beengiventomefrommembersoftheCBRC.Weappointedtwostudentstobenon-USGrepresentativesontheCBRC.BothstudentshavecomeuptometosaythattheyhavenotbeenadequatelyinvolvedinthediscussionoftheCBRC.TheyfeelthatthetimeconstraintsarenotrespectfuloftheirschedulesandnegatedtheiropportunitytogainexperienceontheCBRC,whichtheywerelookingforwardto.MymainconcernonbringingitonthefloorandvotingontheConstitutiontonightisthatweareperpetuatingthestudentsentimentthatthereisamajoritycontrollingUSGandthatundergraduatestudentsarenotincludedinthediscussion.Regardlessofwhethertheywouldhavebeenincludedornot,oneweekisnotenoughtimetowriteit,properlyvetit,reviewit,andpassit.It’slikeitwasthrowntogetherovernight.

8. Cramer:ThiswasproposedbeforetheCBRCwherebothdocumentspassedwiththethresholdrequiredtopassthem.We’vebeenworkingonthisforthepast5monthsandwereunfortunatelygivenadeadlineoflessthanaweektodothisentireprocedureinaccordancewiththepreviousCBRC.Idon’tnecessarilyagreethatthiswasthrowntogetherovernight.Iwilladmitthatthetypingwasdoneinaverycoffee-fuelednight.Theactualwork


hasbeendoneoverthecourseoffivemonths.Thisisworkwecanbeproudofgoingforward.

9. Marchese:I’dlikeyoualltoseetheworkwe’vedone.Afterbeinginformedlessthan24hoursweneededtosubmitthistoGAtogetthistohappen,it’dbeunfortunatethatnoonewillevengettoseethis.

Harper:Ithinkitshouldbeseen,justtogooffofSenatorMarchese’spoint.Iwasalsoapproachedbyanon-USGCBRCmember.Thispersondoesnotevenwanthernameontheworkthatwasdonejustbecausesheknewthatshewasnotpartofit.Wedon’twantnon-USGmembersoftheCBRCtobeaplaceholderfortheworkwe’vedonewithoutthem.Thewholepointofhavingnon-USGmembersisfortheretobeanoutsideperspectiveintheneworediteddocuments.They’vebeengivenaweektoseewhat’sbeendoneoverfivemonths,whichisn’tenoughtime.It’sdishearteningthatshedidnotwanthernameonitbecauseitgoesagainsttheintentionofushavingnon-USGmembersaspartoftheCBRC.

Bodey:Ithinkthere’salottobesaidaboutthetimethatwasgivenforthesestudentsthatwereapprovedontotheCBRCtoapprovethedocument.Itwaslimited,betweenGeneralAssemblytonightandwhenthestudentsweregiventhedocument.Ithinkthatifitispresentedtonight,thesestudentsneedtorecognizethatandthebodyshouldrecognizethatthere’sahugeneedforanextensionfortheseotherstudentstobeinvolvedinlookingatthisdocument.Idon’tknowwhatwouldneedtobeincludedinthat,IknowthatnotpassingittonightwouldbeaviolationoftheConstitution,butIalsoarguethatthesestudentscametobeinvolvedinthenewConstitutionbutweregivenasmallamountoftime.Itshouldcomeaftersomekindofagreementhasbeenmadeaftergivingthemmoretimetoreviewthedocuments.


12. Marchese:Icouldspenddaysgivingyoucontextonthe

chainofeventsthathasledtowhatisgoingonhere.Iatleastaskyoutobringthistothefloorsowecandiscussit.Wecanvoteitdownoraskforanextension,whichIdon’tbelievewillwork,butIwanteveryone’seyesonit,whichismybiggestgoal.Astherulesstandrightnow,ifthisisnotapprovedtoday,andwedon’thaveanemergencymeetingsometimebetweennowandthedeadline,thentheCBRCwasconvened,didnotmakeanysuggestions,anddidn’tmeetthedeadline.Iwantthistocometothefloorsowecantalkaboutthecircumstancessurroundingit.

13. Belfiglio:Thetighttimelineisn’tanyone’sfault.Ithinkit’satleastworthconsidering.Ifwefeelthatthechangesseemrushedandbrash,thenIthinkthatit’sonlyfairtothememberswho’vespentsomuchtimeworkingonthesetolookatthem.

Marchese:47-R-31waspassedlastyear.Itrequiredactionattheendofit:thattheCBRCshallbeconfirmednolaterthanthefourthmeetingofthe2015-16GeneralAssembly.Wehavenotproposedchangesandwehavenotnotproposedchanges,sothat’swhatbringingthistothefloorwillachieve.Thiswillbethelongestpartofthemeeting,butthat’showthisworks.I’llbehappytoanswerquestionsaboutthecircumstanceslateron.I’mnothappyaboutthissituation,butIguessthosearejustmyfeelings.

lookedlikebeforetheCBRC,andweaddedourownthingstoit.ThisisthelistthatwasprovidedtotheCBRCwhentheyvotedontheConstitution,soI’llwalkyoudownthechanges.Asapointofclarification,thefirstthingwedidwe’renotcallingGAmemberssenators.We’recallingthemrepresentativestocleartheconfusion.Theotherthingwedidwasthatweremovedvotingrightsforappointeddirectors.It’saninterestingconceptthatthePresidentcanappointvotesatwilluptoacertainpoint,soweremovedit.Wealsoupdatedseats:weseparatedcollegeofpublichealthandmedicine.Addedanotherseattonorthcampus,becausetherewillbeanequalamountofstudentsonnorthandsouthcampusesafterthenewdormsarebuilt.Wemaderegionalcampustwoseatstotal.Therearealargenumberofregionalcampusstudentsandtheonewehavenowisnotproportional.WebroughtbackSpeakerofGA.NowtheVPisspeaker.Ifyou’regoingtopassresolutionthatextendspasttheendofyourcurrentsession,tougherrequirementtolastbeyondcurrentsession,becausepeopleyou’reaffectingwillnotbeinUSGwhenitispassed.Theotherthingwedidisrequirefullbodytoapprovebudget.Usedtorequire2/3ofthisbodytoapprovebudget.Changed
