There is NO explicit statute or regulation demanding benchmarking, but there is an explicit OBLIGATION for local governments to assess reasonableness of fees and costs for services………..
BENCHMARKING is a logical, objective, cost effective and efficient means to conduct an assessment of reasonableness.
