n referrals completed 232,194 hours of community service work at 237 area agencies, valued at more than $1.8 million
n work crews collected 72,077 bags of litter, 28,351 tires, and 10,896 cubic yards of debris throughout Cuyahoga County
n assisted 895 Cleveland low-income senior citizens with lawn mowing, leaf raking, and snow shoveling
The issue of fairness and how courts in our nation deal with individuals who are unable to pay fines, costs, and fees has been in the news frequently over the past year. Providing alternatives to financial sanctions for indigent defendants is not only fair and just, it is smart sentencing. Thankfully, the idea of a “debtor’s prison” is no longer acceptable in our society, but in some communities, the inability to pay has created a system where indigent offenders often end up in jail. For more than three decades, Court Community Service (CCS) has been providing our local courts with an alternative that offers an opportunity for offenders to perform community service in lieu of fines and fees while giving back to the community in some very meaningful ways.
Community service is more than an alternative to financial sanctions. Community service ordered as a condition of community control (probation) requires individuals to make good use of their “free time” and demonstrate responsible behavior to the court while contributing time and talent to help others. It also provides an effective sanction for individuals who commit minor infractions while under court supervision. In every situation, one thing remains; community service is a “win-win” for the courts and our community.

Over the past thirty-one years, CCS programs have had a real impact on the quality of life in our community while offering the courts an alternative that works … literally. Individuals referred to CCS have contributed millions of hours of community service work at hundreds of area charitable and governmental agencies. Their work spans the whole spectrum of need from packing food baskets, serving meals at hunger centers, and rehabbing homes, to removing graffiti, tutoring adults, and planting community gardens. Our supervised work crews keep our public roads and spaces clean, mow lawns and shovel snow for Cleveland seniors, and lend a much-needed hand to hundreds of community improvement projects in Cleveland and throughout Cuyahoga County.
As always, many thanks to our partnering courts, agency work sites, and all of the many individuals and organizations that support Court Community Service. We pledge to continue our mission of providing quality alternative sentencing programs that are responsive to both the needs of the courts and our community.

In 2016, CCS benefitted from 6,974 hours of work performed by a staff of 42 volunteer
professionals. Volunteers assisted CCS with interviewing and placing clients, assignment
follow-up, a variety of clerical and computer tasks, and preparing status reports.
T he CCS family lost a dear friend in 2016. Long-time Work Crew Supervisor, Sam Banks, passed away in November. Sam was an inspiration to those that worked with him and his kindness and friendship will be cherished by all at CCS.
Judge Ronald B. Adrine was first elected to the Cleveland Municipal Court in 1982. After recognizing the need for alternative
sentencing options and the benefits of community service work, Judge Adrine approached the Cleveland Foundation with a new
and creative concept. The Cleveland Municipal Court would offer the program to other courts throughout Cuyahoga County and
create a centralized, efficient means to administer community service sentencing. As a result of much planning and discussion,
Court Community Service was founded in 1985. The Board of Trustees of Court Community Service created the Ronald B. Adrine
Award in 2002 to honor Judge Adrine. The award recognizes an individual or organization that demonstrates the qualities of
creativity and leadership in the support and promotion of community service sentencing and the benefits it provides to
our community.
The 2016 recipient of Court Community Service’s Ronald B. Adrine award is Vincent Liotta.

DAY WORK SANCTION OPTIONThe Cuyahoga County Probation Department
began the Day Work Sanction Response
Project in May, 2013.The program provides
Probation Officers with a swift response to
defendant non-compliance and helps the
community at the same time. Once referred,
individuals are placed onto one of CCS’s
supervised work crews (see page 12 for
an overview of work crew programs) where
they perform one or more days of community
service. In 2016, a total of 434 individuals
were referred for the sanction option. It’s
another example of how community service
sentencing is a “win-win” for the courts and
our community.

CLEVELAND SENIOR SERVICES WORK CREW PROGRAMCourt Community Service continued a successful collaboration with the City of Cleveland Department of Aging in 2016. With its support, CCS provided a full-time supervised work crew, the Cleveland Senior Services Work Crew, to assist senior homeowners referred by the Department’s CHORE Services Program. Seniors receive lawn mowing, yard maintenance, and snow shoveling services, helping them to remain in their homes.

CLEVELAND WORK CREW PROGRAMWith funding provided by the Cleveland Municipal Court, the Cleveland Work Crew Program is a full-time, year-round resource for not-for-profit and governmental agencies located in Cleveland serving Cleveland residents. Special emphasis is placed on activities that improve the physical environment of the city and its neighborhoods. Typical projects include litter collection, community cleanups, landscaping, and graffiti removal. The Cleveland Work Crew Program also provides special assistance to the Cleveland Housing Court for projects to assist senior and disabled Cleveland residents and community development organizations. Work crews also supplement the activities of the Cleveland Senior Services Work Crew by assisting with lawn mowing, yard maintenance, and snow shoveling for senior residents referred by the Cleveland Department of Aging. Projects completed in 2016 encompass all seventeen wards throughout Cleveland.

GREATER CLEVELAND RTA LITTER COLLECTION PROGRAMCourt Community Service continued a successful collaboration with the Greater Cleveland Regional Transit Authority (RTA) to enhance the appearance of RTA properties with ongoing weekly litter collection. Litter collection is focused on RTA parking lots at rapid stations, “Park-and-Ride” commuter lots, and maintenance facilities. Work is scheduled on weekends and operated year-round, weather permitting.

CUYAHOGA COUNTY COMMUNITY BASED CORRECTIONAL FACILITY WORK CREW PROGRAMCourt Community Service provides a supervised work crew program that enables individuals sentenced to the Judge Nancy R. McDonnell Cuyahoga County Community Based Correctional Facility (CBCF) to fulfill their twenty-hour community service requirement. Work crews assist with community cleanups, assisting local charitable organizations, shoveling snow and raking leaves for Cleveland seniors, and a variety of other community improvement projects.

ST. CLAIR SUPERIOR DEVELOPMENT CORPORATION WORK CREW PROGRAMIn 2016, CCS partnered once again with the St. Clair Superior Development Corp. and Councilman Jeffrey Johnson to provide a supervised work crew that focuses on cleanup and beautification projects in Cleveland’s Ward 10 community. Projects include litter collection along public streets and cleaning vacant lots and properties targeted by illegal dumping.

CARRYING CONCEALED WEAPON PROGRAMThe Carrying Concealed Weapon Program began in 1985 in Common Pleas Court as a method to reduce recidivism among offenders convicted of a crime involving a firearm. Since January, 1993, the CCW Program has been administered by CCS. The CCW program is imposed as a condition of probation, and is meant to educate non-violent offenders about the seriousness and the consequences of carrying a firearm.
Through facilitated discussion, each offender must actively participate in a workshop that includes a self-evaluation of the financial and personal consequences of his or her CCW conviction. A discussion, led by an attorney, of existing CCW law and the legal ramifications of a CCW offense is included in the workshop.
