• A total of 149,601 persons and 32,959 families were rescued by the AFP Units, PNP, BFP, PCG, and other Rescue Groups ( Tab F-2)
• List of road sections impassable/hardly passable to all typ es of vehicles in NCR, Region IV-A and IV-B and CAR. As of 8:00 AM today, 30 September, there are still flooded areas in Muntinl upa, Taguig and Pasig (Tab G)
II. SITUATION OVERVIEW:
A. Result of RDANA jointly conducted by NDCC- UN IA SC CT on 28 & 29 Sept 2009
Marikina • Water has receded in most areas, public water service was restored with
potable water in several barangays • Evacuation center in Malanday are congested with 700 families staying in
Elementary School and Municipal Hall. Seven (7) deaths were reported in this barangay
• Damages to houses are extensive and the roads leading to riverside areas are impassable due to debris and rubble. Priority needs: clothing, mattresses, food and medicines
• Evacuees from Brgy. Tumana are staying at the evacuation center in Concepcion. Electricity has not been restored yet
• In Brgy. Tanong, 500 people are staying in evacuation centers water and electricity have been restored
• Amang Rodriquez Memorial Center priority needs is power restoration and basic medical supplies, potable water and food for the patient
Quezon City • Families in Brgy. Silangan have not returned to their respective places as their
houses have been totally damaged Pasig City
• Barangays Maybunga, Pinagbuhatan and Palatiw are still underwater. Four (4) rescue boats are still operating in the area. 13 PCG personnel with rubber boat proceeded to Pinagbuhatan and another team to Muntinlupa composed of 10 personnel
Muntinlupa • Eight (8) of the nine (9) barangays are still flooded. Barangays most affected
are Tunasan, Poblacion and Putatan Pateros

• 9 out of 10 barangays are still underwater with narrow roads only small ELF trucks can be used for relief distribution
Taguig City • 24 out of 28 barangays are still underwater with 3 barangays still with
highwater level such as: Napindan, New Lower Bicutan and Ususan Mandaluyong • Majority of families have returned home
B. Needs Assessment
WASH (hygiene kits) and adequate water supply in evacuation centers Health (establishment of disease surveillance, referral system, resumption of immunization for affected children, augmentation of medical supplies , mobile teams and quality water supply, access of toilets, breast feeding, psycho-social support, identification and documentation of pregnant and lactating women and education on preventive health) Shelter (construction material in areas of origin and identification of relocation sites, resettlement) Food and non-food items (rice, canned goods, noodles, clothes, beddings, kitchen utensils slippers) Clearing of debris; garbage collection; drainage cl ean-up Camp Management (registration of evacuees, organization, referral system for emerging diseases and training of barangay personnel)
III. RESPONSE
Food and NFIs • DSWD provided PhP5,497,316.00 worth of relief goods consisting of food and
non-food commodities to the affected families; prepositioned stand-by funds, family food packs and stockpile of relief commodities composed of food and non-food amounting to PhP164,903,340 by the field offices concerned along the typhoon path; provided hot meals to family-evacuees in evacuation centers through the management of community kitchen; processed the transfer of funds to DSWD-NCR, CAR, I, II, III, IV-A, IV-B, V, IX and XII amounting to PhP5Million; distributed 5 big boxes of doughnuts, 146 small boxes of doughnuts, 52 bags of hot meals, 4 boxes of bottled water, 12 bags of used clothes, and 2 bags of blankets at the Rosario Sports Complex: and receipt of cash donations through DSWD Account Number 3122-1011-84, Land Bank of the Philippines; receipt of donations from local and private individuals consisting of water and assorted food and non-food items; and partnered with Petron Corporation, LBC Company and 7-eleven Stores for the receipt and/or drop off points for donations
• PNRC provided assorted relief assistance to the flood victims in Metro Manila • DOH provided 150 pieces of cadaver bags to NDCC and provided Generator set
to Amang Rodriquez Medical Center • San Miguel Corporation and Petron Corporation donated 20 pieces 2.7 kg
cylinder lamps for use in the evacuation areas • On 29 September, PAGCOR distributed the following r elief goods: 500
packs of assorted canned goods to Brgys San Roque, Sta. Elena, Dela Peña and Industrial Valley Complex in Marikina City ; relief goods including 150 crates of mineral water (48 bottles/crate) and assorted bread to Pasig

City; 1,000 relief packs to evacuees in Cainta, Riz al. Ten (10) cavans of rice were also provided to the 3 evacuation centers in Marikina City and Pasig City. Serbisyo Muna! Center (PAGOR-managed community groc ery remained operational on 26 to 27 September and today, 30 Sep tember.
• Ms.Cynthia Rodriguez and Family of Corinthian Garde ns , QC provided assorted relief goods (food stuffs)
• Aileen Lawigan , friend of Executive Secretary Ermita, donated ready-to-eat food packs for stranded passengers
• UNICEF provided assorted food and non-food items amounting to PhP5,368,353.76 and tarpaulins worth $31,140. The items were turned over to DSWD for distribution to the flood affected areas
• Government of Japan is providing emergency relief goods equivalent to approximately 20 Million Yen (approximately US$220,000)
• Mercy Malaysia’s 2-man team lead by Mr Hew Choeng Yew Senior Program Officer of the Relief Operations Department will arrived today Sept 30, 2009 via Malaysian airlines flight to do a quick assessment
WASH and Health
• On 29 September, 32 doctors from PAGCOR, Philippine Medical Association and University of Santo Tomas conducted medical missions in the following locations: Sto Niño ES in Brgy St o. Niño with 284 beneficiaries and H. Bautista ES in Brgy Concepcion Uno with 630 beneficiaries in Marikina City; Cainta Municipal Ha ll with 731 beneficiaries. Free medicines were also distributed in Cainta, Riz al. Today, 30 September, a medical mission is schedule at the Brg y Balanti Covered Court in San Isidro, Cainta, Rizal
• DOH provided 20 pcs of cadaver bags worth PhP 10,000 to the BFP; deployed 5 medical teams from NKTI, Orthopedic, Jos e Reyes, RITM and NCH with assorted drugs and medicines worth Php 205 ,000 to the following areas: Mabini Hall Malacañang, Calumpang ES, Quezon City Hall, Brgy Silangan ES and Nagpayong ES in Rosario, Pasig
• DOH augmented logistical support amounting to PhP807,910.00 consisting of the following items: and six (6) boxes of assorted drugs and medicines, 350 boxes of bottled water (8,400 bottles) for NCR and same quantity for CHD IV-A, 350 packs family kits. Coordinated with NBI on the management of dead bodies; advance medical post for medical team deployment; and CHD-NCR for medical team deployment. Deployed the following medical teams: Quirino Memorial Medical Center; Las Pinas General Hospital - Satellite Trauma Hospita; Jose Reyes Memorial Medical Center; Veterans Memorial Medical Center and Assessment team from CHD Metro Manila. Transferred patients to Quirino Medical Hospital
• PHAP Cares Foundation thru Executive Director Glecy C. Cuenco donated 5 boxes of assorted medicines.
• Boston Home, Inc., a private company, extended assistance to NDCC by allowing temporary use of one (1) unit of water purifying equipment (15,000 liters per day capacity)
Education • There were 263 schools damaged in Regions I, II, III, IV-A, CAR and NCR : 214
elementary schools and 49 high school with 490 classrooms

• There are 226 school buildings used as evacuation center housing 12,560 families and 26,212 individuals
Camp Management • Seven (7) Advance Command Posts were established in Kalayaan Hall ,
Malacañang Grounds; Katipunan Avenue cor. Aurora Boulevard, Marikina City ; Alpha Base 8th Floor, Pasig City Hall; Club House, City Hall of Cainta City; Department of Public Order, Safety Hall, Quezon City; Advance Command Post at the City Hall of Taytay, Rizal; and Forward NDCC Operation Center (FNOC) at the Ever Gotesco, Ortigas, Cainta
• DSWD established drop off points of donations in the following areas: National Resource Operations Center, Chapel Road, Pasay City; Quezon City Area; Disaster Resource Operations Monitoring and Info Center (DROMIC) DSWD Central Office; and Manila Area DSWD- NCR San Rafael cor Legarda Sts. Quiapo, Manila
• DSWD set up Social Welfare Inquiry Sets in all affected areas; set up NGOs and donors’ desk in all DSWD-FOs to strengthen linkages between the DSWD LGUs, NGOs
• DOH established drop off points in MMD-DOH Central Office headed by Engr. Dave Masiado
• OWWA set up assistance center at NDCC Operation Center for the families of OFWs
Emergency Telecoms/Mapping • IBM and OCD personnel deployed at the Ever-Gotesco ACP with the
Emergency Response Network (ERN) Kit as back-up com munications • CEISSAFP coordinated with SMART Telecom re: Installation of GSM900
repeater at NDCC Operation Center to enhance mobile phone signal inside the OPCEN building
• Globe Telecom temporarily lent four (4) hotlines at NDCC OPCEN to augment the communication capability in responding to emergency calls in the calamity areas with the following hotline numbers: (0917) 733-4193, (0917) 733-4256, (0917) 733-4263 and (0915) 536-6719
• Telecoms Sans Frontier (TSF) deployed 2 teams from Bangkok and installed a telecom Centre with Internet, phone, fa x lines and computers at the NDCC HQ at Camp Aguinaldo, Quezon City. TSF ha s the capacity to deploy 2 more Telecom Centres using BGAN and has st arted setting up a Humanitarian Calling Centres to offer free national and international calls at Cainta. More Humanitarian Calling Centres could be set up for the affected population in other areas in the coming da ys.
• PNP installed radio communication facility at Cainta Police Station, and at the Forward NDCC Operation Center
• NGCP conducted power restoration in various damaged sub-stations (S/S). All lines are on normal operation except San Jose, Bulacan and CND-San Miguel (Bacnotan, San Miguel, La Union); waiting for normalization of load systems from distribution utilities (Meralco for Metro Manila area) and electric cooperatives
• Geodata Systems Technologies, Inc, Philippines in c oordination with the AFP Command Center; and MapAction technical personn el in UK were deployed to the NDCC Opcen on 29 September to provi de situation mapping support to the NDCC and humanitarian cluste rs. Maps are being

IV. SAR, Clearing and Relief Operations
• AFPDRTF such as HSC, SEG and MP, GHQ, PN, PMC, PAF, 525Ebde, PA and NCRRCDG); PNP; PCG; VCRC, 5IDRC, ICMOTF, 75th CG-NCRC; AFPRESCOM; PMC; and MMDA Assets deployed to the flooded areas in Metro Manila AFP-PAF airlifted DART Team A (Disaster Alert Response Team) to the affected areas of NCR and Central Luzon composed of 18-members of reservist, enlisted personnel and civilian volunteers
• PCG rescued 2,290 persons in San Juan, Manila, Quezon City, Marikina City, Pasig City, Taguig City, Paranaque City, Rizal and Laguna. The PCG Islander conducted aerial reconnaissance to identify other flooded areas. Utilized PCG Helicopter in the distribution of relief goods provided by NGOs, World Vision of the Philippines. Five (5) teams are concentrating rescue operations and relief distribution within Cainta-Pasig area in coordination with PNRC.
• MMDA’s Road Emergency Group pre-positioned resources at Provident Village & Aurora Blvd cor C5 ACP; Its Traffic Operations Center (TOC) provided additional traffic enforcers at Aurora Blvd/C5; Flood Control and Sewerage Management Office conducted canal declogging operations in Marikina City and Metro Manila as well as cleaning of underpass of Lagusnilad & Quezon Blvd in coordination with LGU and the continuous operation of 15 pumping stations
• PNP dispatched various SAR equipment such as: NCR SRU Van, Squad EMS-NHQ, SOD-NHQ, water tanker, mini-pumper rubber boats, jaguar, fire trucks and others for SAR operations in Regions I, III, IV-A and NCR; conducted road clearing operations along Sumulong highway and Imelda Avenue, both of Cainta; Ortigas Avenue Extension and Floodway, both of Pasig City; and Tullahan Marikina
• 51st Engineering Brigade, PA organized and dispatched a Disaster, Rescue and Relief Operations team composed of 6 Officers and 60 enlisted personnel led by Brigade Commander Frank Simoy with 2 loaders, 2 dump trucks, 3 Canter Elf and 1 backhoe loader
• Philippine Navy – Poro Point, San Fernando, La Union dispatched two (2) DRRUs with two (2) units rubber boats to Bulacan to augment the rescue operations
• BFP dispatched emergency responders to the flooded areas along the thoroughfares of Metro Manila areas covering Districts I, II, III, IV and V; conducted water rationing at the evacuation centers in Taguig City
• PAGCOR donated three (3) motorized rubber boats to NDCC and 100 cavans of rice to Marilao, Bulacan; provided 21 bags of rice at the evacuation center in Rosario Complex
• Manila and Subic Yacht Clubs lent rubber boats to the NDCC for use of response teams in the conduct of rescue operations.
• SBMA Fire Department (15 personnel) and SWAT (IED) proceeded to PNRC National Headquarters to augment rescue operations in Metro Manila with one (1) rescue van, 1 rubber boat and 2 dump trucks
• NOLCOM 503rd Infantry Brigade conducted rescue and retrieval operations in the landslide areas (Brgy. San Juan-Banyo, Arayat, Pampanga)
• Dr. Rafael Rodriguez of Medical Plaza donated 1 unit rubber boat to NDCC which was turned over to the AFP

• US Contingent : 1 Officer and 17 EPs, with night capability equipment, 2 rubber boats and 1 chopper (Bell 214) arrived in the afternoon of 27 Sept to support SAR operations. The contingent rescued six (6) persons from Ever Gotesco, Cainta and distributed two hundred packs of assorted goods (five kilos each) to affected families
• PGMA Sagip-Tulong- PAGCOR deployed three (3) teams and distributed bread and water to various evacuation centers in Malanday, Marikina and at Brgy. Tatalon, Quezon City; deployed buses to haul evacuees and stranded people to various evacuation centers; distributed assorted relief goods, assorted bread and biscuits and 162 crates of bottled mineral water at Ever Gotesco in Ortigas Extn in coordination with AFP; continuously coordinating with PNP and AFP for the transport and distribution of relief goods
V. REHABILITATION
• DBP ordered the mobilization of all concerned branches and the head offices units to extend assistance to affected clients displaced, employees and other victims thru rehabilitation program in the form of moratorium on interest/principal payment; restructuring their loan payment extension; interest rate reduction; additional loan if viable; closer monitoring of loan for faster recovery; distribution of relief goods in coordination with NDCC with in the week. Likewise directed all ATMs in affected areas to be in full operations

• Proclamation declaring a State of National Calamity in the following areas : - The whole of National Capital Region (NCR) - CAR: Mt. Province, Ifugao and Benguet - Region I: Pangasinan, La Union and Ilocos Sur - Region II: Isabela, Quirino and Nueva Vizcaya - Region III: Aurora, Nueva Ecija, Zambales, Pampanga, Bulacan, Tarlac
and Bataan - Region IV-A: Cavite, Laguna, Batangas, Rizal, Quezon - Region IV-B: Mindoro (Occidental and Oriental) and Marinduque - Region V: Catanduanes, Camarines Norte and Camarines Sur
• NDCC Circular to Chairmen of RDCCs I, II, III and CAR directing them to undertake necessary response measures to avoid loss of lives and destruction of properties
• NDCC MEMO Order No. 18 on the suspension of classes at all levels in Metro Manila including the province of Rizal on 28 September 2008
• NDCC requested international assistance thru the United Nations Resident Coordinator to coordinate an international appeal in behalf of the Philippine Government
