California is leading the nation in the implementation of the Affordable Care Act through its Health Benefit Exchange and the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) project which will provide health care options to millions of Californians. CalHeers implementation requires integration of data at the state, federal and local levels. This has lead to two very complex sub projects to achieve the goal of the Health Benefit Exchange and CalHeers project that there will be “no wrong door” for any Californian seeking health insurance:
HealthCareExchangeMedi-CalInterfaceProject – The purpose is to integrate Medi-Cal Eligibility Data System (MEDS) and its sub-systems with CalHEERS and the County Consortia systems and
StatewideAutomatedWelfareSystems(SAWS)IntegrationwithCalHeers– California has three County-consortia based Welfare systems. Integration across three systems introduces unique data integration and data sharing challenges.
Thisworkshopwillfocuson:• Key challenges to these integration projects will be managing data across
multiple systems• Developing a robust data governance structure among all of the partners –
State, Federal, and Local counties • Integrating the State of California’s Department of Health Care Services MIS/
DSS Data Warehouse into CalHEERS and utilizing as a centralized repository for the Health Care Exchange data.
• Integrating three county consortia based systems with the CalHeers solution through the use of data interfaces and use of common Business Rules Engine
• Ensuring proper Service Level Agreements (data sharing agreements) are in place for data management and distribution.
