Appendix J takesprecedence over terms defined in this glossary to the extent of any inconsistency.) (114) (Request for Tender for Job Services Australia 20122015) (ABN) (Stands for Australian Business Number, a unique identifier provided by the Australian Tax Office. An ABN enables businesses in Australia to deal with a range of government departments and agencies using an identification number.) (ABSTUDY) (ABSTUDY is a scheme that helps Indigenous Australians who want to stay at school or go on to further studies.) (Adult Migrant English Program(AMEP)) (A Government program administered by the Department ofImmigration and Citizenship.) (Apprenticeship(s)) (Apprenticeship(s) (see also Australian Apprenticeships) combine practical work with structured training leading to a nationally recognised qualification.) (AusTender) (The online procurement information system for Government agencies.) (Australian Apprenticeships Access Program (Access Program)) (A Government program administered by DEEWR that provides disadvantaged Job Seekers with pre-vocational training, job search assistance and support to obtain and maintain an Australian Apprenticeship or employment or further education and training.) (Australian Apprenticeship(s)) (An umbrella term for the national apprenticeship and traineeship arrangements. The main characteristics of Australian Apprenticeships include a deed of training between employer and apprentice or trainee, public funding and support for employers, choice of training provider, a wider range of occupations and industries than previously, competency-based training using national training packages, apprenticeships in schools, and a continued role for group training companies. Australian Apprenticeships were formerly known as New Apprenticeships.)

(115) (Request for Tender for Job Services Australia 20122015) (Austudy) (Austudy is an Income Support Payment for eligible students aged25 years and over who are undertaking an approved full-time course at an approved institution.) (Bid) (Part of a tender, comprising a schedule and statement of claims against selection criteria for a service in an ESA.) (Bid Range) (A Tenderers preferred business level in an ESA as a percentage range.) (Building Australias FutureWorkforce (BAFW)) (BAFW was announced in the 2011-12 Commonwealth Budget.) (Business Level orBusiness Share) (The proportion of Job Seekers a successful tender will be contracted to service in an ESA.) (Carer Payment) (Carer Payment provides income support to Australians who, because of the demands of their caring role, are unable to support themselves through substantial workforce participation.) (Centrelink) (The program or programs of that name administered by theCommonwealth Department of Human Services.) (Code of Practice) (The Code of Practice at Annexure B of the Deed reflects the Governments expectations of how Providers will interact with Job Seekers, employers and each other. A copy of the Code of Practice is at www.deewr.gov.au/esprocurement.) (Community Benefit) (In the context of Work Experience Activities, means: addresses an identified community need builds social capital, and/or identifies collaboration with local communities.) (Community DevelopmentEmployment Projects (CDEP)) (Community Development Employment Projects or CDEP means the CDEP program administered by FaHCSIA. CDEP provides activities which develop participants skills and employability to assist the move into employment outside CDEP. These activities also make a valuable contribution to the community, and can lead to the development of business enterprises.)

(116) (Request for Tender for Job Services Australia 20122015) (Compliance Activities) (Intensive participation in activities of 200 hours over eight weeks at 50 hours per fortnight, generally with some participation required every Business Day, or as otherwise directed by Centrelink.) (Compulsory Activity Phase) (Compulsory Activity Phase is a period in the Work Experience Phase. After 12 months in the Work Experience Phase a Job Seeker will enter the Compulsory Activity Phase of the Work Experience Phase.Job Seekers who enter the Compulsory Activity Phase, with a Work Experience Activity Requirement, will be required to undertake activities for 11 months a year.The Job Seeker will remain in the Compulsory Activity Phase until they exit Job Services Australia or the Job Seeker is placed in a higher Stream. A Job Seekers requirement to participate for 11 months will continue in the subsequent years of the Phase.) (Connections for Quality) (Functionality on Australian JobSearch enabling Providers to promote the range and diversity of individualised services, community linkages and productive relationships with employers, training organisations and community organisations to benefitJob Seekers and employers in the local area. Claims are publishedagainst a suite of service indicators to assist stakeholders to make a more informed choice of Provider.) (Consortium) (A group of two or more legal entities, however constituted, other than a partnership, which have entered into an arrangement for the purposes of jointly delivering Employment Services, andwhich may have appointed a lead member of the group withauthority to act on behalf of all members of the group.) (Contract Managers) (DEEWR personnel located in DEEWR state/territory/regional offices who are responsible for managing and monitoring DEEWR services contracts and funding deeds at the Site level.) (Culturally and LinguisticallyDiverse (CALD)) (Refers to Job Seekers who speak a language other than English and/or Job Seekers from culturally and linguistically diverse backgrounds.)

(117) (Request for Tender for Job Services Australia 20122015) (Customer Service Line (CSL)) (A free-call telephone service that puts Job Seekers and employers in contact with a DEEWR Customer Service Officer in the state or territory where the phone call is made, and is 1800 805 260, or such other number as notified by DEEWR from time to time.) (Defence Force Reserves) (Reserve service undertaken by a Job Seeker which meets the JobSeekers Activity Test or participation requirements.) (Disability Employment Services) (Disability Employment Services means the Disability Management Service, Employment Support Service, National Disability Resource Coordinator services and Job Access services provided under the Disability Services Deed 2010-2012 and administered by DEEWR.) (Disability Support Pension (DSP)) (A payment made to people with disability who are unable to work for at least 15 hours per week (30 hours a week for DSP recipients granted prior to May 2005) at or above the relevant minimum wage, or be re-skilled for such work, for more than two years because of their disability.See the Social Security Act 1991 (Cth) for a more detaileddefinition.) (Draft Deed) (A draft of the Employment Services Deed 2012-2015 appears at Appendix J of this RFT. It is an example of the Deed between the Provider and DEEWR which the Provider will enter into should they be offered and accept business.) (Early School Leaver) (A Youth Allowance (other) recipient without a Year 12 or equivalent qualification (Certificate II). Under the Early School Leaver requirements, young people need to participate in education and training full-time, or participate for at least 25 hours a week in part-time study or training in combination with other approved activities, until they attain Year 12 or an equivalent qualification. Early School Leavers in Stream 4 fully satisfy their participation requirements and are not required to participate in education or training. Early School Leavers are not required to look for work and must not have compulsory job search entered in their Employment Pathway Plan.Early School Leavers who are principal carer parents or have a partial capacity to work of 15 hours or more per week can fully meet the requirements by participating for 15 hours per week.)

(118) (Request for Tender for Job Services Australia 20122015) (Early School Leavers with an assessed work capacity of less than15 hours per week can meet their Activity Test requirements in full by attending quarterly interviews with Centrelink.) (Employer Contact Certificate) (A Centrelink form signed by a prospective employer as evidence that a Job Seeker is actively seeking and willing to undertake suitable work.) (Employment Pathway Fund(EPF)) (The Employment Pathway Fund (EPF) is a flexible pool of funds held by DEEWR, which is nominally credited to the Provider. The EPF can be drawn down by Providers to purchase a wide range of goods and services to assist Fully Eligible Participants with addressing their barriers to employment.) (Employment Services Provider) (A term used in this RFT to refer to Providers of the following services: Streams 1, 2, 3 and 4, including Work Experience, and Harvest Labour Services.) (Employment Services) (A generic term to describe the services available for tender as part of this RFT. It includes:Streams 1, 2, 3 and 4, including Work Experience. These services will commence on 1 July 2012.) (Freedom of Information (FOI)) (The right of Australians to information in the possession of theGovernment, as provided under the Freedom of Information Act1982 (Cth), limited only by exemption provisions as set out in the legislation.)
