2009 Community Survey Executive Summary
Purpose and Methodology Purpose. ETC Institute administered a comprehensive community survey to residents of Johnson County during the spring of 2009. The purpose of the survey was to gather input from residents about a wide range of issues including:
Perceptions of living in Johnson County Familiarity with county services Usage of county services Feelings of safety in the County Satisfaction with county services Perceptions of service delivery Communication Expectations for County services Public transportation Budget prioritizations Environmental Stewardship
Methodology. A survey was mailed to a random sample of 3,000 households in Johnson County in the May of 2009. Approximately seven days after the surveys were mailed, residents who received the survey were contacted by phone. Those who indicated that they had not returned the survey were given the option of completing it by phone. The survey was administered in both English and Spanish. Of the households that received a survey, 484 completed the survey by phone and 755 returned it by mail for a total of 1,239 completed surveys (a 41% response rate). The results for the random sample of 1,239 households have a 95% level of confidence with a precision of at least +/- 2.8% for the county and +/-6.9% for each of the six commission districts.

There were no statistically significant differences in the results based on the method of administration (phone vs. mail). In order to better understand how well services are being delivered by the county, ETC Institute geocoded the home address of respondents to the survey. The map above shows the physical distribution of survey respondents based on the location of the respondent’s home. The results for selected questions are shown by zip code in the maps provided in Section 2 of this report. The percentage of “don’t know” responses have been excluded from many of the graphs shown in this report to facilitate valid comparisons of the results from Johnson County with the results from other communities in ETC Institute’s national benchmarking database. Since the number of “don’t know” responses often reflects the utilization and awareness of county services, the percentage of “don’t know” responses have been provided in the Section 4 of this report. When the “don’t know” responses have been excluded, the text of this report will indicate that the responses have been excluded with the phrase “who had an opinion”. This report contains:

Major Findings
Perceptions of Life in Johnson County. Residents were generally satisfied with a wide
range of factors that influence perceptions about living in Johnson County. The overall ratings for Johnson County were significantly above the national average in several categories that were assessed on the survey, including:
o Quality of life: 94% of those surveyed in Johnson County were satisfied (ratings
of 4 or 5 on a 5-point scale) compared to a national average of 77%. o Image of the County: 94% of those surveyed in Johnson County were satisfied
(ratings of 4 or 5 on a 5-point scale) compared to a national average of 68%. o Overall Quality of city/county services: 84% of those surveyed in Johnson
Count were satisfied (ratings of 4 or 5 on a 5-point scale) compared to a national average of 53%.

o How well the County is managing growth: 72% of those surveyed in Johnson County were satisfied (ratings of 4 or 5 on a 5-point scale) compared to a national average of 48%.
o Value for Local Tax Dollars: 62% of those surveyed in Johnson County were
satisfied (ratings of 4 or 5 on a 5-point scale) compared to a national average of 42%.
Familiarity with County Services. Residents were asked to rate their familiarity with services provided by 24 Johnson County offices and departments. The services with the highest and lowest levels of familiarity are listed below.
o Services with the Highest Level of Familiarity. More than 70% of those
surveyed were familiar with services provided by the following: Johnson County Motor Vehicles Division (94%) Johnson County Library (93%) Johnson County Parks and Recreation Department (92%) Johnson County Wastewater (80%) Johnson County Election Office (75%) Johnson County Emergency Med/Ambulance Service (63%)
o Services with the Lowest Level of Familiarity. Fewer than 35% of those
surveyed were familiar with services provided by the following: Johnson County Corrections Department (39%) Johnson County K-State Extension and Research (36%) Johnson County Planning and Development Department (36%) Johnson County Mental Health Center (33%) Johnson County Human Services and Aging Department (33%) Johnson County Airport Commission (31%) Johnson County Environmental Services (28%) Johnson County AIM’S (19%) Johnson County Developmental Support Agency (19%)

There were significant increases in residents’ familiarity with 9 of the 24 County offices and departments accessed on the survey. The items that showed the most significant increases in familiarity are listed below:
• Johnson County Museum of History (up 25% from 2007) • Johnson County Wastewater (up 7% from 2007) • Johnson County Planning & Development Department (up 6% from 2007) • Johnson County Public Works Department (up 5% from 2007) • Johnson County Records & Tax Administration (up 5% from 2007)

Usage of County Services. Respondents were asked to indicate whether any members of their household had used services provided by 24 County offices and departments. The services with the highest and lowest levels of usage are listed below.
o Services with the Highest Level of Usage. More than 60% of those surveyed
indicated that their household had used services provided by the following County organizations:

offices and departments that were assessed on the survey. The County organizations that had the most significant increases in usage based on the results of the 2009 survey include:

Satisfaction with County Services. Residents were asked to rate their satisfaction with
19 services provided by the County. The services with the highest and lowest ratings are listed below based on the percentage of respondents who were satisfied (rating of 4 or 5 on a 5-point scale) with the service among those who had an opinion.
o Services with the Highest Satisfaction Ratings. At least three-fourths (75%) of those surveyed who had an opinion were satisfied (ratings of 4 or 5 on a 5-point scale) with the following County services:
Johnson County Library System (93%) Johnson County Parks and Recreation System (90%) Johnson County’s Election Office (75%) Ambulance/Emergency Medical Services in the County (75%)
o Services with the Lowest Satisfaction Ratings. The five County services that
had the lowest levels of satisfaction (ratings of 4 or 5 on a 5-point scale) were: County’s Jail System (49%) Maintenance of roads in rural areas of the County (48%)

There were significant increases in satisfaction ratings in 14 of the 19 County services from the 2007 survey results. The items that showed the most improvement in satisfaction are provided below:
• Emergency preparedness for disasters/terrorist attacks (up 18% from 2007) • County’s Jail system (up 12% from 2007) • Traffic flow in rural/unincorporated areas (up 9% from 2007) • Effectiveness of County communication with the public (up 9% from 2007) • Customer service form county employees (up 8% from 2007) • Wastewater services in the County (up 7% from 2007) • The County’s election system (up 6% from 2007) • The County’s court system (up 6% from 2007) • The County’s Contractor Licensing System (up 6% from 2007)
Services that Residents Thought Should Receive the Most Emphasis from the County. Residents were asked to rate which County services they thought should receive the most emphasis from the County over the next two years. The top four services that residents thought should be emphasized most over the next two years based on the sum of the top choices given by respondents were:

Priorities for Improvements. Importance-Satisfaction Analysis is a tool that helps
community leaders objectively assess which services should receive additional emphasis. The analysis incorporates two types of data from the survey: (1) the level of emphasis or importance that residents thought should be placed on improvements to existing services and (2) the level of satisfaction with these services. Importance-Satisfaction analysis is based on the concept that the County will maximize overall satisfaction among residents by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of improvements to the service is relative high (see Section 3 for a more detailed description of the analysis). The top priorities for improvement in Johnson County based on the results of the Importance-Satisfaction analysis are listed below:

Perceptions of Service Delivery. Residents were asked to rate their level of agreement with several issues related to overall perceptions of County service delivery. The issues that residents most agreed with, based upon a combination of “strongly agree” and “agree” responses, were:
Polling places in the County are convenient (90%) The County has enough advanced voting locations (79%) The County’s web page has useful information (65%) Johnson County government is well run (65%) The management of juries for District Courts is professional and
efficient (64%)
TREND DATA There were significant increases in the level of agreement with 12 of the 19 issues accessed
on the survey. The issues that showed the most significant improvements in agreement levels are provided below:
• The County is prepared for an emergency (the level of agreement with this statement is up 20% from 2007)
• The County’s services and facilities for its aging population are adequate (the level of agreement with this statement is up 13% from 2007)
• County does a good job providing alternatives to incarceration (the level of agreement with this statement is up 11% from 2007)
• County provides adequate resources to those in need (the level of agreement with this statement is up 8% from 2007)
• County does a good job of keeping residents informed about County programs and services (the level of agreement with this statement is up 8% from 2007)
Communication. The major findings related to communication in the County are
provided below: The top three sources of information for residents about county
programs and services are: (1) local television news, (2) Kansas City Star, and (3) Johnson County Parks and Recreation Guide
Nearly half (46%) of the residents surveyed felt the County provides the “right amount” of information about programs and services; 34% of residents felt the County does not provide enough information, only 1% felt the County provides too much information and 20% did not know.
When asked what would be the best way for the County to keep residents informed, more than half (65%) of residents would like to have a newsletter mailed to their home.
Expectations for Services. Residents were asked to rate their level of agreement with
various statements about existing services provided by the County. The highest and lowest levels of agreement are listed below. The percentages shown only reflect the percentage of respondents who had an opinion about the service.

o Expectations that Are Being Met 93% of those surveyed thought they lived within a reasonable distance of a

35% of those surveyed did not think public transit in the County met their needs
26% of those surveyed did not think that jail space in the County was adequate
TREND DATA
Residents were asked to rate their level of agreement with various statements about existing services provided by the County. Those statements with the most significant improvements over the past two years are listed below.
• Roads in rural areas are adequate (the level of agreement with this statement is up 17% from 2007)
• The County has adequate public health services (the level of agreement with this statement is up 16% from 2007)
• Jail space is adequate for the number of offenders (the level of agreement with this statement is up 15% from 2007)
• Court space is adequate for the County’s court system (the level of agreement with this statement is up 13% from 2007)
• The County’s stormwater system is adequate (the level of agreement with this statement is up 13% from 2007)
• The number of police or sheriff patrols in the area where I live is adequate (the level of agreement with this statement is up 7% from 2007)
Public Transportation. Some of the major findings related to public transportation in the
County are provided below: When asked if residents would use public transit if it were made more
convenient for users, residents were generally mixed about the likelihood of usage. 42% of residents were “very likely” or “somewhat likely” to use public transit; 41% were “not likely” and 17% were “not sure.”
94% of the residents surveyed indicated they had not used public transportation during the past year. The main reason most residents had not used public transportation in Johnson County was because it was easier to travel by car.

Budget Prioritization. Residents were asked to indicate how important they felt it was for the County to continue to spend the amount currently budgeted for various County services. Residents were given a list of County services, along with the budgeted tax support for each service, and were asked to rate the importance of each service on a scale of 1 to 10. Residents were asked to give an item a “10” if they felt the funding for that item should stay the same and they would be willing to pay an increase in taxes to avoid reductions. The services that residents felt were MOST important (ratings of “10” through “7”) and those services residents felt were NOT important (ratings of “1” through “3”) are provided below:
o Services residents felt were MOST Important Emergency Services: $16 million (83%) Law Enforcement/Corrections: $72 million (82%) Judicial Services: $11 million (64%) Human Services: $41 million (57%) Public Works/Stormwater: $27 million (56%)
o Services residents felt were NOT Important (at least 23% of residents did not
think these services were important) Community Development Services: $2 million (33%) Transportation Services: $6 million (23%)
Other Findings:
o There was an 11% increase in the percentage of residents who indicated they felt “very safe” or “safe” in County parks from the 2007 survey results (63% in 2007 to 74% in 2009).
o There was a 7% increase in the percentage of residents who felt “very safe” or
“safe” in the County overall (84% in 2007 to 91% in 2009). o 98% of those surveyed indicated that they thought Johnson County was an
“excellent” or “good” place to live. o 97% of those surveyed indicated that they thought Johnson County was an
“excellent” or “good” place to raise children.
o 91% of those surveyed indicated that they thought Johnson County was an “excellent” or “good” place to work.
o 91% of resident thought it was important for Johnson County to support
sustainability programs to reduce pollution, conserve energy and protect water resources.
o 72% of residents were not familiar with the County’s sustainability programs.

ETC Institute's DirectionFinder program was originally developed in 1999 to help community leaders across the United States use statistically valid community survey data as a tool for making better decisions. Since November of 1999, the survey has been administered in more than 200 cities in 38 states. Most participating cities conduct the survey on an annual or biennial basis.
This report contains benchmarking data from two sources: (1) a national survey that was administered by ETC Institute during August 2007 to a random sample of 2,000 residents in the continental United States and (2) survey results from 20 large communities (population of 100,000 or more) where the DirectionFinder® survey was administered between March 2005 and May 2009. Importance-Satisfaction Analysis Johnson County, Kansas
Overview Today, community leaders have limited resources which need to be targeted to activities that are of the most benefit to their county residents. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to residents; and (2) to target resources toward those services where residents are the least satisfied. The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that counties will maximize overall resident satisfaction by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important services for the County to provide. This sum is then multiplied by 1 minus the percentage of respondents that indicated they were positively satisfied with the County's performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding >don't knows=). “Don't know” responses are excluded from the calculation to ensure that the satisfaction ratings among service categories are comparable. [IS=Importance x (1-Satisfaction)]. Example of the Calculation. Respondents were asked to identify the major county services they thought should receive the most emphasis over the next two years. Almost Twenty-five percent (24.5%) ranked emergency preparedness services for disasters or terrorist attacks as the most important service for the County to provide.

nalysis With regard to satisfaction, emergency preparedness services for disasters or terrorist attacks was ranked 9th overall with almost sixty percent (59.8%) rating emergency preparedness services for disasters or terrorist attacks as a “4" or a “5" on a 5-point scale excluding “Don't know” responses. The I-S rating for emergency preparedness services for disasters or terrorist attacks was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example, 24.5% was multiplied by 40.2% (1-0.598). This calculation yielded an I-S rating of 0.0985, which was ranked fourth out of 19 major service categories. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an activity as one of their top choices for the County to provide and 0% indicate that they are positively satisfied with the delivery of the service. The lowest rating is 0.00 and could be achieved under either one of the following two situations: • if 100% of the respondents were positively satisfied with the delivery of the service • if none (0%) of the respondents selected the service as one of the four most important
services for the County to provide. Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from .10 to .20 identify service areas that should receive increased emphasis. Ratings less than .10 should continue to receive the current level of emphasis. • Definitely Increase Emphasis (IS>=0.20) • Increase Current Emphasis (0.10<=IS<0.20) • Maintain Current Emphasis (IS<0.10) The results for Johnson County are provided on the following page.
