TrainingThe Clarence Soccer Club values training at all levels to improve players. Players who improve their skills will have more confidence, and, ultimately, more fun playing soccer.

Coaches are encouraged to setup a training schedule prior to the season and also may train during the season if time provides. The 30 minutes before each game is a great time to review techniques as part of a constructive warm-up. Training may be scheduled at any open CSC fields and/or town/school green space on a first come-first serve basis. If the field has already scheduled for travel soccer games or other scheduled leagues then please be courteous and move to another open space.

The CSC will have age appropriate, multi-media training plans delivered to each coach and assistant via email on a weekly basis. These can be used whole or in part for every division.

Division 5Each game scheduled for division 5 will consist of ½ training and ½ small game. All training in this division should be made into fun games to keep the attention of the players and to have them want to come back for more.

Division 4Each weekday game for Division 4 will consist of ½ training and ½ game refereed by the coaches. In the game portion, coaches can be on the field in their defensive side of the field. This is a great way to provide instruction and to reinforce the topic of the training,

Saturday games will include a referee. Typically, this division will have young referees in training. Please treat them with respect as if they are your own children.

Coach TrainingCSC is committed to creating a staff of trained coaches. The Club is sponsoring licensing courses, inviting NCAA coaches to provide specialized training, and conducting in-house clinics by our expert staff.

Starting in 2007, the Club is strongly encouraging all House League coaches to attain a coaching license. On occasion, the Club arranges introductory courses and offers clinics to improve coaching on site and free of charge.

Coaching Information and Procedures

PLAYER NOTIFICATION The coach should call each player, introduce him or herself and indicate the date for the parent meeting and first practice immediately following the coach meeting. THIS IS IMPERITIVE! People are anxious to find out what team they are on and to begin practices. Word gets around as soon as the first player is called. The week after the coach meeting, rosters will be posted with coach phone numbers, otherwise parents contact the league.

COACH'S MEETING WITH PARENTSEach coach should have a parent meeting during the first week of practice to introduce the team, disseminate information, discuss the volunteer policy and division format.

INCLEMENT WEATHER Games will be played in all types of weather conditions.  The coaches from both teams and the game referee should decide together to start or continue the game when the weather gets particularly severe and if a game should be cancelled or abandoned.

Any Lightning or Thunder will automatically require all fields to be cleared immediately - no exceptions.  Our policy is that the fields will remain clear for a full 30 minutes after any Lightning or Thunder before any play can then be resumed.  During this time everyone should remain in their cars or in the clubhouse.

Two blasts of an air-horn from the clubhouse is the signal to clear the fields in the event of Thunder or Lightning.  However, coaches and referees should not rely upon that as the only signal to stop play.  If anyone hears Thunder or sees Lightning, then all fields should be cleared immediately.

Games will normally be played in the rain unless the league or Parks Dept closes the fields.

Watch the website for soccer center closings or call the CSC Weather Hotline 741-2885 for updated info. We will try to keep this as up-to-date as possible but in game conditions can change very quickly and it may not always be possible to be current with the weather conditions of the moment.

RESCHEDULING OF CANCELED GAMES E-mail your division manager for reschedules. If a game is cancelled by the House League Committee, the game or games will be rescheduled by the committee.

FIRST AID KITS AND THEIR USEFirst aid kits and ice are available in the club house. For anything more serious than that, please have the parent respond appropriately (doctor appointment, hospital, ambulance, etc.). Please report any serious injuries to your Division Manager.

REFEREE INSTRUCTIONS AND PENALTY REGULATIONSIt is our policy that all coaches will meet with the referee three times:

1. Before the game to go over the basic rules and make introductions2. At halftime to discuss how the game is going. This should be a

constructive, mentoring, and non-confrontational meeting.3. At the end of the game to verify the score and briefly discuss how the

game went. Note that the referee game reports are used to compile standings so please verify the score.

This policy is designed to open up communication, cut down on referee abuse, curb parental outbursts, and help the referees manage various game situations.

Please make sure you participate in this policy and to make this a positive experience for our young referees. If this turns into an opportunity to abuse a referee we will discontinue the policy immediately. Referee abuse will not be tolerated.

The full referee manual is provided on-line on the House League web site along with a quick guide to the most common rules that cause the most concern among coaches and fans.

Recent rule changes to be aware of:o All Divs – Kick Offs in any direction now allowed.o Divs 3 & 4 (& Div 5) – retreat lines for goal kicks, goalie possession, etc.o Divs 3, 4, & 5. No intentiona heading of the ball during games – an

Indirect free kick will be assessed for any intentional headers.

COACHES RESPONSIBILITY Coaches are responsible for player safety first and foremost. Coaches are subject to approval and/or dismissal by the House League

Committee, and are directly responsible to their Division Manager. Coaches shall conduct their activities on the field to the best interest of the

game, sportsmanship and the Clarence House League. No coach shall make public announcements or publications concerning the

House League, or the Clarence Soccer Club without specific consent of the Clarence House League Committee.

Coaches are only allowed to coach from their half of the field. No coaching is allowed behind or next to the nets or from the spectator side of the field.

Coaches must ensure that parents abide by the rules set forth for the coaches. Parents must not coach from the sidelines or around the nets.

A coach should approach a referee with questions as per the policy outlined in the Referee Instructions section. Care should be taken to keep comments about the referee’s decisions in-check and to follow the policy to deal with game-time issues. Screaming at a referee will not change a call and will not be tolerated.

Coaches are responsible for recruiting a sideline judge to assist the referee with out of bounds calls (remember, the ball must fully cross the line).

Coaches are responsible for ensuring all players are getting as equal playing time as possible. This is the House League policy.

STARTING TIMESAll games are set for precise starting times as outlined in the League Schedule. The failure of a team to appear on the field ready to play within 15 minutes of the starting time shall constitute an automatic forfeit. A forfeit score will be registered as 3-0. If less than the full number of players appear, the opposing team shall take to the field and play regardless of the number of players provided they meet the minimum requirements. If one team can only field the minimum players, try to play even or balanced please.

PLAYING TIMEAll players MUST play as equal as possible with a minimum requirement of playing in ½ of the game. Since this is a recreational / instructional league and since a player cannot develop good soccer skills without adequate “touch time” the coaches should make every effort to play each player as equally as possible.

Additionally, no player should play an entire game as long as there are adequate substitutes.

We the coaches of the Clarence House League should make this a learning and fun experience for all players. The way we can accomplish this, is by keeping the best interests of the children in mind. Forcing a child to play the same position, or disallowing a child to try a new position is not in his or her best interest.

The Board of Directors has also reaffirmed Article 5, Section H of the By-Laws of the Clarence Soccer Club, which states that “no player will play more than one-half of any game in the position of goalie.” The Board of Directors has also sanctioned the referee’s ability to forfeit a game if a coach refuses to abide by the above regulation.

These rules also apply for playoff games.

CALL-UP PROCEDUREThe call up procedure will be based on uniform color (except for div 5) so as to allow a called up player to have a proper colored uniform. As a general rule, Div 5 players do not participate in Call-Ups

Each team has been assigned a farm team based on matching the colors of the uniforms. Your farm team will come from one division below your team. There will be “floating teams” (indicated with *) which are not assigned to be anyone’s farm team. These teams are to be used for call ups in the event you cannot get a player from your farm team. (See farm team table below)

As an example, team 201 is the farm team for 101; team 301 is the farm team for 201, and 401 is the farm team for 301. Teams 207-212 are the “floating teams” from division 2, teams 313-314 are the “floating teams” from division 3, teams 415-418 are the “floating teams” from division 4.

The procedure is to call the coach of your farm team when you are faced with playing a game with less than 2 substitutes: The farm team coach will recommend players from their team who are most

suitable to play in the upper division. You are then allowed to use the farm team players to bring your roster to the

appropriate level to play (2 subs).

Please use discretion when calling up players. In general, 2 subs are adequate to play and it is not uncommon to play with no subs. In some instances where players are called up your own players may unexpectedly show up. Do not turn away the call-ups in this case. Mix them in with your team as if they belong. Please DO NOT take advantage of this flexibility to permanently stack your team. If this becomes a problem the rules will be changed to make this more stringent and called up players will be turned away at game time.

These rules were born from the activities of past coaches. Please take care to follow them:

o If you cannot get in touch with your farm team coach, or cannot use players from your farm team, you may call up a player from a “floating team”.

o You can NOT use ANY OTHER PLAYER from your SAME DIVISION under any circumstances!

o You may NOT call up a player from another team’s farm team.o No player shall play up two or more divisions regardless of their ability.

PLAYOFF/TOURNAMENT CALL-UP PROCEDURE

Roster checks are done before every playoff game for divisions 1, 2, 3.

You cannot call up players for a certain position (E.g. If you like your goalkeeper from your farm team) or if you have the minimum number of players as per the call-up policy. You must abide by the call-up procedures as if the tournament games are regular season games.

If you are caught cheating YOU WILL FORFIET THE GAME!

GAME SCORE REPORTINGReferees will report the scores. Coaches will confirm the score after the game by signing the referee report. Standings are not kept for Divisions 4 and 5.

BEE GAME REPORTINGYou already have a BIG job so delegate this to your team manager to do the reports or to recruit someone from your team. If no one volunteers, assign the parent who brings the snack for the game to also be in charge of writing the game report. Have them mention their son/daughter and a couple of other players.

Remember to keep the report brief and mention at least 3 different players in every report. Use a checklist to keep a record of the players who were already mentioned. Find something positive to say about every player on the team.

Outline for Parent/Coaches Meeting1. Introduce yourself (perhaps a little background) and provide your contact info.2. Give out information such as; Team Name, Division, # games, date of first game, date

of last game, length of each quarter, ball size for the division, etc.3. Give a brief description of how the teams were drawn within your division. Each

team is computer selected with an emphasis on parity. They are balanced for age, gender, and skill level/rating.

4. Go over the club volunteering policy. Parents MUST go on-line (www.clarencesoccer.org → Dibs) and select a volunteering event and time slot in order to get their deposit back. There are plenty of opportunities to volunteer (snack-bar, net setup and take down, etc.) but these opportunities are only released a few weeks at a time so please be sure to check the postings regularly.

5. Go over game-time responsibilities: no coaching from the sidelines or behind the nets, keep comments positive, etc.

6. Goals for this season: Develop skills and have fun7. Explain the Club policy concerning playing time. All players must play as equal as

possible with a minimum of ½ of the game. 8. Coaches rules for their players: Policies for practices and games, rules of conduct, etc. 9. Each player must wear shin-guards & bring their ball to each practice.10. Rules for conduct of parents on sidelines during games. No abuse of referee or other

players. Since coaches are responsible for the conduct of their team’s parents and players, they may request that the parents stop abusive conduct (such as shouting at referees) or leave the sidelines. Referees are all volunteers. If we lose them, we can’t have a league. Children will pick up the attitude of the coach and parents. We are trying to teach good sportsmanship. Sometimes that means saying nothing about a poor call or discussing it constructively with the referee after the game if the parent/coach is an authority on the subject.

11. Explain club policy on bad weather play. We will play and often practice in rainy and cold weather. We will not play when there is lightning. Referee and Coaches will make the decision as to playability of the field.

12. Go over the league schedule and practice schedule. Find out vacation plans of each player.

13. State your policy on notifying people of cancellation of practices, etc. Try to set up a text group, email group, facebook page, etc. to pass the word quickly.

14. Ask for volunteers to help with practices as Assistant Coaches. Most teams are assigned assistants, but more parents involved at practice, the more organized the practice will be. Call on someone if you don’t get volunteers.

15. If you wish to have a treat after games, get someone to be your coordinator who will have parents take a turn in doing this.

16. If you want someone else to do game write-ups for the Clarence Bee, explain it to parents and see if someone else will do it. The job takes about 20 minutes and can be emailed to the Bee as well as phoned in or mailed.

17. Questions – Ask parents if they have any questions on any area you covered or on something you may have missed. Encourage them to call you with questions during the season.

FAQ’sClarence Soccer Club Frequently Asked Questions

1. What is the maximum time that any player may play goalie in any game?The rule is that no player may play the position of goalie for more than ½ of the game. It is recommended that coaches use a different goalie each quarter. In your coaches handbook, under ‘Coaches Information and Procedures’; “Playing Time”, deals with a goalie not playing more than ½ of the game. The Board of Directors has reaffirmed Article 5, Section H of the By-Laws of the Clarence Soccer Club which states that “no player will play more than ½ of any game in the position of goalie”. The Board of Directors has also sanctioned the referee’s ability to forfeit a game if a coach refuses to abide by the above regulation.

2. How are teams selected?Teams are drafted using an automated program that divides players up evenly by past coach skill ratings, gender, and age to create the best scenario for parity.

3. Will the league honor requests to place players on specific teams?No. The only players linked to a team are the children of 1 coach and 1 assistant coach. The House League Director may consider extreme hardship cases.

4. Does a referee have the right to insist that a player wear the issued uniform?Yes, the referee does have the right to insist that all players wear the issued uniform and that all shirts are tucked in. Extreme weather conditions will be taken into consideration.

5. What is the general rule concerning the conduct of parents and spectators during a House League game?Parents must remain on the opposite side of the field as the coach and players. Except for Div 4 & 5 where they can be on “their team’s” side of the field in an area alongside the players’ bench. Parent’s may not “coach” on either side of the field, or behind either net. In all divisions coaches may only coach from ‘their half’ of the field.

6. When should a coach approach a referee concerning questions he has about players actions, team play or general rules?All discussions with the referee should take place prior to the game, at halftime, or after the game. This policy was adopted in 2007.

7. Once the draft has been completed, how are players added to a team, or substituted between teams?All additions and/or changes MUST be cleared by the House League Director. It is mandatory that the initial request be submitted to the House League Director for review

8. What should I do if a player drops from my team?Notify the registration manager. Your team will have a high priority to receive the next late signup.

9. What can I do to keep from running up the score if my team is dominating?Always tell your players to give 100% effort. You can prevent running up the score by requiring x-number of passes before shooting, assigning target players (the players who have never scored), shooting with opposite foot only, etc. This should go into

effect when the score reaches 4, 5, or 6 to 0. Obviously, if the other team starts to turn things around, lift the restrictions!

10. Can defensive players cross the mid-field line?Yes. The mid-field line serves as a point of reference. Many coaches choose to employ an attacking style offense that allows the defenders to jump in and participate. Even the goalie is allowed to roam free on any part of the field. Defensive players that jump up on the play will learn when it is appropriate and when it hurts the team.

Team Roster, Medical Sheet, All-star, and Evaluation SheetsRosterPlease be sure everyone has been contacted! Double check your roster for any late additions or changes.

Medical SheetReview for any medical conditions that could affect a player in the game or when snacks are provided. Emergency contact information can also be found here.

All-star selectionsDivisions 6, 1, 2 & 3 participate in the All-star games at the end of the season. Have your team vote along with the coaches to get a fair representation. All-stars will typically be submitted via an online form.

Evaluation SheetsEnclosed are evaluation forms for your roster. We may provide a means to perform evaluations online. Or simply leave the paper evaluation form in your equipment bag when you turn it in. You will not be able to receive your end of the year trophies or gifts without completing the evaluation.

The evaluation forms are critical in the formation of next year’s teams. When you evaluate your players please consider their ratings in comparison to all other players in the league.

Here is a great technique for ensuring your evaluations are on target:

1. Rank your players from top to bottom2. Rate your top player in comparison to the top players in the league.3. This will give you a threshold to rate the rest of your players and the rank order will

ensure all of your players are rated appropriately.

Note: If players were added or dropped from your team please indicate that on your form and add any added players.
