UPDATES TO THE PERSONNEL RECORD FORM (PRF) 2017-2018 SCHOOL YEAR New Certification Rules New System: In May 2017, new certification rules were passed and became effective July 1, 2017. New Certification RulesNew System:

In May 2017, new certification rules were passed and became effective July 1, 2017. Since May, the certification system was updated including a new online application system, a crosswalk of old certificates to the new certification structure, and programming behind the scene to map everything to the new rules and requirements. Because the certification system and the PRF are tied together there will be changes to the PRF. We have tried to limit the changes this year to only those impacted to the new certification rules.

One important update as result of the new certification rules is the crosswalk from the old certificate preparations, majors and endorsements to the new certification structure. Special Education Staff

Changes to Endorsements for Special Education StaffWhen the Praxis testing requirements were adopted initially in July, 2005, the DOE validated generalist tests. These tests were “general knowledge” tests in their respective areas and were taken mainly by those special education teachers to teach content areas even though they weren’t awarded the “content endorsements”.

During the crosswalk to the new certification rules special education staff who had passed the generalist and middle school test were cross-walked with these endorsements. If you have any questions about what endorsements are on a certificate you may check this information at Teacher 411.

Update to Assignment Code Screen – SPED Core Content Check BoxSpecial Education staff that taught core content to special education students would be coded the following way:

Assignment Code would be the core content assignment

SPED box would be checked if the assignment was taught only to SPED students

The system would identify if the person was certified to teach the core content subject and be certified as a special education teacher because the student were all special education students.

The system will continue to work the same way, however you will only check the SPED box if the teacher is providing case management services to the special education students in addition to teaching the core content subject.

Title ServicesAssignment carried out at another districtAs required by law, Title I funds are used to pay for certain services of students who are at a private school. Some public schools use these funds for transportation of the student to a public school to receive these services instead of the teacher carrying out the assignment at the nonpublic school. The location of the services is not important, however the district needs to identify the teacher is providing services to students at a private school.

When entering this information, be sure to place a checkmark in the box and then allocate that service were provided to that district and school.

In addition, this same thing happens with the special education services.

Updates to AdministratorsAdministratorsAll accredited public and nonpublic schools and districts must have a certified administrator. This can either be a superintendent or a CEO. The PRF will conduct an edit check and flag any school or district that has not entered an individual acting in this capacity.

A CEO may serve in the leadership role for the district or school in the absence of a certified school superintendent of K-12 principal. The holder of a CEO permit may not:

Complete teacher evaluations; or

Be designated as a superintendent, assistant superintendent, principal, or assistant principal.

School LibrariansSchool Librarians will be listed as a Teacher During the roll forward process school librarians will be transferred from an Education Specialist (previously called School Service Specialist) to a teaching position. There will be some situations where the crosswalk may not work perfectly. It is important to make sure your school librarians are entered correctly.

Areas to Review in the Staffing Screen:

Reporting Type. The reporting type of “school service specialist” was converted to either “Non-Certified” or “Certified”

Salary. The “school service specialist” salary for a school librarian was rolled forward as “instructional” salary. If they have additional responsibilities such as an educational specialist or administrative position review carefully to ensure the salary is correct.

Experience. The years of experience are difficult to crosswalk because it was previously identified as a combination of school service specialist/administrator. You will need to carefully check the years of experience to determine if it represents the number of years employed as a teacher, education specialist, and administrator.

System Wide Attendance Center. School Librarians previously listed at a “system wide” school should be coded to the correct attendance center. You will need to manually add these assignment records onto the system.

Position and Assignment Code. Check the position code and assignment code to ensure it is correct.

If your district is currently offering courses for high school credit to students below grade nine and your district is not listed here, please contact Carol Uecker at 605-773-4771.

If staff is offering high school credit to a middle school class, you will need to select an assignment code from one of the new dropdown categories of:

Non-Authorized Position CodeIf staff complete a plan of intent you will need to manually switch their position code from non-authorized to the appropriate position code of “elementary school teacher”, “middle school teacher”, or “high school teacher” so the system can deem them as completing their plan-of-intent.

NOTE: Previously when someone would take and pass the state-designated test an endorsement would automatically be added to their certificate. An endorsement will no longer be automatically added to a certificate, but instead must be requested by the applicant.

New Classified Codes

The new certification rules effective 7/1/2017 resulted in changes positions that are moving from the Staffing Screen in the PRF to the Classified Staffing area.

Staff moving from the staffing area to the classified area will need to be identified as no longer employed and given a code of “Employed by District in another capacity not tracked in Staffing Screen”. You will then add the FTE in the “Classified” collection instead.

Positions moving to the Classified Staffing Screen include: 111 - Speech/Language Pathologist ages 3-5 (Certified or Licensed) 112 - Speech/Language Pathologist ages 6-21(Certified or Licensed) 113 - Speech/Language Pathologist ages 3-5 (Non Certified or Licensed) 114 - Speech/Language Pathologist ages 6-21(Non Certified or Licensed) 115 - Special Ed School Social Worker (Certified or Licensed) 116 - Regular Ed School Social Worker(Certified or Licensed) 117 - Special Ed School Social Worker (Non Certified or Licensed) 118 - Regular Ed School Social Worker (Non Certified or Licensed)

As far as contracted services, those entries for Speech/Language Pathologist and Special Ed School Social Worker will not roll forward so you will need to manually move their services to the “Contracted SPED by Classified Staff” section.
