We encourage safety professionals, electrical engineers, electricians, technicians, electrical inspectors, electrical trainers, and other personnel involved in electrical safety to join us for this exciting workshop.

National Wind Technology Center (NWTC)

WORKING GROUP DESCRIPTIONS:1. Utility Standards Interface – The 1910.269 Utility/Facility Interface working group will

provide guidance and a consistent implementation of Utility/Facility Interfaces between NFPA 70E/NESC/1910.269 controls.  These deliverables will help the DOE Complex Sites avoid the duplication of individual site efforts by having an approved best practice(s) reference for implementation.The 1910.269 working group will work on developing Best Practice(s) for the DOE complex where onsite Utility/Facility Interfaces Occur. These deliverables include but are not limited to:

Identification of Service Points using Service Agreements Risk Assessment Process for Distribution Activities Qualifications for High Voltage Electricians and Linemen

2. DC Electrical Hazards and Controls – Best Practice BP-194-DC Arc Flash Calculator is complete and posted on the website. The calculator offers a variety of methods including Doan, Ammerman, Photovoltaic and Capacitor calculations. Battery Risk Assessment flow chart has been well received and is available for use. Future products for this working group will focus on Ground Hook Safety, Pulse powered and Inductor arc flash calculation type tools. ASTM F711 (Live line tool). The increased usage of DC Systems has increased exponentially for UPS and Photovoltaic systems in industrial, power generation and residential systems. NFPA 70 2017 NEC added 4 new code articles specifically addressing DC in special systems. Suggestion to extend current battery safety guidelines to include Lithium Ion Batteries Electrical Safety Best Practice for FY18 either by HEC or the DC working group.

3. AHJ Enforcement – This working group will focus on refining the overall ESTG understanding of the Electrical AHJ role in Contractor organizations. Subtasks include:

Define roles, responsibilities, accountabilities and authorities (R2A2) of the Contractor Electrical AHJ.

Define what authorities are specifically delegated by DOE to the Contractor. Define interrelationship between the Contractor Line Management, Contractor Electrical

AHJ, the DOE Site Office in the enforcement and interpretation of applicable electrical codes and standards.

Define implementation of new "Electrical Safety Authority" in Laboratories as described in NFPA 70E-2018 Article 350.

Final deliverable: Develop revision to AHJ sections in DOE Electrical Safety Handbook. Alternatively,

develop a Best Practice for Electrical AHJ implementation by Contractors.4. Training Groups A & B – The Training Group is meeting this year at the Summer Working

Meeting with the goals of finalizing a white paper on Electrical Safety Training Programs, consolidating core curriculum to establish basic training requirements, and providing support in developing/reviewing/approving reciprocity checklists as needed. As the meeting approaches, additional goals may be identified and incorporated as well. Due to the scope differences of some of our goals, the group may break into 2 smaller groups to focus our efforts. We are seeking individuals that are involved in developing, reviewing, providing, or evaluating training for facilities, labs, or utilities. We also welcome individuals to attend who would like to learn more about the training requirements and best practices. This working group will be chaired by Andrew Olsen and Vince Bollinger.

5. Hazardous Energy Control – HEC purpose: Work towards consistent and effective hazardous energy control (LOTO) programs at

DOE sites which are in compliance with standards such as NFPA 70E and 29 CFR 1910.147.

Determines the Electrical Safety Month topic and develops training and presentation materials.

Provides input to standards-making bodies when justified.For the 2018 Summer Electrical Safety Workshop we will be focusing on:

Drafting a HEC BP for use with Potential Shared Neutral connected systems. Determining the 2019 Electrical Safety Month Topic and developing presentation and

training materials. Discussion and drafting position paper for determining Protective Ground Placement,

removal, and tagging devices used to prevent re-accumulation of hazardous energy. Capacitor Threshold for LOTO and written LOTO procedures.
