The SC will review the official IEEE-SA patent material for pre-PAR groups

• All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws.

• Don’t discuss the interpretation, validity, or essentiality of patents/patent claims.

• Don’t discuss specific license rates, terms, or conditions.– Relative costs, including licensing costs of essential patent claims, of different

technical approaches may be discussed in standards development meetings. — Technical considerations remain primary focus

• Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets.

• Don’t discuss the status or substance of ongoing or threatened litigation.

• Don’t be silent if inappropriate topics are discussed… do formally object.

The IEEE 802 JTC1 SC will operate using accepted principles of meeting etiquette

• IEEE 802 is a world-wide professional technical organization

• Meetings shall be conducted in an orderly and professional manner in accordance with the policies and procedures governed by the organization

• Individuals shall address the “technical” content of the subject under consideration and refrain from making “personal” comments to or about others

The goals of the IEEE 802 JTC1 SC were reaffirmed by the IEEE 802 EC in March 2014

The IEEE 802 JTC 1 SC has agreed goals from November 2010 …

• Provides a forum for 802 members to discuss issues relevant to both:– IEEE 802– ISO/IEC JTC1/SC6

• Recommends positions to ExCom on ISO/IEC JTC1/SC6 actions affecting IEEE 802– Note that IEEE 802 LMSC holds the liaison to SC6, not the IEEE 802.11 WG

• Participates in dialog with IEEE staff and 802 ExCom on issues concerning IEEE’s relationship with ISO/IEC

• Organises IEEE 802 members to contribute to liaisons and other documents relevant to the ISO/IEC JTC1/SC6 members

… that were reaffirmed by 802 EC in Mar 2014 when formalising status of IEEE 802 JTC1 SC

The IEEE 802 WGs continue to liaise drafts to SC6 for their information

• IEEE 802 has agreed (see N15606) to liaise to SC6 drafts of standards/amendments that are likely to be ratified under the PSDO agreement

• Generally, IEEE 802 will liaise drafts during the Sponsor Ballot process, but may also do so during the Letter Ballot process

• So far drafts have been liaised by:– 802.1 WG– 802.3 WG– 802.11 WG– 802.22 WG

• Note: as of March 2015, any drafts liaised to SC6 will need a “permission statement” added to the front of the draft– Please contact the staff liaisons for the Working Groups

In Dallas (Nov 2015)

• The 802.11 WG had previously decided to only submit revisions to the PSDO process

• However, IEC TC22 is now proposing a project to define “In-vehicle Gigabit Ethernet”

• The proposal of this project highlights the benefit of getting an “international” stamp from JTC1 – the existence of such a stamp may stop projects like this before they start

The SC may discuss the possibility of liaising IEEE 802.15 drafts to SC6

• IEEE 802.15.4-2006 was adopted by ISO under JTC 1/SC 31.

• Is there any update on the possibility of moving responsibility for 802.15 WG liaising 802.15.4 drafts from SC 31 to SC6?– JTC1/SC31 has issued a committee ballot for the transfer of ISO/IEC/IEEE

8802-15-4 from SC31 to SC6– The ballot ended on 4 April 2015 and passed– The JTC1 level ballot passed on 29 June 2015

• No 802.15 reps attended the SC meeting in San Diego, Athens, San Antonio, Atlanta, Berlin, Vancouver or Hawaii

The China NB provided a negative comment during FDIS on IEEE 802-2014

China NB made a comment on 802-2014

• IEEE 802’s response in 6N16133 still hasn’t resolved Chinese comments and there is also no substantial working plan from IEEE 802

• The management of network resources of many IEEE 802 standard series is unclear and no specific management regulations and allocation rules, which cause the related innovative technology developers and standards users have no idea about where and how to get these resources

• Such existing problem cannot assure that all technology developers can get the necessary resources equally and reasonably, therefore, it may obstruct the development and application of innovative technologies

• China NB cannot support a standard that hasn’t reasonably solved the above Chinese comments.

The IEEE 802 responded to a similar comment during the 60 day pre-ballot

IEEE 802 response to China NB during pre-ballot

• The China NB appears to be suggesting in their comment that the scope of IEEE Std. 802-2014 be expanded so that it contains a complete list of all network resources from every standard in the IEEE 802 series, along with a description of which authority has the responsibility for allocating those resources.

• IEEE Std. 802-2014 provides a high level overview and architecture for the IEEE 802 series of standards. It includes material noting that the IEEE Registration Authority has responsibility for allocating certain network resources, including universal addresses and EtherTypes. This responsibility is consistent with ISO/IEC’s agreement that IEEE RA is the exclusive registration authority for the ISO/IEC 8802 series of international standards.

IEEE 802 response to China NB during pre-ballot

• …

• However, IEEE Std. 802-2014 does not contain a complete list of network resources, and all the corresponding registration authorities for every standard in the IEEE 802 series. For many years, it has been the practice to define the necessary network resources and the corresponding registration authority on a standard by standard basis. In many cases, the network resources are allocated by the Working Group as part of the standards development process. In practice this approach has been very successful.

• Further information on the IEEE Registration Authority and the registries managed by it can be found at http://standards.ieee.org/regauth . For other network resources, further information on resource allocation can be found in each standard or by contacting the relevant WG officers.

• Proposed change: Recommend adding the definition of VM Discovery Protocol and VM Perceive Mechanism for network in the text.

Proposed IEEE 802 response to CN.1 on IEEE 802.1BR-2012

• The VSI Discovery Protocol (VDP) is only referenced an informative Annex C, the first sentence of which is a reference to a specific clause in IEEE 802.1Q that defines VDP.

• Since there is no mention of the VM Perceive Mechanism in IEEE 802.1BR-2012 so there is no need to define it.

China NB comment 1 on IEEE 802.1BA-2011

China NB comment 1 on IEEE 802.1BA-2011

• Comment: Figure 5-1 and Figure 5-2 describe AVB networks. In the real network application, MIB is necessary for reading information to build the topology and form a network management. However, it is difficult for engineers to use since the whole text has not organized these MIBs that are relevant and scattered in other standards.

• Proposed change: Recommend organizing these MIBs that are relevant and scattered in other standards in the text.

Proposed IEEE 802 response to CN.1 on IEEE 802.1BA-2011

• The scope of IEEE 802.1BA-2011 is defining and documenting profiles for use in AVB systems. It is the nature of a profile that it documents particular sets of choices that are to be made from optional features offered in other standards. The suggested work on organization of MIBs would, we believe, fall outside the scope of this standard.

Report by Adrian Stephens in July 2015

• The China NB experts presented on their “Home Roaming Hub” concept.– After an hour’s discussion on the topic, the intended scope of this work is

becoming clearer. – Initial concerns that the work might impact 802 technologies are probably ill

founded. However, until the scope of the work is written adequately, there will always be the danger that it overlaps or impacts our work.

• During this discussion, there were potentially conflicting statements made such as:– The main intended function is to select between different service providers and

locally provide an authenticated/authorized internet connection to those technologies that need one. This work is a L3 only, which is why it is in WG7.

– Changes to 802.11 might involve using vendor specific IEs in management frames. But that is not a change to 802.11 because it is merely using a service provided by 802.11 (Vendor Specific)

ISO/IEC JTC1 has changed the rules so that “experts” rather than “NBs” participate in WGs

• The organisational structure in ISO/IEC JTC1 is changing to align its operation with ISO

• A recent communication from JTC1 states– Working Groups are comprised of INDIVIDUAL EXPERTS appointed by

National Bodies and Liaison Organizations– These experts MUST be entered into Global Directory to be considered a

member of the WG and to receive documents– National Bodies are responsible for ensuring that their expert appointments are

up to date– Liaison Organizations work via ITTF to maintain their expert members– If the expert is NOT in Global Directory, he/she will not receive documents and

will NOT be considered a member of the WG.

• Technically this means someone not in the Global Directory could not speak at the Belgium meeting but no one raised this as an issue

In the beginning …

• All 60 ballot and FDIS ballot comment responses were developed and approved by the IEEE 802 JTC1 SC and then the IEEE 802 EC

Now that we have matured …

• Most WGs are processing and approving comment resolutions, and then forwarding the resolutions to IEEE 802 EC directly without involving the IEEE 802 JTC1 SC

• The IEEE 802 JTC1 SC is continuing to provide advice on non-technical comments, to ensure consistency across WGs

Going forward …

• It is planned that we institutionalise the practice above

• It is expected that the WG Chairs and the IEEE 802 JTC1 SC Chair will keep each other informed

Process: how does a WG send a draft (or ratified standard) to SC6 for information or review?

• Development– The WG may decide to send a draft (or a ratified standard) to SC6 for

information or review at any time– It is suggested that the WG coordinate with the IEEE 802 JTC1 SC– The WG Chair must work with IEEE-SA staff to ensure the inclusion of

appropriate front matter

• Approval– The WG and the IEEE 802 EC must approve sending a draft (or a ratified

standard) to SC6 and the request for any SC6 action— The approval will normally be on the IEEE 802 EC consent agenda

• Transmission– The WG Chair is responsible for notifying the SC6 Secretary that a draft (or a

ratified standard) is available and any action expected of SC6— Normally the draft will be held in an IEEE 802 WG private area with only the user
