DOIs and Linking• USE DOIs and GET OTHERS TO USE THEM• Publishers should include DOIs in all their
external data feeds to third parties• Publishers should use DOIs as their preferred
mechanism for links to full text articles• Publishers should display DOIs in online and print
journals as a standard part of bibliographic data and should encourage secondaries to do the same

DOIs and OpenURL• OpenURL is not an alternative to CrossRef and
DOIs – they work together• The DOI system and CrossRef are OpenURL
aware and therefore publishers are OpenURL through use of CrossRef and DOIs.
• CrossRef and the DOI system are OpenURL – and so are publishers who use DOIs

– Finance charges for late payments will be instituted in October billing
• Deposits doing well; member retrievals are increasing; non-member retrievals lagging

Strategic Issues
• Rolling 12-month cash flow, balance sheet and income statement "forward view" projections planned for each quarter
• $2 million in loans to be repaid 2004-2006
• Need operating surplus to repay loans:– Use of system must increase (linking and new
content types)

Strategic Issues
• The system is largely a fixed cost and must be supported by continuous fee reimbursement– Very large database (deposit fees are one-time fees)
• Consider annual maintenance fee for DOIs OR adjust membership fees to include this
– Not linking means unused system capacity• Consider minimum “linking fee” for all or “non-linking fee”
for publishers not linking after a certain amount of time

2003 Budget• Budget will be done in October and November• Better data after almost 2 years of operating
experience– Will study all the fees and see if any adjustments are
needed
• New system will improve performance and billing (will need some time to see the full impact)
