Main Purpose of Work
Perform A&E services to provide project development, design, contract documents and construction support services for the design of specialized wastewater (Sewage and Industrial) systems
Engineering augmentation in Division of Engineering Services
Prepare PS&E
Conduct geologic and percolation testing and reports
Water Quality sampling and testing
Conduct surveys and provide survey plans
8Personnel and PerformanceTitle Requirements
Consultant Contract Manager
20 years of responsible experience as a contract manager in the field of wastewater systems designs. Shall be a licensed PE in the State of California.
Consultant Task Order Manager
5 years of construction management or engineering experience on projects in California. Shall be a licensed PE in the State of California.
Consultant Task Order Lead
5 years of experience in the field of Civil Engineering. Shall be a licensed PE in the State of California.
Engineering and Technical Staff
Minimum 2 engineers with 10 years of onsite wastewatertreatment system design experience in California. Shall be a licensed PE in the State of California.Minimum 2 engineers registered engineers and 2 engineers or technicians with 5 years of onsite wastewater treatment experiences.4 electrical engineers with 5 years of wastewater treatment and SCADA experience (Maybe subconsultant).
Engineering and Technical Staff
Engineers and Technicians must be proficient in using the AutoCad or Microstation software.
Required Experience Experience in the State of California within the last 12 years, with design of
onsite, not municipal, wastewater treatment systems having an average daily design flow of 1,000 to 20,000 gallons per day that do not require onsite operators.
As a minimum 12 years experience designing the following types of onsite wastewater treatment system projects in California:
Five Orenco Adventex filter media or comparable onsite filter media systems,
Three pressure dosed leach fields, Two wastewater drip irrigation system, Two projects with ultra-low flow toilets/urinals or waterless urinals, Two wastewater projects using a web based SCADA system. Desirable design experience includes ponds, recirculating gravel filters,
mound systems, recycle toilet flushing system, anoxic wetland system treating high strength nitrogen wastewater, ultraviolet, ozone, telemetry and SCADA systems and sewage pumping system. Additional desirable experience includes working for public agencies and wastewater sampling.

Consultant personnel should be knowledgeable in the following: Current Caltrans Design Manuals Caltrans Highway Design Manual
Caltrans Standard Plans, as applicable by project
Caltrans Standard Specifications, as applicable by project
Construction Manual
Caltrans Project Development Procedures Manual (PDPM)
Caltrans CADD Users Manual

Contract Amount and Term
$4,000,000 +/- 33% Five Years – 3 years design and 2 construction oversight Approximately 10 percent is field work
Performing Work
Consultant will work with DES Design Team, District Design Team, Construction Resident Engineer and field inspection personnel to prepare PS&E and permit applications to Caltrans Consultant Projects will supplement Caltrans staff to meet peak work
demands and staff shortages
Typical W&WW workload is over 40 ongoing projects
Projected Consultant workload 10 to 20% of ongoing projects
Performing Work
Task orders will be issued approximately 3 months ahead of the required task completion date.
Caltrans will provide relevant as-built plans and specifications and other relevant site data.
Consultant will propose a budget for the work.
