The promot i on ofkhadi and vi l lage industries is looked after by Orissa Khadi & Vi l lage Industries Boardunder the supervis ion of th is Directorate. The fol lowing state level organizat ions are

    8. Restructuring of Orissa State Coop. Handicrafts Corporat ion Ltd. & renovation ofUtkal ika branches.9. Revival of languishing craf t s.10 . Est abl ishment of Int ernat ional Market ing Cel l f or im plement at ion of MAI scheme

    to pr omote expor t o f handicra f ts.11 . Development of Handicrafts Complex, Gandamunda, Bhubaneswar as Centre of

    Excel lence and establ ishment of Common Faci l i ty Centre at Khandagiri .12 . Establ ishment of Urban Haat at Bhubaneswar, Puri and Konark to provide a

    plat form t o art isans for round t he year sale of handicraf t s on rot at ion basis.

    Various schemes have been formulated and implemented by the Directoratethrough District Industries Centres and State level agencies. The guidel ines framed

    under dif ferent schemes and circulars issued by Govt. and Directorate of H & CI havebeen compi led in th is Handbook which can be used by the of f ic ia ls and st af f ofDirectorate of H&CI, Dist r ict Industr ies Centres and other promot ional agencies forformulat ion of proposals and implementat ion there-of . The book can also be referredby supervising of f icers for pr oper moni t or ing & supervision of di f fer ent p rogrammes.

    INTRODUCTION ON HANDICRAFTS

    Handicraf ts are a part of Indias r ich cul tural heri tage. These are mainly worksof art and beauty, designed and shaped by hand wi th creat ive imaginat ion of craf tpersons f r om t im e immemor ial . Our country is best known for i t s handicraf t s, which

    f lour ished w i t h royal pat ronage in ancient days. Sweeping wave of indust r ia l izat ion andconsequent ial f looding of market wi th machine made goods could not put th is craf tsector to obl iv ion. Immediately af ter independence the planner fe l t that co-existenceof craf t based industr ies wi th modern factor ies would go a long way in mi t igat ing theproblem of employment and poverty in a labour abundant and capi tal scarce countryl ike ours. The Al l India Handicr aft s Board was est abl ished in t he year 1952 t o look-af t er promot ion and development of Handicraf t s in India.

    Orissa is endowed wi th variet ies of craf ts mainly l inked to a number offest iv i t ies and r i tuals observed in our state. The superb art and ski l l d isplayed by ourart isans in temples, mathas and sculptures of the past have been enthral l ing thevis i tors over the centur ies. Orissa Handicraf ts, due to thei r unique, or ig inal , creat ivecharacterist ics and unsurpassed sense of colour are offered a pride of place in Indianhandicraf t s map. There are over 1.20 lakh handicraf t art isans in the st ate pract ising asmany as 50 craf ts. In order to ensure communi ty part ic ipat ion, pr imary handicraf t co-operat ive societ ies and Self Help Groups have been promoted at grass root level. Atthe state level Orissa State Co-operat ive Handicrafts Corporat ion has been formed asan apex body to look-af ter market ing of handicraf t goods. They also undertake somedevelopment al act i v i t i es for prom ot ion of handicraf t s. Besides, t he St ate Inst i t ute forDevelopment of Arts and Crafts (SIDAC) has been consti tuted for development ofhandicraf t act iv i t ies. I t is seen that some of the craf ts l ike stone carving, woodcarv ing, pat ta pa in t ing, s i l ver f i l i g ree, app l iqu, t r iba l jewel lery , paper mache,terracot ta, dhokra cast ing, wooden painted i tems, cane & bamboo products, golden

    grass products are to name a few have potent ia l to grow in to serious commercialventures. I t is also admit ted that some craf ts are found languishing due to variousproblems. State Govt . has launched di f ferent schemes for development of handicraf tin the state. Besides, a special package for this sector has also been announced byHon'ble Chief Minister, Orissa.

    The guidel ines f ramed for implementat ion of di f ferent schemes have beencompi led for use by di f ferent agencies involved in promot ion of handicraf t in theState.

    B. Select ion procedure:1. The t raining programme should be widely publ ished and put-up in the not ice

    board of DIC/ Block of f ice of t he concerned Block/ Panchayat of f ice ofconcerned Panchayats.

    2. Select ion of Candidates shal l be made by a committee consists of Local IPO /Inst ruct or in charge of t he centr e / Local Sarapanch.

    3. Select ion of the candidates for admission wi l l be made through a drawing testfo l lowed by an in terv iew.

    4. Reservat ion as per Govt . norm wi l l be fol lowed. However vacant seat againstreserve category i f any may be f i l l ed up f r om general cat egory.

    5. In t raining centres except stone craf t , brass & bel l metal and wood craf tminim um 40% of t he t rainees should be w omen.

    Guidel ine f or t raining under MCM for Handicraft s ar t isans

    Objective:

    The object ive of the t raining is to increase the handicraf ts art isan of the stateas handicraf t sector provides the best opportuni ty for sel f employment wi th minimumcapi tal investment and this can be achieved through organized t raining fol lowed byrehabi l i tat ion assistance. The trainees should take-up business act ivi t ies with bankl inkages or own f inance af t er complet ion of the t raining programme.

    Eligibility of Trainees:

    Trainees pref erably f rom among t he art isan fami l y/ un-employment youth havingapt i t ude for handicraf t and not be a defaul ter t o any bank or f inancial inst i t ut i ons.

    They must be wi thin the age group of 18 to 40 years having minimum 5 t h standardof educat ional qual i f icat ion.

    Select ion of t rainees:

    They must be selected by a committee consist ing of GM, DIC or his representat ive,representat ive of Local bank, a MCM in the craft to be nominated by GM, DIC andlocal IPO as Member Convener.

    Guideline for integrated development of craft cluster (for sustenance)

    Background:

    A number of craf t c lust ers/ v i l lages have been taken-up for development on SHGmode under di f ferent schemes of the Directorate of H & CI , D.C (H), EmploymentMission and NABARD. Various interventions have been made in those clusters forproviding l ivel ihood support to the art isans. I t is observed that some of the SHGs arenot funct ioning sat isfactor i ly due to socio-economic backwardness of the art isans.Product ion-base could not be st rengthened t o t he desi red l evel due t o gaps in t ransferof requ is i te sk i l l , deve lopment o f adequate in f rast ructure, c red i t l i nkage, market ingsupport etc.

    Keeping the above observat i on in v iew , a scheme f or sust enance of craf t c lust ers hasbeen int roduced wi th the object ive of making the art isans and groups to work onsustained basis for increasing their level of income.

    Guideline for development of Handicrafts Enterprise

    Handicraf t sector provides ample scope for sel f employment in rural and urbanareas. Present ly, mainly art isan or iented schemes are implemented and expectedgrowth is not achieved due to lack of entrepreneurship. I t is imperat ive to promoteentrepreneurs in handicraf t sector. Under this scheme f inancial assistance may beprovided for f o l lowing components;

    COMPONENTS

    A. Margin money assistance to individual entrepreneurs for setting-up ofhandicraft enterpr ise:

    In order t o prom ot e handicraf t ent erpr ise, margin money assist ance @ 15% ofthe project cost wi th cei l ing of Rs.7500 wi l l be provided to indiv idual art isan/ entrepreneur for avai l ing bank loan. The balance requirement of margin money shal lbe cont r ibuted by t he appl i cant .

    Eligibilit y crit eria:

    a) The appl icat ion should be i n t he age group of 18 to 45 years.b) He/ She should not be a def aul ter t o any Financing Inst i t ut i on.c) Prefer ence wi l l be given t o art isans.Modalit ies for release of Margin Money:

    The margin money provided under the scheme wi l l be released to the f inancialinst i tut ion af ter sanct ion of loan. The margin money so provided wi l l be kept in shapeof TDR in the name of the appl icant and wi l l be adjusted towards repayment of loanaf ter 2 years of the commercial product ion of the uni t . No interest wi l l be charged orpaid on the corresponding amount of loan or TDR.

    The DIC should maint ain a regist er of handicraf t enter pr ises and fol low t hem-upfor at - least two years to ensure regular product ion, market ing of thei r products andrepayment of loan dues t o bank.

    B. Rehabil it ation of Handicraft Art isan:

    Tradi t ional / t ra ined art isans shal l be pr ovided wi t h margin money assist ance foravai l ing bank f inance t o set-up own pr oduct ion uni t as per f o l lowing norms;

    a) 20% of t he proj ect cost w it h cei l ing of Rs.5000 can be provid ed t o an art isan asmargin money for bank loan.

    b) 5% shal l be cont rib ut ed by concerned ar t isan.c) The art i san should not be a defaul t er t o any bank.d) The margin money should be kept in shape of TDR in the name of the

    benef ic iary and adjusted against the loan dues af ter one year. No interest wi l l

    be claimed or paid on the corresponding amount of loan or TDR.e) The margin money wi l l be released af ter sanct ion of project proposal by thebank.

    The DIC should keep contact with the assisted art isan to ensure regularproduct ion, market ing of thei r products and regular repayment of loan instal lment .

    C. Exposure visit of Ent repreneurs:The handicraf t ent repreneurs sha l l be deputed t o cra f t c lust er / gi f t fa i r /

    nat ional level handicraf t exhibi t ions etc. in groups for exposure to the product ion

    process, product range, market ing etc. The durat ion would be maximum 07 daysincluding journey period. An of f ic ia l f r om DH & CI/ DIC wi l l escort t he team.

    Financial parameter :

    a) Actua l bus fare / 2nd class train fare.b) Accommodat ion char ge @ Rs.200 per day f or out side t he stat e and @ Rs.100 per

    day for inside the state.c) D.A @ Rs.100 per day inside t he stat e and @ Rs.150 per day out side t he stat e.d) Cont ingent expenses up-t o Rs.200 per he ad per vi si t .

    Eligibility:

The land & bui ld ing should be ownedby the ent r epreneur .Financial norms: 50% of t he cost of m achineries subj ect t o maxim um l imi t of Rs.1. 00 lakh shal l be

    provided by Govt . and mat ching contr ib ut i on wi l l be made by the appl icant . The f inancial assistance wi l l be released in 3 instal lments on re- imbursement

    basis.

    E. Entrepreneurship Development Programme:

    In order to develop entrepreneurship among the entrepreneurs in th is sector,EDP tr aining shal l be pr ovided t hrough IED/ SIDAC/ NGOs/ ot her agencies.

    Eligibility:
