• Anybody can vote, present, and make motions• Participation in SC during 802.11/15 WG Plenary or Interim

counts towards 802.11 or 802.15 voting rights• All motions must pass by a 75% majority

Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with

all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions.

Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings.

Technical considerations remain primary focus

Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets.

Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed… do formally object.

• Wi-Fi Alliance meets for 4-hours per week– A Spectrum & Regulatory TG teleconference every week– Three hours of Tiger Team meetings per week– About to expand this

• IEEE 802.11/15 Regulatory SC meets 1-hour every other week and 4-hours every two months

• Volume of regulatory actions requires more attention than IEEE enables

• Planning to begin better cooperation between the two groups

MU requirement with their non-LBT Hybrid FHSS– Will re-introduce in November– Likely to be proven non-compliant

• Receiver Requirements– WFA proposal accepted, but receiver blocking levels should be revised;

must have supporting data– Spectrum Load Factor withdrawn (for now)– Adjacent Channel Selectivity probably not required (complexity due to

the diverse nature of the technologies in the band)• Next meetings November 16-19, 2015, January 19-22, 2016
