Comptroller CornerIn the last few months, we have experienced much change – a new year, new Administration, the welcoming of Spring, and the renaming of this newsletter. Formerly called the DoD FM Certification Program Newsletter, the new name is DoD FM Workforce Connection.

The decision to rename the newsletter has been under consideration for a while, as the scope of the newsletter has gradually expanded for the last few issues. Now that the majority of FMers have achieved FM certification, the program has transitioned from implementation to sustainment. Less communication is required about the DoD FM Certification Program, and more of the newsletter can be allocated to other aspects of FM workforce development. The newsletter will focus on connecting the FM community with people, training, and opportunities that support professional development and our continued efforts towards audit readiness. We believe the new name captures this sentiment.

This issue features an article about the Office of Personnel Management’s (OPM) efforts to update USA Staffing, which is a hiring software system for U.S. government civilian jobs. Job Items in USA Staffing UpgradeThe federal government is undergoing an upgrade to the current hiring software, USA Staffing. This upgrade will transition the Department of Defense (DoD) from a knowledge, skills, and abilities (KSAs) applicant process to a competency-based applicant process. The DoD will complete its transition to the USA Staffing upgrade in 2018. The primary goal of this transition is to increase manager satisfaction with applicant referral quality. There are many steps involved in this transition and will require close collaboration and communication between human resources departments, hiring managers, and functional subject matter experts. The DoD Financial Management (FM) Community already uses competencies as the foundation of workforce development planning for the FM workforce, to include career development and the FM Certification Program.

This competency-based approach includes integrating new terminology and understanding the relationship of competencies to the hiring process. If you are interested in learning more about this transition and how to use competencies in the hiring process, OUSD(C) is available to assist. DCELP Nominations Now Open!Now Accepting Nominations for Defense Civilian Emerging Leaders Program Class of 2018

The call for nominations for the Defense Civilian Emerging Leaders Program was announced earlier this year. The DCELP provides leadership development training for entry level and emerging (GS-7 to GS-12) leaders in the DoD. Leadership skills are developed through community-based learning courses of instruction, guest speakers, group projects, mentoring, and simulations. The DCELP cohort experience provides a supportive environment that enhances participants’ self-awareness, substantive knowledge, and skills; promotes continuous learning, reflection, and personal change; and encourages participants’ networking and team building. The Financial Management Community has 30 allocations for the professional development program.

We’re CommittedOUSD(C) Participation in Training Symposia to Support Workforce Development

OUSD(C) is committed to helping the DoD FM workforce succeed and thrive. A key demonstration of this commitment is the provision of opportunities for FM training, leadership development, and general knowledge transfer. It is with this goal that OUSD(C) participates in various training activities throughout the year, including supporting training events sponsored by organizations and professional societies. Training symposia bring FMers together to discuss a range of topics from legislative and budget updates to audit readiness. These events provide opportunities to participate in workshops and training that address FM workforce development needs. OUSD(C) recently participated in training events in Washington DC; Heidelberg, Germany; St. Louis, Illinois; Ft. Lee, Virginia; and Omaha, Nebraska. The following are highlights from a few of these training events.

European PDIThe ASMC-European PDI was held from March 15 - 16, 2017 in Heidelberg, Germany. In addition to presenting information on Strategic FM Human Capital Development, Ms. Scheiner also participated in the Leadership Roundtables. Likened to “speed mentoring,” these multiple 30-minute roundtables allowed European PDI participants the opportunity to directly engage FM leaders in discussion about professional development and to ask detailed questions on topics such as FM Certification and auditability.

OUSD(C) also held an FM Certification Lab during the PDI. The FM Certification Lab provided an opportunity for several FMers to obtain LMS assistance that resulted in the award of their initial FM Certification or CETs.

Ft. Lee PDIOn March 23, 2017, the ASMC Southside Virginia Chapter hosted a PDI in Ft. Lee, Virginia. Members of the Financial Workforce Development Team, Ms. Kellie O’Mara-Gordon and Mr. Daniel Marchinkoski led a discussion about CETs, policy updates, and how to record learning in the FM LMS. Dr. Pamela Clay briefed the group on changes to USA Staffing, a U.S. government hiring tool.

continued from page 6 National Capital Region (NCR) PDIOn March 9, 2017, the NCR Chapter of the American Society of Military Comptrollers (ASMC) hosted a Professional Development Institute (PDI) in Washington DC. The keynote speaker was Mr. John P. Roth, Performing the Duties of USD(C).

Ms. Glenda Scheiner, Director of OUSD(C) Human Capital and Resource Management, presented the topic of Strategic FM Human Capital Development. She provided updates and critical information about the DoD

FM workforce demographics and structure, initiatives, professional development and training, collaboration and partnerships across the entire federal FM community, and the DoD FM Certification Program. When discussing DoD FM workforce demographics and structure, Ms. Scheiner raised the point that over 33% of both the entire civil DoD workforce and DoD SESs are eligible to retire within the next five years. Interestingly, instead of focusing on this as a challenge, Ms. Scheiner presented this situation as an opportunity for professional advancement for the

remaining segment of the FM community. Ms. Scheiner charged FMers to examine the various FM competencies and career roadmaps to strategically develop a career plan. The FM competencies are available on FM Online at https://go.usa.gov/xX5JX. Career roadmaps are also available on FM Online at https://go.usa.gov/37x6m.

Related to professional development, Ms. Scheiner spoke about various professional development programs, including the Defense Civilian Emerging Leader Program (DCELP), the CXO Fellows Program (sponsored by the CFO Council), and the upcoming FM Pilot Exchange Program with Industry currently in development. Initially authorized in the FY16 National Defense Authorization Act (NDAA), the FM Pilot Exchange Program will allow for DoD employees in the FM and Acquisition functional communities to partake in an exchange program with non-traditional defense contractors. This is a first ever DoD-level FM exchange with industry, and would benefit the FM community through the ability to share best practices, gain a better understanding of FM practices and challenges, and develop partnerships to address these challenges.

Ms. Scheiner also discussed the impact of the FY17 NDAA provision of Direct Hire Authority (DHA) for hiring DoD FM experts without regard to the provisions of Subchapter I of Chapter 33 of Title 5 U.S. Code. Positions specified include financial management, accounting, auditing, actuarial, cost estimation, operational research, and business and business administrations. While budget is not explicitly stated as a position under this authority, the financial management position is defined broadly enough to include budget. DHA provides more flexibility and ease in hiring, which enables the FM community to staff higher quality people faster. In turn, the FM community can better serve the greater DoD Mission.

Ms. Scheiner also discussed issues such as the Reduction in Force (RIF) Policy, Voluntary Separation Incentive Pay (VSIP), Major Headquarters Activities Reductions, Civilian Workforce Hiring Freeze, DHA, and the Review and Reform Initiative - Services Requirements Review Boards (SRRB). An FM Certification update was also provided.

Throughout the day, members of the OUS(C) Team manned a booth dedicated to FM Certification and CETs. Team members provided information packets, conducted FM LMS troubleshooting, and fielded questions about initial certification, CETs, and training opportunities.

Preparing for National PDIFrom May 31 – June 2, 2017, defense financial managers in the public and private sectors will converge in San Diego, CA for the American Society of Military Comptrollers National Professional Development Institute (PDI) to enhance their financial management knowledge and skills. The National PDI affords attendees the opportunity to connect with their leadership and share best practices. This year’s theme is “Catching the Wave: Audit ready.”

The conference program includes pre-PDI activities and workshops from May 29 – 30, 2017. During Pre-PDI, DoD FM Certification Supervisor and Component Certification Authority (CCA) Training and User Training will be offered. Certified Defense Financial Management (CDFM) mini-courses will be available. All CDFM mini-courses are aligned to the DoD FM Certification Program. These courses include: Accounting and Finance, Acquisition Business Management, Budget and Cost Analysis, and Resource Management Environment.

From May 31 – June 2, the conference will also include six general sessions, Service Day breakout sessions, 17 mini-courses, and 82 workshops that will provide credit toward initial FM certification and/or CETs. Topics of these mini-courses and workshops include Accounting & Budget, Audit, Decision Support, Cost, FM Professional Development, and Leadership.

Members of OUSD(C) Human Capital and Resource Management Directorate will lead several of these workshops, in addition to multiple Round Table discussions. More information about the mini-courses and workshops is available at http://pdi2017.org/workshop-descriptions-2017/.

OUSD(C) will host DoD FM Certification Program and FM Workforce Development booths. PDI attendees will have the opportunity to receive guidance on everything from CETs to professional development. Adjacent to the DoD FM Certification Program and Strategic Workforce Development booths will be the FM Certification Lab, sponsored by DP George & Company. The lab will be open to assist FMers with FM certification, answering questions about the program or helping to navigate the LMS. DoD FM Certification UpdateThe DoD FM Certification Program (DFMCP) was implemented as a tool to enhance the DoD FM community’s ability to support the warfighter and the DoD mission through responsible, efficient, and effective financial stewardship. The DFMCP is the hallmark program to develop our FM workforce as we adapt and prepare for future challenges. This program helps ensure the FM workforce has training in the necessary competencies to help the DoD achieve auditable financial statements and become a more analytic workforce.

Since the program’s inception in 2013:

• More than 36,400 FMers of the DoD FM community are certified*

Reissuance of DoDI 1300.26On January 31, 2017, the updated DoDI 1300.26 “Operation of the DoD Financial Management Certification Program” was reissued. The updated policy codifies all policy memos issued since the first DoDI publication in 2013 and adds clarification to topics such as:

CET Audits are UnderwayMaintaining FM certification is an essential aspect of the DoD FM Certification Program. By earning Continuing Education Training (CET) hours through FM and leadership-related education and training, FMers remain knowledgeable about best practices and new techniques. In turn, the DoD FM community remains equipped in supporting the DoD Mission.

CET audits are performed as a means of verifying completion of CET requirements. Once you have passed your CET due date you are subject to a random audit.

Remember, FMers are responsible for recording achievement of CETs in the FM LMS. CET documentation is not uploaded in the FM LMS, but documentation must be maintained by the member for at least 2 cycles (4 years).

Leadership DevelopmentEach Component or organization in the DoD has various programs in place to provide leadership education and training to their FM members. The DoD FM Certification Program incorporates the already established DoD Civilian Leader Development Continuum into the program’s requirements, using all levels of leadership development. Understanding the Interactive Learning History Worksheet (iLHW)Each week, the DoD FM Certification Program Team receives dozens of questions pertaining to the program. Lately, many FMers have asked questions about the Interactive Learning History Worksheet (iLHW). Here is some information to assist you as you use the tool.

About the iLHWThe iLHW works hand-in-hand with FM myLearn and the Academic Course Search tool to automate the identification, tracking, and entry of FMer learning history into the FM LMS. The iLHW is used to track already completed training and education that meets FM certification requirements and identifies the areas in which training is still needed. The tool is automatically populated with each FMer’s specific certification level requirements. Another helpful feature of the iLHW is that it is able to complete Step 1 (Record Learning) of the Three-step Process in FM LMS.

Using the iLHW• Getting Started: In consultation with your

supervisor, select your Primary Track from the dropdown menu. You should choose your Primary Track based on your main job responsibilities. Financial managers in DFMC levels 2 and 3 will also need to choose an Alternate Track

• Find and Add Courses: Click on the search icon next to each competency to search for courses you have already taken. After you have found your course in FM myLearn or the Academic Course Search, go to the course details page and click on the “Add to iLHW” button. Once a course is added, it will appear in your iLHW. The course information will auto-populate to all competencies which are applicable

• Delete Courses: To delete a course, click on the red delete icon next to the course title

NOTE: Once you Record Learning in the FM LMS (see next steps), you are unable to remove a course from the iLHW. To make changes in the FM LMS, contact your Component Administrator

• Complete Training: Once you have fulfilled the required course hours for a competency, the yellow caution sign under the Training Complete column will become a green check mark

• Record Learning in LMS: Next, you can complete Step 1 (Record Learning) of the Three-step Process in the FM LMS by clicking on the Record icon. By clicking here, you are sending the course completion data to the FM LMS to be recorded

NOTE: This data is uploaded weekly (second business day of the week) to the FM LMS, so it may spend a few days in a pending status before displaying as complete. If you need to expedite the process, you may still Record Learning directly in the FM LMS

• Record Documentation and Request Approval: Finally, you must finish the remaining two steps of the Three-step Process (Record Documentation and Request Achievement Approval) inside the FM LMS. Click the “LMS Login” button to access the FM LMS to complete these final steps
