Each module provides learning experiences that integrate theoryand apphcation, each culminates with criterion-referenced as-sessment of the teacher s (instructor s, trainer s) performance ofthe specified competency The materials are designed for use byteachers-in-training working individually or in groups under thedirection and with the assistance of teacher educators or othersacting as resource persons Resource persons should be skilled inthe teacher competencies being developed and should be thor-oughly oriented to PBTE concepts and procedures before usingthese materials

The design of the materials provides considerable flexibility forplanning and conducting performaoce-based training programsfor preservice and inservice teachers, 2s ,vell as business-indus-try-labor trainers, to meth a wide variety of individual needs andinterests The matenalsiare intended for use by universities andcolleges state departments of education; postsecondary institu-tions local education agencies, and others responsible for theprofessional development of vocational teachors and other occu-pational trailers

The PpTE curriculum packages in Colegories A J the productsof a sustained research and devek*ment effort by the NationalCentjr s Program for Professional Development for Vocationalrducation Many individuals, institutions, and agencies participat-d with the National Center and have made contributions to the

systematic development, testing, revision, and refinement of thesevery significant training materials Calvin J Cotrell directed thevocational teacher competency research study upon which thesemodules are based and also directed tne curriculum developmenteffort from 1971 1972 Curtis R Finch provided leadership forthe program from 1972 - 1974 Over 40 teacher educators pro-vided inputin development of initial versions of the modules, over2,000 teachers and 300 resource persons in 20 universities, col-leges, and postsecondary institutions used the materials andprovided feedback to tie National Center for revisions andrefinement

Early versions of the maturials were developed by the NationalCenter in cooperation with the vocational teacher education faculties at Oregon State University and at the University of MissouiColumbia Preliminary testing of the matenals was conducted atOiegun State Univei sity, Temple University, and the Urhvth sity ofMissouri - Columbia

Following preliminary testing, major revision of all materials wasperformed by National Center staff, with the assistance of numer-ous cOnsultants and visiting scholars from throughout the country

Advanced testing of the materials was carried out with assistanceof the vocational teacher educators and students of Central Wash-ington State College, Colorado State University, Ferris State Col-lege, Michigan, Florida State University. HoHand College, P E ICanaaa, Oklahoma State University, Rutgers University. New Jer-sey, State University College at Buffalo, New York, TempleUniversity, Pennsylvania, University of Arizona. University ofMichigan-Flint, University of Minnesota-Twin Cities, Universityof Nebraska-Lincoln, University of Northern Colorado, Univer-sity of Pittsburgh, Pennsylvania, University of Tennessee, Universify Of Vermont, and Utah State University

he first published edition of the modules found widespread usenationwide and in many other countries of the world User feed-back from such extensive use, as well as the passage of time,called for the updating of the content, resources, and illustrationsof the original matenals Furthermore, three new categories (K7M)have been added to the series, covering the areas of servingstudents with special/exceptional needs, improving studentsbasic and peisonal skills, and implementing competency basededucation This addition required the articulation of content amongthe original modules and those of the new categories

INTRODUCTION

As a vocational technical teacher you are respunsible for helping your students achieve entrylevel competency in the occupation for which theyare preparing Occupational analyses can reveal whatthese entry-level competencies are, and courses ofstudy, curriculum guides, and competency profilescan indicate what students should be able to do whenthey leave the program or complete a particularcourse

However, as you plan the units, lessons, ur learn- wmg activity packages that make up the course youare teaching, you will need to be able to translatethis information into precise statemenit describingthe knowledge, skills, and attitudes you want yourstudents to achieve In other words, you will need tobe able to write student performance objectives

In some cases, student performance objectives wr:1already have been written for the course you areteaching In that case, you have a responsibility asyou plan jrour instruction to consider the needs, in-

terests, and abilities of your particular students Thenyou need to add to, delete from, or revise those stu-dent performance objectives to reflect what you knowabout your students

THE NEED FOR PRECISE STUDENT PERFORMANCEOBJECTIVES

There once was a teacher who said,Writing objectives makes me see redI know what to teachAnd tile students I reach,So why share what I have in my head'?

To a certain extent the above limerick communi-cates the feelings that some educators have aboutstudent performance objectives 'There are de-mands upon all educators, however, to be account-able for the educational process In addition, voca-tional-technical educators must be responsive to theneeds of the industry for which they are preparingstudents

Therefore. it.fs necessary to identify the intendedoutcomes of the educational process Student per-formance objectiVes identify these outcomes

The need for developing student performance ob-jectives can also be viewed from the perspective ofthe students, the teacher, and the vocational-tech-nical program

For the students, these objectives provide impor-tant information about Viet :s expected of them inthe educational program They describe the activi-ties that students must accomplish in order to com;plete the program 'successfully These objectives alsooutline the criteria upon wch students' achieve-ment will be measured

Thus, students can determine at any point withinthe program what they have accomplished and howmuch remains to be completed. In adcktion, if a stu-dent misses a portion of the program because ufillness, he she can identify what must be done tocomplete the missed work, Or, if a student has pre-vious experience in a certain area, he she can de-termine what student performance objectives he orshe has already achieved and work on those objec-tives that still need to be accomplished.

Another advantage Is that, once the expected levelof performance has been idenbfied for each studentperformance objective, the additional experiencepractice the students may need in order to reachthai level can be outlined. Finally, there is consider-able evidence to indicate that, when students knowthe object,ves of the lesson in advance, their learn-ing is increased

For the teacher, student performance. Objectivesprovide the necessary blueprint for the instructionalprocess for which he/001s responsible These ob-jectives should define the skills, knowledge, and at-titudes necessary for entry into the occupation. Thisis helpful because some teachers tend to stresssubject matter and skill development irf,selecied areaswithin the program based on personal preferencerather than occupational requirements.

For example, a typing teacher may devote muchtime and energy to speed-building exercises and littlktime on other aspects of the program By basing thestudent performance objectives on the requirements of the occupation for which students are beingpreparetj, the program can be delivered in, an Organized fashion and the achievemeni of the necessaryskills can be measured.

ln terms of the program, student performanceobjectives identify for the industry those skills that'graduates of the program can be expected to possess. Clearly stated objectives can give a prospec-tive employer a good idea-of what a student cokningfrom your program can do And, as occupational skillschange, the objectives can be changed to match thenew expectations

In addition, the development of student perfor-mance objectives establishes a base for programevaluation Questions about whether the graduateswill be able to meet the needs of industry can beaddressed through the careful examination of howwell they are achieving the objectivesrather thanthrough the subjective feelings of individuals in-volved in the evaluation process

You also need to understand what student per-formance objectives do not do Because these ob-jectives are written in terms of the student's knowl-edge, skills, and attitudes they do not necessarilydefine the teaching or learning activities that shouldbe used to achieve them Most student performanceobjectives allow fo: any number of ways of gettingto the final outcome. They define what the outcomemust be, but not how to get there

For exampleconsider the following student per-formance objective Given leaf samples from dis-eased trees, the student will identity the diseaseswith 100% accuracy Any number of teaching-learn-ing methods might be used in achieving this objec-tive a field trip to examine diseased trees, presen-tations with the, overhead projector or flip chart,individual or group study, and so on. Some studentsmay learn better through studying written materialsOthers may need to see and handle a diseased leafin order to be able to identify the disease.

While student performance objectives should de-fine the knowledge, skills, and attitudes that may beachieved within the program, they also allow for otherrelevant experiences and variations. Not all of yourstudents should be expected to achieve all the ob-jectives specified for your program, course, or unitStudents learn, and achieve objectives, at differentrates ,This is one of the reasons that proper sequencing of objectives is essentialso that a stu-dent, even though he or she has not achieved all theobjectives, will stili have -minimal skills when he sheleaves the program

Furthermore, some objectives do not have tatedoutcomes as specific as those we have been dis-cussing Yet such objectives have a real place in thevocational-technical program These are called ex-pressive or experiential objeCtives. They de-'scribe experiences that would, be beneficial for stu-dents to participate in, bdt they do not define expectedoutcomes For example, you may specify that yourstudents should have the experience of listening toa series of talks by members of community civic or-ganizations, without specifying what changes in bekhavior they should exhibit p a result.

In general, however, sludent performance objec-tives define the outcomes of the program so thatthese outcomes can be understood. Understood bystudentsso that they can determine exactly whatis expected of them Understood by teachers7-so

that they can identify what outcomes they are re-sponsible for. And understood by employers and vocation al administrators so that they can deternyneif the program is, in fact, providing the competenthuman resgurces needed

However, in order for student performance objec-tives to adequately communicate program out-comes, it is essential that the performance be de-scribed in such a way that it is precise andmeasurable. Certain words commonly used in, writing student performance objectives are vague Theyare open to several interpretations, depending uponwho reads the objective Such, words as know, ap-preciate, and understandare vague and leave muchmore room for interpretation than more precise termssuch as define, describe, repair, or analyze

For example, assume you were given the follow-ing objective, Upon eompletion of this course, youwill know ho'W to repair a radio Would you knowwhat was involved in this activity? You would prob-ably ask yourself quest;ons such as the following

Will I have to actually repair the radio or will I

only have to describe how it should be done?Will I, have to locate the rrkaj,function or will

_someone else identify the defect so that I canrepair it?Wfit instrumeAa will I be using?What kinds of radios will I know how to repair?

As you can see, stating the objectives of an edu-cational program in vague terms leaves too manyquestions unanswered. If, instead, you were handedthe following objective, would you know what wasexpected?

Given a nonfunctioning radio of either transistor or tube construction, and having previously identified the malfunction, youwill repair the radio to manufacturer's specifications using theprescribed tools and equipment available in the laboratory

Objectives that define the behavpr or perform-ance in precise terms (e.g., You. Will repair. . .) areopen to less interpretation on the part of the Studentor teacher. The key to whether the statement is vagueor precise is the verb used in the ,statement. Action-oriented verbs are usually more precise and less opento varying interpretations. Many reference materialson writing objectives provide lists of actiOn-orientedverbs

THE COMPONENTS OF A WELL-WR(TTEN STUDENTPERFORMANCE OBJECTIVE

One of the potentially confusing things about writIng objectives is that the term objective is used inso many different ways. In the educational program,objectives are written for the overall educationalprogram, for a specific course, for units of instruc-tion, and for individual lessons or learning activitypackages.

Throughout this module and in other modules, weuse the term student performance objective. Thisterm refers to an action-oriented statement describ-ing what is to tie achieved by the students in a vo-cational-technibal program:

The form of objective statement described in thismodule includes three components. performance,condition, and cntenon. This form was developed byMager and is widely accepted. It should be pointedout, however, that some. competency-based pro-grams and matenals do not include the criterion arid,or condition components as- part of the objectivestatement because they have other well-organizedways of dealing with these important components

Performance ,Component'The performance part of a student performance

Criterion Component .The criterion part of the student performance ob-

jective descnbes the level of mastery or degree ofproficiency that must.be reached in carrying Out theperformance. In other words, it describes hO wellthe student must be able to do the job The criterion

Itells the student (and teacher) what level of perforlmance is required in order for the objective to beachieved.

This part of the student performance objective isprobably the most difficult to wnte, but once done, italso.provides information necessary for planning t:lowto evaluate student performance. There are severalways in wqich the criterion may pe established, in-cluding (1) accuracy within a tolerance limit, (2)speed, (3) percentage or number to be achieved. (4)reference to other material that identifies specificcriteria, (5) maximun. iiumber of permissable errors,(6) degree of excellence, or (7) any combination ofthese criteria. Sample 2 shOws some examples ofcriteria that might be included within each of thesegeneral categories.

As you can see in sample 2, the criterion compo-nent may be stated in many ways so long as itspecifies a reahstic level to be achieved. As in writing conditions, there is a quick way of defining cri-teria, with 80% correct. This ts not an appropriatecriterion in most cases, however. The level of per-formance required should be based on specific cri-teria relating to a particular performance under par-ticular conditiOns, rather than on an arbitrarypercentage.

"Aha!" you say. "There are those educators tellingus what to do again and not ctoing it themselves.Tnis modules enabling objectiv dO not include cri-terion statements." You are right in that the enablingobjectives, as they appear in the overviews, do notdefine the criteria for achievement.

However, the criteria for each objective are de-fined in the feedback activity in each learning 4)(pe-nence. It is possible to provide the criterion compo-nent other than .within the performance objectivestatement itselfif you let students know where theycan find the necessary information describing thelevel that must be achieved.

Until you have gained experience in weiting stu-cent performance objectives, however, it is sug-.gested that you include the criterion component withinthe objective statement. Once you are thoroughly

Probably, the student would be given specifica-tions to work from, along with the necessary draftingtools and material. The criteria for acceptable per-formance..should outline the specific characteristicsthe finished drawings must have or refer the studentto an established set of criteria A more realistic ob-jective might be stated as follows:

pertormance objectives depends, in part, on the levelkir which they are being written. One of the criti-cisms of student performance objectives has beenthat they are often too specific. In many cases, ob-jectives written for lesson plans or learning activ-ity packages are very specific because they cover_only a small part of the educational program How-ever, objectives written for- units or courses areusually much, broader in scope, covenny a widerrange within the educational program Sample 3shows ah example of a sequence of student per-.formance objectives that might be developed for anoperating-room technician program. As you can see in sample 3, each of these stu-dent performance objectives contains the neces-sary components of a well-stated objective, but thereis quite a difference in the scope that each objeCtivecovers As you develop your instructional plans, youwill be writing student performante objectives De-pending on the scope of each plan, you will need tojudge how specific the objective must be to be ap-propriate.

mance objectives relates to the different types ofperformances that can be specified Just aS your ownbehavior patterns are made up of different types ofactivities, so are the objectives that must be achievedin order for the student to, leave a program and gointo the occupation for which he/she is being pre-pared.

These activities include knowing certain informa-tion (classified as the cognitive domain), performingcertain physical activities (classified as the psy-chomotor domain), and exhibiting certain personalqualities or attitudes (classified as the affective dormain).

As a vocational-technical teacher, you will need tobe able to develop objectives that emphasize thecognitive, psychomotor, and affective domains. Eachof these domains has certain characteristics. Let'stake a detailed look at each domain and at some of

'the performances, conditions, and criteria that mightbe appropriate for each.

Affective DomainIn the affective domain, the performance re-

quired involves the demonstration of feelings, atti-c.

tudes, or sensitivities toward other people, ideas, orthings. For example, the student might be asked todo the following:

In the affective domain, since feelings are not di-rectly measurable, the criteria by which achieve-ment of an objective are measured relate to behav-ior that demonstrates that a feeling or attitude ispresent. Therefore, both the criteria and the per-forrnance statement will usually contain an actionword or verb. Examples of such criteria are as fol-lows:

Stays with an apprehensive patient during examination orsees that someone else will be presentReports a hazardous condition in the laboratoryParticipates in class discussion voluntarily or takes on anindividual project without being asked

You may have heard that objectives within the af-fective domain are difficult to write because.feelingsand attitudes are not easy to measure One of thereasons that objectives in the affective domain arenot easy to measure is that students can falsify orfake the desired behavior. If they know, for example,that an objective states that they should have a co-opprative attitude toward other students, they canpretend to do this when you are nearby and changetheir behavior, perhaps dramatically, when you arenot around to observe.

Another potential problem with measuring theachievement of affective objectives is that peopleshow feelings a attitudes in many different waysfThink of a pc)* in your life during which you wereupset about something. Did all of your friends anda6quaintances react to your unsettled condition inthe same way? Probably some asked you outrightwhat was wrong. Others may not have asked, butthey made themselves available to you when youwere ready to talk about the problem. Still othersmay have indicated to you in other ways tbat theyrealized you were upset but would wait for you totake the initiative in making your feelings known.

Similarly, we do not expect all students to exhibitthe same behavior in demonstrating the necessaryattitudes for an occupation. Rather, you need to bemore concerned that all stUdents can function ap-propriately, ba-s-ed on their own individuality, in theactual work situation. As you begin to write affectiveobiectives ask yourself the following two questions:

Are these feelings or attitudes that are really re-quired at entry level by the industry for which I ampreparing my students?If I were watching someone who possessed this feel-ing or attitude, what type of behavior might I expecthim/her to exhibit? \

In some cases, the answer to the first question maybe that you are making unrealistic demands in termsof actual entry-level requirements.

In answering the second question, think about thebehavior patterns you might expect in a particularsituation; e.g., how does an individual who respectshis/her co-workers behave in the, work situation?Then, provide a variety of options for students todemonstrate, in their own way, that they have thenecessary attitudes and feelings tu exhibit the de-sired behavior.

The affective, domain also includes levels. However, instead of the development from simple tocomplex found in the cognitive and psychomotor do-mains, each succeeding level in the affective do-main involves more internalization of the feeling orattitude. In other words, the behavior becomes a partof a person's total way of responding

In the lower levels of the affective domain, a stu-dent is simply provided with the necessary informa-tion with which to know what an appropriate re-sponse is, and is only required to passively attendto (be aware of) that information. The highest levelwithin the affective domain is achieved when thestudent or worker has internalized the information.Sample 6 outlines the development within the affecfive domain.

The taxonomies within the cognitive, psychomo-tor, and affective domains provide a method by whichyou can organize or sequence your instructional ob-jectives Bysfidentifying the domain in which the ob-jective berongs and the taxonomic level of the objec-tive, it is possible to develop instruction in%uch away that lower-level objectives within each of thedomains are achieved before the student pro-gresses to higher-level ones In most cases, thehigher-level objectives will be reached toward theend of a particular unit or toward the end of the pro-gram

One word of cautionit may not be possible ordesirable within the time frame of your program todevelop all cognitive, psychomotor, or affective ob-jectives through the highest level of each domainFor example, some of the very early motor *ills may

be developed to a naturalization level (done auto-matically and with ease), but it would not be pos-sible or evert realistic to expect all skills to be developed to this level. Similarly, in the affective domainit may not be possible to proceed beyond the valuing level because of the time limits of the programFurthermore, it may not be appropriate to expectstudents to develop certain feelings or attitudes be-yond valuing them appropriately in the work situa-tion.

In all cases, the key concerning what level i nec-essary within your program is the level required bythe industry for which you are preparing studentsYou may only be able to prepare your students torespond in the appropriate manner The industrywould then take over so that, over a much longerperiod of time, the behavior becomes a consistentand internalized response. This is one of the rea-sons that developing objectives is a time-consumingtask. Not only do you have to be able to write theobjectives, but you must ask yourself whether theseobjectives are appropriate for the level of the pro-gram offered and for the students entering it.

In order to define the program so that the studentwin be able to leave the program and enter the oc-cupation for which he'she is preparing, objectivesshould be written in all domains. Knowledge of in-formation is necessary; therefore, cognitive objec-tives must be written. Skill is important; therefore,psychomotor objectives must be written. And, atti-tudes and feelings are important, therefore, affec-tive objectives must be written. Of course, most ob-jectives will contain or imply elements of two or allthree of the domains

When you have a set of fine, new student performanceobjectives all written,can you lel your students work on them in just any order they wish? Thefollowing ffiformation sheet says no and tells you how you can arrange thesequence of the objectives to speed learning and maintain student interest.Read this information sheet to find out what to do.

SEQUENCING STUDENT PERFORMANCE OBJECTIVESThe process of sequencing student performance

objectives can be compared to the procedures youuse in driving your car. There are certain things youmust do before others. For example, you must (1)get into the car, (2) put the key in the ignition, and(3) start the car before you can (4) move.

There are other activities that you may not neces-sarily have to complete in an exact sequence, butthat must be performed before you can do some-thing else. For example, in some cars you have tofasten your seat belt before the starter will operate

There are still other activities that can be accom-plished in any order. For example, you probably havea wide choice of roads that you can take to get toany one given destination. Ultimately, the test ofwhether you have followed a logical sequence of ac-tivities is determined by whether you arrive at yourdestination. The process of sequencing objectivesis very similar.

Sequencing objectives provides your students witha logical order to follow in completing the activitiesthat will develop the necessary knowledge, skills, andattitudes. The ultimate goal is entry into the occu-pation for which they are preparing To reach thatgoal, certain objectives must he accomplished be-fore others

The major consideration when sequencing objec-tives is that there is a logical development of skills,attitudes, and knowledge such that prerequisite ob-jectives are achieved before the culminating ones.Such is the case with the enabling objectives for thismodule. You must achieve them before you are likelyto have the necessary knowledge and skill to meetthe terminal objective.

The sequence chosen for this module assumesthat the student needs general information aboutstudent performance objectives (the rationale forwriting them, how to differentiate between preciseand vague objectives) before the other activities willbe effective. Second, the student needs experience(practice) in analyzing simple objectives to deter-mine if each contains statements.of performance,condition, and criterionwithout being concernedabout the more complex.task of dealing with objec-tives in the three different domains

Once able to recognize objectives that contain allcomponents, the student can be given informationabout and practice in writing well-stated objectivesin each of the domains. The sequencing of studentperformance objectives logically follows the task ofhaving written them, and all these experiences cul-minate in performance in an actual school situationThus. the enabling objectives in this module are se-quenced as follows:

2 Identify the performance, condition, and crite-rion components for given student perfor-mance objectives, and rewrite the objectives ifnecessary

This is also a logical sequenceone that movesfrom the specific (parts of an objective, how to writeone) to the general (why write objectives, why beprecise). Both sequences assume that (1) the stu-dent needs knowledge about the components anddomains of student performance objectives beforehe,she can practice writing them and (2) practiceshould precede performance in the real world.

You may decide that your students need to achievean objective that will catch their interest very earlyin the program. You could then sequence'the obje-tives to achieve this. For example, you might se-quence baking objectives before other food prepa-ration objectives, on the assumption that many peoplelike sweets and pastries better than vegetables

Or, you may decide that students need someoverview of the total subject before you can proceedto specifics. Therefore, your first objective might covera very broad area.

Or, you may decide that your students need veryearly success within the program. Thus, you wouldsequence some easily achieved and interesting ob-jectives first, before moving on to more difficult ones.In all cases, the assumption is that a certain se-quence of student performance objectives (e.g.,

_simple to complex, known to unknown) makes sensein terms of students' needs and abilities.

Compare your completed sequence with the model sequences explainedbelow. Your sequence need not exactly duplicate one of the modes se-quences: however, you should be able to justify any differences.

MODEL SEQUENCESThese objectives could be sequenced in several

ways in view of the fact that we do not have data onthe interests or abilities of the students taking theunit. Thus, we must look for a logical pattern in theobjectives themselves. The dNectives all seem tobe at about the same level of difficulty or complexity,and they do not divide into general and specific ob-jectives. 4

They do divide, however, into (1) objectives con-cerning the "paperwork" aspects of getting a job, and(2) objectives concerning behavior during an inter-view. It would be logical to have students begin bydeveloping their own resumes, since they need tohave a firm fix on their qualifications for employmentbefore they can accomplish most of the other objec-

/Ives. They could then work on the other paperwork-Wbjectives in any order, though a chronological se-

quence might make sense.

None of the interview-objectives must be accom-plished before any of the othertbut they would nodoubt occur in the same order aarnhey would in anactual interview. The objective concerning poisewould be accomplished simultaneously with theother interview-objectives.

Thus, you would have a paperwork sequence(5-2-8-6, or 5-8-2-6) and a behavior sequence(4-1-3, with 7 being accomplished simultaneouslywith 1 and 3).

The objectives could, of course, be sequenced ina strictly chronological way, as illustrated below'

Level of Performance: Your completed sequence need not have matched one of the models exactly;however, you should be able to explain any differences. If your sequence differed from the models, arrangeto meet with your resource person to justify the sequence you selected.

ProceduresModules are designed to allow you to individualize yourteacher education program. You need to take only thosemodules covering skills that you do not already possess.Similarly, you need not complete any learning experiencewithin a module if you already have the skill needed tocomplete it .Therefore, before taking any module, youshould carefully review (1) the introduction, (2) the objec-tives listed on p. 4, (3) the overviews preceding each learn-ing experience, and (4) the final experience. After compar-ing your present needs and competencies with the informa-tiun you have read in these sections, you should be ready to

Options for recycling are also available in each of thelearning experiences preceding the final experience. TerminologyActual Teaching Situation: A situation in which you areactually working with and responsible for teaching secondary or postsecondary vocational students or other occupational trainees. An intern, a student teacher, an in-service teacher, or other occupational trainer would befunctioning in an actual teaching situation. If you do nothave access to an actual teaching situation when you aretaking the module, you can complete the module up to thefinal learning experience.
