DON BOSCO PLANNING AND DEVELOPMENT OFFICE ANNUAL REPORT 2009

Don Bosco Planning and Development Office (DBDON) was founded in 1996 with a primary role of acting as a link in the activities, funding and support of projects favouring grass root communities. Its focus is on small to medium sized projects, mainly in the field of education, youth animation programs, HIV/AIDs awareness program, Agriculture and Micro finance projects identified by our local communities on the ground. As such this office develops projects that are approved by legitimate authority in the province in collaboration with the communities, look for funding agencies interested in sponsoring the project, monitor and report project to the funding agency keeping communication between the communities and donor agencies.

In line with our vision of empowering the young in East Africa, this year, DBDON has made a step further in not only reaching out to the young, but also the communities in Korr , Kakuma and Machakos affected by the adverse effects of drought. To this end, we would like to extend our gratitude to all our donors who have supported us in all our course and projects this year by funding us. Thank you all!

Summary of Interventions

Activity 1; Projects implementation, success and output

2009 has been a year full of activities for the Development office as the projects department worked hard in ensuring that we became a catalyst of change in the field of development, bringing about socio-economic empowerment of the underprivileged and marginalised youths of East Africa. This was evident from the number of proposals and project approval received.

We started off the year by presenting the first reports for the COMIDE Technical and vocational training program for both Kenya and Tanzania. This activity saw all the principals and administrators of our seven technical schools, sit together in Dar es Salaam and Nairobi to discuss on the challenges and strengths realised throughout the COMIDE project phase one year 1.

During the reporting process, the need for PSP review was brought up. The local communities proposed to have a refresher PSP to clearly map the present status of our Technical schools. This proposal was forwarded by Fr. George TJ during his visit to Belgium and they too felt that it would be good and approved it. We are currently reviewing the PSP plan for our technical schools to be submitted to DMOS-CMIDE in February 2010. We would like to acknowledge Mr. Gery Janssens who offered a three day workshop for the PSP II for AFE province. In addition, we thank all our directors and principals who attended the workshop and glad that all communities did bring forth their best ideas on board, in order to improve quality of training offered by our institutions.

We acknowledge the consistent help and support we have received from DMOS-Comide in implementing the Comide TVET project for Kenya and Tanzania vocational training centres. Through the project, our VTCs were able to reach out to the marginalized youths who hope for a better future was nothing more than a dream. Through provision of Technical education, youths enrolled in our centres have received skills necessary to change their livelihood giving them hope that tomorrow will always be better and brighter than today. Through the project, quality of technical education has been improved tremendously with increased capacity building for our technical staff. Our libraries have been revitalised with new and updated books, training materials were also purchased for students practical. In deed we appreciate your support.

The whole of Kenya is experiencing food starvation and the government has declared this situation a national disaster.10 million Kenyans are in danger thus in need for aid. With the failure of Kenya’s long rains’ season the worst affected areas being North Eastern, Eastern, North of Rift valley and coast provinces. DBDON did prepare proposals to various agencies abroad seeking for emergency food aid for the affected communities in Kenya with our priority being Korr , Kakuma and Machakos where the salesians are a reality. We are glad that most agencies especially New Rochelle procure and Bonn procure and Savio responded promptly and offered help both in cash and kind. With the donations, we were able to feed 3000 families in Korr, Kakuma and Machakos.

It was a long awaited dream and plan to set up a proper production and training facilities at Bosco Boys. This became a reality on 15th July 2009 with the help of JDW, Savio slovakia and Mr, Rajnikant Kantaria. Construction work is almost complete. We look forward to opening the facility at the centre in ensuring self sustainability. A big word of thank you.

Construction plan for DBYES training facilities for students and empowerment programs for young trainers through Comide is underway. With the completion of the project God willing next year, we are assured that we will be able to reach out to more youths through capacity building trainings and youth animation programs. Consequently reduce accommodation and training expenses that our local communities encounter when animating the trainings and seminars.

Our technical schools stress the point of training on the job. A Carpentry student gets the training of cutting and making joints but he cuts and joins to make a stool. He has the practice of cutting and joining but the final product is a stool. It is by selling that stool we get the money for their food and teachers salary. This is true for all the departments. In the process the profit will be only from the well qualified students. And the reimbursing of materials of workshops remains a problem. If we increase the fees of the students, we won’t be able to cater for the poor boys and girls. Activity 2; Project development and reporting

As It is our goal to support SDB communities in promoting a planning mentality and assisting them formulate & develope comprehensive development programmes for the socio-economic empowerment of the underprivileged in East Africa, this year DBDON not only reached out to the local salesian communities but also partnered with international organizations to develop comprehensive development projects.

Notably, DBDON approached various Donor agencies both locally and internationally seeking support for the local communities in Kenya and Tanzania. We extend our gratitude to all our development partners;Jugend Dritte Welt ,Savio Slovakia, Don Bosco Jugend Eine Welt, Dmos Comide, New Rochelle,Secours Catholique,stiching porticus,Red De porte, Austcare Caritas Italiana Caritas Spain, Don Bosco Missionprokur,Misereor,Terre de Hommes,Missiones Salesianas Kinder missions werk for supporting us in preparing the proposals and reports for the above completed and on-going projects. God bless you.

At present, our technical institute are constrained due to lack of adequate funds to update our

training workshop necessitated by the rapid industrialisation process. In order to provide quality training, there is therefore the need to match our workshop with modern equipments and machines

as well as training materials. It is in this regard that we appeal to all our well wishers and individuals to support our cause through cash or kind in revitalising our current workshops in our bid to provide

quality training for the marginalised youths in East Africa. Activity 3; Capacity building programms

The quality of output produced by any organization meagerly depends on the staff competence and skills. It is in this regard, with the support from Dmos-Comide, DBDON was able to conduct the below seminar for its staff, technical instructors and production workers throughout the year. In response to the need of raising the skills of managerial and training staff through the following educational programs conducted in both Kenya and Tanzania:

In-service Training for Instructors and supervisors on (quality production process). TVET Specialized course for Instructors, (SMART instructor) Human Resource and Managerial Training Team Building for DBDON staff Short Term Upgrading courses for DBDON staff and technical instructors Continuous In-service Training on (effective workshop supervisor) Comide Training Seminar

The impact thereof has been effective and efficient running of the program in bid to meet the set targets so as to embrace the core mission of supporting the marginalized youth. The end result is to ensure there is increased access to education and offering of quality training in the vocational training centres.

Activity 4: Campaign Awareness and Youth animation programs Technical education and training focuses on the disadvantaged group, who often do not have the financial means to continue with their education.For the youth in technical schools, they are exposed to a multitude of problems. One major hurdle has been the changes in lifestyles. The once established system of responsible parenthood backed by a strong sense of culture has been significantly eroded. As a result, child and youth upbringing has been left more and more in the hands of others such as teachers, doctors, peers and the mass media.

Conflicts among parents and “modern” convention have made broken marriages and single parenthood prevalent. This has adversely affected youth upbringing and value-creation. The consequences have been juvenile crime, sexual relationships resulting in unwanted pregnancies, abortions, delivery complications and sexually transmitted infections including HIV/AIDS.

Key to this sector was to enhance cultural integration for the youth, thus improving the societal social cohesion. It is in this bid that we conducted more socio cultural awareness programs for the youths in conjunction with DBYES Upanga, DBYES Karen, and the life choices programs. The following activities were conducted in both Kenya and Tanzania.

These activities have led to creation of knowledgeable attitude towards life challenges facing the youth, consequently making them be able to make informed decisions regarding their life targets. We are indeed grateful for all our donors, well wishers and benefactors who supported us in this course.

ACTIVITY 5: MONITORING AND EVALUATION

Monitoring and reporting is an essential component in every development operation or process today. In Essence, monitoring ensures that each development project is effective by tracking the results and impacts of the project. Thus, monitoring and reporting ensures that there is effective implementation, transparency and

accountability.Therefore, tracking all major project inputs, activities and results through verifiable indicators and to justify the expenses as per the budget headings.

Don Bosco Development Office assists its local partners in project implementation ensuring that planned activities are done according to plan. This is through project visits regularly to assess project progress and review expenditures as well as identify areas of potential conflict. In turn, DBDON submit quarterly financial reports to the respective donors, covering income from our benefactors and other sources and the expenditures of every budget line.This year, DBDON managed to conduct, three major evaluations for our technical schools. Main objective being to strengthen the existing institutional procedures and systems.

The evaluations included:

METHODOLOGY used included:The evaluation targeted the Management, all technical instructors, and the primary project beneficiaries the students.Data Collection Techniques included questionnaires, interviews, direct observation, and focus group discussion. The collected data was analyzed and interpreted in preparation for integration and synthesis of findings.

The government of Kenya and Tanzania introduced free universal primary education in January 2003. This helped reduce our burden to a large extent. However, this offer is for Government schools and not private schools where most of our children are enrolled. This means that we are still paying school fees for those in secondary and primary schools. As much as education is said to be free, there are other many hidden costs. Stationery, textbooks and uniforms are some of these costs that we have to provide for all our students.

The Sponsorship Desk at the Development Office has the primary aim of obtaining assistance to help the poor and needy children in paying school fees, clothing, medical care and other basic needs from our Don Bosco Communities. Notably, during the financial period 2008/2009 DBDON paid up to 4,154,941.50Kshs for student’s sponsorship in Kenya and Tanzania through its internal sponsorship funding.

None the less, DBDON is indebted to Mission Procure Porland, Kindermissionswerk Germany, Missioni salesianas Madrid, and Procura Missions Don Bosco Turin for the external sponsorship support they have accorded to our young people in East Africa.

This means we require more external support from all our well wishers as education is the core facet in any human as well as economic development.

HIGHLIGHTS OF ACHIEVEMENTS This programme has been able to ensure that needy students get quality education and training enabling

them to improve their lives individually as well as that of their families.

DBDON Job Placement office

Job Placement is a recruitment and career guidance office under the development office with its primary objective being, to create and enhance the links between co-operate firms and Don Bosco training institutions in view of exploiting job vacancies available for its graduates in Kenya and Tanzania. It also endeavors to determine problems faced by job seekers (graduates) in their current places of work and to look for the best possible solutions.

Our main Objective is:

- To helps boys and girls that have completed their technical studies in seeking employment in the various industries within the city centers and it’s surroundings.

- Act as a link between the Don Bosco institutions and the companies / industries in preparation for graduates’ placement of work at the end of their training.

- Carry out follow ups on graduate progress in industries employed.

Summary of interventions;

Activity 1; National Youth Employment Conference

This year, our JPO officer was able to take part in the National Youth Employment Conference held on 22nd and 23rd

May 2009 at Kenyatta International Conference Centre (KICC). The attendance were all youths from all over the country coming together to share their ideas on why youth unemployment is a big crisis for our country’s economy. The objectives of the conference were to make the youths become employable, through the various micro-finance programs developed by the ministry of youth affairs.

Activity 2; Career Training 2009

Through Dmos- COMIDE, we are glad that in partnership with World Youth Alliance Africa and JPO office Dar es salaam, we were able to conduct career guidance training for all our Technical schools .This year, JPO office managed to reach out to 344 students in Kenya and 116 students in Tanzania.

The results of the trainings were impressive and well appreciated by the students who are the direct beneficiaries of the project as well as the companies that our students join. From the trainings, it is evident that more students are now able to present themselves better to employers, secure job vacancies in their respective countries.

Topics covered during trainings included: 1. Time management2. Communication skills3. Entrepreneurship skills4. Work Ethics5. Leadership skills6. Dress and Presentation skills7. CV Writing8. Interview skills

Activity 3; increased collaboration and networking

In the year 2008-2009 more than 366 students were placed for jobs to various industries in Nairobi,Dar es salaam,Dodoma,Iringa,Tabora, Kisumu, Thika and Mombasa. Today,Moreover,the office has been well known by many companies, this is a clear indicator of our growth ,through the number of calls we receive daily from potential employers and companies, seeking employees in various fields of the student’s trainings.

Challenges:

- Refugees Employment: With the policy of encarpment, refugee employment remains a challenge. Despite their qualification, the refugees are still unable to work in Kenya. Hence, we appeal for funds to support small micro-finance schemes for the youths to start their small business, applying skills earned through entrepreneurship training. We would like to thank caritas Italian for supporting the Sudanese refugees with the toolkit program. Thank you!

- Centralization of industries: Most industries are located in most urban areas both in Kenya and Tanzania. The result has been the continued influx of rural to urban migration that has seen the rise of slums and shanties in urban areas. The situation is the reverse for our students since most of the qualified graduate’s turn-down job opportunities due to their family income and high poverty index. For the majority of students, the high cost of living associated in the city deters them from taking up job opportunities despite our efforts.

Based on Statistics of Job Placement register 2008-2009, the approximate annual capacity to be registered stands at 400. This would require industries as well as individual entities to support our youth with job vacancies as well as industrial attachments. This we appeal to our current and new

entries to partner with us in this noble task of empowering the youth through employment.

DBDON MARKETING

The main objective of DBDON Marketing office is to market our Technical and Vocational Training centers to the public and industrial sector. This is by establishing and maintaining links between our local communities, industries and potential customers interested in purchasing our products and services.Eventually we seek to promote self sustainability of our institutions through income generated by sale of products and services produced by our excellent staff, trainers and students.In-conjuction with the JPO office; we also market our students to potential employers and provide feedback to the Technical institutions on quality of products based on consumer’s remarks.

Activity 1: Past Pupils Coverage

In conjunction with BEAMS (Bosco East Africa Media Services), DBDON marketing office had a video coverage of Don Bosco past pupils students. The video was aimed at encouraging more students to join Don Bosco Past Pupils movement, which seeks to create market our students to potential employers through sharing of experiences.We invited various key Human resource managers from leading industries to share with the past pupils on various topics. We are indeed grateful that through Dmos-Comide, the video coverage was a success, used to encourage our current students that they equally have the potential. God Bless!

Activity2: Techno Exhibitions

One way of marketing products from the technical schools is Techno’ Expo. Every year, in partnership with the salesian communities, we prepare techno exhibitions that provides the students, instructors and production workers to explore their creativity both in Kenya and Tanzania. This year we were happy to include our refugee students in the Nairobi Expo’ held in KICC in May 2009.Through the exhibition, the centres were able to generate some income to meet the operational expenses for their centres, increase their chain of customers as well as market their products to general public. We take this opportunity to thank all our institutions for the good work and co-operation.

DBDON Life choices project

An estimated 40 million people are living with HIV/AIDS. More than 10 million of them are young people between the ages of 15 to 24, of which Sub-Saharan Africa has almost 2/3 of all young people living with HIV/AIDS – roughly 6.2 million.

To curb the devastating impact of HIV/AIDS in youth in Sub-Saharan Africa, Salesian Missions has been implementing the Life Choices Program in three countries; Kenya, South Africa and Tanzania since 2005. The goal of Life Choices program is to enable youth to take ownership of their lives. It proposes to empower them with positive life skills that will enable them prevent HIV infection and gain more knowledge on issues of sex and sexuality using abstinence and be faithful approaches.

The program targets youth ages 10 to 19 with core messages of abstinence and be faithful (AB) to prevent HIV infection. The program employs a multipronged approach to HIV/AIDS prevention to the youth through;

Teaching sexual abstinence until marriage as the best, healthiest and safest choice.  Use of interactive methods and learning techniques such as games, skits and demonstrations

This approach not only offers youth health education on HIV/AIDS and other sexually transmitted diseases (STIs), but also offers life skills training to enhance good behavior formation and development of personal values with parental/teacher/community support.

It also provides training workshops to share ideas with parents in communicating with their children. This encourages parents to support their children to delay sex until marriage and make healthy choices for their lives.

Key program activities

The Life Choices Program-Kenya provides A&B messages to youth 10 to19 years of age at Salesian sites in Central, Nairobi, Eastern, and North Eastern provinces covering a total of 34 schools.

Life Choices-Tanzania Program is being implemented in 11 locations across Tanzania: Dar es Salaam (Oyster Bay, Temeke and Upanga), Dodoma (Don Bosco and Dominic Savio), Iringa, Mafinga (Makalala, Parish and Seminary), Moshi and Shinyanga. 38 schools are covered.

The main program activities include the following; Facilitating HIV prevention and Life skills training sessions for both in-school and out-of-school youth Training of Peer educators in target schools Training Parents on parenting skills

Developing Behavior Change and Communication (BCC) messages as additional reinforcement to reach youth Holding Training workshops for teachers on Life Skills Education in collaboration with Ministry of Education. Building partnerships with youth friendly VCT providers to continually foster and encourage both youth and

adults to know their HIV status.

Key program achievements

To date the program (Kenya and Tanzania) has reached over 130,000 youth in and out of school with A&B messages .Through the Behaviour Change Communication(BCC) events more 31,000 youth have been reached with HIV prevention messages and over 3,000 youth tested for HIV through partner youth friendly VCTs. In addition, many youth have also been referred to youth friendly VCT centers. Over a total of 3,500 peer educators have been trained and mentored so as to assist in rolling out program activities. This has reinforced and supported the sustainability of program activities in schools.

The program has also enabled over 500 parents to be trained on child-parent communication. During the course of years the program has been able to develop, revise and adapt IEC (Information Education and Communication) materials and training manuals.

The program continues to be implemented in public and Salesian schools and is impacting positively on the youth reached. The program has continued to build the capacity of all the facilitators through internal and external trainings and baseline surveys and evaluations are conducted regularly to inform the program.
