LOCATION

The project is located north of Baia Formosa, the easternmost town in the Brazilian state of Rio Grande do Norte located in the northeastern region of the country. Rio Grande do Norte occupies the northeasternmost tip of the South American continent. Because of its geographic position, the state has a strategic importance, being the closest location to Europe accross the Atlantic Ocean. The state capital and its largest city is Natal, located one hour north from Baia Formosa. Natal is considered to be one of the fastest growing cities in the country.

The investment site covering an area of 2.571 ha is located in northeastern Brazil in the state of Rio Grande do Norte in the city of Baia Formosa between two state capitals of the Northeast region – Natal, state of Rio Grande do Norte (95 km) and João Pessoa, state of Paraiba (120 km).

The new airport, 99 km from Baía Formosa, is supposed to become in the nearest future a strategic airline hub in Brazil. A strong incentive for its development is the recent decrease of the tax for aviation fuel from 17% to 12%, and for international flights to 9% – lowest rate in Brazil.

NATAL AIRPORTLocated in São Gonçalo do Amarante, Natal Airport has been op-erating since May 31. It is the first airport in Brazil to be 100 percent managed by the private sector: The Inframérica Consortium. As a result, it was the first to submit an infrastructure plan and was built from scratch in record time. In fact, it started operating seven months ahead of schedule.

INVESTMENTS Natal Airport - Augusto Severo currently receives 2.6 million passen-gers per year, rising to 6.2 million in 2024 and reaching 11 million in 2038, with investments of close to R$ 560 million.In the second phase its capacity will be expanded to 11 million pas-sengers per year – the expected demand for 2038–, with investments totaling R$ 650 million during the 28-year concession period.

AIRLINE HUBLATAM Airlines Group S.A. now includes LAN Airlines and its affiliates in Peru, Argentina, Colombia and Ecuador, and LAN Cargo and its affiliates, as well as TAM S.A. and its subsidiaries TAM Linhas Aéreas S.A., including its business units TAM Transports Aéreas del Mercosur S.A., (TAM Airlines (Paraguay) and Multiplus S.A. This association creates one of the largest airline groups in the world in terms of network connections, providing passenger transport services to about 140 destinations in 24 countries and cargo services to about 144 destinations in 26 countries, with a fleet of 318 aircraft. In total, LATAM Airlines Group S.A. has approximately 53,000 employees and its shares are traded in Santiago, as well as on the New York Stock Exchange, in the form of ADRs, and Sao Paulo Stock Exchange, in the form of BDRs.

Study commissioned by LATAM Airlines Group from the Consulting Firm Oxford Economics reveals the multiplying effect of the initiative on the economy in Northeast Brazil: each dollar invested in the hub by LATAM Airlines Group should generate between 5.2 and 5.8 dollars in new economic activities, considering the average over the first five years of operation.

This study was one of the factors considered in the LATAM Airlines Group’s analysis of the hub imple-mentation and highlighted the potential for expansion of development to the entire Northeast region of the country.

The report prepared by Oxford Economics reveals that the creation of a hub in Northeast Brazil will have economic benefits in various areas. These benefits include a multiplying effect on the economy: the study revealed that each dollar invested by LATAM Airlines Group in the hub will generate between 5.2 and 5.8 dollars in new economic activities, considering the average of the first five years of operation.

AIRLINE HUBAccording to the Oxford Economics study, the hub can bring an additional growth of US$ 374 million and US$ 520 million to the GDP of the three participant cities, considering the average of the five first years of operations, the equivalent to a growth of 5% to 7%. In five years, this represents from US$ 1,9 billion to US$ 2,6 billion. In the same period, the hub’s potential for creating jobs is estimated between 34,000 and 42,000 in the entire northeast region.

The study also points out that creation of a hub in Northeast Brazil has the potential to increase the region’s economic competitiveness. This increase would result from accelerated economic development, greater access to foreign markets via exports and movement of workers, as well as attraction of foreign investment.

During the first phase of development, in the first two years, the northeast hub will move 1.1 million passengers on long-haul flights and between 1 and 1.2 million passengers domestically and between neighboring countries in South America per year. LATAM Airlines Group currently transports 33.5 million passengers within Brazil and another 6 million passengers on international flights from and to the country.

With the implementation of the hub in Northeast Brazil, LATAM Airlines Group will serve new destina-tions in Latin America and create new direct connections between the Northeast and major cities in Eu-rope, in addition to the destinations currently served by the LATAM Airlines Group in South America. The new hub will also increase the number of domestic routes and facilitate access to other Brazilian regions and neighboring countries that are currently less accessible.

HISTORY

The northeastern tip of South America, Cabo São Roque, 20 miles (32 km) to the north of Natal and the closest point to Europe from Latin America, was first visited by European navigators in 1501. Between 1501–1502 Portuguese expeditions led by Americo Vespucio discovered this territories inhabited by the Potiguar tribe. For decades thereafter, no perma-nent European settlement was established in the area.

In 1597, after some years during which French pirates, led by Jacques Riffault, established regular commer-cial activities with the native population, the ninth Portuguese Governor-General of Brazil, Francisco de Sousa, ordered the expulsion of the buccaneers taking possession of the region for the Portuguese Crown.

Last century, Natal benefited from the growth of the industries of salt (the north of Rio Grande do

Norte is the largest producer in Brazil) and petro-leum (the largest inland Brazilian reserves are in the State); in the past decade the state has grown in production of sugar cane used for sugar, alternate fuel and the typical alcoholic beverage Cachaça.

In the neighboring state of Pernambuco, on the outskirts of Recife, lies the historical city of Olinda at approxi-mately three hours south from the project site. Besides its natural beauty, Olinda is also one of the most important of Brazil’s cultural centers. Declared in 1982 a Historical and Cultural Patrimony of Humanity by the UNESCO, Olinda relives the magnificence of the past every year during the Carnival, in the rhythm of frevo, maracatu and other rhythms. Olinda portraits one of the best remnants of Brazilian colonial architecture.

The basic concept of use and occupation of the area suggested for the ECO ESTRELA Project is entirely integrated with nature, aimed at a harmonious coexis-tence of real estate, sports and leisure equipments with natural features of relevant environmental interest that shall be protected on the investment site.

The concept for the investment is based on the devel-opment of a range of sustainable tourist activities kept in harmony with local nature and following all criteria and occupation indexes established in the relevant environmental legislation. The ECO ESTRELA Project is located 95 km South from Natal, capital of the state of Rio Grande do Norte and at a distance of 120 km North of João Pessoa capital of the state of Paraíba.

Located in one of the most privileged areas of the Brazilian Northeast, considering its touristic and real estate potential, the investment site lies on the closest spot in South America to Europe and Africa and covers an area of 2.571,00 ha and has a coastline of approx. 6,5km.

The ECO ESTRELA Project is expected to host areas destined for resorts, hotels, inns, technological centers, commerce and ser-vices, horse riding center, Projeto Tamar Center (Center for Turtle Research and Protection) as well as green areas and a golf course. The junction of natural beauty and an orderly occupation is aimed at the creation of a sustainable tourist destination focused on high standard local and international niche markets. The suggested occupation model respects public space through the creation of elements that will emphasize the landscape value and natural road system.

Eco Estrela Project offers a magnificent natural setting for a coastal resort. SURF BOUTIqUE HOTEL AND TURTLE RESEARCH CENTERPositioned on a windy side of the beach the Surf Boutique Hotel’s forms will talk of wind, waves, kits, movement and flow. Tall grasses, canvas shades and boardwalks will create a relaxed setting for those who love to surf and feel the power of nature.The Turtle Research center will rescue sick and wounded turtles and help them recover in a friendly setting, while providing education on the matter to visitors of all ages.

TECHNICAL RESEARCH CENTERA space for education, knowledge and investigation of the richness of the land and water, this research center will offer the community the possibility to bring back lost fish and better crops by also giving a hand to the growth of the area.

The investment is supposed to become a world known reference through the implementation of several projects that will integrate tourism and ecology with sustainability and work, around its main attractions – nature, sports, tranquility and fresh air and unique climate offering over 300 sunny days per year. One of the mottos of the project is “Live and work in paradise”.

The strategic hubs of the investment are areas by the seaside with resorts and hotels and the Technological Center with business areas and a conven-tion center connected with the southern tip of the site that will host the small lodges with regional character, regional restaurants, local art shops, local commerce and a magnificent golf course and ocean view. The remaining part of the site will host touristic and leisure facilities (golf course, horse riding center, beach clubs, etc.).

The diversity of the area with a wide beach strip, plateau, dunes, one of the largest and most beautiful mangroves of the state, lagoons, rich flora, thousands of coconut palm trees create an entourage where constructions will be integrat-ed with nature in perfect harmony.
