The Operations Division consists of the following

departments: Operations and Maintenance,

Planning & Construction, Safety & Security,

Energy and Sustainability, Outdoor Education,

LEAN and Transportation.

The Operations Team is focused on innovation,

integrity and building human talent. We

accomplish this by:

Employee Engagement Establishing systems, practices and processes that

support employee participation, decision-making

and communication.

Financial and Community Stewardship Establishing and executing integrity in budgetary

and financial management that ensures long-term

fiscal excellence with vital tax payer resources.

Customer Satisfaction Creating value for students and tax payers

through the highest innovation, quality and

efficiency at the lowest appropriate cost.

Innovation Creating a culture where the best ideas are

generated from frontline employees who

continuously create solutions, processes, services,

products, technologies and ideas to support our

core mission in education.

About the Strategic Plan

The DCSD Operations Division’s strategic plan is aligned to the district

priorities of Safety, Choice, World-Class Education, and System

Performance. The Operations Team has established departmental goals to

achieve each priority, strategies to obtain each goal, and tactical initiatives to

carry out each strategy. Tactics are evidence-based and SMART (Specific,

Measurable, Assignable, Realistic, and include a Timetable).

In addition to systems alignment and measurable tactical plans, Operations

embraces district core values, and within each department have further

refined tactics to specifically highlight impact on customer service, financial

stewardship, employee engagement, customer satisfaction, innovation and

operational efficiency.

At the core of the Operations Strategic Plan is a team philosophy that

‘system performance’ is a vital foundational element that underlies and

supports all goals and strategies that cascade from the four district priorities.

Based upon that philosophy, Operations is creating a culture of innovation

and mutual respect in which all employees are leaders. Our culture values

and rewards exploration and creation of new ideas and concepts, and assures

a system of thoughtful and deliberate integration and implementation. It also

reinforces the elimination of waste and inefficiency through evidence-based

continuous improvement, unified best practices, transparency, accountability

and respect for others. This culture of continuous process improvement and

frontline empowerment is designed to create the highest level of efficiency

and deliver true value to students and tax payers.

Priorities Create a permanent culture of evidence-based physical safety that focuses on: innovation, accountability, unified best practice, proficiency/mastery, and a comprehensive community approach.

After-action reporting for intra-District and extra-District safety and security events. Create and lead national safety and security conference at DCSD.

Collect, assess, and report school safety through quantitative and qualitative measures.

Collaborate integrally with PK12 to design and implement accreditation and evaluation process to measure proficiency/mastery of Safety unified best practice.

Create outreach/educational programs that engage local law enforcement, teachers, students, parents and staff in comprehensively leading and teaching safety and security engagement and innovation.

Create the highest financially responsible access and innovative physical learning environment choice to obtain personalized superior skills for a competitive edge in the market place of the student’s chosen field of passion

Provide the highest quality transportation services at the lowest possible cost to support optimal student choice of schools.

Integrate and implement Evidence-Based Design (EBD) in planning, construction and renovation to create and sustain innovative learning environments that support 21st Century learning in all schools.

Create optimal safety and physical learning environments for all schools so that student choice is based solely on academic choice.

Create and sustain safe, supportive, nurturing, inviting and innovative learning environments.

Integrate and implement Evidence-Based Design (EBD) to create and sustain innovative learning environments that support 21st Century learning in all schools.

Optimize student learning by providing comfortable and healthy environments to support creativity and innovation.

Create and sustain optimal safety and physical learning environments for all schools so that all student choice is based solely on academic choice and passion.

Create a permanent culture of objective measurable accountability, unified

best practices, employee engagement and empowerment, pay for performance, and evidence-based critical thinking and continuous process improvement

is a cutting-edge comprehensive

management system originally developed

by the Toyota Motor Company. Focused

on empowering people talent and

operational efficiency, it is now the

standard of care and strategy for many of

the most successful industries and

companies around the world. The central

idea is to maximize customer

value while minimizing waste. LEAN is

about creating more value for customers

with existing resources, freeing up people

and time to focus on truly value-added

services for customers. The ultimate goal

is to provide the highest possible quality

at the least appropriate cost to the

customer through a culture that rewards

continuously improving performance and

generating ideas and decision-making on

the frontlines.
