London’s Major Port – Connected, Creative, Consolidated

At the heart of one of the world’s most dynamic and busiest waterways, the Port of Tilbury is London’s Major Port, offering connections and access to over half of the UK’s population. The port is a diverse, multimodal, multi-talented hub handling an extraordinary range of cargoes – and it’s growing. The port is investing in an expansion plan that will see the port grow by over 25 per cent in the coming years.

The Port of Tilbury is the largest and most dynamic port on the River Thames. Handling 16 million tonnes of cargo each year, employ-ing over 3,500 people and contributing £388 million to the UK’s economy, we are a suc-cessful and key port for London and the South East. The port is significantly expanding.

The key to the success of Tilbury is diversity. We are continuing to invest in dedicated termi-nals and state-of-the-art facilities for handling a wide range of cargo, including large volumes of scrap metal and other recyclable materi-als as well as bulk cargo, containers, forest products, general cargo, grain, reefer traffic and ro-ro. Our strategic location and excellent transport links make Tilbury the natural point for distribution, with 18 million people living within 75 miles. The port covers nearly 1,100 acres and is well positioned to access the M25 orbital motorway and the rest of the UK’s national motorway network. There are also direct rail connections within the port with access to the whole UK; and dedicated barge facilities to central London carrying materials for the construction industries.

We are known for our excellent portcentric logistics and this was recognised by the organising committee of the 2012 London Olympics, who based their logistics hub at the port. Today, our new distribution centre for Travis Perkins, which opened in 2015, where building materials are distributed within hours of coming off a ship, shows that port- centric logistics is the way to go. In 2016 NFT Distribution opened a temperature controlled distribution centre at Tilbury with more than 230,000 sq ft of new warehouse space and created over 700 new jobs. London Container Terminal, which together with the port handles about 500,000 containers each year, is a significant part of our business. Investment is ongoing as we look to expand our shortsea business while continuing to attract deepsea container traffic.

We are the largest paper handling port in the UK with over 3 million tonnes of paper and other forest products each year at dedicated Paper Terminals. The port is also the largest import and export terminal for grain, and the UK’s largest waste/recycling export port.

We are a busy cruise port, with over 100,000 passengers each year using the recently upgraded London Cruise Terminal to embark or enjoy a visit to London. At Tilbury, it is our hard-working people, connections, location and portcentric offering that make us a world-class port working with some of the biggest brands around the world.

Strategic location

TILBURY IS A DYNAMIC AND DIVERSE HUB, IDEALLY POSITIONED FOR ACCESS TO THE M25 LONDON ORBITAL MOTORWAY AND THE REST OF THE NATIONAL ROAD NETWORK

06

Page 9: Download Tilbury Port Handbook

Tilbury is London’s major port, providing fast, modern distribution services and offering excellent connectivity to and from London and across the South East.

Tilbury is a dynamic and diverse hub with expertise in handling paper and forest products, shortsea and deepsea containers and ro-ro, grain and bulk cargo, construction and building materials and recyclables. It is also a centre for cruise ships.

The port is ideally positioned for access to the M25 London orbital motorway and the rest of the national road network and 70 per cent of the UK’s population can be reached within a 120-mile radius.

The 1100 acre port has 56 operational berths, 31 independent operating terminals and a total quayside of about 10.2 km. Most of the berths are inside the panamax-sized lock, but there are also deepwater berths on the River Thames, including at the London Container Terminal and the London Cruise Terminal. The port has over 7 km of roadways and about half a million square metres of warehousing in total.

There are major handling facilities in the port for grain and dry bulks as well as recycling facilities and two rail terminals. The port is also home to the London Container Terminal and the largest reefer facility in the UK.

A biomass power station is under construction at the port’s northern limits, and a portcentric chilled storage and distribution centre has been opened recently by NFT.

To the east of the port lies the London Distribution Park, a new development of bespoke industrial, warehousing and dis-tribution facilities covering about 70 acres. Freehold and leasehold sites from 60,000 to 810,000 sq ft are available to third parties.

To the east of the operational areas lies the Fortress Distribution Park, which offers ware-housing and logistics services related to recy-cling as well as car storage, haulage depots and one of the three rail terminals serving the port. The riverside London International Cruise Terminal is also located in this area.

The Port of Tilbury has purchased 152 acres of land, including a further deep water jetty, close to the east of the port on the site of the old RWE operated power station. This land will be part of an expansion of port operations.

LCT is firmly established as a leading purpose-built container terminal. It is the number one choice for some of the world’s leading container lines. The terminal has expanded its operations in terms of volume and overall scale of activities, allowing it to succeed in a highly competitive market.

The port offers a strong proposition for customers as the partnership and portcentric logistics approach can cut costs and delays in getting goods to their destination.

Facilities

LCT’s customers benefit from an ongoing £35 million programme of investment and development of the terminal. Recent invest-

ments have positioned LCT for growth in core markets, delivering the country’s newest short sea container cranes, specialist facilities for CON-RO vessels and a new fleet of straddle carriers integrated with a fully automated road truck reception gate and bespoke terminal operating system.

The terminal is Europe’s largest terminal for refrigerated containers, with 1,400 reefer plugs.

LCT handles both deepsea and shortsea containerships across berths inside the dock and at the deepwater riverside berth, which have depths alongside to 13.7 metres. The terminal has a total of 1.72 km of berthage and will accommodate vessels of up to 10,000 teus.

Service offering

LCT offers deepsea and shortsea operations. With many deepsea carriers now opting to use feeder links between Tilbury and the hubs in Rotterdam, Hamburg, Bremerhaven, Antwerp and Zeebrugge, LCT can offer global connec-tions with local service.

LCT is the UK’s first terminal to launch a dedicated VBS app allowing hauliers to make and manage bookings on the go.

As part of the port, LCT has onsite facilities operated by over 120 companies. It has a strong infrastructure and is geographically close to the important London and South East markets, making it the No 1 choice for import-ers, exporters and forwarding chains.

LCT’s strategy is simple: link cargoes to the port community, long-term tenants and major developments.

The facility offers particular expertise in perishables, project cargoes and recycling/renewables and is able to tap into long-term

port relationships with shipping lines that generate not only imports to the UK but also exports worldwide.

New developments such as London Distribution Park and the NFT chilled facility are future-proofing LCT’s business and pro-viding much needed warehousing and chilled facilities in the region, to the benefit of all users and stakeholders. When coupled with LCT’s market leading inspection turn times, these new developments secure LCT’s position as the logical choice for time sensitive retail cargoes.

The terminal operator boasts a forward-think-ing, driven management team supported by innovative technology. LCT is the only terminal in the UK with a bespoke system that talks to both the well-known community systems, Destin8 and CNS, while recent investments in the latest technology for gate and security systems place it ahead of the competition.

LCT is portcentric and customercentric in everything it does.

LCT IS LINKED TO MANY GLOBAL SHIPPING ROUTES BY BOTH DIRECT AND FEEDER CONNECTIONS.

Portcentric logistics at Tilbury’s core

One of Tilbury’s greatest strengths is its inter-national supply chain expertise, which offers many benefits to customers. This expertise and connectivity were fully tested during the London Olympic Games in 2012 when organ-isers used Tilbury as their logistics hub for the whole operation. Since the Games moved on, the port has further developed this offering for customers.

Tilbury has a very wide range of facilities and services, together with excellent transport links, while its trump card is the port’s key location close to London and within easy reach of South East England and Continental Europe.

The South East is one of the UK’s largest centres of population. More than 18 million people live and work within 75 miles of Tilbury. As the closest international port to London, it offers a big reduction in road miles, creating a strong business case for local and regional distribution centres to reduce lead times and enhance stock availability close to the UK’s biggest market.

As part of the wider Forth Ports group, Tilbury is investing in supply chain solutions for customers using its facilities, networks and personnel. A key aim of portcentric logistics is to bring the supply chain closer to the end user. Tilbury is recognised as ‘Britain’s Greenest Port’. By using Tilbury, customers can achieve immediate savings in carbon emissions by reducing road miles compared with other routes.

Tilbury’s portcentric logistics expertise includes:

■ Supply chain expertise – working with customers to improve networks and offer seamless logistics.

■ Shipping services to and from worldwide destinations – European and deepsea lines with additional feeder connections via Continental ports.

■ London Container Terminal (LCT) – third-largest in the UK, handling half a million containers a year and with a special-ist reefer terminal.

■ Five million square feet of warehousing with opportunities to develop customised distribution warehouses through flexible tailored packages.

■ A further 70 acres available for industrial and logistics development at the London Distribution Park, next to the Port of Tilbury.

■ Full range of ancillary services including container shunting.

■ Haulage depots, three rail terminals and a dedicated barge terminal all located on site.

As part of portcentric logistics, Tilbury uses the international supply chain to produce maximum benefits on either a national or regional basis, depending on the right solution for each customer. Consolidation and special-ist storage, reworking and processing of cargo can all be handled at the point of entry.

Cargo can be consolidated, reworked or processed at the point of entry and a number of independent service providers offer cross-docking and devanning operations to reduce logistics costs. Bonded and tempera-ture controlled facilities are also available.

THE PORT OF TILBURY’S EXPERTISE IN PORTCENTRIC LOGISTICS IS UNRIVALLED. THE PORTCENTRIC IDEA IS TO PLACE DISTRIBUTION FACILITIES ALONGSIDE THE HUB PORT TO REDUCE DOUBLE HANDLING AND ROAD MILES, RESULTING IN A SIGNIFICANT SAVING IN SUPPLY CHAIN COSTS AS WELL AS A GREENER OPERATION

19

Experience in Tilbury’s traditional markets has created a specialist distribution re-engineering expertise that can be used in the retail sector. Through Tilbury’s portcentric expertise, retail-ers can meet the challenge of multi-channel supply, with consumer expectations of low lead times and high stock availability. Portcentric logistics assist in the omni-channel revolution by placing cargo at the heart of the population.

Refrigerated distribution centre

A new state-of-the-art temperature controlled distribution centre has recently opened in the Port of Tilbury in a partnership project with NFT Distribution, the UK’s market leader in chilled food distribution.

The £20 million facility entered service in 2016. The port’s long-term partnership investment with NFT creates a unique portcentric distri-bution centre – one of the largest refrigerated quayside facilities in Europe.

The 230,000 sq ft building is located within the port estate next to the LCT container terminal. It has a capacity of 25,000 pallets in an area of 230,000 sq ft and is designed to handle a throughput in excess of 2.5 million cases a week.

LCT already handles a wide range of chilled goods and has 24-hour support services, thus creating a perfect synergy with NFT’s modern system-controlled facility.

This new centre takes portcentric logistics to a new level, while NFT’s customers benefit from integration into the wider port operations at Tilbury.

UK’s leading port for paper and forest products

AS THE UK’S NUMBER ONE PORT FOR FOREST PRODUCTS, TILBURY HAS SOME OF THE MOST ADVANCED HANDLING AND STORAGE FACILITIES IN EUROPE, INCLUDING THE LONDON PAPER TERMINAL AND THE ENTERPRISE DISTRIBUTION CENTRE

FOREST PRODUCTS

20

Page 23: Download Tilbury Port Handbook

More than 3 million tonnes of paper and other forest products are handled at the Port of Tilbury each year. It is the UK’s leading port for these cargoes, handling everything from jumbo reels of paper for mainly newspaper/magazine printing to plywood and panel products.

In 2014 the Port of Tilbury rebranded its paper division as the London Paper Terminal (LPT) following a £3.5 million upgrade and investment in equipment. The LPT handles about 580,000 tonnes of paper each year, with enough spare capacity to handle a further 300,000 tonnes.

The Enterprise Distribution Centre (EDC) terminal covers about 36 acres and has 700,000 sq ft of covered storage. It is a centre of excellence for paper handling with a strategic location at the major point of entry for print houses and publishers in London and the South East. The port handles a full range of products including newsprint, magazine print, reeled and baled pulp, kraft liner board (KLB) and palletised cut paper.

LPT was previously known as the Finnish Terminal. It was established in 1999 after a 10-year agreement with the leading papermak-ers M-real, Myllykoski and UPM-Kymmene. LPT was subsequently outsourced by Forth Ports, but in 2013 took back control and signed agreements with UPM, Sappi and Kotkamills. These three companies use the terminal as their UK base to distribute over 400,000 tonnes of product annually to customers in the UK.

The port has built its own paper terminal for the long term use by Stora Enso. When it opened in 2005, this £38 million facility was the UK’s first fully automated warehouse. The

32 metre high Enterprise Distribution Centre is operated in partnership with Stora Enso and handles about 700,000 tonnes of paper each year. It is a fully automated highbay warehouse alongside a traditional warehouse for pallets and reels with 60,000 tonnes of storage. Up to 29,000 units can be stored in high bays in indi-vidual positions. It is a technically advanced warehouse that brings Tilbury to the forefront of paper handling in the UK.

Stora Enso imports reel pallets/paper on its twice-weekly service from Gothenburg using its own specialised SECU containers, while Transfennica’s twice-weekly service from Hanko and Kotka in Finland brings mainly forest products for UPM.

Investment

Forth Ports invested over £3.5 million in the terminal to modernise and streamline its oper-ations. Its state-of-the-art equipment includes ‘intelligent’ clamps for safe handling of paper reels as well as Liftec and reach stacker equipment. Further investment was also made in upgrading the IT systems to conform with the latest paper handling technology.

The terminal offers storage and distribution facilities and serves all the main trade routes for paper including Europe, Scandinavia, Russia and the Baltic States, North America and South America. The terminal is equipped to handle a full range of paper-based products, from newsprint, magazine paper and packing materials to palletised fine papers and pulp cargoes.

LPT is a core part of Tilbury’s operation. It makes full use of the port’s unrivalled transport

connections and portcentric opportunities as well as the terminal’s own dedicated berths, plant equipment, fleet of paper-handling vehicles and specialist staff. The branding of the terminal ensures it is recognised as part of the Tilbury family, along with London Con-tainer Terminal and London Distribution Park

Wood products

Tilbury is the main import centre for forest products for all the UK’s major receivers and they enjoy the benefits of the port’s global and multimodal links. Tilbury provides excellent links throughout the supply chain including shipping lines, importers, merchants and distributors. As the UK’s construction activity increases in the South East and London, the port has seen higher volumes of forest products.

Tilbury has over 25 acres of dedicated undercover storage including transit sheds and distribution facilities.

The port handles a full range of commodities, from sheet materials to specialist timber products, doors and mouldings. While some of this cargo arrives bulk packed, much of it is carried in containers, with devanning facili-ties on hand. There is also an on-site wood treatment plant for sheet materials and timber, as well as facilities for handling domestically produced timber products.

Most products are imported for the UK con-struction industry, but there is also a signifi-cant throughput of items on their way to British trade and DIY stores.

State-of-the-art import centre for Hyundai vehicles

The UK’s only import centre for Hyundai vehicles is operated by Hyundai Motor UK (HMUK) in the Port of Tilbury.

The Hyundai Import Centre opened in March 1999 with a purpose-built berth. This dedicated quayside facility allows cars to be discharged directly into the HMUK compound.

Hyundai vehicles arrive at Tilbury by both short and deep sea vessels. The Port provides a flexible storage arrangement to meet the seasonal peaks.

At the import centre, vehicles are prepared for delivery to the UK dealer network.

In 2014 a total of 65,000 Hyundai vehicles were handed over to the specialist transport company ECM Ltd for dealer delivery. In addition, the company prepares 25,000 cars for delivery to Hyundai fleet customers.

Services at the Hyundai Import Centre include a fuel cell vehicle technical centre, fitting of port of entry accessories and preparation and storage of HMUK used cars. The centre

also includes HMUK’s technical and product quality department and its press demonstrator operation.

In the new vehicle preparation process, cars are unloaded from the ships by port stevedores to first point of rest. Cars are surveyed for claimable transit damage by Sevatas and HMFI agents.

There is a second survey by the Tilbury quality control (QC) team for minor transit damage. The new vehicle preparation team fits port of entry equipment. Tilbury QC carries out a third survey and rectifies any problems.

The density of stored units per acre has been increased from 185 to 250 by working in partnership with the port authorities using the latest CAD technology. This has reduced land requirement from 100 to 77 acres to handle more than 100,000 units per year.

loaded for export to destinations worldwide, while imports are discharged into the heart of South East England, with its huge consumer market and excellent road links for distribu-tion to local and regional flour mills. Products are supplied to market leaders such as Allied Mills and Warburtons.

The grain terminal handles large volumes of exports – for example, in 2014, when there was an exceptional UK harvest. Meanwhile, at least half of the milling wheat imported into the UK comes through Tilbury, mainly from the United States and Canada.

Grain imports and exports are a key commodity for the Port of Tilbury. The port has a range of dedicated handling and storage facilities for grain and other dry bulks.

With an annual capacity of 1.4 million tonnes, this is the UK’s largest import and export grain terminal, handling about 17 per cent of the country’s total import wheat requirements.

For the grain trade, the location of Tilbury is one of its chief assets. Products can be

Large volumes of beans are exported to Europe for animal feed and to Egypt for human consumption. There are also two flour mills in the port, milling wheat for the UK market.

The operation is fully computerised for all products. Rapid loading of coasters and panamax vessels is performed at a berth with 12.5 metres depth alongside using a loading spout and trimming equipment, while unloading is carried out by two marine bucket unloaders. High-speed tipping facili-ties are available for road vehicles.

The terminal specialises in handling sensitive grain cargoes. It has Organic Food Federation approval for handling organic products and is AIB approved for hygiene.

In total, the terminal has 120,000 tonnes of storage with over 200 separate silos for product segregation. It is TASCC (Trade Assurance Scheme for Combinable Crops) approved for handling of combinable crops.

Dry bulk

Tilbury has seen an increase in dry bulk products in recent years, using dedicated storage facilities to handle a range of com-modities. There are six bulk handling berths with a maximum depth alongside of 10.5 metres and a dedicated area of 7.4 acres for bulk handling operations.

Among the many products handled are aggregates, cement clinker, recycled biomass and food products such as cocoa. There are purpose-built bulk warehouses with a capacity of up to 60,000 tonnes for animal feed and other compatible agribulks.

Vessels are discharged using three state-of-the-art mobile harbour cranes and three Sennebogen hydraulic mobile cranes.

Products handled at the bulk terminal include cement clinker, soya bean meal, crushed rock and aggregates, waste wood and waste glass.

The bulk terminal is able to perform multiple crane discharge and loading operations using specialised material handling attachments. The large capacity of the plant allows trucks to be turned round with maximum efficiency, with loading carried out direct to truck from the barge or ship.

The port has a dedicated 60,000 tonne animal feed storage facility on the quayside to ensure the feed is well protected and easily accessible for onward delivery by road to customers.

The terminal has a dedicated stock control management system.

There are quayside storage areas for up to 10,000 tonnes and these facilities are BS EN ISO 9001:2000 certified.

LONDON DISTRIBUTION PARK

F OR T H P OR T S / P OR T OF T IL BUR Y (L ONDON) H A NDBOOK 2016 /17 29

Located just outside the port gates, the London Distribution Park is an exciting new development by the Port of Tilbury to further expand its portcentric and logistics services to better serve an ever-growing customer base.

The Distribution Park has about 70 acres of land for industrial, logistics and supply chain development. There is planning consent for nearly 1 million sq ft of accommodation plus extensive high-quality haulage parking areas.

Construction began early in 2013. Units are available on a freehold or leasehold ‘design and build to suit’ basis. Port services agreements can also be put in place for occupiers who wish to use the port.

With its key location next to the Port, with major deep sea and frequent short sea services, the Distribution Park lies at the heart of one of Europe’s biggest consumer markets. Some 18 million people live within 75 miles. There are proven portcentric advantages for industrial and logistics operators alike.

The Distribution Park also benefits from further extensive multimodal connections.

It is strategically located close to the M25 with easy access to the national motorway network. In addition the Port’s three open-access rail terminals, capable of handling both containers and non-unitised cargo, connect customers to the national rail network and all major UK rail freight interchanges.

The first two plots have already been completed. Travis Perkins has opened a Range Centre on the park to supply its retail outlets and trade market, creating 130 jobs. In addition, the Port of Tilbury has created a parking area with 96 spaces for heavy goods vehicles. Discussions are advanced for the remaining plots.

There is also the so-called Island Site, a four and a half acre plot opposite the park which is being allocated for offices, warehousing and freight forwarders.

The London Distribution Park is being developed through a joint venture partnership between the Port of Tilbury and the leading logistics developer Roxhill Developments.

Diversity is a key feature of operations at the Port of Tilbury. The port handles 16 million tonnes of cargo a year and offers a wide range of services for import and export of commodities.

Cargoes ranging in type from loose to palletised to containerised are handled across the port’s 56 berths and 31 terminals. The port has handling facilities for everything from cars, containers, general cargo and project cargo to ferry services and ro-ro traffic. It can also handle one-off project cargo and non-divisible structures that require specialist skills.

A wide range of cargoes – from scrap metal and glass and recycled wood to cement, ash, bricks, paper and grain – is expertly handled by port stevedores and at privately operated terminals.

Today, there is a focus on three niche areas: perishables, renewable waste and project cargo/construction materials. This wide customer base has allowed the port to survive the recent economic turmoil, without missing a beat, as demand for most of the port’s services has continued.

Principal cargo streams:

■ Construction materials: The Cemex cement plant has a capacity of 1 million tonnes a year. Aggregate is shipped in by sea from Spain, Portugal and Ireland for processing for the UK construction industry. United Asphalt also imports cargo into Tilbury.

■ Bricks: The current boom in construction in London has benefited Tilbury. At any one time there are estimated to be about

8-10 million bricks in the port, arriving by ro-ro, flat packs and in containers. There are plans to consolidate brick handling at a specialist facility in the near future. The leading importer is Wienerberger, which imports about 30 million bricks a year through Tilbury.

■ Building products: In addition to bricks, the port handles slate, stone, plywood and timber products. A lot of the glass and external fittings for high-profile buildings in the City of London have been handled through Tilbury.

Portcentric

The portcentric logistics concept is key to many of Tilbury’s import and export opera-tions. One of the main players is Tilbury Logis-tics Terminal (TLT), a complete warehousing, handling and distribution facility for importers, exporters, traders and manufacturers. One of its main operations in Tilbury is the devanning of containers for third parties. TLT is also part of an established freight exchange outfit and is connected to over 2,500 hauliers across the UK.

Other operations in Tilbury include Denholm Handling, which imports bricks, slate, stone and plywood for the DIY outlet Jewsons. Huge volumes of plywood are imported by a number of users at the port serving the major outlets.

For large construction projects in London and beside the river, Tilbury offers a range of services. It recently acquired two 144 tonne capacity Liebherr mobile harbour cranes, the largest of their kind, and other mobile harbour cranes for project cargo. The port can handle

heavy and out-of-gauge cargoes and deal with complex projects using its extensive range of equipment. The port has handled ro-ro projects in excess of 350 tonnes including power plant generators.

River link

An example of the port’s flexibility is the London Construction Link (LCL) initiative, a collaboration between the Port of Tilbury and S. Walsh & Sons, a marine logistics company in London. The partnership seeks to relieve congestion on the capital’s roads, with asso-ciated benefits for cycling safety and low emis-sions, by encouraging the idea of construction consolidation and using the River Thames to convey materials for construction projects taking place beside or near the river.

LCL builds on Tilbury’s pedigree as the logis-tics and distribution hub for the 2012 Olympics and Paralympics and S. Walsh’s success as the largest marine operator on the Thames.

One LCL project was to move the iconic Battersea Power Station cranes by barge to Tilbury for refurbishment. They will be returned to Battersea, fully refurbished, in a few years’ time.

An LCL commission report has found that using the Port of Tilbury to consolidate building materials for subsequent river transport to London could remove nearly half the heavy goods vehicle movements from the road network and reduce annual HGV miles by a third. If bulk materials were included in the figures, then HGV miles could be reduced by nearly two-thirds.

GENERAL CARGO

Page 34: Download Tilbury Port Handbook

Britain’s greenest port

Tilbury is widely recognised as being the greenest port in Britain. The port has received recognition for its green initiatives such as pro-motion of sustainable transport and portcentric logistics.

This has been achieved by building on the port’s ease of access to the South of England, allowing haulage operators to avoid double handling and reduce road miles.

While energy efficiency targets are important, the port is also reducing its carbon footprint through the day-to-day business of moving large volumes of goods in the most environ-mentally friendly way.

Shipping produces the lowest volume of carbon consumption and the Forth Ports Group annually saves 10 times more carbon emissions than it consumes across its ports. The Port of Tilbury strives to develop supply chain routes that use its facilities as much as possible to further reduce carbon impact for customers.

Investment in portcentric logistics activities and development of the London Distribution Park have allowed the port’s customers to receive and consolidate their goods closer to their final destination, thus further reducing road miles.

Tilbury also handles water barges which are used on the Thames for many customers including Cemex, Cory’s and, through its part-nership with S. Walsh & Sons, for London’s major construction projects. Using water barges significantly reduces truck movements in London.

Other green initiatives include:

■ Environmental management systems at Port of Tilbury have received ISO14001 and ISO50001 accreditations.

■ The port has four wind turbines, each of 2.3 MW capacity, generating up to 60 per cent of the port’s electricity needs. Surplus power is fed to the national grid.

■ About 15 per cent of the port’s throughput is recycled materials including scrap metal, glass, ash, spoil, shredded and baled household waste.

■ The Tilbury Green Power facility is under construction and is expected to be com-missioned in early 2017. It will burn up to 270,000 tonnes of waste wood each year, sourced from the local area, to generate 300 GWh of energy for over 70,000 homes. The wood will be provided by Stobart Biomass and processed at an onsite facility. This represents an investment of £190 million by stakeholders including the UK’s Green Investment Bank (GIB) and Ireland’s Electricity Supply Board (ESB)

■ Across the group, Forth Ports has applied Diesel Logic technology to much of its plant and equipment. This uses a preheating process to improve overall fuel efficiency by about 10 per cent.

■ Tilbury is installing energy-saving lighting in its warehouses, offices and external yards. These include movement and timing sensors. It is also investing in LEC lighting technology in the remaining warehousing.

BY CONSTANTLY LOOKING TO MOVE GOODS IN THE MOST ENVIRONMENTALLY FRIENDLY WAY, AS WELL AS HARNESSING RENEWABLE ENERGY AND LEADING THE WAY IN RECYCLING OF WASTE PRODUCTS, TILBURY HAS BUILT A REPUTATION AS A GREEN PORT OF THE FIRST ORDER

Britain’s greenest port

■ In developing the London Distribution Park, there was significant investment in replac-ing natural habitats, relocating the reptile population and reinforcing flood mitigation defences.

■ The London Construction Link is an initiative that uses the Port of Tilbury as a staging post to move construction materi-als and large projects in and out of London by barge, thus removing a huge number of trucks from the roads each year.

The Port of Tilbury is also closely involved in local forums to create new initiatives to further reduce the carbon footprint of the port. Everyone is encouraged to play an active part in environmental best practice, including proactive measures to encourage renewable energy and recycling.

The port is also an active member of Essex Wildlife Trust and is recognised as a good neighbour by the local community.

DOWNTON

Leader in logistics at Port of Tilbury

C M Downton is one of the UK’s leading independent logistics companies and a key partner for the Port of Tilbury’s London Paper Terminal.

Downton has cornered the market in logistics for the publishing sector. Having recently signed contract extensions with all three of the UK’s leading magazine distributors, Downton is now responsible for the distribution of over 90 per cent of magazines in the UK.

Much of the paper that supplies the publishing sector is also delivered by Downton, with the vast majority of it coming through the Port of Tilbury. Based at 47 Berth in Finland House, Downton handles incoming paper, packaging and timber products from a range of major Scandinavian suppliers including Stora Enso, Transforest Agencies, International Plywood, Metsä Group and UPM.

Downton operates 40 vehicles and 120 trailers directly out of Tilbury, supported by a large South East fleet based at distribution hubs across the region. There is a team of office staff, managers and load securers permanently based at 47 Berth, all working

closely with the Port of Tilbury to manage incoming and outgoing loads as effectively as possible.

Nationwide, Downton has 1,350 employees, 600 tractor units, 1,800 trailers and a network of 11 distribution hubs. The company has seen a remarkable level of growth over the past decade, with annual revenue up from about £18 million in 2004 to over £120 million today.

Beyond its dominance of the paper and publishing market, Downton is one of the alcoholic beverage sector’s main logistics providers, handling UK distribution for a host of international drinks giants including AB InBev UK, C&C Group and Accolade Wines.

This is not to mention Downton also being the sole UK logistics provider to global brands such as Dyson and handling distribution for major manufacturers and retailers including Sapa Profiles UK, Johnson Tiles, Pets at Home, Kimberly-Clark and Indesit.

Tilbury’s traffic in waste cargo also includes:

■ Baled shredded waste, exported to Scan-dinavia and northern Europe to be used in waste-to-energy projects.

■ About 1 million tonnes a year of UK produced scrap metal is exported by EMR, a global leader in scrap metal recycling, to be used in the manufacture of reinforcing bars. EMR recently signed a new contract with the Port of Tilbury and is preparing to buy new cranes for this business. It consists mainly of car scrap and is 100 per cent recycled.

■ Every year around 250,000 tonnes of residue from Cory’s waste incinerator at Belvedere is brought downriver to Tilbury where it is refined and cleaned for use in road building.

■ The wood recycling company Hadfield is exporting wood waste to a number of northern European countries for processing in biomass plants.

Tilbury is the UK’s largest waste export facility, receiving, processing and exporting a wide range of waste products from the UK and overseas. In fact, an estimated 15 per cent of Tilbury’s throughput is recycling materials. Recycling is big business in Tilbury.

In 2014 the port signed a long-term part-nership agreement with the waste manage-ment company SITA UK to create a major recycling and resource management hub at the port.

SITA has made full use of the Port of Tilbury and the London Container Terminal as a logistics interchange complex. It has enabled SITA to transport alternative fuels and secondary raw materials both domestically and internationally by road, rail and sea. By investing in new processing facilities at the port, SITA is not only creating new jobs but is also enabling the South East to divert a significant amount of its waste material from landfill and put it to good use instead.

■ Containerised waste is exported to Amster-dam on SCS Multiport vessels for use in Dutch power stations. Inbound containers carry bricks for the UK construction industry.

■ Glass cullet from the UK is exported through Tilbury to Portugal and Spain by a number of port customers.

■ United Resource Management (URM) has invested in a £7 million glass processing facility at Tilbury which processes the content from the UK’s bottle banks for export or for recycling within the UK.

JAMES LATHAM

UK’s leading wood products importer chooses Tilbury

James Latham, established in 1757, is the UK’s largest independent importer and distributor of wood-based panel products, hardwoods, joinery quality softwood, decking, cladding, flooring and door blanks.

Operating from 10 inland distribution centres, James Latham uses the Port of Tilbury as a hub to distribute panel products and door blanks direct to its customers or the company’s depots. Consideration is being given to consolidating timber products through the port as well.

The port handles cargo from Malaysia, Indonesia, China, Brazil, Uruguay, Russia, Finland and many other countries on behalf of James Latham.

IPOS (Integrated Port Operations System) technology is used to provide up-to-date information on pack holding and product location.

In 2008 the first rolling agreement was signed between the two companies. The port is viewed by James Latham as a long-term strategic partner.

Having the widest range of panel products and door blanks in one location enables the company to offer a ‘pick and mix’ service.

Having a base at Tilbury has raised the company’s profile with handling agents, freight forwarders, shipping lines and, very importantly, the Port of Tilbury.

RO-RO

40

Ro-ro investment is good news for importers

There is an extensive range of ro-ro services through Tilbury, mainly for unaccompanied trailers and vehicle imports and exports.

Facilities exist for car carriers, ferries, combi ships and heavy lifts. There are dedicated ro-ro berths, in dock and deepsea berths along the riverside as well as freight ferry services to Europe.

Ferry links

P&O Ferries operates a twice-daily ferry connection between Tilbury and Zeebrugge, offering a regular, quality service for the ever-growing Thames freight market. The vessels carry mainly unaccompanied trailers /containers. Both vessels have a capacity of over 1,500 lane metres plus 12 cabins. Each year there are 560 vessel calls at Tilbury by P&O Ferries.

Grimaldi provides regular services to South America and to Africa. It transports cars, all types of rolling cargo, containers, palletised and unitised cargo as part of its regular

services to South America every 12 days and to Africa every week from Tilbury.

Tilbury has invested in a new riverside berth to accommodate the larger customer ro-ro vessels arriving into the River Thames. The berth was opened in 2015 after a multi-million-pound investment to lengthen the quay to 236 metres and to upgrade the berthing and mooring capability. The new Tilbury Riverside berth can accommodate post panamax vessels of over 33 metres width. The berth is a real benefit to shipping lines because it is a 24-hour facility, unaffected by the tidal river.

Car handling

Car handling is a major operation in Tilbury. Hyundai began using Tilbury as its principal UK import gateway in 1997. It has a flexible use on 77 acres within the port and to date it has handled almost 1 million vehicles at Tilbury. Facilities include a pre-delivery inspec-tion (PDI) centre and a hydrocell facility (for hydrogen gas conversion) as well as valeting, painting and repair shops. About 90,000

vehicles are handled with a sizeable growth in Hyundai’s UK market position. By 2020 the company expects to be handling 120,000 cars.

Tilbury also has a dedicated vehicle handling centre for secure car storage and facilities for second-hand vehicles including wheeled, tracked and agricultural plant.

The port is used for exporting Jaguar Land Rover vehicles privately to South America, Africa, Russia and Scandinavia, with about 750 vehicles exported each week, as well as used cars destined for West and East Africa.

RO-RO CARGO IS A KEY PART OF THE TILBURY OPERATION. IN ADDITION TO SHORTSEA AND DEEPSEA FERRY LINKS, THE PORT HANDLES LARGE VOLUMES OF CARS AND IS ALSO EQUIPPED TO DEAL WITH INDUSTRIAL AND HEAVY PLANT

Tilbury invests in people and skills

Having a skilled workforce is key to delivering the service level customers expect from a major port.

With over 50 apprentices working across the port, undertaking apprenticeships and/or apprenticeship qualification programmes over the past 18 months, the Port of Tilbury can be justifiably proud of its demonstrable commitment to apprenticeships.

Indeed, this commitment is ongoing with the port, which has recruited nine more apprentices for its new 24-month Conventional Operative Apprenticeship programme, which commenced in October 2015.

The port has recently taken on 30 apprentices with plans to take on a further 15 in 2016. The port is one of the area’s key employers, with over 800 people directly employed at the port. It also makes a significant contribution to the local economy in the form of over 8,000 dependent jobs.

With 3,500 people on site at any one time, the port takes the issues of health, well-being,

training and safety very seriously. As well as a dedicated training centre and occupational health awareness, the port has its own police force.

Over 65 per cent of the port’s workforce is drawn from the local area. The local commu-nity is very important to the Port of Tilbury, which has a strong corporate social respon-sibility programme. It supports many local charities including St Luke’s Hospice, Demelza House Children’s Hospice, Tilbury Riverside Project and the Sure Start Children’s Centre as well as community groups and local schools and colleges.

The port is also involved in local arts and cultural projects and in the field of sport it sponsors Tilbury Town Football Club, Thurrock Rugby Club and Thurrock Athletic Club.

Training

The Port of Tilbury Training Academy was opened by the Chancellor of the Exchequer, George Osborne, in 2014. Operated by the port, the academy is a fully equipped training

centre housed in the building that was previously used as a logistics hub for the 2012 London Olympics. Skills training is seen as essential to support Tilbury’s programme of investment in portcentric logistics activities. Over 13,000* transport and logistics jobs will be created in the coming years. The Port is central to this projected employment growth, with around 5,500 new jobs due to be generated at the London Distribution Park and Tilbury 2 sites.

Although the academy is located within the port estate, it offers pre-employment training, traineeships, apprenticeships and advanced apprenticeships to the wider community. The academy works in close partnership with Thurrock Council, Job Centre Plus and Ixion Holdings (part of Anglia Ruskin University) to provide a range of traineeships and apprenticeships in both technical and soft skill training.

In addition to the port’s own apprenticeship programmes, the academy currently manages the 11 Thames Training Alliance Apprentices undertaking their level 2 Diploma in Maritime Studies and also their Boat Masters Licence.

Many students who have attended the academy have successfully moved on to apprenticeships and other permanent positions with the port.

The academy provides a wide range of mandatory, technical and management training, not only for the 120 companies and 3,500 employees on the port estate, but also for the wider Thames Gateway area. It also works closely with port customers to help supply the necessary skills for their workforces.

The company’s fleet of equipment consists of over 5,000 units of roll-trailers, cassettes and 20 ft, 40 ft and 45 ft high-cube, pallet-wide containers.

In anticipation of the new environmental regulations implemented on 1 January 2015 (revised Annex VI to Marpol 73/78), the company installed the world’s first multi-inlet exhaust gas cleaning system in the vessel ‘Plyca’ in October 2012. After more than a

year of successful operation, the company’s other five con-ro ships were retrofitted with the ‘scrubber’ system in the course of drydockings in 2014.

To cater for different customer requirements and changes in the trade, Transfennica has offices in Amsterdam, Antwerp, Gdynia, Kotka, Helsinki, Lübeck, Paldiski, St Petersburg and Tilbury.

Transfennica (UK) Ltd was established in Tilbury in 1998 and currently operates shipping services from the London Paper Terminal on Berth 47. It offers one of the fastest connections from Tilbury to St Petersburg with two sailings a week. Its direct sailing on Friday between Tilbury and Hanko is also very popular with freight forwarders and trailer customers due to its fast transit time.

Partnership

Within this network, the company has some 100 skilled people working in active partnership with customers and suppliers. It uses an extensive online information network to manage the full scope of operations and electronic links with its customers.

Together with its customers, Transfennica is working hard to further develop express services.

MAKING CONNECTIONS IS AT THE HEART OF EVERYTHING THE PORT DOES. TILBURY HAS UNRIVALLED TRANSPORT LINKS BY ROAD, RAIL AND SEA TO THE SOUTH EAST, THE REST OF THE UK, CONTINENTAL EUROPE AND DESTINATIONS AROUND THE WORLD

First-rate transport links by road, rail and sea

A major advantage of doing business with the Port of Tilbury is its connectedness. By road, rail and sea, the port offers a wide choice of largely congestion-free transport links between local and regional areas as well as destinations worldwide.

Lying on the north shore of the River Thames, the Port of Tilbury is located just 25 miles downriver from London and reaches over 70 per cent of the UK’s population within 120 miles.

Road

The port is just six miles or eight minutes from London’s orbital motorway, the M25, providing onward connections to the rest of the UK. At Dartford, where the M25 crosses the Thames, an automatic number plate recognition and charging system was installed in 2015, thus eliminating traffic hold-ups.

The London Distribution Park is strategically located next to the Port of Tilbury and close to the M25. It benefits from a dual carriageway link (via the A13/M25) direct to Junction 30 of the M25, giving ready access to the national motorway network. This puts an estimated 70 per cent of UK consumers within two hours’ trucking time of Tilbury.

Rail

There is direct access to the port’s three rail terminals, which are equipped to handle both containers and non-unitised cargo. These open access terminals connect into the W10 gauge cleared Tilbury Loop and onwards to the national rail network and major rail freight interchanges throughout the UK.

The largest terminal is operated by Freight-liner, the UK’s leading intermodal rail freight operator for maritime containers. Freightliner offers a comprehensive network and the option of local delivery with its own road fleet. It can provide either a complete logistics package or trunk rail moves only.

Freightliner’s Tilbury terminal is located within the port and handles both deepsea and shortsea cargo. The terminal is operated entirely by Freightliner staff, which allows for great flexibility when matching capacity with changing demand.

The company operates five daily services and covers seven destinations from Tilbury: Birmingham, Bristol, Coatbridge, Felixstowe, Leeds, Liverpool and Manchester.

Sea

The Port of Tilbury is the UK’s leading gateway for intra-European trade, linking countries from the Iberian Peninsula to the Baltic. With daily services across the North Sea to Continental ports, including Rotterdam, Bilbao, Duisburg and the Baltic ports, the whole European network from Russia to the eastern Mediterra-nean can be accessed by sea and rail. Tilbury also has a dedicated barge terminal and there are coastal shipping links to its sister port in Grangemouth, Scotland.

The Port of Tilbury also serves major deepsea trade routes, specialising in north-south con-nections with South America, West and South Africa, India and Australasia.

LONDON CRUISE TERMINAL

50

The ‘quay’ to London

The London Cruise Terminal at the Port of Tilbury is London’s only deepwater pur-pose-built cruise facility.

The floating landing stage can accommo-date cruise vessels of up to 390 metres long allowing luggage and stores access with no tidal issues at all times. The landing stage is connected to a large Grade II* listed cruise terminal that includes two air bridges to bring passengers under cover from ship to shore. There is a minimum depth of 10.0 metres alongside at LAT with no beam or air draught restrictions.

Connections

Tilbury has become increasingly popular as a turnaround port for Baltic and northern European destinations and is becoming a recognised home port call for Round Britain, Amazon and World cruises. The port is per-fectly placed, too, for transit calls to London, Kent, Essex and the South East.

The terminal allows ready access to the heart of London. The M25 is just seven miles away, connected by dual carriageway, allowing fast access from London, the South and the North of England.

In 1995 the passenger landing stage was reopened by the Port of Tilbury group and renamed the London Cruise Terminal.

Services

London Cruise Terminal offers a year-round service with minimal berthing restrictions due to tide or weather. Located about four hours’ steaming from the Thames Pilot stations, the landing stage is the first berth on the river.

The terminal has a comfortable lounge situated outside the secure area – ideal for ‘meet and greet’ arrivals – and passengers are provided with a complete baggage service, from ‘kerbside’ through total screening to cabin, using dedicated porters.

London International Cruise Terminal prides itself on a strongly focused customer service and demonstrates complete operational flex-ibility to ensure the smooth transition of both vessels and passengers.

London’s principal airports – Heathrow, Gatwick, Stansted, London City and London Southend – are all within an hour’s drive of the cruise terminal. These transport links are complemented by an excellent rail connec-tion to London Fenchurch Street from Tilbury Town station, just a short walk from the cruise terminal.

Thames Clipper offers an outstanding fast service direct to London’s Tower Bridge, a distance of 22 nautical miles from Tilbury. Passengers can disembark from arriving vessels and be in the heart of the capital in less than 50 minutes.

History

Tilbury’s cruise terminal was originally opened in 1930. Its construction was a joint project between the PLA and the London, Midland and Scottish Railway. It became the point of embarkation for many people emigrating to Australia as well as the point of entry for many immigrants, including the first group of West Indians who arrived on board the ‘Empire Windrush’ in 1948.

THE LONDON INTERNATIONAL CRUISE TERMINAL – CURRENTLY BEING UPGRADED AND REFURBISHED – IS WITHIN EASY REACH OF ALL THE PRINCIPAL LONDON AIRPORTS AS WELL AS KEY TOURIST DESTINATIONS IN THE SOUTH EAST, INCLUDING THE CAPITAL ITSELF

SECURITY

52

Safety and security at the heart of operations

A key priority for the Port of Tilbury is to ensure the safety of its employees while also rein-forcing the confidence of its customers. This reassurance is a key element in the smooth running of a port that employs large numbers of people – with many more having daily access – as well as handling cargo in huge volumes, some of it very valuable.

To ensure an effective operation, in addition to International Ship and Port Security (ISPS) accreditation, the port has its own police force and is a border inspection point for UK authorities.

There is a particular emphasis on strong security at the London Container Terminal, which has one of the most comprehensive and modern surveillance systems in Europe. In addition, the terminal has fully manned 24-hour security on site. Vessels calling into LCT are required to complete and send a pre-notification form 24 hours before arrival.

The port is monitored 365 days a year by a dedicated control room and over 300 closed circuit TV cameras. In addition, mobile X-ray scanners and government-financed radiation pods help to underline the port’s first-rate security operation.

Within the container terminal there are large, modern Border Inspection Post (BIP) facilities where cargoes can be examined by Port Health, the UK Border Agency, Special Branch, the Forestry Commission, the Plant Health and Seeds Inspectorate, the Horticultural Marketing Inspectorate and Trading Standards.

The BIP area has temperature controlled storage areas for handling chilled and frozen cargo. The staff work closely with the author-ities to ensure that goods are attended to promptly and carefully.

Tilbury police force

The port has its own police force. The Port of Tilbury Police (previously the Port of London Police) can trace its origins back more than 200 years and claims to be the oldest police force in the country. It has the same powers as any other constabulary, with an operating area up to five miles from the port’s statutory limits. Having uniformed police officers stationed at the port’s main gate is a major deterrent to crime.

The port police force has a wide range of powers within the port area including entering vessels, making arrests, seizure of goods and stop and search. However, any serious incidents or crimes are the responsibility of Essex Police.

THE PORT OF TILBURY HAS GONE WELL BEYOND THE REQUIREMENTS OF THE ISPS CODE TO ENSURE FIRST-RATE SECURITY IN EVERY PART OF ITS OPERATION. PORT CUSTOMERS ARE REASSURED, TOO, BY THE HIGH-PROFILE PRESENCE OF TILBURY’S OWN LONG-ESTABLISHED POLICE FORCE

Olympic Games showcased Tilbury’s excellent portcentric logistics

A crowning achievement for the Port of Tilbury in recent years was its status as the main logistics centre for the London 2012 Olympic Games. The port was able to showcase its expertise in ship, barge and rail transport and cargo handling. It demonstrated what a Tilbury-based portcentric logistics centre could achieve and this has continued across a broad range of sectors including retail, recycling, import and export.

Tilbury was chosen by the Games organis-ing committee, LOCOG, not only for its key location, close to London, with the potential to help deliver the ‘Greenest Games in Modern Times’, but also for its ability to provide large-scale warehousing. The main logistics centre was a 550,000 sq ft hub next to Berth 46, close to the London Container Terminal.

It has been described as the biggest peace-time logistics operation in the world. Consign-ments included sand for the equestrian events, beanbags for the athletes’ village, flatpack furniture, table tennis balls and boats for the sailing events.

Tilbury provided expertise in a range of cargo streams including the delivery of containers by water from the Far East straight to the main Olympic venue at Stratford in East London without the load ever touching a road vehicle. United Parcel Service (UPS), on behalf of LOCOG, moved millions of pieces of equip-ment and other items to the Olympic venues around the UK.

In taking on such a big operation, the port was able to scale up its services at short notice. Part of the process was the development of successful relationships not only with LOCOG but also with its partners, UPS and the logistics company and warehouse operator Wincanton.

In recognition of the port’s role in the Games, the organising committee presented the port with an Olympic torch, which can be seen proudly displayed at Head Office at Leslie Ford House, Tilbury.

IT HAS BEEN CALLED THE BIGGEST PEACETIME LOGISTICS OPERATION IN THE WORLD. AND THE PORT OF TILBURY’S CENTRAL ROLE IN HANDLING ALL THE MATERIALS REQUIRED FOR THE 2012 OLYMPIC GAMES HAS HELPED TO UNDERLINE ITS COMPETENCE AS A CENTRE OF LOGISTICAL EXPERTISE
