SECTION 1

1.1 GENERAL INFORMATION[m1] 1. Project has been implemented by Ministry of Agriculture and Rural Affairs, General Directorate

of Agricultural Production and Development. UNDP supports program management in terms of helping for fund flow, accountancy and provision of goods and services for implementation of the project and also will provide 752.000 USD financing as a grant for the first 5 years during project implementation.

2. Project has been included in 2006 investment program by 22.11.2006 dated and 2006/87

numbered decision of Higher Planning Council. “Loan Agreement” was signed on 5 March 2007 between the financing institution IFAD and Undersecretariat of Treasury on behalf of GoT and adopted by the Cabinet on 14 May 2007.

3. “Grant Agreement” has been signed on 19 June 2007 between the Treasury and UNDP.

4. “Service Agreement” has been signed on 6 September 2007 between our Ministry, Ministry of

Foreign Affairs and UNDP.

5. Project has been come into force on 19 December 2007 after fulfilling necessary conditions and closing date as 30 June 2013 and completion date as 31 December 2012 have been determined by IFAD.

1.1.1. Project Area

6. Project area consists of Diyarbakır, Batman and Siirt Provinces of South-eastern Anatolia.

7. The climate is harsh with severely cold winters and hot dry summers. Rainfall ranges from

about 200-700 mm. At Diyarbakır the average January temperature at nights is -24°C and maximum temperature in July and August can reach 46°C. The growing season is short.

8. Total agricultural land of three provinces in the Project area is 994,869 ha, forest area is

473,376 ha and pasture land is 451,764 ha. Total land is 2,430,362 ha.

9. The most important potential natural resource in the Project provinces in GAP region is water potential of watershed of Euphrates and Tigris Rivers. Also, natural resources such as petroleum, copper, marble seam with colored streak, forest, pastures and culture and tourism resources exist in the region. Rich and high quality marble reserves in Diyarbakır are attractive considered commercially.

1.1.2.Project Target Group

10. Primary target groups would be poorer rural men, women and youth population living in the

project provinces. Secondary target groups would be new or established rural businesses identified as sustainably profitable and having economic advantage.

1.1.3.Objectives of the Project

11. Main objective of the Project is to improve economic and social status of the poor people living

in rural areas in accordance with Turkey’s national rural development strategies, plans and programs. Project’s primary objectives are to;

a) Improve the quality of life of population and economic efficiencies of agricultural

enterprises being poor due to current production and employment patterns in poor rural villages in the Project area,

b) Develop both on- and off-farm income sources and establish new businesses through developing Supply Chain Management and increase employment through the establishment of new and expansion of existing profitable businesses,

c) Optimize employability of members of the target groups through enhancement of individual and organizational skills necessary to achieve the first two objectives.

1.1.4. Components of the Project

12. Investment activities of the project are implemented under three components;

(a) Village Improvement Program, (b) Rural Economic Growth and (c) Capacity Building for Employment.

On the other hand, in addition to these components, (d) Project Coordination and Management Components is designed for smooth and effective implementation of the Project and realization of planning and budget control activities as forth component.

1.1.4.1. Component A – Village Improvement Program

13. Selected economic and social investments will be supported under this component to improve the living standards of poor villages. This component comprises three sub-components:

(a) Awareness raising, (b) Farmer Education and Training, (c) Infrastructure Investments for Village Improvement.

14. Sub-Component: Awareness Raising comprises the activities for raising awareness of rural population about existing financial and social development support types and resources that are necessary for determining investment opportunities at village level and facilitating these kinds of investments.

15. With Sub-Component: Farmer education, first of all it is targeted to determine cost effective and sustainable profits in subsistence and semi-subsistence farming systems in Project villages. Secondly, it is targeted to develop related training curriculum, materials and a training menu. Lastly, it is targeted to ensure request from farmers that they need special trainings to be provided by PDAs through increasing demonstrations and technological transfer programs by using training menu.

16. Under the Sub-Component Village Improvement Infrastructure, investments to be realized to be benefited by village population and to increase quality of life in villages having eligible criteria in the Project Area will be provided for public infrastructure implementations.

1.1.4.2. Component B – Rural Economic Growth

17. Measures for diversifying rural income resources and increasing employment in project provinces are under this component. This component comprises three sub-components:

(a) Rural Supply Chain Management, (b) Contributory Grants, (c) P/DDA Staff Capacity Building.

18. Investment needs and opportunities determined by rural supply chain management will form a basis for investments to be supported by the project.

19. Under Contributory Grant Sub-component; it is targeted to provide contributory co-financing

and also leverage fund by loans that investors provide from their own resources or financial institutions in order to improve facilities determined under SIP ‘Strategic Investment Plan’ to accelerate the economic growth in the Project area.

20. It is targeted to develop institutional capacity by improving information and skills of technical

staff in provincial and district directorates on Strategic Investment Plan under sub-component P/DDA staff capacity building.

1.1.4.3. Component C – Capacity Building for Employment

21. This component seeks to enhance access of surplus labor in the participatory Project villages to employment with more salary in rural economy.

22. Targets of the component and approaches to realize this are as follows: (i) to determine

information and skills that employers need potentially, information on number of persons to be employed and if there are staff having right information and skills or not via a general study in the Project area; (ii) to analyze trends, opportunities and problems of labor market in the

region; (iii) to develop appropriate training program to increase employability in the target groups; (iv) to improve support activities necessary to improve productivity structure of labor market and (v) to provide training for persons who are interested in obtaining necessary skills and information for fitting potential empty positions.

SECTION 2

2.1. Activities Realized in 2010 by Components

2.1.1. Component A – Village Improvement Program

2.1.1.1. Component A1: Awareness Raising

23. 1.000 brochures consisting of activities realized, financial supports provided in 2010 under

DBSDP and contact information have been published and distributed to related persons and institutions.[m2]

24. Studies for an introductory and informatory brochure consisting of existing projects in each Project province, first of all DBSDP, titles of various supports, targets, eligibility criteria, support types, ways of supports, application procedures and contact information of places, where support is provided, have begun. Publication and distribution of mentioned brochure will be realized in the first months of 2011.

25. Furthermore, a web site consisting of content of mentioned brochure, current information and

photographs about the project has been drafted and it will be ensured to come into force at the beginning of 2011.

2.1.1.2. Component A2: Farmers’ Education and Training

26. “Farmers’ Training Activities Realized in 2010” are indicated in Table 1, “Distribution of

Farmers Participated to Farmers’ Education and Training Activities in 2010” in Table 2, “Technical Staff Training Activities Realized in 2010” in Table 3, “Distribution of Technical Staff Participated to Farmers’ Education and Training Activities in 2010 by Provinces” in Table 4 and “Farmers’ Training and Courses in 2010 (GENERAL)” in Table 5.

27. It is aimed to determine varieties of fruits that can be grown in Project provinces and also to determine the problems to be met during growing these fruits with Training on Fruit Growing for technical staff employed in Provincial and District Directorates of Agriculture. Moreover, via providing trainings on fruit growing especially on Pruning and Grafting it is targeted to transfer beneficial information to targeted producers.

28. The aim of Training on Fruit Growing for Farmers is to teach growing techniques (irrigation,

fertilization, pruning, pesticide application, etc.) appropriate for fruit variety which is grown by the farmer or decided to be grown by the farmer and accordingly to increase skills of him/her in growing by using more conscious and modern production techniques. At the same time, by the trainings of this type aim is to ensure for farmers to solve some problems such as diseases and pests that they meet in their orchards by themselves. As the result of these trainings,

farmers who learn the current technical implementations will increase their income via high productive and quality products.

29. “Cattle Breeding Training” in SUTAS Karacabey Training Center was organized rather as an

applied training to Agricultural Engineers and Veterinarian in Provincial and District Directorate of Agriculture. Under the training program realized in SUTAS Training Center for technical staff, applied trainings on techniques for high quality milk, storage, processing and marketing of milk and necessary information were provided.

30. It is provided detailed and applied trainings on “Cattle Breeding” to farmers in SUTAS Training

Center and each of these trainings continued for 3 days. Generally applied trainings on feeding and care of animals that was needed by farmers and necessary information about milking, storing and processing milk in hygienic way were provided to farmers.

31. A general training on “Viticulture” in Manisa Viticulture Research Institute was provided to technical staff in Provincial and District Directorate of Agriculture. Applied training was realized especially on “Pruning and High Wired Fence System”.

32. Applied trainings on fields on “Viticulture” were provided for producers dealing with

viticulture. Applied training on fields on modern viticulture (high wired fence system), introduced in the region in recent years, has been provided, necessary information for solving problems (pest control, plowing field of viticulture, procuring high wired fence system) that farmers can face during production has been provided for farmers.

33. Applied trainings on “Pistachio Growing” “Pruning, Grafting and Maintenance of Orchard” at

Pistachio Research Institute in Gaziantep were provided to farmers. 34. Applied trainings on “Establishment of Pomegranate Orchard, Maintenance of Orchards and

Pruning” were provided for farmers in Antalya Western Mediterranean Agricultural Research Institute.

35. During IFAD mission realized between 6 and18 September 2009, it was decided to arrange a Farmer Training Center in order to realize Farmer Education and Training in Batman Province, to this end rehabilitation was realized in the existing building by Provincial Directorate. Procurement of IT Equipment for furniture and technical accessories was realized under the Project and Center became ready for use. Procured materials are listed in Table 6.

36. Under the demonstration activities, pomegranate, apple, almond, walnut orchards and Young Vineyards adapted to High Wired Fence System were established in order to develop and promote fruit growing and viticulture in Project Provinces. Realized demonstration activities in 2010 are indicated in Table 7.

37. Procurement of tools and equipment stated in 2010 AWP&B for the Project provinces

could not be realized in 2010, preparations for the procurement have been completed

and bidding has been advertised by February 2011. 17 of 22 drillers for saplings are items

that planned to be procured in 2010 but could not be realized. 2 Almond Crackers, 1

garden tractor and 1 stone collector, which were planned to be procured in 2010 and

could not be realized, will be procured in 2011. List of agricultural tools and equipment

for demonstration activities is indicated in Table 8.

2.1.1.3. Component A3: Infrastructure for Village Improvement

38. Periodic field visits for controlling system performances in all villages where Sewage

Systems were completed have been realized. 8 Water samples were taken from 4 villages, 2 of them in Diyarbakır, 1 of them in Siirt and 1 in Batman for waste water analysis at the end of 2009. These samples consist of 2 samples from intake of septic tank and 2 samples from outlet of natural treatment. After analyzing these samples, waste water quality analysis report was prepared at the beginning of 2010. As the result of these reports, it is detected that analysis are in accordance with standards of the Ministry of Environment and Forestry.

39. Site inspections have been realized for infrastructure Works completed in 2008 and they were transferred to Special Provincial Administrations in Diyarbakır, Batman and Siirt.

40. Project design biddings have been realized and projects have been submitted to the

administration in relation to following small works planned to be realized in Diyarbakir, Batman and Siirt Provinces in 2011 under DBSDP;

Advertisement will be published for construction of HIS ponds and pre-qualification of irrigation canals.

41. Information about investments for HIS Ponds for 2011 under DBSDP is indicated in Table 9 and detailed information about investments for Closed System Irrigation Canal for 2011 under DBSDP is indicated in Table 10.

42. Construction of drinking water tank, catchment and transfer in Beykent Village in Kurtalan District in Siirt has been completed and provisional acceptance was realized on 01/06/2010.

43. Rehabilitation of Stream Bed and culvert construction in Güleçoba Village in Center of Diyarbakır has been completed and provisional acceptance was realized on 23.11.2010.

44. Construction of drinking water tank, catchment and transfer in İtram Hamlet of Sağdıçlı Village in Center of Diyarbakır has been completed and provisional acceptance was realized on 23.11.2010.

45. Construction of culvert in Ekince Village in Center of Diyarbakır and Naldöken Hamlet of

Kırkoyun Village in Center of Diyarbakır, intallation of plumbing and road crossing Works in Güvendere Village in Center of Diyarbakır, in Naldöken, Tahtareş, Güven, Köstekli, Bekçidam, Ürkmez Hamlets of Kırkoyun Village in Center of Diyarbakır have been completed and provisional acceptances were realized on 23.11.2010.

46. Meetings with special provincial administrations for realization of field roads in 2011

have been held and now we are at stage of agreement. In these agreements details of construction and rehabilitation of field roads to be realized through services of Special Provincial Administrations will be stated and also it will be stated that allocation will be met by contribution of GoT under DBSDP. Mentioned allocation will be realized in accordance with need assessment of PMU for construction and rehabilitation of field roads in target villages.

2.1.2. Component B – Rural Economic Growth

2.1.2.1 Component B2: Contributory Grants

47. Grants were advertised in 2009 for Fruit Sector (Vineyard, Almond, Apple sub-sectors)

and Milk Sector (Livestock Barns, Procurement of Machine-Equipment) in Diyarbakır for

individual applications. Total 432 individual investors applied for Grant program. As the

result of evaluations, application of 93 individual investors considered as appropriate.

Grant agreements were signed with these 93 investors. 40 of these investors who signed

agreement cancelled their projects.[m3] Projects of remaining 53 investors have been

completed and Grant payments have been realized. Details are indicated in Table 11.

48. Grants were advertised in 2009 for Fruit Sector (Vineyard, Almond, Apple sub-sectors)

and Milk Sector (Livestock Barns, Procurement of Machine-Equipment) in Batman for

individual applications. Total 283 individual investors applied for Grant program. As the

result of evaluations, application of 52 individual investors considered as appropriate.

Grant agreements were signed with these 52 investors. 11 of these investors who signed

agreement cancelled their projects in Batman. Projects of remaining 41 investors have

been completed and Grant payments have been realized. Details are indicated in Table

12.

49. Grants were advertised in 2009 for Fruit Sector (Zivzik Pomegranate sub-sector) in Siirt

for individual applications. Total 231 individual investors applied for Grant program. As

the result of evaluations, application of 82 individual investors considered as

appropriate. Grant agreements were signed with 59 of these 82 investors. 30 of these

investors who signed agreement cancelled their projects. Projects of remaining 29

investors have been completed and Grant payments have been realized. Details are

indicated in Table 13.

50. Grants were advertised in 2009 for Milk Sector and Fruit Sector in Diyarbakır for

economic investments. Total 58 economic investment grant applications were realized

for Grant program. In accordance with grant evaluation criteria, total economic

investment projects (12 of them are original and 3 of them are substitute) were

approved. Grant agreements were signed with 10 of these 15 investors. Details about

economic investments, of which payments were realized, are indicated in Table 18.

51. Grants were advertised in 2009 for Milk Sector and Fruit Sector in Batman for economic

investments. Total 11 economic investment grant applications were accepted for Grant

program. As the result of evaluations, 4 economic investment projects were considered

as appropriate. Grant agreements were signed with 3 of these 4 investors. Details about

economic investments, of which payments were realized, are indicated in Table 17 and

details about economic investments, of which payments are going on, are indicated in

Table 18.

52. Grants were advertised in 2009 for Zivzik Pomegranate Growing sub-sector in Siirt and

there have been 2 applications. 2 economic applications considered as appropriate and

agreements were signed. Details are indicated in Table 18.

53. Advertisement of Grant provision for Fruit Sector (Almond) in Diyarbakır in 2010 for

individual applications was published between 08.06.2010 and 08.07.2010. There have

been total 120 individual applications. As the result of evaluations, total 70 applications

were considered as appropriate and called for signing agreements on 12.11.2010.

Agreements were signed with 67 applicants. Advertisement of Grant provision for Milk

Sector in Diyarbakır in 2010 for individual applications was published between

08.06.2010 and 08.07.2010. As the result of evaluations, total 1 application was

considered as appropriate and called for signing agreement on 12.11.2010 and

agreement was signed. Details are indicated in Table 19.

54. In order to support development of “Viticulture” in Batman, grant for Individual Grant

Program was advertised on 11.08.2010. Application period was completed on 03.09.2010

and there have been total 45 individual applications. Application files were evaluated by

PMU in Batman. As the result of evaluations, applications of 39 individual investors were

considered as appropriate.

55. Grant advertisement for Fruit Sector (Viticulture) in Batman to receive economic

applications was realized between 11.08.2010 and 03.09.2010, but there have been no

applications.

56. In order to support development of “Zivzik Pomegranate Growing” in Siirt, grant for

Individual Grant Program was advertised on 13.12.2010. Application period was

completed on 14.01.2011 and there have been total 32 individual applications. As the

result of evaluations, applications of 16 individual investors were considered as

appropriate.

57. There has been no advertisement for individual and economic Grant applications in Siirt

in 2010.

58. Sheep Breeding SIP prepared for Siirt has not received ‘no-objection’ from IFAD in 2010.

2.1.3. Component C – Capacity Building for Employment

59. Under the Component Capacity Building for Employment, a certificated training program

on “Sapling Growing” has been organized in Batman in 2010. Total 50 women, 25 of which at the first phase between 18 and 22 September 2010 and 25 of which at the second phase between 01 and 05 September 2010, have been provided by training on sapling growing by Agriculture Chamber of Batman. Details are indicated in Table 20.

60. In order to evaluate in studies in 2011; in parallel with recommendations of Supervision Mission in September 2010, Training on Sapling Growing provided to female farmers was also considered as a demonstration and it was planned to distribute a starting package

including “tube bags for saplings, Torf, Seed, Nylon Cover, Fertilizer” to participant 40 female farmers.

2.1.4.Component D – Project Organization and Management

61. Mr. Casim Can HİNDİOĞLU took office on 01.04.2010 as Monitoring and Evaluation

Expert. Arif Mert ÖZTÜRK who worked in Diyarbakir as Business Development Expert resigned on 09.07.2010 and Yunus BİRCAN has been seconded as BDE in Diyarbakır in July 2010. Furthermore, Özgür Zeki ÖZOK who worked in Siirt as Business Development Expert resigned on 03.05.2010 and these positions in Batman and Siirt are open. Position for BDE for Batman was advertised.

62. Mr. Murat AKBAŞ took Office as Regional Administrator on 11 October 2010.

63. Project is managed by “Central Project Unit” established under General Directorate of Agricultural Production and Development (GDAPD) of the Ministry of Agriculture and Rural Affairs in Ankara and “Project Management Units” established under Diyarbakır, Batman, Siirt Provincial Directorates of Agriculture. Staff of Project Management Units in Center and Project provinces is listed in Table 21.

64. Training on Preparation and Evaluation of Investment Projects for technical staff of

Provincial and District Directorates of Agriculture and PMU staff has been realized with participation of 34 staff in Diyarbakır, Batman, Siirt provinces between 20 and 28 January 2010.

65. Workshop on Procurement and Finance Management organized by IFAD in Moldavia between 02 and 05 October 2010 was participated.

2.2 Developments about the Issues Stated in Mission Report in September 2010[m4]

• Information about titles of existing project, program and various supports in each Project provinces, notably under DBSDP, their targets, eligibility criteria and support types, ways of providing these supports, their application procedures and contact information of the center where these supports are provided will be gathered in a informatory and introductory brochure. Moreover, a web site including information in the brochure and also information and photographs of the project that will be updated consistently will be available for use at the beginning of 2011. • Water quality analysis, including assessing treatment capacity and competence of sewer systems constructed under DBSDP under different climatic conditions, will be realized in 2011 as it was in 2010. In this context, it is planned to include Dicle University and Water and Sewer Department of Diyarbakır Metropolitan Municipality to water quality analysis to be realized in Spring and Summer. • Project designs for Animal Ponds and Closes System Irrigation Canals are have been completed and approved.

• Commitments from owners and official authorization and approvals from related public institutions and agencies (SWA, Provincial Special Administrations, District Governorships, General Directorate of Agricultural Reform, Regional Development Administration of Southeastern Anatolia Project, TEDCO) were received for Implementation Works of 5 Animal Ponds and 5 Closed System Irrigation Canals. • In order to realize road leveling works as a part of other investments of the Project, protocols were signed between Provincial Special Administrations and Provincial

Directorates of Agriculture in Diyarbakır and Siirt. Negotiations with Provincial Special Administration in Batman have been continuing. • Final acceptance of Sewer and Natural Treatment System in Kocaalan Village of Dicle County in Diyarbakır has been realized and transactions for transferring them to Provincial Special Administration have been continuing. It will be paid too much attention to include one member from Provincial Special Administration to Final Acceptance Commission of all civil works to provide appropriation of them by local institutions. • Small-scaled Irrigation implementation work in Saipbeyli village of Kurtalan County in Siirt has been cancelled. • Construction work of Animal Ponds and Water Storage Tank for Animals and pre-qualification for Closed System Irrigation Canal Construction were advertised on 28th of November, 2010. However, preparations for re-advertisement of these two works have initiated since there was no enough bids for these works. All Animal Pond Constructions are in one bidding package and all Closed System Irrigation Canal Constructions are in one bidding package. • Facility for Closed System Irrigation for Artuk Village of Çermik County in Diyarbakır was included in bidding package that will be advertised and completed in 2011. • Temporary Acceptance of Small Civil Works completed in 2010 has been realized. • It was stated in Mission Report that decision about Siirt Animal Breeding SIP would be made in accordance with capacity and performance of PMU of Siirt in following days. In this process, individual grant for Establishment of Orchards for Zivzik Pomegranate was advertised on 13 December 2010 and applications have been being evaluated. SIP that has not been approved yet will be re-examined during evaluation and visit of Mission in 2011 according to the mentioned grant program and other project activities. • Under the trainings to be provided for use of Investment Co-financing Guideline and Procurement Rules to PMU Staff; a training for use of Investment Co-financing Guideline and Procurement Rules was provided to 62 applicants of individual grant in Diyarbakır at the end of November 2010 before signing the grant agreement.

• First of all PMU staff and then all applicant who will sign grant agreements will be provided by a training on Procurement Rules after signing individual and economic grant agreements in all Project provinces in 2011. Furthermore, smooth implementation of the project is targeted by expressing common problems and possible mistakes, which were met in the previous projects, during the training. Also, necessary technical assistance by PMU staff and staff from the Ministry will be provided during periodical visits and when needed in project provinces.

• Under the Capacity Building for Employment Component in 2010; a Certificated Training Program on Sapling Growing was organized in Batman. In accordance with the

recommendations of the Mission, extending starting package as a demonstration for female farmers was considered and a starting package including “tube bags for saplings, Torf, Seed, Nylon Cover, Fertilizer” will be distributed to participant 40 female farmers free. • Recommendations of Mission about realizing Drip Irrigation Demonstrations in all Pomegranate Orchards in Siirt were taken into consideration while it is considered as appropriate technically. As the result of evaluations realized, it is decided to recommend to establish drip irrigation systems as demonstrations, after showing works to be carried out in 2011 as examples, by financing them other program and projects such as Program for Supporting Rural Development Investments implemented by the Ministry. In all demonstrations to be carried out in 2011, environing, procurement of saplings, drip irrigation system and high wires system in vineyards will be realized. 3 pomegranate orchards on total 22.3 da will be established for demonstration in Siirt. Drip irrigation systems will be established in these orchards. Also, advertisement of Closed Pomegranate Orchard in Siirt in December 2010 included support for drip irrigation system. • In order to ensure follow of right sequence of project activities in Siirt and meeting expectations in terms of quality of activities, it is decided to organize a study tour/training for PMU staff of Siirt and also to realize this tour/training by Business Development Expert and related expert from MARA. Periodic visits and tours will be organized to all Project provinces first of all to Siirt in 2011. Project evaluation meetings will be organized for controlling and following of project activities in the provinces and solution of these problems during these tours and visits. • Need assessment for employment and labor force analysis of Project area are among the activities proposed for Rural Supply Chain Management sub-component under AWP&B for 2011. As it was determined before for Need Assessment of Employment and Labor Force Analysis of Project area, this activity will be realized by PMU and staff of the Ministry not by a hired consultant. • Under Capacity Building for P/DDA Staff sub-component, as stated in AWP&B for 2011, 25 persons from Diyarbakır PDA will be provided by training on “Economy and Financial Analysis”. This training will be provided by staff of PMU and the Ministry. • Providing training on “Rights and Obligations of Member of Cooperative, Cooperative Management, Audit of Cooperatives, Accountancy of Cooperatives, Benefit-Loss Calculations, Co-financing Resources” is included in AWP&B for 2011 as an activity under Farmers’ Education and Training sub-component. Providing this training in other project provinces can be considered. • Recommendations of Mission about growing additional varieties in order to show different planting gaps (extensive, intensive and super-intensive varieties that are supported by wired fences) in demonstration orchards were taken into consideration. To this end, different planting gaps will be tried for dwarf and semi-dwarf apples in

demonstration orchards to be established in 2011. Moreover, 2 different varieties will be planted in vineyards. It will be paid attention to plant different varieties of same sapling in other fruit demonstration orchards (apricot, plumber, walnut, pomegranate). • Process for hiring a Procurement Expert to work for UNDP has been continuing. • A Business Development Specialist was contracted for Batman. • Mr. Murat AKBAŞ took office on 11 October 2010 as Regional Administrator. • In order to increase approach adopted for more including women to the Project, it will be ensured to realize trainings for women and then to support by demonstrations via distributing starting packages to them under Capacity Building for Employment in 3 Project provinces in 2011. Also, it will be tried to increase number of women in applicants for grants in 2011 and following years. Steps for raising awareness of especially female farmers about project activities and provided supports will be taken. • IFAD Technical Assistance Team, consisting of Monitoring and Evaluation Expert Mr. Lazo Dimitrov, Associate Country Programme Manager Mr. Mikael Kauttu realized a study including evaluation meetings on Monitoring and Evaluation System, presentations and detailed discussions with the participation of Mrs. Meltem Başol from the Ministry of Agriculture and Rural Affairs and Monitoring and Evaluation Expert Mr. Casim Can Hindioğlu at the Office of PMU in Diyarbakır between 22 and 26 November 2010. Other PMU staff participate to this study when necessary. IFAD team prepared an evaluation report for this study and communicated to related units. • An evaluation report will be prepared by carrying out cost-benefit analysis on sample to be determined for all demonstration and grant investment programs. • Financial tables for 2008-2009 fiscal years have been prepared and submitted for approval of IFAD.

• A General Project Financial Management System will be established by UNDP. • Necessary IFAD no-objection received for paying expenditures waiting under WA 8 and payment were realized. • Implementation of stating brands for offers requested under PCB has been terminated. • Items to which offers are submitted are defined clearly in offers and when necessary, detailed technical specifications are included in offers. Conditions of accepted offers are included in the contract. • MARA and Finance/Procurement Expert supports and follows closely the procurements under PAU and especially the relation of financed interventions with general aims and targets of the Project. Trainings on this issue are organized for PAU and Grant Beneficiaries in the Project provinces.

2.3 Justification for Activities not Realized in 2010

• Trainings on Farm Accountancy, Dairy Cattle Breeding and Care, Training of Female

Farmers, Animal Diseases and Sheep Breeding planned to realize in 2010 are trainings

that were planned to realize by Section Directorates of Farmers’ Training in the

project provinces and they were included in AWP&B of 2010 for this reason. But,

there is no registration about realization of these trainings, therefore there is no data

on them.

• Demonstration orchard of semi-dwarf apple on 15 da in Diyarbakır could not be

established since saplings having desired qualifications could not be available during

establishment stage.

• 2 barn rehabilitations in Siirt could not be realized since Sheep Breeding SIP was not

approved.

• Agricultural tools and equipment to be planned to be procured in 2010 could not be

procured due to delay in determination of their qualification.

• Implementation work of small-scale Irrigation Pond in Saipbeyli Village of Kurtalan

County in Siirt was cancelled as the result of visit of the Mission.

• Cooperation protocol which was planned to be signed with Provincial Special

Administration on rehabilitation of field roads could not be signed since agreement

could not been reached in 2010.

• Business Development Expert Position for Batman was re-advertised since there were

no qualified applications in 2010. Therefore, appointment could not be realized in the

year.

67. Project is financed by Government of Turkish Republic, International Fund for

Agricultural Development (IFAD), United Nations Development Program (UNDP) and Project Beneficiaries. Implementation period is 5 years and budget is approximately 37 million USD. Distribution of finance resources is indicated in Table 23.

2. Also, 32.769 saplings are delivered to 98 persons whose area of land is 607,5 da totally.

completed and their grant payments have been realized.

6. 6 notebooks and 4 harddisks for PMU which will be procured in 2011 are included in these parts.

7. 1 netbook and 1 scanner for MARA PMU which will be procured in 2011 are included in these parts.
