Expanded partnerships with education, business, health care, and other industries will create a complete two-way network in Kansas. ABSTRACTWith the advent of numerous Kansas two-way

Dear Kansans:

I'm very proud of Kansas and its people for the accomplishments we've made and the

leadership roles we've assumed in the communications arena.

Under the leadership of the Kansas State Board of Education, in just a few short years,

Kansans have changed the traditional definition of communications. With the advent of

numerous Kansas two-way interactive television clusters and compressed video sites, we have

set the standard in revolutionary communications methods.

This publication is dedicated to the pioneering spirit exemplified by the leaders of the

Kansas educational fiber-optic clusters. I urge each reader to explore the developments

explained in this publication and learn about the numerous benefits now enjoyed by many

Kansas school children and rural community members.

Much has been achieved, but there's more to do. Additional networks have yet to be

established and communication lines formed to begin sharing resources. With greater

expansion, we can begin to break down more communication barriers and challenge traditional

limitations. We're closer to bridging the communication gap. Kansans are still moving

forward.

E ducation leaders from four southwest Kansas school-1-4 districts set out to raise the level of expectation forNM their students and communities. Their goals:

to create new learning opportunities for studentsto build a win/win partnership with business and

industryto bring communities closer together whilereducing the tra;el between towns.

To reach these goals, the group invested in two-wayinteractive television.

The building processArea superintendents James C. Chadwick,

Coldwater; Larry Wade, Haviland; Dale Moody,Ashland; Glen Hughes, Mullinville; Jim Miller, Plaine;Bob Mosier, Greensburg; Dannie Clodfelter, Meade; andFran Seybold, Fowler, discussed the possibilitiesavailable through the use of this new communicationsmedium, ITV.

The group of superintendents agreed that typically,smaller schools couldn't afford to have teachers forsubjects that weren't drawing many students each day.However, creating the ITV network allowed surroundingschools to pool students and teachers.

With the cooperation and foresight of several areaschool leaders, the group created the Advanced PhotonicsLinking Unified Schools. otherwise known as the "A-PLUS Network." Members hired former educator DickUo.ruh as the director whose full-time responsibilitieswould be devoted to the creation, maintenance andexpansion of the ITV project.

A tie hetween education and businessTo tin the project. A-PLUS officials were awarded

some state and federal grants. These funds enabled thenetwork to help pay for the cost of the cables as well asprovide initial ITV classroom equipment.

To get the netvork operational, A-PLUS needed thehelp of business to provide needed services while busi-ness was looking for new avenues to more clients. The

ITV project provided the perfect marriage betweenthe two.

What's in it for business?"Businesses are seeing a bright future with the

introduction of ITV in education," Russ Phelps said.Phelps, Regional Account Manager for SouthwesternBell Telephone Company, Topeka, said ITV was aservice his company could provide that would createbetter learning environments for students.

"Let's face it," Phelps added, "it's to our advantageto have the best educated kids possible."

Part of having the best educated kids ;--deant openingdoors for studentsdoors usually closed to most ruralstudents.

Some students wanted to take a foreign language thatwasn't regularly offered because the number of studentswanting the class didn't warrant hiring another teacher.However, ITV made it possible by combining studentsand teachers from area schools.

Southwestern Bell is very supportive of the educationof Kansas students. The phone company's foundation hasbeen providing grant funds for innovative classroomprojects for seven years. Getting involved in the ITVprogram fit the company's education involvement goals.Southwestern Bell believes providing services for ITVmakes a big difference in kids' lives and that's an invest-ment the company is willing to make.

"With the use of the network, these students canhave educational opportunities not usually availableto them. The whole project is a good venture foreveryone involved," Phelps said.

Empowering the people through ITVAfter A-PLUS proved to be a success in the

classroom, program officials looked for ways to sharethe new technology with their communities.

"We saw that many of our residents were in-volved in our local community colleges," Unruh said,"so we approached these institutions to make planswith them to incorporate A-PLUS."

Through the use of ITV, the colleges could broad-cast classes and students from other towns would onlyhave to travel as far as their local high school toparticipate.

"We'll be able to offer college credit classes toour community through Pratt Community College,Dodge City Community College, Liberal CommunityCollege, Barkley College and Christian Liberal ArtsCollege," Unruh said.

A bright futureFuture plans call for a

network of libraries whereeach library will specializein a subject and will act asthe main clearinghouse forinformation on that subject.However, all libraries willbe linked together viacomputers and ITV soinformation can be re-trieved from all sites.

Other plans call for thenetwork to connect withlawmakers' offices inWashington, D.C., forspecific use with govern-ment classes and town

meetings. Elected leaders could make presentations totheir constituents directly from their legislativeoffices.

"We hope to someday be able to know what ourlawmakers are thinking before we read about it in thenewspapers," Unruh said.

The next move in ITV expansion in southwestKansas goes one step fartherspace.

"Eventually, we'd like to up-link to the astronautsand have them talk to our classes from space," Unruhsaid. "We're still looking at this from far down theroad, but it's not that far!"

The stability of a rural community is crucial tomuch of the success of its business and educa-

H & B Communications and Wilson TelephoneCompany, recognized this fact and didn't want to seetheir communities and education institutions wither.They knew two-way interactive television would helpprevent this from happening.

Keeping a community alive"Our primary drive in the Cenkan ITV project was

to maintain the viability of our school system," RobertKoch said. Koch is vice president of H & B Commu-nications, an independent telephone company inHolyrood.

"We wanted to be sure to keep the schools intactbecause we didn't want to see any consolidation,"Koch said. "We saw ITV as a means of keeping ourcommunity alive and together."

Koch and Bob Grauer from Wilson TelephoneCompany went to the schools and presented theirvision for the future of the community and schoolsystems which included an ITV network.

"We knew ITV was happening inKansas and we knew it would be a goodprogram for our communities," Kochsaid.

Their ideas were met with enthusiasmby school officials. Lorraine Superinten-dent Gene Linton said his schools alreadywere working with nearby school district,Claflin, to teach Spanish to students.

"We were using a satellite hook-upwith Claflin to have their teacher provideinstruction for our students," recalledLinton. "We could readily see the value ofsharing teachers and curriculum. The ITVproject could really expand on a goodconcept.

Putting the plan into actionThe two independent telephone companies had

previously laid the necessary fiber-optic cables."Because the cables were there, it was a natural to

getting the s&ools started," KochThe Low= 'le and Claflin schools leased transmis-

sion equipment and classroom equipment from thetwo telephone companies for a studio at OuiviraHeights High School in Bushton and Claflin HighSchool.

"In our first year with the complete system, opera-tions went very well and we got a lot of positivefeedback from the students and teachers," Linton said."Now we've added the Wilson schools to our clusterand we continue to expand our capabilities."

The students and teachers weren't the only onescommenting on the system. The coaxial cables wereprovided by H & B Communications who also servedthe community with home cable television. Because ofthis link, H & B Communications was able to broad-cast some the the high school classes to the commu-nity.

"We heard praises from our community and schooldistrict patrons about the new ITV program. It was niceto see how well the program was received by thepeople," Linton said.

Opening the communicationlines to the people

The Cenkan ITV program is still relatively new anddoesn't have a complete community involvement pro-gram. However, network officials have some prettygoodideas about how they can serve their neighbors.

"We'd like to see our network linked to BartonCounty Community College and Kansas State Univer-sity," said Linton. "If we had that link, our people couldparticipate in courses from here."

In addition, staff development programs andinservice presentations could be given using the network,thus eliminating a lot of travel time and costs.

"Constant training is soimportant for people to keepup on the latest develop-ments in their fields and toadapt to the changing needsof their industry," Lintonsaid. "For example, we wantour teachers and administra-tors to be able to takc part inclasses given at the commu-n ity colleges and majoruniversities in Kansas."

Koch envisions the ITVsystem to be used by every-one in the community, not

just the schools. He said he'd also like to have local lawenforcement officials take part in training using thenetwork.

Moving to the next stepContinuing to expand the network is at the top of the

priority list for network officials.Koch and Linton envision local businesses using the

system for consulting services and the medical industryreaching specialists without traveling to larger cities toreceive services.

Educators and business leaders also are exploring apartnership where business professionals teach studentsusing the network. The proposed mentor program has thesupport of local businesses which is paramount to educa-tion.

"Local businesses are always willing to help t's andwe're excited to be able to do things for them too,"Linton added. The technology is available today, but theyare working on funding the project.

Network officials have had the full support of theirbusiness partners regarding expansion plans.

"We've enjoyed working with the school districts,"Koch said. "It's been a winning situation all the wayaround."

Ten education officials from southwest Kansasdecided to unite forces and devise a method tomake their education community a state-of-the-

art learning environment. The result: the High-Southwest Plains Network (HSPN).

Thanks to the members of the driving forcebehind the network plans and vision, HSPN got ahealthy start. The original planners for the programincluded:

Making the possibilities a reality"We were looking at a host of win/win propositions,"

Nigus explained. "We had a dream that would drasticallyreduce our staff's travel, enhance the school curriculum,and bring the community into the schools to reap thebenefits of new technological communications. HSPNhad the potential to make everyone happy."

neuby community across the Oklahoma border."It was like a farmer who looked over his fence and

saw that his neighbor had something he wanted," Nigusrecalled. "Our neighbor's program pro-vided us an,incentive and a source ofadvice."

was immense on restructuring education for the sites ofschools and agencies in this cooperative.

Taking it to the peopleThe High-Southwest Plains Network has worked

hard to meet the needs of its clientsthe community."Our program was not intended solely for the

school districts' use. We want to get our communitiesand area businesses involved too," Nigus said.

Nigus explained that HSPN has managed multiple-agency program scheduling for the past two years.Educational, community service and business continu-ing education services are facilitated by the computer-generated system operated by the management staff ofthe Southwest Plains Regional Service Center. Sched-uling adjustments and refinements are quickly made toaccommodate a wide variety of program schedules on aregular basis.

Since the network's inception, numerious regionallibrary meetings have been transmitted to the publicand school librarians ii southwest Kansas. Onehundred and ten southwest Kansas bankers have beenprovided continuing education classes on the net-work. Local certified public accountants and petro-leum engineers as well as numerous regional scoutleaders are using thenetwork during the sum-mer. Other groups antici-pating future use includethe University of KansasEngineering Departmentand the Kansas StateUniversity ExtensionService.

Added technology andusing AT&T fiber willprovide businesses accessto HSPN's already estab-lished business continuingeducation services. Withconnections and lease

options available in Overland Park, Kansas City and1,100 rooms in 35 countries, facilities are available forglobal interaction.

Ready for tomorrow's challenges todayHSPN has extended its networks to two area hospi-

tals in addition to the Garden City Community Collegewhile the Seward County Community College whichwill be connected by early 1994. HSPN also has reachedout to connect with several state universities.

Final diplomatic arrangements have been negotiatedto provide a "French Connection" with the AmericanSchool in Paris, France. A joint language and socialstudies course facilitated by two-way interactive telecom-munications will be provided for French and for south-west Kansas high school students.

With the partnership established between HSPN andarea business leaders, Nigus is confident that the nextexpansion will be an even greater service to schoolchildren, the community and business.

In a few short years, rural southwest Kansas willhave expanded its telecommunications capability toglobal interactions.

Where next? According to the network officials,they'll settle for "outer space."

F or many years rural students had to settle for limitedlearning opportunities simply because of their small

MO numbers.Tired of accepting the status quo, education and

business leaders in northwest Kansas decided to changethe paradigm. They believed two-way interactive televi-sion would be a tool to accomplish that goal whileproviding a multitude of benefits to rural communitiesand local businesses.

The building beginsThe school districts involved in tackling the ITV

proposal included Paradise, Pa leo, West Smith County,West Solomon Valley, Eastern Heights, Logan andVictoria.

Some schools were using satellite transmission fordistance learning; however, it only provided one-wayvideo communication between the sites. With ITV, two-way video communication was available thereforecreating a better learning experience for students.

The ITV program, which would later be namedInteractive Consortium Academic Network (I-CAN),was dedicated to providing additional educational oppor-

tunities for the school students, staff members andcommunity.

I-CAN addressed a major concern for educators bycreating a means to fulfill mandated curriculum require-ments for subjects such as foreign languages and compo-nents of Quality Performance Accreditation. Anotherbenefit obvious to superintendents was the ability to trainand retrain staff using the network.

What's good for educationproves good for business

"We knew where we wanted to go with the ITVproject, but weren't sure exactly how to get it done,"recalled Lesta Jaggers, I-CAN Coordinator. "That'swhen Rural Telephone stepped forward to help provideoptions, services and eventually, a valuable school/business partnership."

Rural Telephone Service Company, Inc. was anadvocate in preserving the rural community and qualityof life it came to represent. As a local telephone com-pany, Rural Telephone was able to provide the schools a$60,000 grant which furnished fiber- optic cables andequipment for the ITV classrooms.

"Rural Telephone is a localbusiness and understands the plightsof small schools as well as the benefitsa rural education can provide," saidRod Wallgren, Rural Telephoneofficial. "We were just as interested inthe ITV program as the educators. Weknew it would opea new doors for thestudents and other area business too."

"We never intended it to be asingle-purpose network," he said."The more people using it, the more itcontributes to the quality of rural life."

Jaggers said, ". . . we realize we can't keep ourschools open if we don't keep our business thrivingand vice versa. We see our new facility as a way to getbusinesses more involved in the schools and commu-nity. After all, everyone has a vested interest in every-one else's success."

More community opportunitiesMany small communities have very close ties

their community colleges for a variety of reasons.These higher education institutions provide additionaleducational opportunities, consulting services andtraining for a variety of occupations.

In its first year of opera-tion, I-CAN opned its doorsto the community by provid-ing parenting classes to thepublic while about 40 parentswith college-bound studentsattended a meeting aboutcollege financial aid.

I-CAN is currentlyconnected to Fort Hays StateUniversity; however, net-work plans call for addingColby Community College,Cloud County CommunityCollege and Barton CountyCommunity College.

"These community colleges can offer dual creditclasses to our patrons which is something in which thepublic has expressed an interest," Jaggers said.

Expanded use just around the cornerLocal civic aroups are exploring the possibilities

of the new system to expand the communicationpotentials of their organizations.

"We're receiving a lot of requests for the use ofI-CAN with groups like the Lions clubs," Jaggers said."With the sudden popularity of our facility, we de-cidf;d to conduct an assessment on the ways we canmarket our system to many groups. We believe wehave something here that brings benefits to any busi-ness or community group."

I-CAN plans to discuss with the local medicalgroups the possibility of their facility's use for alliedhealth training and consultations with specialists fromlarger cities.

Jaggers said, ". .. developments with I-CAN havegone so fast and I don't expect things to slow downfrom here. But you can bet, we're ready to keep thatpace."

S eeing is believing, which is the first step tomaking changes.

111111 That's what education officials in northwestKansas found to be true after they got a glimpse oftwo-way interactive communications. Obviously theapplications for education were incredible and no onecould argue about the benefits to students.

"Two-way interactive television was the genesisfor a multitude of expansions for all of northwestKansas," according to Jack Reed, executive directorof the Northwest Kansas Educational Service Center."Enhancing the curriclum offerings to students was atop priority, but ITV also was the gateway to eco-nomic growth for our part of the state."

Schools, working with local government agenciesand health care institutions, brought training andcommunications capabilities to area businesses.

"Using ITV as an economic development initia-tive helped us in creating a learning community forall peoplenot just those attending our publicschools. Today, we are a majof part of the growth ofnorthwest Kansas," Reed said.

Establishing aggressive goalsPresident George Bush wasn't the

only one talking about competing in aglobal market. Educators, like those innorthwest Kansas, were making changesto prepare their students for life in anever-changing and expanding society.

A planning committee, comprised ofarea superintendents and other areaeducators, made an aggressive list ofstrategic goals for the new system. Forexample, in the first five years, theplanning committee wanted to see stu-dents participating in courses and inter-acting with others internationally.

"We wanted to have a teacher inJapan teaching our kids, not a Japanese

teacher instructing them here," ITV Project DirectorJane Johnson said. "To effectively communicate, youhave to know the language and the culture. Learningfrom a teacher who lives in Japan enables you to learnthe culture and the language."

Network leaders see this as a major downfall oftoday's business people. Not knowing the cultures,they say, may mean the difference between establish-ing good working relationships with other countriesor simply talking to them.

Breaking groundLaunching the ITV program was more difficult

than network officials imagined. Never having dealtwith high-tech equipment, Johnson said she had a lotto learn. Fortunately she had help from people atS & T Telephone Company, Rural Telephone Com-pany, Wilde Optical Services and Reed, Veach andWuerman.

Bob Tupper, Reed Veach and Wuerman represen-tative, dedicated a lot of time and interest in develop-ing the program. He became what Johnson viewed as a"natural teacher."

A new set of standards and goalsBefore long, the fiber-optic connections were

complete and accommodating a full class schedule.But program leaders weren't satisfied. Even while

the program was in its infancy, plans were beingdiscussed for expansion. The network was workingwell in the classroom and network officials felt it wastime to expand their services into the community andbusiness arenas. There was a pronounced need forconsulting and training services; and long-range plansfor the network were to establish a "business mall." Itspurpose would be to make connections to consultingservices for groups such asthe Kansas Bar Association,Telemedicine, and hospitalworkers and providers.Teleconferencing could beutilized in discussingmedical applications andviewing demonstrations.

But for network offi-cials, this was just thebeginning. Plans also calledfor the ITV program toexpand into areas outsidethe Kansas boundaries.

"We want to bring inkey community leaders

from the four surrounding states and have a confer-ence targeting various technological businesses suchas telemedic workers and agra-tech organizations. Wewant to show them how we can assist them," Johnsonsaid.

Today, more and more of these things are actuallyhappening.

Yet, there are more ideas for ITV uses in educationaccording to Johnson. One of her challenges, she says,is to explore ITV uses in vocational technical schools.

"I believe there is a tremendous need for ITV invocational training," she said. "I see the need to haveour vo-tech departments restructured so they can lookat the union developing between industry and the vo-tech training institutions."

Ultimately, Johnson would like to see ITV used asa tool to complement a "mentor/apprentice" relation-ship between vocational technical students and indus-try professionalswho also are potential employers.

Working hand-in-hand with the rest of the north-west Kansas community, Reed said the schools arehelping school children, businesses and local citizens.

"Our impact has already been vast and we haven'teven scratched the surface yet. This technology hasopened everyone's creativity and people are reachingout to each other in ways unheard of until now."

been much more than an unrealistic dream. But, withthe revolutionary technological development ofdistance learning through interactive television, thatstatement is not only a possibilityit's a reality inKansas schools.

For the South Central Kansas Educational Net-work, the': dream became a reality on April 13, 1992,when their system officially became fully operational.

The beginning of a great ideaIn 1991, Dr. Pat McAtee, president of Cowley

County Community College, met with several areaeducation leaders to discuss the potential of bringingITV to south central Kansas. With the support andleadership of the community college board of trust-ees, the local education service center and localboards of education, the proposal for creating an ITVnetwork was endorsed.

The South Central Kansas Education Service Center,based in Mulvane, Kan., received a matching grant fromthe State of Kansas to cover part of the expense of thenetwork. The grant application was written by Dr. PatStephens, director of the service center. As a result, fourarea school districtsUSD 360 (Caldwell), USD 356(Conway Springs), USD 358 (Oxford), USD 463(Udall)entered into an agyeement with the CowleyCounty Community College to form what is now calledthe South Central Kansas Education Network.

Through a competitive bidding process, five tele-phone companies won the bid and the service centersigned a 10-year contract to lease the video network. Thecontracting telephone companies included SouthwesternBell Telephone Company and four local telephonecompanies: Kan-Okla, Haviland, United and WheatState.

Gary Detwiler, the video network's administratorbased at Cowley County Community College, likes theidea of leasing the network because the telephone compa-nies take care of the maintenance.

"Since the technology is rela-tively new and changing rapidly, webelieve we can better maintain andupgrade the service to meet the schooldistricts' needs by leasing, rather thanbuying," explained Detwiler.

The 141-mile fiber-optic cablenetwork allows students at each of theconnecting sites to hear, see and learnin color and in full motion. The ITVprogram . as one of the first clusters ofschools in the country to be linked to acommunity college.

"The network lets teachersshare their expertise in other class-rooms," explains Stephens. "It lets usbring new curricula to the students insuch areas as foreign language, ad-vanced mathematics, science andhumanities."

Stephens eventually expects to offer professionalseminars and continuing education courses and otherinstructional services through the video network.

"Our goals are to provide instruction and service tostudents with special needs, build curriculum offer-ings, provide community and adult education classesand increase the sharing of resources among theparticipating schools," Stephens said. "Pooling ourresources helps because no one district can provide allthe course work separately."

Exploring community involvementEven though the network is still new, network

officials are enthusiastically tackling the issue ofcommunity involvement in the program.

The link to the community college has a wealth ofpossibilities to strengthen community ties. In fact,Detwiler is already thinking ahead to the future andhow the college can best serve its patrons.

A possibility for college growth, says Detwiler, isto reach people who work in the home or have smallchildren and can't easily come to the college for class.

"Our system is still very young, but someday Iwant us to be able to transmit our courses to thehomes,- he said. "People could participate directlyfrom their living room orkitchen."

Currently, educationcourses seem to be themost popular use of theITV systems. Using thenetwork's video-conferencing capabilities,local businesses and orga-nizations will have a newway to teach.

For example, theAmerican Bar Associationis concentrating efforts onusing ITV systems totransmit continuing educa-

tion courses to local attorneys. Staff developmentsessions are being explored as possible transmissionsfor south central Kansas companies like GeneralElectric, Rubber Maid and Conoco.

Other plans for expansion already are underway.The Cowley County Community College is building anew Art, Science and Technology Building completewith a video conference facility. Detwiler said thiswill serve as another place kr business and industryin the area to interact with areas outside the commu-nity.

With this network, Detwiler adds, the administra-tors can accomplished virtually anything using ITV.

"It's the wave of the future," Detwiler said. "Wenow have a gateway to and from anywhere in theworld."

Getting down to businessDeMoss and area superintendents gathered to

discuss the project and how their schools would beinvolved. Those educational leaders included Dr. BillBiggs, Arma; Dr. John Battitori, Girard; Dr. ThomasWoolbright, Cherokee; and Larry Reynolds, Colum-bus. At the conclusion of their talks, the new1y-formedteam constructed an action plan outlining how eachdistrict would contribute to building the network.

saw the ITV system as a valuable resource to morethan just education. He met with his board of öirectorsand explained his vision for the use of ITV as a viabletool for schools, the medical industry and the eco-nomic development of the communities in southeastKansas. With the support of his board, CRAW-KANofficially became a member of the ITV team.

CRAW-KAN and Hurt's support played key rolesin the development of the program, which would laterbe called The Southeast Kansas Interactive DistanceLearning Network (IDL).

"Without their feelings that IT'V would contributeto the rural vitality in the business communities, this

program wouldn't have happened," DeMoss said.CRAW-KAN also worked with Columbus Tele-

phone Company to build the network.

With funds provided to the service center fromseveral Kansas State Board of Education grants, the localphone companies worked with local school districts andthe service center to install fiber-optic cables linking fourhigh schools. In January 1991, IDL went on-line withfull-motion analog communication.

Using IDL to help othersNetwork officials opened their facility's doors to the

community. Groups like firefighters and law enforcementofficers have used IDL for training their employees.

Deanna Grotheer, IDL Distance Education Coordinator,works closely with local groups using the system. Commu-nity involvement is a link, Grotheer says, the network :san't

neglect."We look at IDL as a service for all of southeast Kan-

sas," Grotheer said. "If you help your community, you'rehelping your school districts too."

IDL has recently expanded further with the addition ofequipment enabling the network to utilize a compressedsignal. Using traditional telephone lines, this technology canlink IDL to other sites outside of those already connected

with the fiber-optic cables.

Teamwork createsopportunities for all

Grotheer has seen theITV enthusiasm spreading,and says everyone seems tobe asking how iney can fitITV into their everydayroutines.

The benefits reaped byeducation now are soughtby business. The savings intime and travel costs aresubstantial enough to lurebusinesses into the ITVarena.

"If a southeast Kansascompany needs to talk to

its corporate headquarters in another city, why wouldthey travel there when they can do it from Creenbushinstead?" Grotheer said.

Area medical professionals like the system becausethey can confer with specialists from the larger citieswhile staying close to home.

"Once we brought them (medical professionals) in toview our facility, they liked what they saw," saidGrotheer. "So, they built their own and now we worktogether on various projects while our combined effortsare a plus to our community."

De Moss predicts that in the next year, more hospitalsthan schools will be involved in ITV. It's a logical optionfor their industry. Small hospitals can remain in smallcommunities while staying on the cutting edge of teen-nology in learning new techniques and trends.

IDL officials see a lot more uses for ITV on thehorizon and they have the drive to take the challengeas far as it can go. Given the teamwork betweeneducation, community and business leaders, the futureholds as much as each group dares to imagine.De Moss added, ". . . the schools are the heart of smallcommunities and they are assisting in economicdevelopment and providing educational programs tobenefit the whole community."

nessing the power of fiber-optic technology andinteractive audio-video transmission to provide usefulcommunication between schools and communities.

"The expansion of our ITV system is allowinglocal patrons as well as business and industry to workwith the schools," TLC Executive Director Dr. SandraThies said. "TLC allows our entire community tocome together and grow."

TLC has provided the people it serves with accessand opportunities far beyond traditional limitations.Participants now can achieve their communication andacademic goals with greater ease. This learning envi-ronment has become a resource designej to enrich tivlives and learning of all patrons.

"We were pleased when local firemen and EMTsapproached us about using the network to providetraining to fellow colleagues," Price said. "This wasexactly the kind of move we were looking for tointroduce them to ITV."

Wanting to give their rural students the bestacademic opportunities possible, five centrallin Kansas superintendents committed themselves

to researching two-way interactive video.Their research led to discoveries of enhanced curricu-

lum, more community involvement in education and apartnership with area community colleges. Armed with amultitude of benefits waiflig to be reaped, these fivesuperintendents from Herington; Cenue, located in LostSprings; Marion; Hillsboro and Peabody presented theirfindings to t heir local boards of education in the spring of

1992. The presentations, in all cases, were met withenthusiasm and optimism.

"Our boards are truly dedicated to improving thequality of education for the students they serve and ITVpresented them with opportunities that they couldn't passup," said Doug Huxman, superintendent of the Marionpublic schools.

Unfortunately, finding start-up funds was a majorhurdle for network officials. Grants to help offset thecosts were scarce and network officials were anxious to

proceed with implementation."Once again, our boards pledged their support for the

system and agreed to financially back the plan by reallo-cating existing funds," Huxman said. "As a result, we've

put a lot of money into this, but we can be proud to saythat through a lease/purchase agreement, we will own allof our fiber cables and classroom equipment."

Technical o pertise was given to the project throughTele-Systems Associates, Inc. from Hastings, Minn.With their help, the Technology Excellence in EducationNetwork (TEEN) was officially formed and set to beginfull operations with classes in the fall of 1993.

To handle the daily operations of the new network,Dr. Sharon Tatge was hired as the TEEN ExecutiveDirector. Tatge brought with her a host of ideas for avariety of applications which would benefit schoolstudents and community members alike.

"Our first priority is to enhance the curriculum for theschools and the students from the various districts,"Tatge said. "There are a lot of things each schcol districtwould like to do for its students in terms of academicofferings, but because of limited budgets and staffs, itwas impossible for any one district to do. However, withITV these five school districts can work together to makethe changes they need to help their students be betterprepared for the world of work."

Huxman added that the new system won't be ameans by which to eliminate staff positions, but rather,TEEN will expand the total education programs of eachschiol district.

Teamwork makes project successfulMaking TEEN a successful project had taken the

cooperation and creativity of many people in the fivecommunities suppr rting the new network.

"This hasn't IN en a project that any one person cantake all the credit for," Huxman said. "In fact, the successof our project is credited to the fact that this is agrassroot-driven initiative."

Area school building principals have been given a lotof authority in customizing the system to meet theindividual needs of their students.

"Our building principals have been given the respon-sibility of creating the class schedules and working out

the building details while the superintendents are respon-sible for budget matters and working with their boards onpolicy issues," Huxman said.

Young network: big ideasAlthough TEEN is still in its infancy, Tatge says

network officials have their sights set on connectingwith areas outside of their five communities. Plansare already being formed to link with the state ofKansas' communications network, KANS-A-N.Making this link will connect TEEN with severalstate universities, hospitals, the Kansas State Board ofEducation and other Kansas school district ITVclusters.

In addition, network officials are working tocreate a network of libraries and computer labs.

"Using our fiber optic cables, libraries can linkinformation by computer," Tatge said. "We plan tohave each school specialize in one subject area andthen it can act as a clearinghouse for that subject'sinformation. This will be a tremendous break-throughfor our small, rural schools and give greater informa-tion resources to our stu-dents."

Community involvementalso is a major concern forTEEN officials. Tatge saidthe network belongs just asmuch to the local citizens asit does to the school students.

"We are excited about allof the creative plans we haveunderway now," Tatgeadded. "With all of theactivities we have plannedand the enthusiasm we arereceiving from our commu-nities, we should have noproblem getting all people

involved. From the cub scouts to the senior citizens,everyone is excited about what is happening andwants to be a part of this communication outreach."

Two local community colleges and a privatecollege also have expressed an interest in linkingwith TEEN to reach their communities and provide ameans to meet local education needs. Classes areanticipated for the fall and spring semesters.

Continuing to buildAlthough TEEN will begin its full operation with

the beginning of classes in the fall of 1993, networkofficials are dedicating themselves to improvingschool and business partnerships using their ITVsystem.

"The TEEN board is anxious to get all fivecommunities and area businesses involved," Tatgesaid. "We have pledged ourselves to working hard tomeet the needs of the communities. And we knowwe can do an effective job of helping people meettheir communication needs without going anyfurther than our community high schools."

Nearly five years ago, the Kansas State Board ofEducation made a commitment to improving thequality of educaeln for Kansas school children

through the use of ITV. Today, nine interactive televisionclusters later, the communication possibilities are boom-ing and network officials are scrambling to expandbeyond the 48 Kansas cities and towns the state boardcan already reach.

Similar benefits translateinto increased productivity

For school districts, two-way interactive televisionprovides an alternative to hiring more teachers, incurringtravel costs and coping with a limited curriculum. Manyof the same benefits apply to the state board of education.

With the use of the ITV conference room at the stateboard headquarters in Topeka, Kan., staff estimate thatthey will cut their time on the road by nearly 50 percent.That translates into increased productivityless time onthe road and more time devoted to important educationprograms. All this and there will be no loss of one-to-onepersonal contact with agency clients across the state.

As the current clusters fulfill theirexpansion plansso increases thecommunication potential for the stateboard. The more connections made, themore information can easily be accessedby more people who can get the infor-mation they need to make smart andwell-informed deciskns. After all, thequality of education kr Kansas studentsdepends largely on the raining anddecision-making capabilijes of schoolofficials.

"You can never meet your ultimate goal becauseonce you get close, you raise your standards. And that'swhat we're all about," Droegemueller said. "We're hereto constantly raise the standards."

Droegemueller envisions this revolutionary commu-nication technology to be available to all people.

"Access by allthat's the key. Making ITV as closeas the telephone, and as common, will be a start."

So many things are changing in our society and at anincredibly rapid pace. Droegemueller says the state boardrealizes that the education industry and the rest of theworld need to keep up with that pace. Instant communi-cation is necessary for economic survival which goeshand-in-hand with maintaining the quality of life we allexpect and deserve.

"Ultimately the standard of living will declinebecause our communication delivery system isn't meet-ing the people's needs in order to be productive in theirjob performance," he said.

Many people treasure the rural life which must bepreserved. However, Droegemueller warned thatsmaller communities may die if they choose to live inisolation. Without sharing resources, the chances forsmaP community survival are greatly diminished.

Droegemueller recognizes that Kansas has come along way in the battle of breaking down the isolationand communication barriers. But this war can't befought by education alone. Teamwork is necessaryand the team players, according to Droegemueller,must include business and industry.

"Some ;ocal businesses have taken the lead andare workin:g together with education and other busi-nesses to build a community of learners," Droege-mueller said. "We must become a high-skill, high-

But why is communica-tion so important?

Droegemueller says itsthe first and one of the mostcrucial steps in the lifelonglearning process. To keeppace with the world's

changing priorities, citizens must be able to adapt tothe demand for changing work skills. Communica-tion is the vital link that binds these components ofsuccess. With constant two-s-iay communication,productivity will increne.

"Without proper communication, our work isbound to represent redundancy, inadequacy, and willresult in our making poor choices."

Partnerships with no boundariesHaving partnerships with education, business,

health care and other industries will create a com-plete two-way communication network. The betterthe communicaticn paths, Droegemueller says, theless chance you have for misinformation.

The next step from here, Droegemueller says, isto completely demolish the traditional mind-setbarriers people have learned to accept.

"The key to complete communication meanstranscending the limits people allow. We have todevelop a system that gives access to everyone andwith no boundariescity to city, state to state, ornation to nation. Boundaries have no meaning in aworld with complete communications."
