The Role of the Green Deal Advisor

Green Deal finance may be sought by homeowners and tenants alike. To gain access to this finance interested parties must first acquire a Green Deal Assessment.

This assessment is the gateway to the Green Deal. No one can enter into a Green Deal plan without a qualifying assessment and accompanying advice. This must be carried out by a qualified and accredited Green Deal Advisor.

The Role of the Green Deal Advisor

The Green Deal Assessment comprises two key stages which may be carried out separately or simultaneously, by the same, or by two independent, assessor(s). These are:

• The Energy Performance Certificate (EPC).• The Occupancy Assessment

If the work recommended in the Green Deal Advice Report is carried out, a further EPC will be needed to:

• Reflect the changes made in the Asset Rating by the improvements carried out.

• Record that a Green Deal finance charge has been attached to the property's electricity meter.

Green Deal Advisors are required to demonstrate a mixture of:

• Technical knowledge.• Practical competence. • ‘Soft’ skills - needed to engage with customers and provide them

with the advice and guidance they need to take informed decisions.

The advisor visits the customer to assess the energy performance of the property and advise on which approved measures should, singly or in combination, deliver energy efficiency improvements likely to meet the ‘Golden Rule’.

Ultimately only the Green Deal Provider will be able to determine whether the recommended package is affordable under the Green Deal.

The Qualification Skills

The Qualification

This qualification has been developed to enable learners to demonstrate the professional requirements expected by the Department for Energy and Climate Change (DECC) and laid down in National Occupational Standards (NOS). The qualification is required to apply for membership of a certification scheme, accredited in their turn by the United Kingdom Accreditation Service (UKAS).

The qualification uses the Qualification and Credit Framework (QCF) units developed by Asset Skills in consultation with representatives from industry organisations, employers and the other Green Deal Alliance Sector Skills Councils (Summit Skills and Construction Skills) in conjunction with the DECC and the Department for Communities and Local Government (CLG).

The qualification is available both to experienced energy assessment practitioners and also to those who have little or no previous background knowledge or experience of conducting energy assessments or delivering energy advice. Current practitioners may be able to reduce the overall learning requirement since they may already hold equivalent units (for QCF qualifications).

The Qualification Structure

To achieve the full ABBE Level 3 Diploma in Domestic Green Deal Advice, a learner must successfully complete all eight mandatory units. An additional unit is also available for learners to take if this is relevant to their work role; however this is optional.

• The overall qualification provides a total of 47 credits with total learning time of 470 hours.

• DEAs cover the first 4 units.• There is no exam.

1. Structured Green Deal Advisor assignment's.2. Produce THREE domestic Green Deal Advice Reports (GDARs)

using approved software, based on the data from the occupancy assessments.

3. Observed presentation of GDAR report.

Learning Time

Learning time is divided into Guided Learning Hours (GLH) and Private Study. GLH refers to the amount of study undertaken by learners under the direction of their tutors. This could include tutorials, seminars, workshops, directed research, project or assignment work and assessment.

Learning time is a guide to how long it would take the average learner with no prior experience to complete a unit. This is intended as a guide only and the actual amounts of time will vary according to the existing skill and knowledge of the individual learner.

2. Practice providing Green Deal advice and explanation with fellow trainees under Stroma supervision.

3. Use post course website to assist completing the of the portfolio:
