(1) The commission has general supervision of all public utilities and may make orders about (a) equipment, (b) appliances, (c) safety devices, (d) extension of works or systems, (e) filing of rate

schedules, (f) reporting, and (g) other matters it considers necessary or advisable for (i) the safety, convenience or service of the public, or (ii) the proper carrying out of this Act or of a

contract, charter or franchise involving use of public property or rights. (2) Subject to this Act, the commission may make regulations requiring a public utility to conduct

its operations in a way that does not unnecessarily interfere with, or cause unnecessary damage or inconvenience to, the public.

Our island is so beautiful that sometimes I have to pinch myself to check if I am dreaming. The pinch reminds me that our island faces an overwhelming number of threats to her future health. One of the most critical we are facing today is the British Columbia Transmission Corporation (BCTC) Vancouver Island Transmission Reinforcement Project (VITRP).

BCTC is planning to replace the equipment that is at the end of its lifespan with much larger transmission lines (and poles) through the center of Salt Spring Island for operation in 2008. The power transmitted over the new lines will be over a billion watts, twenty three times more power than transmitted over the existing lines. While we need to get power to the “big island”, this option is completely inappropriate to deliver these projected power needs.

There are a number of concerns with this proposal. Some of these are aesthetics, electro-magnetic pollution, social and economic conditions, property depreciations, tourism impacts, noise, environmental issues, and fire risk.

While this proposal affects the whole island, the businesses and residents that will suffer the most are within 350 meters from the centre of the right-of-way. This includes uptown Ganges; the Hospital, RCMP, Greenwoods, commercial properties, a campground, the Bowling Alley, daycare, Brinkworthy, the Legion etc.

Our Official Community Plan is clearly against this kind of development. “B.C. Hydro is asked not to increase the current flow in its transmission lines that cross Salt Spring Island…” (Section C.5.1). Our CRD and Trust officials are on our side, but against such a huge corporation, this has not been enough.

We want a win-win solution. There are alternatives that must be explored; re-routing the line to an all-submarine route, for example.

There is hope. This year, Markam Ontario defeated Hydro One and Delta had the BCTC change the VITR plans for their portion of the right-of-way. Surely our islands can do the same?

What can we do to stand up to this corporate giant who stands to make billions off of our defaced and endangered community? Please visit www.IRAHVOL.org. Sign the petition. Write some letters to your MLA, Premier and MP. Do whatever you can, this project will impact generations for 60 years.

I don’t want to pinch myself again in 2008 and find that I am in a living nightmare.
