Message from the Australian Sports Commission

The Australian Sports Commission (ASC) is committed to ensuring Australian athletes excel in the international sporting arena, and increasing Australians’ participation in sport.

These two clear objectives are mutually reinforcing – international success inspires Australians to participate in sport and greater participation helps nurture our future champions. Sport inspires individuals, unites communities and encourages active lifestyles.

Success at the international level has become even more challenging for Australian athletes. Traditional competitors keep getting better, and rising countries are becoming forces to be reckoned with. Our tenth placing in the medal table at the London Olympic Games continued a downward trend over the past three games. Through Australia’s Winning Edge 2012-2022, our game plan to move Australian sport from world class to world best, we are changing the role of the Australian Institute of Sport (AIS) and the delivery of the high performance program, improving the financial performance and position of national sporting organisations (NSOs) and strengthening the governance structures and standards of NSOs. We have initiated a fundamental reform process to improve Australian sport, by linking high performance sports funding more closely with performance; ensuring the AIS is the world’s best high performance sports institute; modernising governance structures in a number of sports; investing to improve coaching, leadership skills, talent identification and innovation in Australian sport; and reinforcing public confidence in the integrity of sport. These reforms will create lasting change and improvement.

In 2013-14, the Australian Government, through the ASC, is investing almost $120 million in national sporting organisations for high performance programs and to promote grassroots participation in sport. Our partner sports can expect a much sharper focus by the ASC in future on best practice governance and administration, intellectual property ownership, athlete management and support structures and general accountabilities by the sports. Equally, the ASC is committed to changing to meet the needs of contemporary sport. Importantly, the ASC is focused on promoting grassroots participation in sport throughout Australia and to continue a suite of successful national programs such as the Active After-school Communities program. Increased community sport participation has a profound long term dividend, and remains a vital objective of the ASC. The ASC looks forward to working in collaboration with the sport sector to encourage more people into sport and to drive Australia’s continued international sporting success.

CHAIRMAN’S REPORT

I have pleasure in presenting to you the 2012-2013 Annual Report for Diving Australia (DA). The undoubted major highlight of the year was the 2012 London Olympic Games – the pinnacle of our sport and the conclusion of a four year journey. Not to mention the beginning of another four year journey! Brittany Broben winning silver was of course the highlight of the Games and we are particularly proud of Brittany. In other great results, Melissa Wu and Loudy Wiggins / Rachel Bugg narrowly missed out on medals finishing 4

th.

But of course, this was not the only highlight and DA has achieved a number of milestones and excellent results:

o The highly successful hosting of the 2012 Fina World Junior Diving Championships at the truly world class, South Australian Aquatic and Leisure Centre in Adelaide

o 5 Bronze Medals at the 2012 Fina World Junior Diving Championships o 5 Silver and 2 Bronze at the 2013 Australian Youth Olympic Festival o Silver for Emily Boyd and Lara Tarvit in the 10 metre Synchro in the Spanish Grand Prix o Bronze for Samantha Mills and Esther Qin in the 3 metre Synchro in the Canadian Grand Prix o Appointment of Michael Hetherington to the position of National Sports Science / Sports Medicine

Manager Following on from the London Olympics, Diving in Australia has entered the traditional post Olympic period whereby a number of experienced athletes retired from the sport or commenced extended breaks from the sport. This has necessarily meant that the first year of the Rio Olympic cycle is very much a development focus. Indeed the World Championships team selected for the 2013 FINA World Championships only contained three of the ten members of the 2012 Olympic team. Late in 2012, the Australian Sports Commission (ASC) announced its new High Performance Strategy – Australia’s Winning Edge (AWE) – which has significantly changed the High Performance landscape. AWE provides DA, as part of the high performance sports sector, with clear performance targets and a framework for collaboration from 2012-2022. In short, AWE is about:

• consistent and sustainable success for Australian athletes and teams on the world stage • greater levels of accountability for performance results • improved governance structures and contemporary reporting and monitoring of performance • engaging, uniting, inspiring and motivating all Australians.

Within the AWE framework, Diving has been allocated to the Foundation Sport F2 Level (the second highest), which is a testament to the success of Diving over the last three Olympiads. Coupled with this was the announcement of an increase in government funding for the 2013-14 year thanks largely to strong presentations from our High Performance Team to the AWE Assessment Panel. It is no secret that the Australian Government is pivotal to the ongoing development and success of our sport and their assistance is greatly appreciated. I express special thanks to Simon Hollingsworth, ASC CEO, Matt Favier, AIS Director, Gavin Hunt, ASC Senior Partnership Manager and more recently, Tudor Bidder, AIS Performance Manager and Gareth Candy ASC Partnership Manager. Their assistance to our sport is greatly welcomed. In addition to the generous support of the Australian Government and the excellent AIS Program, Diving Australia is very fortunate to have an additional five high performance centres located in Perth, Adelaide, Sydney, Melbourne and Brisbane. Each of these centres is located within the auspices of the respective state institutes and academies of sport which are funded by the various State Governments. On behalf of Diving Australia, I express sincere thanks to Steve Lawrence, WAIS, Wes Battams, SASI, Anne-Marie Harrison, VIS, Jane Spring, NSWIS and Bennett King, QAS. Without their support DA would not be in a position to deliver excellent training programs in centres all around Australia.

It would be inappropriate of me not to mention the challenging issues around the VIS daily training environment and the negotiations around the VIS program. I want to state that the Board does not make decisions lightly and that we are particularly pleased to see the progress with Aquanation in Maroondah Shire. We look forward to working with Diving Victoria and the VIS in improving the daily training environment in Melbourne. As part of AWE, the AIS will be refocusing its role as Australia’s national high performance agency and will cease direct program delivery from the end of 2013. This will mean that the operational funds allocated to the AIS Diving program will be diverted to DA and that DA will take on the responsibility and accountability for the success of the High Performance Program. This represents a significant shift in the operations of DA and new CEO David Bell is heavily involved in negotiations around the details of the AIS transition, most particularly around the AIS facilities in Brisbane. Being responsible for much of DA’s success over the last three Olympiads, and indeed earlier, the AIS Program has been the cornerstone of Diving’s High Performance program and the strategic imperative of continuing with, and indeed strengthening this program is clear. AIS Head Coach, Hui Tong, and his Assistant Coach, Chen Xiangning deliver excellent outcomes and the new model will see them be seconded to DA to continue that effort and continue to be the envy of many diving nations. It would be remiss at this juncture not to properly and sincerely acknowledge the excellent work of Andrew Heath over the years in his role as AIS Diving Program Administrator. I am pleased to report that we have again secured significant funding to continue the excellent CSIRO work on computational fluid dynamics with the ability to then visually postulate our divers doing new dives and show them what they will look like. Unfortunately, it is true to say that diving is not a lucrative sport for the athletes which make it even more important that direct financial support to athletes is part of our program. Such support includes the ASC Direct Athlete Support Program, the DA Direct Athlete Support Program, the AOC Medal Incentive Scheme, prizemoney from FINA World Series and Grands Prix as well as additional opportunities that arise from time to time. DA will be seeking to enhance these opportunities wherever possible. I would like now to note the work of Mary Godden, Barbi Donnet, Sue Lewis, Daryl Hocking and all of the amazing contributors to the enormous success that was the 2012 FINA World Junior Diving Championships in Adelaide. Who could forget the Media attention that DA received riding the crest of the Tom Daley from Great Britain wave with his rock star status. The Board was exceptionally proud of the quality of delivery of this event and will work towards the next major international event in Australia. I personally would like to see Australia hosting a World Cup event sometime in the next five years. In particular the financial outcome of the event well exceeded our expectations with a bottom line for the overall event that was significantly better than budgeted for. Turning to our other partners, our genuine thanks to the ACGA - especially Perry Crosswhite and Diane Gallagher - for their ongoing support and assistance to Diving. Our athletes are all extremely excited to have a Commonwealth Games in 2014 and the planning for the Gold Coast 2018 Games looks to be progressing very well. The refurbished Southport pool will arguably have the best diving outlook of any pool in the world. Australia’s place as an Olympic powerhouse would not be possible without the excellent work done by the AOC and on behalf of DA, I would like to thank John Coates, AOC President, Craig Phillips, AOC Secretary-General, Fiona de Jong, Director of Sport and their team for the fantastic logistical and supporting effort in delivering Australian success in London. I would also like to note how pleased we are that Diving continues to be represented on the AOC Athletes’ Commission with the election of Loudy Wiggins for the next four years. While the Board focuses heavily on the high performance aspect of the sport, it also places great value on growing the foundation aspects of the sport such as coaching, officiating and participation. In that regard, we are so pleased that DA Board Member, and Level 6 Judge, Eric Brooker has been elected to the FINA Technical Diving Committee. It has been many years since DA has had a representative on the FINA TDC & I am certain Eric will do a great job. Diving Australia conducts three levels of competition to give all athletes and officials in our sport the opportunity to participate at whatever level they choose. It was a busy competition year for DA with the World Championships Trials conducted on top of the three successful national championships. Venues for

national events in 2012-13 were Melbourne, Brisbane and Perth and I would like to extend our appreciation for the ongoing support for our sport from the various venue management teams in all states. Both on a personal note and behalf of the Board, I would like to sincerely thank Mary Godden for her drive, commitment and leadership to DA over more than 20 years. Much has already been said about Mary’s achievements over her 20 years as DA’s most successful CEO. We wish Mary all the best re her future. One door closes and another opens. The appointment of David Bell as the DA CEO occurred in mid 2013 after an exhaustive search and recruitment process. David brings a new level of professionalism and a skill set aligned with the needs of DA and its stakeholders going forward. David has certainly hit the ground running and already had a positive impact across many areas of DA. I would also like to acknowledge the professionalism of the entire DA staff who continue to be innovative and finding ways to lift our performances and results. We have made significant inroads in 2012/13 into building a data base that will enable us to drive the business with more evidence based business intelligence than we have ever had. Our TID programs continue to be enhanced and we continue to see stars of the future emerging in our junior ranks. I would like to acknowledge the work Chantelle Newbery has put in over recent years in establishing and rolling out our TID program. Over recent times we were all saddened by the passing of two former leaders of DA being Frank Murphy AM and Phillip Pullar OAM . Both being life members of DA and former Chairman/Presidents of DA. Both Frank and Phillip contributed so much that enabled us to be where we are as a sport today. I would like to thank our Member State Associations and their respective Executive Committees and volunteers for all the work they do which is undoubtedly the backbone of our sport. Without the grass roots programs & work at state level and the developmental work we would not have the successful sport that we have today. To my fellow DA Board Members. Thanks for your commitment and support and often robust discussion on all manner of topics relating to DA policy, operations and governance matters. I believe our current board is very cohesive with a good mix of experience, skills and other relevant insights that are needed for leading DA towards greater success. In closing, I would like to again note my comments of last year. The biggest risk to Diving Australia’s success is failing to have the necessary focus on key strategic issues, failing to be a cohesive and collaborative organization in terms of stakeholders and failing to leverage resources where it makes sense across the country. I believe that over the past 12 months the board has made some significant decisions and organizational changes that will help to future proof the ongoing growth and success of DA in terms of collaboration and improved stakeholder relations that, as previously mentioned, are key to our future success. A frustration for DA and also State level administrators continues to be the differing demands put on them respectively by federal and state governments who often have different priorities. With the inception of Australia’s Winning Edge, comes a new focus and a new opportunity to engage with each other and to collaborate and to coordinate our efforts to achieve synergistic gains. I thank all individuals in DA for the part they play in our sport. The passion amongst athletes, coaches, administrators and other volunteers is always evident and especially when competitions are held. I have no doubt the next four years leading up to Rio will be challenging and also exciting and rewarding for Diving Australia. Ashley Wilson Chairman

CHIEF EXECUTIVE OFFICER’S REPORT

It is with pleasure that I present this, my first, report to the Annual General Meeting. Having commenced in the role only very shortly prior to the end of the financial year, I will apologise if this report is lacking in detail compared to previous reports but I trust you will appreciate that my knowledge of operations of the year under report is limited. I would like to give my sincere thanks to everyone I have met with during the first few months of my time at DA. I am looking forward to delivering great success in conjunction with you. I would like to specifically acknowledge and thank all of the athletes. I believe I have met or spoken with nearly all of you now and I can say with certainty that there are a very large number of National Sport CEO’s who would be very envious of the calibre of people we have as our athletes. The 2010-2014 Strategic Plan was the basis for Diving Australia’s operations over the year. During the coming year, a Strategic Planning process will commence a the new three year rolling period.

Anti-Doping It is essential that DA takes a collaborative and consultative leadership position and ensures that sound governance structures and financially sustainable practices are in place. At the 2012 AGM, Sarina Bratton and Ashley Wilson was re-elected to the Board and Eric Brooker was successful in seeking election. In addition, Michael Murphy was appointed by the Board to fill the appointed director vacancy. David Lyons, Stephen Abbott and Rob Jamieson continued their terms taking the Board to 7 members. Due to the time involved in preparations for the World Junior Championships to be held in Adelaide, it was decided that no State Association Workshop would be held in conjunction with the AGM. Instead, a Future Directions Workshop was held on the Gold Coast in April. The aim of the Workshop was to ensure that all stakeholders had an understanding of:

The inception of Australia’s Winning Edge (AWE) has significantly changed the Australian sporting landscape and not only in what we traditionally consider High Performance or under our High Performance Strategic Priority. In addition, AWE covers greater levels of accountability, a requirement for improved governance structures and contemporary reporting and monitoring of performance. Early in 2013, the ASC released new mandatory governance principles and DA has started a process of ensuring compliance with those principles. Not least of which is a transition to a new corporate structure. All going well, it is hoped that future Annual Reports will be of Diving Australia Ltd. I would like to specifically acknowledge the enormous level of support from the Australian Sports Commission. This support from Diving Australia’s major sponsor has given us the opportunity to conduct a world class high performance program including the AIS in Brisbane and supporting five SIS/SAS programs around Australia. Base funding for 2011-2012 was $1,389,000 which was allocated to Diving Australia for high performance and participation. Total funding of in excess of $2,120,000 was provided by the ASC to the sport of Diving via direct contribution to DA, AIS program costs and specific project funds. This funding is greatly appreciated. As a result of DA’s AWE presentation, DA was classified at the Foundation Sport F2 Level. This was a strong result for Diving and further, resulted in a 7.6% increase to DA’s funding for the 2013/14 financial year. As an Olympic year, DA received excellent support and assistance from the Australian Olympic Committee – both in servicing and direct financial support. In 2012/13, the AOC provided direct funding to Diving of $14,500. It would be remiss of DA not to sincerely and profusely thank John Coates, Nick Green, Craig Phillips, Fiona De Jong and their team for their excellent work on the London Games. DA feels confident that the AOC remains the international benchmark for a National Olympic Committee and we are proud to be represented and supported by the AOC. The Australian Commonwealth Games Association continued their exceptionally generous support of Diving Australia by continuing their “Go Glasgow” Team Preparation Program. In 2012-2013 Diving

Australia received $86,738 for Glasgow Preparations along with $21,000 under the Australian Junior Commonwealth Games Squad program for athletes participating in the International Youth Diving Meet in Dresden. The assistance of the ACGA is very much appreciated and our operations would be significantly impinged without their support. We give our sincere thanks to Sam Coffa, Perry Crosswhite, Diane Gallagher and their team.

DA’s financial statements show a loss of $78,267. This loss is made up of a number of unbudgeted items primarily around the costs associated with the Future Directions Workshop, writing off of a significant number of bad debts and costs associated with a new CEO. That is, recruitment and initial travel costs. One positive in the financials is that the World Junior Championship were run at a better than budgeted result. This was due to the excellent management of the event and our thanks go to Barbi Donnet, Daryl Hocking and Sue Lewis and all others associated with the event. Andrew Heath continued to provide part-time finance services for Diving Australia and ensured good financial management and practices continued. We are fortunate to have his assistance as well as that of Stephen Abbott and David Lyons and the broader Board. The office of Diving Australia continues to operate out of the Sleeman Sports Centre in Brisbane with administratively, four full-time and three part-time employees. During the course of the year we welcomed Michael Hetherington to the team as Sport Science Sport Medicine Manager and also contracted Ross Solly as our Media Consultant. We are excited to have these two people join our team. Diving Australia is very fortunate to be co-located with the AIS Diving Program at the Sleeman Sports Complex at Chandler and is very grateful for the ongoing support of the AIS and the Sleeman Centre Management in providing this valuable opportunity.

The DA High Performance Plan is the vehicle whereby Diving Australia set out its plans to win medals in Rio and beyond. This Planning process was interrupted in 2012/13 due to the announcement of AWE and has recently recommenced following an AIS facilitated High Performance Workshop.

It is critical that there is a ‘whole-of-sport’ approach and that the plan is understood and embraced by all stakeholders. DA has increased its efforts in communication and collaboration with regards to the High Performance planning process and will continue to enhance communication and consultation. NSO planning and performance are at the centre of the ASC’s strategic approach with monitoring of progress against HP plans.

HIGH PERFORMANCE PROGRAM

Leadership of the HP Program was co-ordinated through Diving Australia and the AIS program at the Brisbane Aquatic Centre. As the cornerstone of the DA High Performance Program, the focus of the AIS program is to prepare and develop athletes to win medals at benchmark events. High Performance Centres at WAIS, SASI, VIS, NSWIS and QAS play a vital role in achieving desired outcomes and we are very thankful for their contributions. The HP Program is managed by Graeme Rose, High Performance Manager in conjunction with Valerie Beddoe, National Technical Manager, Michael Hetherington, National Sports Science / Sports Medicine Manager and Hui Tong, National Head Coach. I should note that Michael joined DA during the year from a leading Strength and Conditioning role at NSWIS and is already providing excellent services to the athlete and support for the HP Coaches. The AIS Program in Brisbane continued to provide a world class daily training environment to assist our athletes and we are indebted to the efforts of Hui Tong, AIS Head Coach along with Senior Coach, Xiangning Chen, who work strongly together to provide a holistic program for our senior athletes. Do to AWE, there will be changes to the AIS Program but these changes will not effect the quality of the ongoing service delivery. AIS Program Co-ordinator, Andrew Heath, deserves our sincere thanks to his contributions to the program. The commitment to elite programs by the Sleeman Centre Management is greatly appreciated and negotiations for enhancements to facilities are always a positive experience. Our thanks go to Mark Christie, Tracey Galvin and the Sleeman team. As mentioned above, in addition to the AIS Program, five national training centres were funded by DA during 2012-13 as part of the DA High Performance Program: NSW Institute of Sport Head Coach: Salvador Sobrino Assistant Coaches: Joel Rodriguez / Vyninka Arlow With a strong stable coaching team, the NSWIS Program is world class and an excellent complement to the AIS Program. The NSWIS Program services 5 athletes in the International Training Program coached by Chava Sobrino, 4 athletes in the Elite Development Program coached by Joel Rodriguez and 6 athletes in the Emerging Talent Squad coached by Vyninka Arlow. Kellie Hayes and Clare Prideaux have provided excellent support to the Coaches and we are indebted to NSWIS for their ongoing support of Australian diving. SA Sports Institute Head Coach: Mike Martens The SASI Program, headed by Mike Martens, is in the enviable position of having a truly world class facility along with uncompromised water time. It is a strategic imperative for DA to enhance utilisation of this excellent facility and DA has commenced discussions with SASI in that regard. As at the end of the year, there was five squad members working directly with Mike Martens and being serviced by SASI. Our sincere thanks to Wes Battams and Russell D’Costa for their assistance in enabling such a world class program. WA Institute of Sport Head Coach: Iris Deng The WAIS program continued its excellent development work in 2012/13 with one athlete in particular excelling. Iris Deng continued in her role as Head Coach and should be congratulated on her work with the Squad. At the end of the year, it was announced that Iris would not continue as WAIS Head Coach and we would like to thank Iris for her contributions. It is hoped Iris will continue to coach within the Australian diving setup. Also our thanks go to Steve Lawrence and Michael Broadbridge for the roles they play in delivery of the WAIS Program. Former NTID Coach Gong Ming was appointed as the VIS Coach during the year after Mathew Helm had moved to QAS. Victoria is in the excellent position of having a strong schools system which provides excellent quality and quantity of young athletes and as such, the standard of Victorian divers is always high. Senior diver Grant Nel sets the standards within the VIS program and provides excellent leadership for the younger athletes. Four VIS athletes are also members of the AIS Program. It is true there have been some significant challenges around water access at MSAC this year and DA is keenly awaiting completing of the Aquanation project. Loudy Wiggins, after a stellar diving career, was appointed as the VIS Diving Program Manager and will provide excellent service and support to the VIS athletes and coach Gong Ming. Our thanks also go to Anne Marie Harrison and Marty Aitken for their contributions to the VIS Diving program. QAS Program Head Coach: Mathew Helm During the year, Mathew Helm became QAS Head Coach and a number of the QAS Squad were elevated to the AIS Program. At the close of the year, the QAS Squad numbered five athletes with Mathew and a further seven athletes were part of the AIS Training program. The support of Bennett King and Peter Shaw is greatly appreciated. TALENT IDENTIFICATION

Talent Identification remains a crucial component of the success of Australian Diving and the efforts of NTID Coordinator Chantelle Newbery were greatly appreciated. Chantelle concluded her employment with DA at the end of the year and we would like to give our sincere thanks to her efforts as NTID Coordinator. As an athlete she was a tenacious competitor and she brought those same qualities to administration, strongly driving the program.

With NTID programs in WA, SA and Qld, as well as Diving Victoria and Diving South Australia talent identification programs and the NSWIS ETS, diving is well placed to identify and develop talent.

As the year closed, two squads operated in Brisbane with coaches Jinlan Wang and Wang Tong Xiang. The Perth Squad continued to perform well under coach Jack Taylor. Unfortunately Jack left the program late in the year to take up a role within Diving Victoria and DA is currently recruiting for a new WA NTID Coach. The Adelaide Squad showed some great gains under Shanming Zhu and there is real potential in those athletes for higher honours. Diving Victoria commenced their own talent identification program during the year and with coaches of the calibre of Tommy Michael, Jack Taylor and Svitlana Mychalchuk involved, it is certain that the athletes are in good hands. The camp was under the direction of National Talent Identification Coordinator Chantelle Newbery and assisted by Mary Godden. NTID squad coaches that attended were Mengjie Li, Shanming Zhu, Gong Ming and Jack Taylor along with ASC Scholarship Coach Christian Brooker and TAS Club Coach Isobel Kateros. DA National Head Coach Hui Tong and Xiangning Chen watched and participated in training activities over the week. WORLD CLASS COACHES DA is fortunate within its High Performance Program to have a team of high quality coaches to train and prepare our athletes to achieve international success.

There were no changes to the team at NSWIS – Salvador Sobrino continued as NSWIS Head Coach and was assisted by Joel Rodriguez and Vyninka Arlow. Michael Martens continued in his position of SASI Head Coach as did NTID Coach, Zhu Shanming, who was joined by Mengjie Li midyear. Mengjie Li finished up with DA later in the year. Head Coach, Iris Deng, managed the WAIS program and was assisted by NTID Coach, Jack Taylor. Jack accepted a position with Diving Victoria in the latter part of the year and ASC Scholarship Coach, Christian Brooker assisted with the NTID Squad during the recruitment for a new NTID Coach. Christian concluded his ASC Scholarship in WA with the WAIS program and now has an excellent footing for future positions. SUPPORTIVE SPORTS SCIENCE/MEDICINE PROGRAMS

With financial assistance from the ASC the level of SS/SM support accompanying national teams was increased during the year and with the appointment of Michael Hetherington, DA is in a position now to significantly enhance our ability to provide services to athletes. AWE will result in changes to the service delivery model for senior athletes and at the time of finalising this report, information relating to those changes was not available. The “Computational Fluid Dynamics” project undertaken last year has concluded. The knowledge gained from the pilot project formed the basis for a new project submission aimed at enhancing our medal prospects at the 2016 Rio Olympic Games and we subsequently successfully bid for a further $100,000 in funding to undertake this project. The two specific areas that will be targeted by the project are:

o the CFD technology will use world leading athlete technique optimisation methods to assist targeted athletes in learning higher DD dives; and

o the CFD technology provides a method of measuring the physical demands placed on each individual athlete in their daily dive training and incorporating into their training program an injury prevention/minimisation strategy.

The ultimate aim of the project is to increase the prospect of achieving our medal targets at the 2016 Rio Olympic Games by assisting out top medal prospects in upgrading their DD and minimising training days lost through injury. ANTI-DOPING & ILLICIT DRUGS IN SPORT PROGRAM DA treats Anti-Doping very seriously and is proud of its record on Anti-Doping. During the course of the year, Matthew Mitcham released his autobiography in which he admitted to the use of illicit drugs. Whilst not necessarily a breach of Anti-Doping policies, illicit drug use is a serious concern and DA has increased its efforts in this area, bringing in a formal Illicit Drugs in Sport (IDIS) Policy and commencing an education program around the policy and the dangers of illicit drugs. In addition, DA will shortly commence an out of competition testing protocol. Finally, DA has also commenced work directly with Matthew Mitcham to ensure his rehabilitation and ongoing wellbeing.

Planned initiatives for 2013/14 include a National Registration System which should result in the ability to better track attrition and retention rates to devise better participation strategies. During the year, we farewelled Margaret Pierce as National Coaching Director and we would like to give our sincere thanks to the efforts Margaret put in in the Coach Education sphere as well as the other important tasks she would often perform for DA such as Team Manager on international trips. Barbi Donnet has been performing admirably in the role since the conclusion of the World Junior Championships. It is clear that a critical element of the Diving Australia’s success is excellent coaches and to ensure we achieve outcomes across all areas of the sport this area must be optimised. Conducting events is a team effort between Diving Australia and the Aquatic Centre Management. It is impossible to run successful events without the enthusiastic support and expertise provided by the various venues. We thank the Centre Management of each of Challenge Stadium, MSAC and Brisbane Aquatic Centre. Competition Management Committee members, Daryl Hocking and Sue Lewis, continue to perform admirably in both their organisation and in their mentoring of volunteers to ensure that their comprehensive knowledge of running Competitions is share and embraced. Thank you Sue and Daryl! In that regard, as mentioned above, the 19

th FINA World Junior Diving Championships were held at the

South Australian Aquatic and Leisure Centre in Adelaide, from Monday 8 - Saturday 13 October 2012. Over 350 participants attended from 34 countries, competing in 14 events, with athletes aged between 14 – 18 years. Six Olympians competed in this event, including Brittany Broben and James Connor, along with British Olympic Bronze medallist Thomas Daley. The event boasted over 1300 spectators. Major sponsors included the Australian Sports Commission, The South Australian Government and Events South Australia with approximately 10 minor sponsors who also contributed to the event. The most significant sponsor was Events South Australia which contributed $40,000. Overall promotion of the event was outstanding and brought Diving Australia into the age of social media via way of facebook, twitter and youtube. As a result of the strong event promotion and media, the number of spectators at this event was the highest ever achieved at an Australian diving event. The event was a credit to DA and Australian Diving and our sincere thanks go to all involved in the event, with specific thanks to our valued sponsors.

DIVING NEW SOUTH WALES THE BOARD President – Clarissa Luxford (Eric Brooker – October 2012), CEO – Gillian Brooker, Directors –Bonnie Macarounas, Martha Dale, Scott Robertson, Marty Lang, Treasurer – Andy Hewat, Registrar – Norma Holland. The Board of Diving NSW met on a regular basis and acted in the best interest of members by continuing to provide strong leadership, policy development and guidance. The continuity in broadening, diversifying, deepening and strengthening our programs by embracing innovation and flexibility has seen increase in opportunities for athletes, coaches, officials, sports leaders and volunteers in activities such as professional development and attendance in representative competition. In 2012/2013 Diving NSW has more active members and clubs, a greater profile in the community, an increased pool of athletes for talent identification, and an increased number of school programs and up skilled coaches, officials, sports leaders and volunteers. Diving NSW supports NSWIS High Performance Programs together with Sports Development and Participation. Supporting this philosophy, Diving NSW recently employed Thomas Rickards as a State Development & Talented Athlete Coach to further bridge the gap between NSWIS and Diving NSW programs to advance and reinforce our underpinning programs to include additional school participation and talent identification. We acknowledge and appreciate the contribution from NSW Communities Sport and Recreation for their continued support via the Sports Development Grant ($22,000), Regional Athlete Development ($15,000) and Sydney Olympic Park Authority funding of $6,600 per annum for the next four years. HIGHLIGHTS

Diving NSW awarded the Diving Australia 2013 Australian Age State of the Year

Ben On was awarded the 2013 Age 12/13 year’s boys diver of the year.

Genevieve De La Motte competed at the 2012 FINA Junior World Diving Championships in Adelaide in October 2012 (6th Girls B 3M).

Melissa Wu (4th 10m) and Matthew Mitcham selected to compete at the 2012 London Olympic Games.

Eric Brooker selected to judge at the 2012 Olympic Games, London and 2013 World Championships, Barcelona.

Eric Brooker was elected to the FINA Technical Diving Committee.

Regional Club Lightning Ridge hosted the American Junior World Team in October and the Canadian Junior World Team trained at SOPAC. Introduction of new schools programs with the assistance of newly appointed State Development & TAP Coach, Thomas Rickards.

Celebrity Splash TV show COACHING Level 1 Coaching Course in May 2013 was held in Sydney - 8 participants. FUTURE PLANS Diving NSW is hosting 2013 Australian Open and 2014 Australian Elite Juniors. The FINA Judges School will also be held in conjunction with 2013 Australian Open. Diving NSW/NSWIS will have a team of 23 attending the 2013 Asia Pacific Rim Invitational in Wellington, New Zealand in October. Diving NSW also welcomes and looks forward to working with the new Diving Australia CEO, David Bell towards a successful 2013/2014 season.

DIVING QUEENSLAND REPORT

The past year has continued to challenge the board but rewarding results are appearing for Diving Queensland and our affiliate clubs. The Board of Directors is always working hard to minimise the workload on our volunteers who are becoming rarer particularly in time of need, however we are now seeing more people stepping up and offering assistance. Diving Queensland is currently in preparation for its new three year Strategic Plan (2014-2016) for the next stage of 3 year funding from the State Government, and identifying as many new pathways and athlete sources as a necessary requirement for the future for the sport in Queensland. Despite the financial environment, and the very busy lives of our volunteers, we continue to see benefits from the Chill Out recreational program but this is yet to feed off into Club participation numbers. More venues around the state will certainly aid in this endeavour and allow for new clubs to be born. Maintaining many of the programmes previously introduced has been a focus also.

Committee The Diving Queensland Board of Directors has met regularly to provide oversight of the Association, including finances, policies & procedures, and to progress our strategic vision & operational plan. Current members of the DQ Board are:

Thanks to all for your efforts and commitment. There are a number of Board sub-committees that also involve significant involvement of other members, including Finance Committee, Technical Committee, Competitions Committee, Selection Panel, and Coaching Committee, and officers in the areas of Uniforms and Media.

Coaching A coaching course was held to train more Level 1 coaches, and participation of many young athletes in moving along their diving careers into coaching has been exciting to see. Further coaching courses are planned but questions need to be asked of the next step in the pathway that allows level one coach’s’ to progress to level two. The current process we believe to be out of date and does not provide for the quantity and quality of young junior elite athletes with the credentials and experience to be upgraded. Elite athletes require a fast tracking program, different to that of a non-diver achieving coaching credentials. It is imperative that we provide pathways for these young athletes to remain in the sport and the current system does not provide us with that. Further discussions will be held with DA to hopefully achieve this.

Officiating A large number of volunteers continue to assist as judges, coaches, and recorders at Diving Queensland competitions. The computerised recording program is used effectively by the volunteers, with results being readily available and transposed to the DQ web site for all participants to track their progress etc. Obtaining sufficient judges is sometimes an issue, so a call to other helpers is always of importance. We are pleased to announce a resurgence in officiating numbers from new parent s entering the sport. Several judging courses have been held to train more people to assist with judging at future Diving Queensland competitions. The streamlining of processes and updating to more modern procedures has been a major focus of the competitions committee with tremendous success and accolades from DA officials.

Competitions Diving Queensland responds to the needs of the athletes by holding several Qualifying Competitions, State Championships and hosts on behalf of Diving Australia, National Championships (by roster). For the success of these competitions, it involves many people who volunteer their services as officials, judges, and coaches, and we are grateful to the small number of volunteers who assist in this area. We were unfortunately unable to attend the National School Sports program once again due to funding issues and teacher requirements. Numbers were down this year and even with a suitable teacher available the costs would have been too prohibitive for our athletes to attend. Thanks to Heidi Graymore for all her effort and we still will endeavour to attend this event when circumstances permit.

Membership There are four clubs affiliated with Diving Queensland; RAPS based at Chandler (Brisbane), with a division of RAPS at Kawana on the Sunshine Coast, Chandler Diving Club based at Chandler (Brisbane), and Paradise Diving Club based at Southport (Gold Coast) which unfortunately has no home as the re-construction of the facility for the Commonwealth Games is underway. A new Club is now formed at the re-activated Centenary pool at Spring Hill, to be known as Centenary Diving Academy. We are currently having some issues about membership and what would be expected in the spirit of the sport as certain clubs, without naming, are choosing to not register non-competitive divers within the system. This has had a profound impact on funding for DQ and although requests for assistance from DA have been made, to date no resolve has been forthcoming. We do believe that even though DA has it’s HP responsibilities it should still be providing assistance to State Associations when these types of issues arise. This is a serious matter and if not driven from a national level and corrected the entire diving fraternity will suffer with some individuals just driving their own agendas’.

Facilities The new deep-water pool at Brisbane Aquatic Centre has now been completed with 1m, 3m, and 5 metre platforms available. Although this facility is now available it is not being used to the best of its opportunities and we are working with clubs to make more use of the outdoor arrangements. This will allow Clubs to begin their training earlier, but of course like Southport and Kawana, they will need to learn how to effectively manage their time in the outdoor facilities. DQ and the Clubs are fortunate to have access to good dry-land training facilities at Chandler in Brisbane. The New club at Centenary Pool will now open up the entire north side of Brisbane to the benefits of Springboard and Platform diving. With the amount of good private and public schools on the north side this venue should grow in numbers over the next twelve months and possibly emerge as a strong contender in the club stakes in years to come. Being an outdoor facility should not diminish it’s importance, as many International Teams are always seeking outdoor facilities for training purposes when leading into major international events that are being held outdoors. Further discussions are ensuing with a further two venue possibilities in the next two years becoming available within the Brisbane Metropolitan area, on top of Regional location possibilities around Queensland. Having the AIS, QAS and a functional NTID Squad located at Chandler is of major benefit to our club divers in many ways; however, the down side is that our clubs have limited access at this time to pool and dry land time at Chandler. Furthermore, the pool facility is often used for swimming competitions, which sometimes restricts availability over the summer months.

Marketing & Promotion The Diving Queensland web site is a very useful facility, however it has had its detractors over the last few years and we are looking into the viability of a site re-structure in the months to come. This will also hinge on any relevant timelines that are in the wind regarding DA’s plans for database and website provisions into the future. We are now considering the possibilities of a marketing program as we now have multiple venues and this will require budgetary considerations to make this possible, and/or assistance from DA on marketing strategies. Our incorporation of social media through Facebook has not been fruitful due to not having the required skills in marketing through this medium, but new strategies will make this a very viable communication channel in the near future.

Future Plans Our operational plan has been revised for the next three year State Govt funding period. The Government focus is very much on increased participation and healthy lifestyles, but with the change in political positions within Queensland, funding processes have changed dramatically and criteria for successful funding is still up in the air as to the level of funding that may be made available over the next 3 years. Final decisions on this are unlikely until well into November this year. This will include a focus on

Increased Participation (eg through the recreational diving program),

Retention in the sport of our teenage divers (eg by encouraging them to develop coaching and judging skills),

Skill development of divers, coaches, and judges (through our squad programmes, coach training, and judging courses)

Increased Profile (eg through marketing & media)

Supporting clubs to maintain viability (eg. by providing management training opportunities, supporting funding application, negotiating pool access & costs, etc)

Conclusion The past year for Diving Queensland has been one of much change and as with any change process it has caused discontent in some areas, but accolades in many more. So moving into the future, diving in Queensland will grow exponentially as we develop new venues, new clubs and thus greater membership levels. Queensland volunteers are once again the strength of our organisation and without that member support we could not exist successfully. As we move forward with new concepts, new competition opportunities and new members our future is exciting. I look forward to providing what expertise I can to

DSA held monthly board meetings at the South Australian Aquatic and Leisure Centre, Marion.

Highlights Undoubtedly the staging of the London 2012 Summer Olympics from 27 July to 12 August stands out as a major highlight for our sport. South Australia’s own, Rachel Bugg competed 10m synchro with Loudy Wiggins, placing

4th in their event. Brittany Broben’s 2nd place on 10m was an incredible achievement both personally and for our sport in Australia.

South Australia was the host state for the 19th FINA World Junior Diving Championship held at the South

Australian Aquatic and Leisure Centre, Marion from 8 – 13 October 2012. Divers from 35 countries arrived in Adelaide to contest the 14 gold medals on offer across two age groups. Diving Australia with the dedicated commitment from local, national and international team officials, judges, volunteers and gracious sponsors made the event a huge success. The Tom Daley phenomenon was a public relations dream attracting interest not only locally but around the world.

South Australia’s success in April at Age Nationals was unexpected and inspiring for our State. Dedication and hard work from our divers under Coach Shannon Roy resulted in achievements and outcomes for which Diving SA was very proud.

High Performance Program High Performance coach Mike Martens trained SASI squad members Samantha Mills, Jocelyn Burnett, Anna Gelai, Ella Dungey, Matthew Barnard and Sophie Hinks at the SA Aquatic & Leisure Centre during the year. South Australian Rachel Bugg train with the AIS as a member of the Olympic Games Team with 10m synchro partner Loudy Wiggins (Vic).

Sophie Hinks was named in the 2012-13 DA Emerging Squad on 3m and Platform.

NTID Program Coach Shanming Zhu (Ming) continued to train his NTID squad of 7 divers throughout the year.

The 2012 National Elite Juniors competitions saw Matthew Carter, Boys Junior C named in the 2012-13 DA Emerging Squad on 3m and Platform.

Coaching Jeff Arbon concluded his term with Diving SA at the end of 2012. Shannon Roy came on board in a full time capacity coaching our Age Squad divers. After further visa delays Benjamin Herdt from Wyoming, USA finally arrived in December, 2012 to take up the role of Coaching Program Manager.

With the goal of re instating Diving SA’s State TID program Ben immediately commenced diver assessments and selections resulting in the formation of two STID squad; elite and developmental. This certainly enhanced the pathways within our organisation for advancement and transitioning.

Shannon Roy conducted a Level 1 coaching course in June 13 with most attendees’ being current and past divers. Course participants are close to finishing their accreditation requirements and will make a welcome addition to our coaching resources.

Following further talks with the Adelaide Aquatic Centre DSA recommenced a learn-to-dive program at the North Adelaide pool in term 4 of 2012. At the end of July, 2013 we had 48 new divers enrolled in our lessons. We continue to work with pool management on initiatives to expand the program even further.

Officiating Val Beddoe refereed at - World Juniors, Adelaide, 2012, judged//refereed - 2012 Open Nationals, December 2012, judged - Madrid Grand Prix - Feb 2013 and judged - Guadalajara World Series, May 2013 as well as many State competitions

Duncan Roy judged/refereed Elite Junior Championships Melbourne July 2012 - referred World Junior Championships Adelaide 2012, judged/referred World Championship Trials Brisbane as well as a number of State competitions.

Diving SA acknowledges and thanks all their judges and officials for the roles they have played over the last 12 months at all State, National and International events. We value the involvement of our volunteers who give of their time and expertise to enable young divers the opportunity to excel in a sport which we are all very passionate about.

SA Primary Schools Competition

Marketing & Promotion Considerable interest in our sport followed on the back of the Olympics, World Juniors and the Tom Daley phenomenon. From the latter, we had a large number of teenagers, predominantly female; attend our come n try’s. An interesting spinoff from this was the commencement of teenage recreation classes.

With the assistance of DSA coaching staff the YMCA ran “Aqua Splash” programs during the school holidays. This program proved to be a valuable promotional tool for diving resulting in new divers commencing in our programs.

Similarly the Adelaide Aquatic Swim School in a joint arrangement with Diving SA used their swim school database to promote diving come n try sessions at the end of each school terms.

Future Plans We have experience significant growth in our sport primarily as a result of the very well-appointed facilities at the SALAC pool Marion and the wonderful exposure from hosting National and International events.

Diving SA will be undertaking a complete review of the delivery of our lessons from learn to dive, development squads to high performance pathways. With more level 1coaches soon to be accredited and 4 coaches registered for the level 2 coaching course we are keen to further build upon our delivery of lessons and diving pathways. In development and deliver of our STID program it is most important that we continue to work closely with SASI and SA NTID coaches.

In Conclusion DSA acknowledges Diving Australia, the South Australian Office of Recreation and Sport and SASI for their ongoing funding, and encouragement of our sport. We also acknowledge the YMCA as operators of the South Australian Aquatic & Leisure Centre and the Adelaide City Council as operators of the Adelaide Aquatic Centre for the support they give us daily in the delivery of our diving programs and who are very keen to develop joint programs which will further utilise these facilities.

DIVING TASMANIA REPORT

The past 12 months has continued to be very challenging on a number of fronts and is a direct correlation to the failing state economy and an unemployment rate well above national standards. This has had an impact on pool availability, hires costs, increased pool entry and also limited available funding for maintenance and replacement of aging facilities. Unemployment levels and work place related pressures have also created an increase in diver turnover, but also reduced volunteer time from parents. Having summarised several negatives surrounding the Diving Community, there are also a number of positives we can be very proud of and will be discussed in detail later in the report. We can certainly be very proud of the hard work of our board members during difficult times for the sport but also personally. This was all created with very basic facilities located within the Australian Maritime College which was purpose built to train mariners how to be rescued from boats at sea. This facility is ageing along with the diving equipment, however, after a few years in recession, we have a small group of divers now training on a regular basis at these facilities and they are well on the way to having confident dive lists and some are looking like they may have the ability to qualify for next year’s Age Nationals. A lot of work has been put in by our management committee in Launceston and several come and try days have been successful in the recruitment of enough divers to ensure ongoing viability. Our Age Nationals Team this year was the largest team we have taken away since becoming Diving Tasmania and was accompanied by a large support group who thoroughly enjoyed their trip to Western Australia. Most divers performed above their personal best levels and featured: Bella Kateros (2 Bronze Medals) and Ebony Schueker-Rush taking home 2 Gold Medals and her age group diver of the year award. We are also very proud of Emily Meaney (QLD) and Jocelyn Burnett (SA) who have both performed well on the international stage this year. They may have re-located, but will always remain in our hearts as “home grown” and are an inspiration to our young inexperienced diving group.

In a very challenging year, we have maintained our membership numbers but it is interesting to note the change in categories: a decrease in competitive divers and a large increase in trial divers. This is an indication of the hard work we have done this year with “come and try” days and nights in an attempt to grow the sport. To further break this down, if we did not have diving re-commence in Launceston, our Membership this year would have deteriorated when you consider Launceston has accounted for 12-15 competitive divers and around 15 trial divers. Financials/Administration In late 2012, our paid administrator retired due to ill health and we were fortunate enough to be able to have job functions shared amongst board members and a parent committed to a volunteer accounting position. As mentioned earlier in the report, we have faced various challenges mostly relating to deteriorating economic conditions. During this period, we have maintained our charge out rate and term administration fee at 2012 levels to ensure we remained an attractive option in comparison to the various competing aquatic sports available in Hobart. We have used some of our cash reserves for the development of Diving in Launceston but also the development of our coaching staff. Our financial plan for 2013/2014 will commence shortly and unfortunately if we are unable to attract increased participation on Thursday nights, we will need to look very seriously at handing back that permanent booking to the pool for allocation to another sport, This is not a preferred option in terms of the sports development, but financially, it may be a very prudent decision. Sport & Recreation Tasmania have ongoing grants available, but have had their coffers tightened within the State budget and grants are becoming very hard to secure. Coaching We now have the most stable coaching group we have had for many years capably led by our Senior Coach Melanie Kateros with Max Swain assisting our coaches on a part time basis with personal development (although has been away most of the year on leave). We are now in a situation where we have more pool and coach time available than we have divers. We see this as a very healthy position which will allow us to naturally grow, albeit very slowly at present. Officiating As with coaching, maintaining the number of officials is difficult, although we do have a good group of officials that are prepared to volunteer their time several times a year. Part of our development focus has been to make parents feel welcome and are encouraged to officiate where possible. In fact Liz Swain held a successful overview of officiating earlier in the year at one of our competitions. As mentioned earlier, the major problem is getting commitment from this group of parents who have an increasing amount of pressure being placed on them from external sources (employment etc). Competitions We are finding it increasingly difficult to secure pool time for competitions and the increased cost of hiring the pool is also difficult to recover from a small group of competitive divers. Our competitions director has the thankless task of putting together complex programs comprising several age groups

within each event. That being said, our competitions a very enjoyable and fun filled so they day moves quickly and efficiently. Facilities The Hobart Aquatic Centre continues to be our main diving facility in Tasmania. Our tower and boards are starting to show signs of age and some of the boards are nearing their safe life span. It would appear that the Hobart Aquatic Centre is looking at upgrades but are faced with financial pressures. It is anticipated that negotiations will take some time given the current minimal levels of communication being received in response to our correspondence. The Launceston facility is also ageing and we will be looking at Sport and Recreation Grants over the next 1-2 years to assist upgrading. Our dry main dry land facility is now located at the Eastside Activities Centre. It is a first class centre and we are in the process of transferring boards from the Kingborough Centre. Marketing & Promotion Our website has been successfully up and running for nearly a year and the number of hits being recorded is growing month by month. Additionally, a large proportion of enquiries have come from web site searches. Advertising within the media had been trialled and most private and public schools in southern Tasmania have been visited to encourage new divers or even school programs with limited interest to date. Future Plans Our future plans are to continue keeping things simple for those in management roles but also for divers, coaches and officials. This will involve an ongoing friendly cohesive approach to the development of Diving in Tasmania. As a group, we understand that things will not come easy and as mentioned in previous annual reports, it will take a number of years to rebuild our membership base and skill sets. In summary, I am looking to continue my personal involvement in the sport so that I can see through the completion of the sports re-development. Additionally, with some future positive changes within Diving Australia’s resources together with a fresh outlook, I look forward to some improved results not only on the national stage but also as a more cohesive group from grass roots through to high performance.

DIVING VICTORIA REPORT

Diving Victoria has had great success at many levels throughout the year. Our divers and coaches have won medals at International, National and State championships, achieving personal best results at Open, Elite Junior and Age Group competitions. Memberships have remained stable while participation has grown significantly over the year.

It was with great sadness that we learned of the passing of Philip Pullar OAM in June, he was a life member of Diving Victoria and Diving Australia and a very valued member of the diving community. He was a board member of Diving Australia and Chairman throughout the golden era of Australian diving from 2000-2008 where Divers medalled at every Olympic Games with Gold in 2004 and 2008. His integrity and leadership will be greatly missed along with his voice announcing at our events. In honour of Philip and the outstanding contribution he and his family have given to the sport an award for sporting conduct will be named in Philip’s honour and the October Challenge will now be the Pullar Family Championships.

In October 2012 a stalwart of Diving in Victoria and Australia, Peter Panayi (the diving man) retired from coaching. Peter coached many divers throughout his career to Olympic and Commonwealth Games, World Championships, World Cups and World Junior Championships. He leaves a tremendous legacy to Diving with his wealth of coaching knowledge passed on to future generations of coaches through his coach training over the years. Peter is still attending competitions as a judge and referee and we hope for many more years to come.

Diving Victoria has posted a surplus for the year of $37,777 and has continued to grow programs and participation in the sport across all areas through sound organisational and financial management.

Life Membership In March 2013, John Hillard was awarded Life Membership of Diving Victoria for outstanding service to diving in Victoria over the past 13 years. John started as an official on table progressing to judging as well as serving on the Board of both Diving Victoria and Diving Australia. He has been state technical official for the past 6 years, training all the new judges and referees. He is always positive and was the inaugural recipient of the VicSport sporting conduct award in 2011.

High Performance The Victorian High Performance program was severely compromised in late October 2012 when Diving Australia advised the VIS and Diving Victoria without warning that they would no longer fund the program. This was despite the VIS Diving program exceeding all its KPI’s and being one of the most successful diving programs ever. This decision was ultimately revised after much lobbying with the Australian Sports Commission, the VIS and Diving Australia. Diving Victoria took the opportunity to restructure the program to better suit the needs of the sport in Victoria. The current squads are

Sport Development and Participation Coaching Tom Michael was appointed the coaching director to oversee all coach education, training and accreditation. Three coaching courses were conducted by Tom and Mathew Helm and Christian Brooker as follows:

o 1 Level one courses – 17 trainees in total o 1 ‘First Bounce’ course – 5 trainees

Officiating Fifty seven officials registered with Diving Australia. Again Diving Victoria officials formed the core numbers at National events judging, refereeing and recording results. Thank you to John Hillard for again undertaking the role of State Technical official and conducting the judges’ education workshops with many of the competitions and supervising the ongoing training and assessment of officials.

Competitions Competitions continue to be a core part of the business of diving in Victoria and it is wonderful to see the amount of competitors who consistently participate at all levels, whether it is Pennant, Schools, States or Nationals and even International events.

Pennant Series Our Pennant series continues to be a popular event across all levels. Divers compete according to ability and not age, so it gives everyone the chance to feel they are progressing. We had 150 entrants in the Pennant series over 6 weeks with 473 individual results. Once again we had many new volunteers putting their hand up to help during these competitions – a great training ground for our officials of the future! School Competitions 22 School Competitions were run during Term one. Diving Victoria facilitates various school sports championships. This has been in partnership with Girls Sport Victoria, School Sport Victoria, Associated Public Schools and Catholic Secondary Sports Association. The staff of the schools are trained in all aspects of diving and are now delivering very high standard well managed and successful events. October Challenge 84 divers competed over 3 days, in what is becoming our biggest event of the year, since it gives all divers the opportunity to qualify for the 3 National championships. This competition is used as a ‘testing ground’ for divers to progress specifically from the Age to Junior Elite level without penalty – if they qualify in 1 or more events, they can progress into the Junior Elite stream. It has also traditionally become the major Club’s Challenge event of the year, with the Club earning the most points according to specific criteria being determined. This year, Ringwood Diving Club won the Challenge

Age State Championships 50 divers competed in Age State Championships in March. Most of these divers qualified for Age National Championships in Perth. The Masters Events this year were particularly well attended with Coaches encouraged to compete.

Elite Junior State Championships 28 divers competed in June in the Victorian Elite Junior Championships this year, some of whom were the Queensland High Performance divers. They certainly challenged the Victorian divers and subsequently the competition was of a very high standard, preparing the Victorian divers well for the Australian Championships.

Open State Championships 22 Divers competed. Australian Age Championships

The Diving Victoria Team comprised of 50 athletes, 12 coaches, 10 judges and 5 volunteers. The competition commenced with Victoria winning the State Team Challenge by 1 point. To our team members who represented Victoria, you all dived beautifully: Shiori Bak, Abby Rowley, Isabel Marsh and Hector Simpson. Thanks also to our coaches Matt Simpson and Jenny Donnet. The trophy will be on display in the Diving Victoria office.

Victoria finished the four days of tough competition in 2nd place. Congratulations to our members who were recognised at the Presentation Dinner:

Australian Open Championships 14 Victorian divers competed in the Australian Open Championships, winning 3 Gold, 3 Silver and 3 Bronze medals. Male/Female diver of the year. Australian Elite Junior Championships 19 Victorian divers competed, winning 8 Gold, 4 Silver and 5 Bronze medals at the 2013 Australian Elite Junior Championships. Three divers were selected for the Australian National Junior Squad for 2013/2014; Bridget Lord-Henry, Laetitia Donato and Noah Savarirayan. Noah and Laetitia were named as Male and Female Diver of the Year respectively for Group C

A huge thanks to the all the members who helped make the 2012/13 Competition season yet again a success. Special mention must go to these volunteers who attend most events and give of their valuable time: Whitney Michael, John Hillard, Shirley Panayi, Helen Sist and Fiona Carter to name just a few!

We must thank all the parents and volunteers who spend countless hours at the pool during all competitions, regardless of whether it is Pennant, a School competition or a National Championship.

Diving for All (DFA) This very successful raft of programs continues to grow and evolve and forms an integral part of Diving Victoria programs and business generating 20% of DV income and providing coach employment and training. It has proven to be a very important first introduction to diving with both divers going on to dive school and clubs and also the talent identification program. A par The following are programs under this umbrella

Dive School Dive School offers classes 6 days per week and has catered for 80 - 90 divers each term. It has a very clear structure where divers enter classes at beginner level and move through the skills to intermediate and advanced levels and then prepare for competition. Once divers reach competition level they can participate in Pennant up to level 4 and move to clubs. There is a waiting list for some classes and they fill rapidly each term.

Kinder Dive Kinder dive has one class a week, and will only grow with a dedicated dry diving area. Divers from this program are still entering Dive School even a year or two later.

Come ‘n Try The come n try days have been successful with a lot of divers then moving to diving classes either in dive school or sometimes clubs Lil’ Rippers This holiday program continues to thrive at MSAC during school holidays. Divers of all levels can attend for a 3-hour session on week days. Divers generally attend for more than one session and each class has between 6 and 8 participants. This is a good program to introduce divers to the sport and a term program. An average of 78% of participants then transferred to term classes. Schools and Other Coaching DV successfully implemented a schools program with funding from the Department of Planning and Community services through SRV. Marketing material was sent to schools in January with 15 schools signing up for various diving activities from PE classes to dare to dive programs and biomechanics/physics classes. DV provided multiple coaching sessions for 18 schools employing 10 coaches during the year. These programs have grown the participation of school age children in the sport with some schools sponsoring students for the coaching course to further extend their program. Diving Victoria is continuing to explore the use of the school facilities out of school hours to develop clubs at schools and expend the usage of these pools in the down time for schools. Most of the new diving facilities in Victoria in the last 5 years have been at school pools. These school programs continue to develop and provide students with the opportunity to dive. VicHealth Diving Victoria secured funding from VicHealth for a project to improve the participation and retention for women and girls across all levels of the organisation. The planning for the project and review of policies and constitution and board governance policies were the focus of the year. Over the three years of the project the “Everyone Wins” elements to support inclusion in sport and provide safe, healthy and inclusive participation in diving at all levels is the goal. Sport and Recreation Victoria Diving Victoria is extremely appreciative of the continued funding from SRV across the organisational support and future directions projects. Funding was continued in 2011/12 with the focus in the business operational support for risk management and governance. This was very opportune with the challenges faced with the safety audit of dry land and the use of harnesses. Funding has been secured for the future to develop further Apps to assist coaches on pool deck. Increased participation was the focus of the ‘Future directions Project’ this was very successful with 18 schools participating over the year and this program will be continued in 2012/13 as a sustainable self-funding program. Dive Fest We have introduced ‘Dive Fest’ holiday programs that provide the opportunity for club and/or high performance divers to interact in an organised training environment. Our HP coaches devise and run the training program with the assistance of Club coaches and Diving Victoria coaches. We had 7 divers in January and 19 in April. The program runs for 3-5 consecutive days with dryland, water training and workshops. One of the partnerships we have developed is with the Butterfly Foundation and they have given tremendous input into these programs. Other workshops involve healthy eating and nutrition for optimal recovery and training, competition preparation, what judges judge etc. Facilities

Aquanation

The Maroondah Council has been awarded $10 million in funding from the Australian Government towards the construction of Aquanation in Ringwood. Construction began in June. The new facility will include 7 springboards, a full complement of platforms to FINA requirements, rehab and recovery rooms AND a dedicated dryland training centre. The new centre is scheduled to open in the Spring of 2015 and will provide much needed facilities in Victoria and relieve pressure on MSAC.

The Whitehorse diving club facilities are nearing completion and we anticipate that they will be able to move back to their pool in January 2014. Unfortunately the new pool will also only provide limited 1m and 3m boards. Future Plans

Continue to lobby for a dry diving facility and improved access at Melbourne Sports and Aquatic Centre with SRV and SSCT

Continue to work with Maroondah Council and Ringwood Diving Club as the new Aquatic centre at Ringwood is under construction and securing access for diving programs.

Continue partnership with VIS to strengthen divers pathway to international success

Increase the opportunities for development for all divers, coaches and officials

Increase the number of members from the participation pool by offering a restructured membership and targeting school divers for membership

No major TID days have been held in the past year and new divers are sourced mainly from the Go for 2 & 5 Learn to Dive Programs. The temporary boys squad has now become a permanent mixed group which trains on a termly basis twice a week.

Coaching Coaching courses were scheduled for June but have had to be postponed due to change in personnel.

Officiating Eliza Cole, continues her work as State Judging Coordinator, and we have seen an increase in numbers of active judges. Several judging workshops have been held.

Competitions The Go for 2 & 5 Competition Series again involved ten events over the year. Each competition involved multiple events across elite, age and novice streams. Novice participation has seen an increase over the year due to strong support from Arrows Diving Academy. The All Schools Championships continues to decline with the withdrawal of all private schools in favour of team sports. WADA hosted Australian Age Championships in April at Challenge Stadium and on behalf of the association we would like to thank all those who volunteered. The event would not have been such a great success without your efforts.

Facilities Water harnesses have been installed over 1m and 3m boards. The Dryland centre saw some minor upgrades with improvements to lighting and flooring prior to Age Championships as well as a fresh coat of paint and thorough spring clean. No new centres have been identified and Melville Pool has removed its Im board.

Marketing & Promotion The Department of Sport and Recreation has continued its generous support of the Association and funding will continue through until 2014 under the Organisational Sustainability Program. Healthway continued to support us with a one year sponsorship agreement based on signage and naming rights relating to the Go for 2 & 5 health message.
