Workshop Notice – R.06-04-009: Order Instituting Rulemaking to Implement the Commission’s Procurement Incentive Framework and to Examine the Integration of Greenhouse Gas Emissions Standards into Procurement Policies

E3 Stage 2 Modeling Results & GHG Calculator Walk-Through. The California Public Utilities Commission (CPUC) and the California Energy Commission (Energy Commission or CEC) will conduct this joint workshop in order to review and discuss E3 Stage 2 modeling results and conduct a GHG Calculator Walk-Through. This workshop is part of the ongoing joint proceeding to provide recommendations to the Air Resources Board regarding implementation of Assembly Bill 32 (Nuñez), Chapter 488, Statutes of 2006.The CPUC has engaged Energy and Environmental Economics, Inc. (E3) to utilize production simulation and other modeling tools to assess the costs of alternative policy scenarios aimed at achieving greenhouse gas (GHG) reductions within the electricity sector. E3 is conducting its work in two stages. Stage 1 focused on model architecture and broad analysis of the overall level of GHG reduction achievable by the sector within the 2020 timeframe and related costs to ratepayers. In January, 2008 parties filed opening and reply comments on the preliminary Stage 1 results. In response to those comments and to reflect the policy decisions jointly adopted by the CPUC and CEC in D.08-03-018, E3 has made further modifications to its model in Stage 2 and also has expanded its functionality to model the impacts on rates, power prices and total program costs of several different emission allowance allocation methods identified in the CEC/CPUC staff paper.At this workshop during the morning session, E3 will present detailed results including rate and cost impacts, and emission levels of different scenarios. During the afternoon session, E3 will show the parties how to use the Stage 2 GHG calculator where remote users will be able to follow a live MS-Excel walk-through of the GHG Calculator via an internet-based Web-Ex meeting. ST-97 This resolution grants San Francisco International Airport AirTrain’s (AirTrain) request to deviate from General Order 95 requirements for third rail warning signs. Commission General Order No. 95, Rule 79.5 requires every passenger loading platform to install a sign bearing the words “Danger,” “Electric Third Rail,” and “Keep Away” in letters at least 3 inches in height. By letter dated February 21, 2008, AirTrain requested to deviate from the language requirement by removing “Third” from the warning sign. Approved.

SX-82 This resolution authorizes Santa Clara Valley Transportation Authority (VTA) an exemption from the provisions of Section 9.5 (Audible Warning Devices) of General Order 75-D by altering the bells at three crossings in the City of San Jose. VTA will lower the bells in the northeast, northwest, and southwest quadrants to a minimum height of 8.5 feet from the ground on the warning devices located at Stokes Street (CPUC Crossing No. 82D–5.30). VTA will lower the bells in the northeast and southwest quadrants to a minimum height of 8.5 feet from the ground on the warning devices located at Leigh Avenue (CPUC Crossing No. 82D–5.10). VTA will lower the bells on warning devices located at Fruitdale Avenue (CPUC Crossing No. 82D–5.00) to a minimum height of 8.5 feet from the ground in the northeast, northwest, and southwest quadrants, and to a minimum height of 10 feet from the ground in the southeast quadrant. VTA will also install shrouds covering the northwest face of the bells in the northeast and northwest quadrants of the Fruitdale Avenue rail crossing. Approved.
