Changes at Proposal Level

1. CTE Endorsements, 6A:9-9.2 et seq: the Department proposes to delete the amendments proposed at Second Discussion which clarifyied the authorizations for Technology Education, Business Education and related technologies, Family and Consumer Sciences, and Agriculture. The Industrial Arts endorsement deletion remains in the proposal.

2. State Board of Examiners membership, 6A:9-4.2(a): The Department proposes to remove the First Discussion amendment that would have deleted this section as being duplicative of statute.

WHY: In order to more fully consider the impact of such amendments in discussions with the field.

WHY: This section actually does not duplicate statute in that statute requires membership of a librarian employed by the State or one of its subdivisions, whereas code requires membership by a school library media specialist. The Department seeks to retain membership of a school library media specialist in order to assist with appeals related to this endorsement.

Changes at Proposal Level

3. Mentors for novice teachers, at 6A:9-8.4(d)1i: The Department proposes to remove the First Discussion amendment that would have allowed novice teacher mentors to be employed in a district different from that of the novice teacher or to be retired teachers.

4. Internships for school administrator and principal candidates, 6A:9-12.4(a)3 and 12.5(a)3, respectively: The Department proposes amendments that allow candidates to serve these internships through a Department approved program rather than only through an IHE.

WHY: The Department will conduct a comprehensive review of mentoring in which these issues will be included.

WHY: The amendments recognize that approved alternate route programs also offer internships in addition to required study.

5. Local School Board Role in Local Professional Development Plan, 6A:9-15.8(f) : The Department proposes at N.J.A.C. 6A:9-15.8(f) to amend the language concerning local district board approval of the district professional development plan.

WHY: The amendment clarifies that the role of the superintendent is to develop and implement the local professional development plan, while the role of the school board is to review the plan’s fiscal implications.

Revisiting Topics From Second Discussion

1. Elementary School Teacher, 6A:9-9.1(a)1 and elsewhere: changing K-5 authorization to K-6 and the impact on K-8 schools.

2. Charter School Certification, 6A:9-11.20: Creates a three-tiered alternate route certificate structure (CE, Provisional, Standard) in which the entry level content requirement can be satisfied by the content test only, and standard certification available after one year of successful teaching. Charter school certificates would be valid only for use in charter schools. (See detail slides following.)

3. School Nurses, 6A:9-13.3 and 13.4: reducing non-health and safety-related entry requirements and requiring them instead during initial professional development period.

4. Professional Development, 6A:9-15: emphasize job-embedded PD aimed at improving student achievement; make principals and superintendents directly responsible for school and district PD, respectively; remove county PD committee and consolidate state-level teacher and administrator PD boards.

5. Alternate Route for Documented Shortage Areas, 6A:9-16: Grant Commissioner latitude in approving alternate route programs for documented teacher shortage areas
