1. India Submitted its proposal to African Union by MAY 2005
2. Live Demonstration on Tele-Education and Tele-Medicine programmes to 28
Ambassadors of PAN-AFRICAN COUNTRIES in India during JUN 2005.
3. African Union has constituted a Technical Committee to study, review and
suggest during 20-22 JUL 2005
4. AU Technical Committee consists of 21 organisations from AU and other
world wide institutions such as AU, WHO, ATU, ITU, AVU, NEPAD, RASCOM,
URTNA, UEMOA, INTIF, PAPU, ECCAS, IGAD, CONESSA, ADB, CTO, WHO etc
had detailed deliberation with the representatives from the Government of
India (Ministry of External Affairs, President’s Office, ISRO, TCIL and IGNOU).
5. RASCOM perfectly suites the configuration of PAN-African e-Network and will
be the Satellite platform for this network. Till the time, available satellite will
be used.
6. Collaboration with European countries are envisaged for the project – content
and value added services.

1. AU Technical committee recommended for the projects adoption.
2. In its recommendation to AU, the committee observed that
“Government of India has provided a great proposal which is in line with the mission
and objectives of the African Union and provides tremendous potential for achieving the
MDG (Millennium Development Goals) through the use of innovative ICT.”
• Signing of MOU between AU and India is in process and it is expected to be completed
by OCT 2005 and then the project starts and will be completed in a record time of 12
months.
• Pilot Project will be established at Addis Ababa – OCT – DEC 2005.
• India’s contribution for the promotion of African connectivity and the value added
services in education, healthcare, e-governance, agriculture will certainly assist the
capacity building measures of the African Union.
• India is also a partner to the African Union Millennium Development Goals and
committed for its promotion.
