The triangular neighborhood is bounded by three major transit arteries: Powell Boulevard to the north, Foster Road to the south, and 82 nd Avenue to the east. Foster-Powell has gained a reputation as an ethnically diverse neighborhood, with growth in the neighborhood’s Russian, Vietnamese, Chinese, and Hispanic populations. Currently, Foster Road is experiencing a major face lift which will promote safer traffic speeds, provide more pedestrian crossings, improve sidewalks, and add valuable bike lanes. Did You Know? Foster Road is named for early settler Philip Foster. Philip was the brother-in-law of Francis Pettygrove – winner of the infamous Portland/Boston coin flip. Foster is home to the historic 1918 Wikman building. Listed in the National Register of Historic Places in 2016, the Wikman building remains an outstanding example of the Colonial Revival style, and was the first civic structure in Oregon to be named after a woman, Finnish immigrant and anti-poverty advocate Lea Wikman. Built as a Carnegie library, today the Wikman building hosts Hallowed Halls recording studio: a fitting purpose since Woody Guthrie and Pete Seeger are said to have performed free concerts there in the ‘60s. Foster Road was an early market road, along with streets like Sandy Boulevard and Cully Boulevard. These roads deviate from the dominant street grid because they follow the historical routes of Native American trails.
