Douglas International Port Authority (DIPA)A public/private non-profit regional organization representative of port stakeholders in the Douglas Agua Prieta region.
Key Duties/Accomplishments:
• Communicate the needs, concerns and issues to all levels of government.• Advocate on behalf of port users by providing a connective forum for all
users to interact with U.S. CBP, FHWA, ADOT and relative U.S. and Mexican governmental agencies for input relative to improving and increasing efficiency at the Douglas POE.
• Assisted in the expansion of Eurofresh Farms Fresh Pak Operations to Agua Prieta.
• Successfully established on behalf of port users the expansion of commercial hours of operation to include Saturdays not previously available at the POE
• Successfully advocated $3.5 million to the Arizona Department of Transportation (ADOT) for the design and construction of Chino Rd.

Overall:-State of the art inspection systems -Modernize security systems and facilities -Untangle and improve vehicle and pedestrian circulation -Add primary inspection capacity -Increase capacity for (FAST) and SENTRI Lane -Improve water and energy efficiency

• 2010 – Apply for 2012 design and site acquisition funding• 2012 – Purchase adjacent land parcels and begin design • 2014 – Begin construction for commercial import/export facilities • 2015 – Move commercial import/export facilities from existing port and
connect to new commercial crossing location in Agua Prieta. Begin modernization and expansion of pedestrian and privately owned vehicles inspection facilities.
• 2016 – Expansion and modernization complete
Note: GSA requests the government of Mexico to conduct a SIMFRONTERAS model run to the proposed facility expansion in order to identify maximum volume of vehicles that can be process.

Ongoing Activities
• Completion of the weight inspection station for the Arizona Department of Transportation (ADOT) intersection of Hwy 80 and Hwy 191
• City of Douglas preparing construction drawings/request for bid documents for the construction project of the realignment of Chino Rd—North
• $3.5 million CBI (Coordinated Border Infrastructure Program) funds awarded on behalf of the Arizona Department of Transportation (ADOT) to extend Chino Rd. south to proposed commercial port of entry and to perform a Design Concept Report (DCR) and Environmental Assessment (EA).
• The Chino Rd. Extension project IGA/JPA was approved by the Council last Wednesday (5/14) and has been forwarded by ADOT for their final execution. ADOT is planning to issue the Notice to Proceed to their on-call consultant so they can begin the design process of the Chino Rd. Extension no later than the middle of June.

Modernizar los accesos aduanales para formentar el desarrollo e intercambio comercial y de imigracion de nuestro pais con los Estados Unidos de Norte America.
Las actuales instalaciones y vias de acceso en el paso fronterizo de la Ciudad de Agua Prieta con la Ciudad de Douglas Arizona, han quedado absorbidas por la mancha urbana y algunos otros asentamientos que limitan el desarrollo comercial y de migración, así también esta zona presenta congestionamientos viales y escasos estacionamientos para el transporte pesado y para los ciudadanos que frecuentemente cruzan la frontera.
Datos Generales Del Proyecto • En la reunion de ‘Arizona-Sonora Border Liaison Mechanism’ (25 de
marzo, 2010) se afirmo por las dependecias Mexicanas Federales el proyecto de ampliacion de la Aduana Fronteriza Agua Prieta.
• El H. Ayuntamiento de Agua Prieta, Sonora desincorporar el bien inmueble ubicado entre Calle 1 y avenidas 2 y 3 y Calle 2 Avenidas 2y 3, a favor de la Secretaria de Hacienda y Credito Publico y el INDAABIN para la ampliacion de la Aduana Fronteriza.
• Autoridades de los tres niveles de Gobierno y Ferromex realizan un recorrido (3 de febrero del 2010) por el puerto fronterizo. El representante de Infraestructura de Administracion General de Aduanas, Luis Iroretagoyena, el gerente de Comercio Exterior de Ferromex, Alberto Castillo y el representante de la Secretaria de Infrastructura y Desarrollo Urbano del Gobierno del Estado (Sidur). 10 millones de dolares los que el Gobierno Federal tiene etiquetado para el proyecto.
• Derrumbo de edificio comercial por parte de el H. Ayuntamiento de Agua Prieta para la ampliacion de la Aduana Fronteriza.
• Afirmacion por Secretaria de Comunicaciones y Transportes (SCT) volumen de trafico para el proyecto de ampliacion.
