1. DepED SDO Kabankalan City will have its Festival of Talents on December 7-8, 2017. Its Opening Program shall be at the K-Center and thereafter participants shall proceed to their respective contest venues.

2. The said festival aims to:a. Provide a venue to showcase the skills and talents of learners;b. Give teachers the opportunity to see and enjoy the competences developed among their learners likewise

guide them to realize their strengths and developmental areas in coaching and teaching;c. Give learners and teachers the opportunity to apply and further enhance their 21st century skills.

3. Participants to this festival are the contestants who are already District winners, coaches, school heads, judges, and selected teachers and personnel who will comprise the different working committees.

4. Mechanics, criteria forjudging, schedule of activities and the different working committees are stipulated in the enclosures.

5. Expenses incurred relative to this activity shall be charged against local school funds and/or MOOE subject to usual accounting and auditing rules and regulations.

6. For immediate and widest dissemination to all concerned.

CONTEST MECHANICS, RULES AND CRITERIA 2017 DIVISION ENGLISH LANGUAGE FESTIVAL

December 7-8, 2017

A. For All Contests1. The competitions are open to all Grade 4-12 students except for the Oral Reading Contest which is open to only Grade 3 pupils.2. The competitions will be from the school level, district level and the division level.3. Contest pieces must be sourced from any literary source.4. Portrayal of the opposite sex is prohibited.5. Electronic backdrop, fire emitting devices, fire crackers, smoke / smoke machine and /or dry ice are not allowed.6. One point will be deducted from the total score for every thirty (30) seconds exceeded.7. Decision of the panel of judges is final. Protests shall not be entertained.

B. Spelling Contest (Elementary and Junior High School)1. The Division English Supervisor will prepare of the list of five words per category (easy, average, difficult, clincher) following the format below.

2. Each word in the final list will be numbered and will be read by the quizmaster during the contest.3. There will be no elimination round.4. Mechanics

4.1 All contestants will spell the same set of words in writing. Before the word is read the contestants will raise their markers first.4.2 The word will be read twice by the quiz master. After the first reading, the meaning of the word is given and is used in a sentence. After the second reading, the quizmaster will say “go”. Only then will the contestants be allowed to write their answers. Automatically, the ten-second time limit will begin with the word go” by quizmaster.4.3 After the time limit, the bell rings. The contestants should stop writing and show their strips of paper with their correct answers to the judges.4.4 Judges declare correct answers.4.5 Point system shall be used. Score will be reflected in the tally board.4.6 There will be four rounds, easy, average, difficult and clincher. Note: Clincher round takes place only when there is a tie.4.7 Five (5) words will be spelled for each round, except in the clincher round. There will be as many words to be spelled until the tie is broken.4.8 Points assigned for each category:

EASY: 1 pointAVERAGE: 2 pointsDIFFICULT: 3 pointsCLINCHER: 5 points

4.9 A contestant who gets the highest point will be declared the winner.5. American pronunciation will be used but American or British spelling will be accepted.6. Official trainer can only file a protest (in writing) immediately after the declaration of the correct spelling of each word by the judges.7. Coaches should provide their contestants with pentel pens/ markers and twenty strips of long sized bond paper divided horizontally into two.

C. Oral Reading Contest (Grade 3 pupils)1 .The contest is open to Grade 3 pupils only2. One participant will represent the district in the Division Level.3. There will be one contest piece to be read by the contestant 3 minutes before the contest proper.

H. Declamation (Elementary and Junior High School)1. Contest piece can be of any topic suited for declamation.2. The delivery must not exceed five (5) minutes. The timer will ring the bell at the end of seven (7) minutes, one (1) point will be deducted from the total score for every thirty (30) seconds exceeded.3. Declamation pieces which portray vulgarity and violence such as rape, terrorism, murder, sexual harassment, incestuous relationship and other immoral and criminal acts are not allowed.4. Interpretation of the piece must focus on the eye and facial expression. No other parts of the body must touch the floor except the feet.

Originality - 20%Diction - 20%Theme - 15%Mastery - 15%Creative Delivery (Rhythm and Beat) - 20%Over-all Impact - 10%

J. Verse Choir (Elementary)1. Each competing team shall have a minimum of 15 and a maximum of 20 members including props men.2. Contest piece must be in poetry.3. School uniform with accent.4. Time limit is 5-7 minutes.5. CRITERIA:

GUIDELINES AND CRITERIA DIVISION KINDERGARTEN FESTIVAL OF TALENTS

DAY 1 (December 7, 2017)Citymall Kabankalan

A.For All Contests1 .The participants of this competitionshould bepupils who are currently enrolled in kindergarten both inprivate and in public schools.2. The competitions will be from the district level, the division level and the regional level.3. A contestant is allowed to participate in only one category.4. There will be a common theme for the drawing while the vocal solo, nursery rhyme recitation and storytelling, the contestants are given freedom to choose their own piece.5. Electronic backdrop, fire emitting devices, fire crackers, smoke / smoke machine and or dry ice are not allowed.6. Mechanics in the conduct of the contest per category should be followed strictly.7. The panel of judges shall be composed of a chairman and two members. Decision of the panel of judges is final. Protests shall not be entertained.

B. Vocal Solo Competition1 .Each contestant is free to choose any O.P.M. song suited to children. 2. Minus one music should be used as accompaniment.

TAGIS-TALIN0 CONTEST RULES AND GUIDELINES

GUIDELINES1. The contest is open to elementary and secondary school students.2. Grade 6 and Grade 10 students shall be the preferred participants per district.3. Two participants shall be allotted per district per level (2 elementary and 2 secondary)4. The contest shall have three categories: easy, average and difficult.5. Clincher round shall be done only in case of a tie for the first, second, and third places.

RULES OF THE TAGIS-TALINO CONTEST1. The contestants will compete in the Easy (1 p t.), Average (3 p ts.), and the Difficult (5 pts categories).

2. There will be 10 questions per category that relate to the contents of EsP 4-6, EsP 7-10.3. The quizmaster will read the questions twice and the contestants will be given 15 seconds to write the answer on

the answer sheet then wait for the quizmaster’s signal to raise the answers. The scorers will check the answers and tally the scores on the scoreboard.

4. The three contestants with the highest scores will be declared as winners. (Champion, 1st runner-up, and 2nd

runner-up.)5. In case of a tie, the quizmaster will ask a new set of three questions. The contestant with the highest score will

automatically be declared as the winner.

MATHEMATICIAN LOOK-ALIKE MECHANICS

1. Only registered participants can join the contest2. The contestant should select a Mathematician to be impersonated.3. During the contest, the participant shall bring with him/her a picture of the Mathematician

he/she is impersonating posted in a 1/8 sized cardboard. A soft copy of that picture must be submitted to the committee before the contest.

4. The participant shall prepare a minimum of 1 minute but shall not exceed 3 minutes introduction regarding the life, works, and contribution of the Mathematician he/she is impersonating.

5. There will be an interview for every participant about the important contributions of his/her impersonated Mathematician to the world.
