1. STRUCTURE OF DOCTORAL DEGREES ACCORDING TO THE EUROPEAN HIGHER EDUCATION AREA (EHEA) Doctoral studies in Spain are regulated by Royal Decree 1393/2007, on official university studies. To obtain a doctoral degree the student must pass a taught stage and a research stage. The set of taught and research activities that lead to the degree is referred to as the doctoral program.

Taught stage: The taught stage involves courses, seminars and any other activities organised in the framework of official university master’s degree courses at the Universitat Politècnica de Catalunya (UPC), as well as an introduction to research course that has previously been approved by the competent authorities.

Research stage: In the research stage, students enroll and defend a thesis proposal, which is assessed by the unit in charge of the doctoral program. When they have passed the thesis proposal, they go on to write their doctoral thesis under the supervision of a professor on the doctoral program.

Doctoral thesis: A doctoral thesis is an original piece of research carried out by the student in any of the disciplines in which doctoral programs are taught at the UPC. The UPC has procedures in place for monitoring work on the thesis that ensure quality and guarantee the commitment of the student, who will defend it publicly to a panel of examiners who are experts on the topic. Most of the examiners on this panel will be external to the UPC.

2. ADMISSION REQUIREMENTS

Students must be in possession of one of the following: a) An official university qualification from a university in Spain.

b) A university qualification issued by a higher education institution belonging to the EHEA that qualifies the student for admission to master’s degree studies in the country in which it was issued.

c) A university qualification belonging to an educational system outside the EHEA. The qualification must be legalized (Appendix II) once the UPC has verified that the qualification is of a level equivalent to the corresponding official university qualification in Spain and that it qualifies the student for admission to postgraduate education in the country in which it was issued.

f) A degree and the Diploma of Advanced Studies (DEA) in accordance with Royal Decree 778/1998.

3. ADMISSIONS

Those applying for admission must do the following:

a) Check the admission requirements* (Section 1) and the enrollment schedule (Appendix III).

b) Apply for admission to the doctoral program’s Academic Committee (Appendix I):

• Register on the admissions page at https://www.upc.edu/preinscripcio and then fill in the application form (personal details, CV, qualifications, transcripts, etc.)

• Provide the following documents:

1. Legalized qualifications. 2. Syllabuses and transcripts for previous courses of study. 3. CV including details of research and published papers. 4. Proof of any grants, scholarships or financial aid obtained. 5. Proof of any other awards.

The letter of admission will be issued by the doctoral program coordinator.

*N.B. In all cases, at least 300 ECTS credits (or equivalent) for undergraduate and postgraduate studies are required. One of the following criteria must also be fulfilled:

1) A minimum of 60 ECTS credits identified for this purpose, whether from a university master’s degree associated with the doctoral program or from the doctoral program itself.

2) University master’s degree in the same knowledge field, as determined by the Academic Committee.

Students in possession of a diploma or equivalent qualification who would need to enroll for more than 60 ECTS credits (including recognized credits) to fulfill the requirements for admission to the

doctoral program will not be admitted. These students must apply for admission to a university master’s degree course, which they must pass before seeking admission to the doctoral program.

4. ENROLLMENT a) Submission of the following documentation to the unit in charge of the doctoral

program (Appendix I):

• Enrollment form: http://doctorat.upc.edu/impresos/

• Validated photocopy of the qualification granting admission (unless it is from the UPC) or photocopy of the homologation certificate from the Ministry of Education.

• Photocopy of the National Identity Document (Spaniards) or passport (foreign students).

ONLY in the case of students with a foreign qualification:

1. Validated photocopy of the qualification legalized via diplomatic channels, except in the case of countries in which the guidelines of the Council of the European Union are applicable. Homologation is not essential. 2. Copy of the transcript. 3. Copy of the syllabus.

b) Payment of the enrollment fee (Appendix V):

• Standing order: Students must get the enrollment form stamped at a bank or attach a photocopy of a document that includes the account holder’s name and the account details. The enrollment fee can be paid in two installments.

• Cash: At any partner bank (see the enrollment form).

N.B. The thesis deposit cannot be paid in installments. Students must submit the documentation listed below. • Enrollment form. • Validated photocopy of the National Identity Document or passport. • Official university qualification granting admission to the doctoral degree course, which must be legalized if it has been issued by a non-EU member country (Appendix II).

• Payment of all outstanding tutorial enrollment fees, if applicable, including the fee for that year.

• Two printed copies of the thesis. • PDF file of the thesis, including a thesis summary of a maximum of 4,000 characters in Catalan/Spanish and English.

• Authorization for the reading by the thesis supervisor. • Authorization from the Academic Committee to deposit the thesis. A copy of the external reports, if applicable, or a statement from the Academic Committee that the thesis has been externally assessed must be attached to the authorization form.

• Application for the European Doctoral Mention, if applicable. • External examiner appointment proposal, which must include brief CVs (max. 200 words) on a CD (or other electronic format) and on paper, and any additional information that may be necessary.

• Letters of acceptance from the examiners.

DISMISSAL FROM THE DOCTORAL PROGRAM

a) Not passing the bridging courses within the set period of two academic years.

Students who do not pass the bridging courses within the set period of two academic years will be dismissed from the doctoral program. However, students may subsequently reapply for admission to the same doctoral program or other doctoral programs at the UPC and request the recognition of the subjects passed and their inclusion in the student record.

b) Failing the thesis proposal or tutorials twice

Students who fail the thesis proposal or tutorials twice in

in succession. succession will be automatically dismissed from the doctoral program. They may reapply for admission to the same program by following the procedure established by the UPC.

N.B. Students may request the temporary interruption of doctoral studies for one or more academic

years, freeing them from any obligation to finalize the enrollment process if the doctoral program coordinator so authorizes it.

DISCOUNTS ON ENROLLMENT FEES

Large families with concession card

• General category (up to 5 children): A reduction of 50% on the fees for the provision of university academic services (enrollment and administrative fees).

• Special category (more than 5 children): A reduction of 100% on the fees for the provision of university academic services (enrollment and administrative fees).

UPC employees and relatives

Employees belonging to the following groups are eligible for discounts on enrollment fees:

• Public employees working at the UPC, including untenured public employees and public employees on a fixed-term contract.

• University employees working at the UPC on an open-ended contract.

• University employees on a fixed-term contract who have been working full-time at the UPC for at least a year.

• University professors working at the UPC, with the exception of visiting professors.

The following are also eligible for discounts on enrollment fees:

• Immediate descendants of employees such as those listed above, aged under 25.

• Spouses and civil partners of employees such as those listed above.

• Immediate descendants of retired employees, aged under 25. • Orphans aged under 25.

N.B. A certificate from the Personnel Service (tel.: 93 401 08 80) proving that

the applicant belongs to one of the above categories must be submitted at the time of enrollment.

Catalan public university

employees and relatives

Catalan public university employees and their relatives are eligible for discounts on enrollment fees under the conditions established by each university. Applicants must submit the homologated certificate issued by each university at the time of enrollment.

5. CREDIT RECOGNITION

Not eligible for recognition

Credits for undergraduate-level courses of study. Credits for university-specific courses of study.

Recognition criteria

To be eligible for recognition, the skills and knowledge previously acquired by students should be relevant to the syllabus or match the generic competencies for the doctoral program. Tables of equivalences between master’s degree subjects and subjects belonging to official postgraduate courses may be provided.

Procedure

Students must apply for credit recognition within the enrollment period (Appendix III)

a) Application for recognition submitted to the Academic Committee.

b) Payment of the fee for recognized credits (Appendix V).

c) Approval by the coordinator of the doctoral program.

d) Enrollment of the credits to be recognized and payment of the corresponding fee (Appendix V).

6. DOCTORAL THESES

THESIS PROPOSAL AND TUTORIALS

a) Compulsory enrolment for thesis tutorials every academic year. (Until the topic of the thesis has been defined and the thesis supervisor has been appointed, enrolment for thesis tutorials simply involves the appointment of a tutor.) The tutor will submit progress reports on the student.

b) Yearly tutorial assessment: Pass or Fail*

c) Definition of the research topic, which must be agreed between the student and the thesis supervisor. (The work plan must match the thesis proposal if the proposal is submitted within the first six months of the research stage.)

d) Approval of the proposed supervisor by the Academic Committee. A co-supervisor may also be appointed. In the event that the supervisor is not a member of the UPC, the UPC Doctoral Committee must approve the appointment and also appoint as a reader a PhD holder with accredited research experience.

e) Signature of the commitment agreement between the student and the supervisor, which must then be submitted to the Doctoral Office (Appendix VI).

f) Submission of the thesis proposal, which must include the following:

• Personal details of the doctoral student and the thesis supervisor. • Title of the thesis proposal. • Summary of the thesis proposal. • Objectives of the thesis proposal. • State of knowledge in the field. • Work plan, which must propose a schedule for completion. • Bibliography. • Published papers in the field, if applicable.

The thesis supervisor (or the tutor, in the event that the supervisor has not yet been appointed) is in charge of writing a yearly progress report on the thesis before and after the submission of the thesis proposal.

g) Approval of the thesis proposal by the thesis supervisor and a positive review from the

Academic Committee.

h) Defense of the thesis proposal, which must take place before the second year of the research stage. It includes:

• Panel of examiners comprising three teaching and research staff members in possession of PhDs (which may not include either the supervisor or the tutor) appointed by the Academic Committee.

• Assessment: Pass or Fail*

*N.B. Students who fail the thesis proposal or tutorials in two consecutive periods will be dismissed from the doctoral program.

QUALITY ASSURANCE PROCEDURES BEFORE THE DEFENSE a) Report by the supervisor (signed by the supervisor and the co-supervisor, if applicable,

and by the reader, if the supervisor is external to the UPC).

b) Quality assessment by the Academic Committee (using quality indicators, external reports and other means).

c) Authorization* for the reading and defense by the Academic Committee.

N.B. The Academic Committee must contact the supervisor and the student in less than 10 days from the

receipt of the external reports or from the submission of the thesis, whichever is applicable.

PANEL OF EXAMINERS

Composition of the panel

The Academic Committee proposes the composition of the panel. Panel members are experts in the topic with accredited experience. The panel may be composed of:

a) Three members and two substitutes (one member from the UPC at most).

OR

b) Five members and two substitutes (two members from the UPC at most).

RESTRICTIONS: 1. Neither the supervisor, the tutor or the reader (if applicable) may be members of the panel. 2. If the supervisor does not belong to the UPC, one of the examiners must be from the UPC.

Assessment of the suitability of

candidates

a) UPC members must prove they have accredited research

experience.

b) Members external to the UPC must provide a CV of 200 words at most, which should highlight the research that is most relevant to the thesis topic.

THESIS DEFENSE

Thesis deposit

Ten working days in the working calendar of the UPC (excludes August) from the day after payment of enrollment fees.

In the case of observations

having been made

The Academic Committee must inform the UPC Doctoral Committee within 10 days from the end of the deposit period, indicating whether the process may continue.

Past the deposit deadline or when the observations

have been resolved

The UPC Doctoral Committee may:

a) Authorize the reading.

b) Authorize the reading under the condition that the changes proposed are made.

c) Not authorize the reading (in this case, reasons will be provided).

Panel of examiners

The full panel of examiners (three or five members, depending on the case) must be present at the thesis defense. If necessary, the guidelines for substitution established in the Regulations on the Academic Organization and Management of Doctoral Studies shall be followed.

Language

The thesis may be written and defended in Catalan, Spanish, English, French, Portuguese or Italian, although the Doctoral Committee may authorize the thesis to be written in another language if the doctoral student so requests it and the request is granted by the Academic Committee. The reasons for the choice should be given in the request. In the event that the thesis is in a language other than those mentioned above, an additional summary must be submitted in one of those languages.

Defense

Once the panel of examiners has been appointed, the chair will convene the panel to the defense at least 10 calendar days beforehand. If the defense is held outside of the UPC, the Doctoral Committee must authorize it. The academic committee for the doctoral program must announce the reading publicly at least 48 hours beforehand. The reading must be held within a teaching period (see the academic calendar).

Assessment

Each examiner draws up an assessment report and the panel awards the appropriate mark: Fail, Pass, Good or Excellent. The panel of examiners may award a mark of Cum laude when the final mark is Excellent and all the members of the panel are in

unanimous agreement. DOCTORAL DEGREE CERTIFICATES

Students must apply to the corresponding administrative unit, and pay the corresponding fee, to be issued the doctoral degree certificate (Appendix V).

EUROPEAN DOCTORAL MENTION

Requirements

d) A minimum stay of three months in an institution of a EU member country other than Spain is required. An original certificate on official headed paper from the host institution should be submitted with the thesis deposit.

e) At least the summary and conclusions of the thesis must be written and submitted in an EU language that is not one of the official languages of Spain.

f) Reports are required by two PhD holders from higher education institutions in EU countries other than Spain on the official headed paper of the institution to which they belong.

g) At least one of the examiners must belong to a higher education institution from an EU country other than Spain and must not have been involved in writing the reports or in certifying the stay.

h) The thesis defense must take place on UPC premises.

PUBLICATION OF THESES ON TDX (THESES AND DISSERTATIONS ONLINE)

TDX (http://tdx.cesca.es) allows users to consult the full text of theses and to search for a thesis by author, title, topic and university. All doctoral theses read at our university may be consulted exclusively for research and teaching purposes from anywhere in the world, at no cost.

Documentation

a) CD containing:

1. The full text of the doctoral thesis in PDF format or other compatible format such as Word, HTML or Word Perfect. The thesis should be split into sections or chapters and saved as separate files. This will allow those who wish to consult the thesis later on to view it or download it to their computer more easily.

2. A thesis summary of under 600 words in the language in which the doctoral thesis was written, as well as a version in English. Making the thesis summary available in English makes the thesis easier to locate for users all over the world, increasing its international outreach.

b) Two copies of the TDX publishing agreement (available at http://doctorat.upc.edu/impresos) authorizing online publication of the thesis, signed by the author and the University.

b) UDC form and key words related to the thesis (available at http://doctorat.upc.edu/impresos).

SUBMISSION OF A COLLECTION OF PUBLISHED ARTICLES AS A DOCTORAL THESIS

An application must be submitted to the Doctoral Committee (Doctoral Office), and it must have been approved at the time the deposit is made.

Documentation

a) Thesis supervisor’s report approved by the doctoral program coordinator.

b) A list of the articles included in the collection.

c) Copies of the articles or other publications constituting the doctoral thesis. Publishing information should be provided, including the impact factor of journals in which the articles have been published.

d) Co-authors’ acceptance in writing.

e) Relinquishment of the right of co-authors who are not PhD holders to publish the articles as part of another doctoral thesis.

Requirements

Doctoral theses submitted in this form must fulfill the following criteria:

a) Articles submitted as an integral part of a doctoral thesis must not be submitted as part of another thesis.

b) The articles must have been written after the start of the doctoral studies.

c) The articles must have been accepted for publication in the high-impact journals of the field.

d) The thesis must include an introduction justifying the thematic unity of the thesis, a summary, a discussion of the results and conclusions.

JOINT DOCTORAL THESIS SUPERVISION

Students under joint doctoral thesis supervision obtain a joint doctoral degree from the two universities signatory to the agreement and are enrolled at both universities. The following procedures are necessary: a) Application for joint doctoral thesis supervision by the Academic Committee to the

Doctoral Committee.

b) Admission and/or enrollment of the student in the research stage of the doctoral program.

c) Authorization of the Doctoral Committee of the agreement with the partner university.

d) Signature of the agreement by the UPC and the partner university (if not already in place).

e) Signature of the specific agreement (and work plan) for the doctoral thesis.

HOMOLOGATION OF FOREIGN DOCTORAL DEGREES

Applicants

• Application addressed to the president of the UPC, using the form provided on the website.

• Agreement to relinquish the right to apply for homologation to another university simultaneously.

Documents • Certified copy of the document proving the identity and nationality of the applicant, issued by the competent authorities in the country of origin/residence or by immigration authorities in Spain.

• Certified, legalized copy of the degree certificate or provisional degree certificate.

• Certified copy of the academic transcript of the student applying for homologation. The transcript must include the duration (in academic years) of the course of study, a detailed syllabus, the subjects taken and the credits or study load for each subject.

• A explanatory report on the thesis in Catalan or Spanish and also in English, as well as an original copy of the thesis or the official link to the university of origin in which it is published. The report should include the names of the examiners and the mark obtained.

• In addition, other documents may be requested if they are considered necessary to prove the equivalence between the course of study leading to the foreign qualification and the course of study in Spain.

Applicants must pay the homologation fees before the start of the procedure (Appendix V).

Criteria

• Correspondence of the academic level required for admission to the course of study leading to the foreign qualification with the academic level required for admission to the course of study in Spain.

• The duration and study load of the course of study leading to the foreign qualification.

• Correspondence of the academic level of the course of study leading to the foreign qualification with the academic level of the course of study in Spain.

• Educational content studied to obtain the foreign qualification.

Award and term

The homologation certificate is issued by the president of the UPC within six months from the start of the procedure.

b) Pass a total of 300 ECTS credits for undergraduate and postgraduate education and gain admission to a doctoral program at a university belonging to the Catalan university system.

c) Be in possession of a university master’s degree leading to a doctoral degree and gain admission to a doctoral program at a university belonging to the Catalan university system.

a) Applicants who are enrolled in a doctoral program regulated by Royal Decree 778/1998 must be in possession of an undergraduate degree.

b) Applicants who are enrolled in an official master’s degree leading to a doctoral degree regulated by Royal Decree 1393/2007 must be in possession of the following:

• An undergraduate degree.

• A diploma and 120 ECTS credits from an official master’s degree.

• 300 ECTS credits and admission to a doctoral program at the UPC.

Compulsory student insurance covers students who are nationals of countries belonging to the European Union and, in general, all foreign students living in Spain under the same conditions as Spanish students who are taking doctoral studies in Spain and are 28 years of age or under (Royal Decree 270/1990, which incorporates coverage for students taking university studies leading to a doctoral qualification).

This does not apply to scholarship holders, who are covered by the Social Security system in Spain.

All trainee research fellows must have a Spanish Social Security number (NSS). Students may apply for their NSS at any of the Social Security administrations in the province (in Barcelona, at the General Social Security Treasury: Avinguda Carles III, 124, 08034) by filling in the TA.1 form (http://www.seg-social.es), to which they must attach a copy of their national identity document (DNI), passport or foreigner identification number (NIE).

The NSS is a unique number assigned for life, irrespective of the province in which affiliates carry out their activities.

The format of the NSS is PP NNNNNNNNNN, where PP is the code of the province and NNNNNNNNNN is the number assigned by the computer system.

The NSS cannot be requested online and is assigned in real time.

Healthcare on the UPC campus:

1) If emergency medical care is needed (due to serious injury or because hospitalization is required), an ambulance must be called and the person taken to a hospital (061, 112 or North Campus Emergencies: 11623-11710)

2) If emergency medical care is not needed, scholarship holders to whom Royal Decree 63/2006 (Statute on Trainee Research Staff) is applicable are considered to be UPC employees. Therefore, in the case of a work-related accident or injury, they will be covered by the ASEPEYO care network (see https://www.upc.edu/prevencio/asepeyo/xarxa-assistencial for further information).

APPENDIX IV: TRANSITIONAL REGULATIONS FOR STUDENTS WHO STARTED DOCTORAL STUDIES UNDER REGULATIONS PRIOR TO THE EHEA

Transitional regulations for doctoral students currently enrolled in and admitted to a program regulated by Royal Decree 778/1998 that is being phased out at the UPC and who have not completed the taught stage.

Requirements for adaptation to the EHEA

To have passed 300 ECTS credits, 60 of which must be from an Official Postgraduate Program. If the student has not passed them, he/she should obtain them according to the equivalences established with the master’s degree associated with the doctoral program. To enroll annually for tutorship and also to enroll and pass the thesis proposal during the first two years of the research stage (if the thesis project had not been approved within Royal Decree 778/98).

APPENDIX VI: THESIS SUPERVISOR-STUDENT AGREEMENT

COMMITMENT AGREEMENT BETWEEN THE DOCTORAL STUDENT AND THE THESIS SUPERVISOR(S) (UPC members)

Doctoral studies are academic and professional activities designed to provide students with high-level scientific skills, particularly with reference to critical values and scientific and technological innovation methods, as well as generic skills that will be of value in positions of responsibility in all socioeconomic sectors. It involves an original and innovative research project, a personal program of continuing education to support the research project and a professional project. This agreement defines the respective rights and duties and the reciprocal commitment of the signatories. It ensures the aims mentioned above are fulfilled during the writing of the doctoral thesis. It must be signed by:

- The doctoral student - The thesis supervisor(s) overseeing the research project

The agreement has been approved by the corresponding vice-president on behalf of the institution. It must be signed by all the parties when the doctoral program’s Academic Committee appoints the thesis supervisor(s). 1. Collaboration

The doctoral student and the supervisor(s) hereby agree to collaborate on defining the doctoral thesis project and writing and defending the thesis, according to the procedures and deadlines established in the applicable regulations. 2. Obligations and dedication of the thesis supervisor(s) The thesis supervisor(s) agrees to hold regular meetings with the doctoral student to guide and analyze progress on the thesis project. The supervisor(s) will encourage the student to take the initiative and gain autonomy throughout the process. Supervisors must ensure that the project is original, instructive and innovative, that it can be completed in the foreseen time frame and that it can be carried out with the means that are available to the student. To all effects, the dedication of the thesis supervisor(s) is recognized according to current UPC regulations.

3. Obligations and dedication of the doctoral student

The doctoral student is committed to carrying out doctoral studies in the framework of applicable regulations and in keeping with the commitments laid down in this agreement. The doctoral student must regularly inform the thesis supervisor(s) of his or her progress, the results obtained and any problem that may arise. He or she must pay due heed to comments made by the supervisor(s). The doctoral student’s commitment is ....................................... Confidentiality Doctoral students are obliged to maintain the confidentiality of all confidential data and information, whether verbal, written, graphic or in any other form, provided by the thesis supervisor(s), tutor or any other member of the research team. They must not reveal, communicate, give away or disclose confidential information to a third party and must use the information with the sole aim of producing their doctoral thesis. Doctoral students are obliged not to reveal any information pertaining to the research project that is classed as confidential without the prior express written consent of the thesis supervisor(s) and/or the tutor. They are obliged to sign any confidentiality agreements that are deemed necessary by the thesis or research project supervisors and the tutor. This confidentiality agreement will continue to be in force and be binding even after the termination of any administrative and/or employment agreements between the UPC and the doctoral student. 5. Intellectual and industrial property rights Prevailing legislation formally recognizes doctoral students’ intellectual and industrial property rights. Doctoral students have the right to be cited as co-authors of all works, articles and communications disseminating research to which they have contributed substantially and to be cited as first author if the topic is specifically the topic of the doctoral thesis. Doctoral students are entitled to exercise the intellectual property rights that arise from their research education according to their degree of involvement, in keeping with prevailing regulations. The abovementioned rights are independent, compatible and accumulative with respect to other rights derived from the research, without prejudice to restrictions derived from any collective work if the doctoral student participates in or is linked to a group research project. With respect to possible industrial property rights resulting from the research, doctoral students will be subject to prevailing legislation on university patents and UPC regulations.

6. Dispute resolution

In the event that the provisions of this agreement are not met, the parties must contact the doctoral program coordinator, who will act as a mediator. If the coordinator and the Academic Committee do not resolve the dispute, it will be transferred to the competent UPC bodies. If the doctoral studies are carried out in the framework of an agreement with another institution, the parties will be subject to the particular provisions of that agreement, which all signatories of this document must know. 7. Term

This agreement is valid from the date of signature to the date of the doctoral thesis reading, except for the provisions on continuing obligations. In the event that any of its provisions contravene UPC regulations on procedures for the submission, writing and authorization of the thesis project, appointment of examiners and assessment of the thesis, those provisions shall be rendered null and void. APPENDIX VII: INTERNATIONAL STUDENTS LEGAL PROCEDURES

Prior to arrival: VISA

Non-EU foreign students must come to Spain on a student visa. A tourist visa has no validity beyond its expiry date. Students who come to Spain on a tourist visa will be forced to return to their country of origin to apply for another visa if they wish to extend their stay.

VISA TYPE

Short stay: valid for 6 months (awarded when studies of under 6 months are intended). Non-renewable.

Long stay: valid for 3 months, although student cards may enable students to renew their visa over the period of study.

RENEWAL

Upon arrival, international students must head for the International Mobility Office* in Barcelona for guidance and specific information on how to ensure their academic stay is legal: • EU students must be registered as foreigners. • Non-EU students must renew their long-stay three-month visa, if applicable. Students on a long-stay three-month visa must start the visa-renewal process in under 30 days from arrival, or their stay may be illegal.

All international students must have a foreigner identification number (NIE) and insurance. For further information on the process of applying for a NIE, contact the International Mobility Office.
