Background
Cooperation Work Programme“Each Theme includes a range of different research topics, including those relevant to industrial needs, such as… In addition, « emerging » research needs are incorporated through more « bottom-up » research topics.”
The Energy Theme“The objective is to support research aiming at identifying or further exploring new scientific and technological opportunities in a given field and/or in combination with other relevant areas and disciplines, as well as to nurture novel ideas and radically new uses and to explore new options, in particular those with a potential for significant breakthrough ”

Why a specific
FET call ?
Science moves rapidly – difficult to ensure that all important topics are covered or that an appropriate call comes exactly at a time when a good idea is ready to be supported – a complementary bottom-up call needs to be published.
Today’s energy demands cannot be met by the existing technologies. In order to get truly innovative novel technologies, ‘breakthroughs’ , a paradigm shift is necessary.

Why a specific
FET call?
The Commission should attend to avoid putting into competition against each other research areas of widely different character. There should be a clear association within the evaluation process of proposals of similar class, i.e., size and funding mechanism
The Commission should consider a two-stage submission
There was wide agreement on the value of the remote evaluation

FP7-Energy-2008-FETTopic ENERGY.2008.10.1.1
Technical content/scope: This call/topic aims at ensuring a genuine chance for “emerging ideas” to be funded based on the strategic need to utilise the creative spirit in European research. It covers all the areas of the Theme and is to provide rewards for “high risk / high impact” science and to vigorously promote multi-disciplinarity on a European collaborative basis.

Submission and Submission and EvaluationEvaluation
• On line submission Part A entered through a set of on-line forms. Only the coordinator is formally involved in the submission process at stage 1. Details of other participants should be provided in the Part B description of the proposal, but those other participants are not required to submit Part A input at stage 1. Part B uploaded (pdf file) by the applicant into EPSS (10 pages maximum + 2 additional pages to describe the consortium and the estimated financial resources)
• Eligibility checks: partnership, in-scope, number of pages• Evaluation: remote peer-review by independent experts
consensus meetings

• Your proposal has to be clear. A short first-stage proposal (10 pages maximum) is not just about describing an idea.
It should contain a concise description:
• What exactly is the novelty of the proposal?• What are you planning to do and how? • What may one expect as a result of the project?• What would be the impact on energy technology?
