu-

    ry mountain estate be developed

    on the property, and gained per-

    mission for this during the sun-

    set days of the previous Provin-

    cial Administration, from then-

    Environmental MEC, Pierre

    Uys.TheGordonsBayResidents

    Association took the matter to

    court in 2010. The developers

    then threw in the towel, agree-

    ing that the environmental re-

    port on which the permission

    had been gained did not conform

    to the regulations.

    Monica Miles of Firewise says

    residents were growing con-

    cerned about the risk of a fire on

    the mountain. The property

    posed a fire risk because of alien

    vegetation and fallen pine trees.

    Firewise and the Gordons Bay

    Residents Association applied to

    theCity ofCapeTown tohave the

    vegetation cut down. This was

    approved and done but the

    stacks were left on the erf.

    According toWard100council-

    lor JohanMiddleton, a 30-dayno-

    tification had been served on the

    ownertocleartheplot.Theown-

    er did not respond to this notifi-

    cation and the city thus had to

    clean the plot itself. Middleton

    says that when the owner failed

    to respond to a second notifica-

    tion, an application was made to

    the city for a controlled fire. Per-

    mission was granted for this to

    be done from 17 September on-

    wards. Middleton says the final

    costs of the five-day controlled

    fire will only be calculated once

    the final report is completed.

    By the time of going to print,

    the city could not confirm who

    would have to foot the bill for the

    burn. David Bunce, a director of

    Gordonia Mount Properties, did

    not want to comment when con-

    tacted by the DistrictMail.

    The City of Cape Town initiated a con

    trolled fire on Erf 2 when the owner

    failed to clear vegetation off it.

    Noarrest yet after elderly assault

    No arrests have yet been made following the

    attackonanelderlywoman(92) inHelderberg

    Village on Thursday 19 September.

    Last week the DistrictMail reported on the

    incident that happened at 15:30 when a young

    man gained entry to the womans home by

    breaking theglassof thepatiodoorat theback

    of the house.

    The intruder found the woman in the main

    bedroomwherehe overpowered and attacked

    her.

    According to police, the man assaulted the

    woman by hitting her on the back of her head

    with a heavy object. He then fled the scene

    with various items.

    A man closely fitting the description was

    apprehended and taken into police custody

    the same day. However, he was released after

    questioning as he could not be linked to the

    crime.

    Const Suzan Jantjies, spokesperson for the

    Somerset West police, confirmed that this is

    the only incident of its kind thatwas reported

    at the Village.

    No arrest has yet beenmade and the inves-

    tigation is still continuing.

    The victims family opted not to discuss the

    matter with DistrictMail.

    Did speedster kill geese?

    Speeding in Bizweni Avenue has again

    sparked concern after three Egyptian geese

    were found dead on Tuesday morning.

    It is presumed that the geese were killed by

    a speeding vehicle.

    According to an eyewitness, motorists who

    use Bizweni Avenue on the particular morn-

    ing, saw thegeese lyingon thepavement close

    to the entrance of the Bizweni Community

    Church. Weve seen the geese and their little

    onescrosstheroadforthepastcoupleofmorn-

    ings. Everyone is concerned about what hap-

    pened to them, said the eyewitness.

    Bizweni Avenue, notorious for speeding

    drivers, has had a raised intersection con-

    Taking charge

    of the future

    The decision by the Helderbergs

    two largest CBDs Strand and So-

    mersetWest to take charge of their

    destiny through forming Special

    Ratings Areas (SRAs), deserves ap-

    plause.

    Nobody else is going to step in to

    protect what is valuable to business

    not necessarily because of a lack

    of interest, butmore simply because

    of a lack of funds. Government sim-

    ply does not have the money to pay

    for everyones needs everywhere.

    CBDs that havemade the decision

    to form SRAs are generally in a far

    better state than those who have

    failed to read thewritingon thewall.

    Cape Towns SRA was started in

    2000, when the decline in Johannes-

    burgs CBD served as a stark warn-

    ing ofwhat lay ahead if the shift was

    not made in time. The decline in Jo-

    hannesburg continued to deepen,

    while Cape Towns early decision

    has kept its CBD at a world-class le-

    vel.

    It is now the norm for trading are-

    as that seek to protect their value to

    use the SRA framework as a mecha-

    nism to take control of their destiny.

    Anominal contribution by property

    owners makes the whole exercise

    possible.

    Now that the decision has been

    made topursue theSRAmodel in the

    A letter of this nature seems to be

    a recurring theme, butwe can only

    keep trying. As someonewho lives

    on the beachfront and has a busi-

    ness in central Strand, I am horri-

    fied by the dirty streets and the

    mess on the beach.

    This is a holiday destination of

    note, thevisitorsprovidingmostof

    us with valuable business, but we

    risk losing most of them at this

    rate. And its also about ourselves

    and the pride in our town.

    As it is, there isnotonly theover-

    flowingbinsandlitter,butwalking

    on the pavements you never know

    what youll step into Blood? Spit-

    tle? Puke?

    Its really a disgrace and just not

    good enough!

    83 says that through the Extended

    Public Works Programme, Solid

    Waste and Sports and Recreation is

    attending to the cleaning operation

    in the Helderberg. Streets are

    cleaned daily and specific attention

    isgiven to thebeachfront.Thewaste

    bagsare stackednext todirtbins for

    collection. It shouldbenotedthat the

    City of Cape Town will be upgrad-

    ing the Pavilion Precinct (parking

    area) soon. This will include up-

    grading of the sidewalks and mo-

    ving the informal traders off the

    sidewalks and away from the sea-

    wall.This will in itself create a

    cleaner beachfront. With reference

    to blood, spittle and puke, vagrants

    aremostly responsible for thismess.

    Funds were made available to se-

    cure the services of the Oasis Centre

    and their caseworkers to assistwith

    rehabilitation of street people.

    Rational investors will reap their rewards

    It seems appropriate this week, given

    Those who bought Lehman Brothers

    shareswill attest to this. There is nothing

    I have had two clients recently refer to

    the stockmarket as a casino, which is un-

    derstandable given the recent fluctua-

    tions of shares prices driven by a risk

    on/risk off trading mentality.

    have invested in, which has nothing to

    machine in the long-term.

    Irrational behaviour affects short-term

    pricing, but with time, rational investors

    will be rewarded.

    Beers Avenue will be closed for construction

    work until December.

    TheDistrictMail had received a press release

    about the planned closure from theCity of Cape

    Town who has subsequently informed the Dis-

    trictMail that De Beers Avenue will remain

    open for the remainder of 2013 as the developer

    will only start work in the area next year.

    The work forms part of the municipal infra-

    structure upgrades required for theHelderberg

    Hyper development that is currently under

    way.
