beengiventomefrommembersoftheCBRC.Weappointedtwostudentstobenon-USGrepresentativesontheCBRC.BothstudentshavecomeuptometosaythattheyhavenotbeenadequatelyinvolvedinthediscussionoftheCBRC.TheyfeelthatthetimeconstraintsarenotrespectfuloftheirschedulesandnegatedtheiropportunitytogainexperienceontheCBRC,whichtheywerelookingforwardto.MymainconcernonbringingitonthefloorandvotingontheConstitutiontonightisthatweareperpetuatingthestudentsentimentthatthereisamajoritycontrollingUSGandthatundergraduatestudentsarenotincludedinthediscussion.Regardlessofwhethertheywouldhavebeenincludedornot,oneweekisnotenoughtimetowriteit,properlyvetit,reviewit,andpassit.It’slikeitwasthrowntogetherovernight.

8. Cramer:ThiswasproposedbeforetheCBRCwherebothdocumentspassedwiththethresholdrequiredtopassthem.We’vebeenworkingonthisforthepast5monthsandwereunfortunatelygivenadeadlineoflessthanaweektodothisentireprocedureinaccordancewiththepreviousCBRC.Idon’tnecessarilyagreethatthiswasthrowntogetherovernight.Iwilladmitthatthetypingwasdoneinaverycoffee-fuelednight.Theactualwork

Harper:Ithinkitshouldbeseen,justtogooffofSenatorMarchese’spoint.Iwasalsoapproachedbyanon-USGCBRCmember.Thispersondoesnotevenwanthernameontheworkthatwasdonejustbecausesheknewthatshewasnotpartofit.Wedon’twantnon-USGmembersoftheCBRCtobeaplaceholderfortheworkwe’vedonewithoutthem.Thewholepointofhavingnon-USGmembersisfortheretobeanoutsideperspectiveintheneworediteddocuments.They’vebeengivenaweektoseewhat’sbeendoneoverfivemonths,whichisn’tenoughtime.It’sdishearteningthatshedidnotwanthernameonitbecauseitgoesagainsttheintentionofushavingnon-USGmembersaspartoftheCBRC.

11. Bodey:Ithinkthere’salottobesaidaboutthetimethatwasgivenforthesestudentsthatwereapprovedontotheCBRCtoapprovethedocument.Itwaslimited,betweenGeneralAssemblytonightandwhenthestudentsweregiventhedocument.Ithinkthatifitispresentedtonight,thesestudentsneedtorecognizethatandthebodyshouldrecognizethatthere’sahugeneedforanextensionfortheseotherstudentstobeinvolvedinlookingatthisdocument.Idon’tknowwhatwouldneedtobeincludedinthat,IknowthatnotpassingittonightwouldbeaviolationoftheConstitution,butIalsoarguethatthesestudentscametobeinvolvedinthenewConstitutionbutweregivenasmallamountoftime.Itshouldcomeaftersomekindofagreementhasbeenmadeaftergivingthemmoretimetoreviewthedocuments.

13. Belfiglio:Thetighttimelineisn’tanyone’sfault.Ithinkit’satleastworthconsidering.Ifwefeelthatthechangesseemrushedandbrash,thenIthinkthatit’sonlyfairtothememberswho’vespentsomuchtimeworkingonthesetolookatthem.

14. Poe:Iwouldn’tmindhearingabitofcontextsurroundingthistimecrunch.ItsoundstomethattheentireCBRCdidn’tworktogetheronthis.Idon’tthinkeveryoneputthefairamountoftimein,soIdon’tknowwhereIstandrightnow.

15. Harper:It’snotthatIdon’trespecttheworkorthetimecrunch.Weputsuchanemphasisonhavingnon-USGmembersonthecommittee,soIdon’tthinkthatwecansacrificethosevaluesforthetimecrunch,especiallyifthenon-USGersdon’tevenwanttheirnamesassociatedwiththeworkthatwasdone.

16. Bodey:Article7,SectionBofourConstitution—inyearsendingwith2or7,aCBRCwillhavetobeformed.TherewillhavetobeaCBRCnextyearnomatterwhatbecauseit’sayearthatendsin7.I’mmorethanhappytobringittothefloorbecausepeoplewouldliketoseeit,butthechamberneedstorecognizethatitdoesn’thavetobedonethisyear.

Marchese:Iammyselfnothappywiththewaythatthisturnedout.Idon’tknowwhatthediscussioncomesto,butit’snotlikeIwilledthistohappenandorganizedittoleavethesepeopleout.I’mangrythatitturnedoutlikethis.Therewasnothingwecoulddo.Thiswastheonlywaythatwecoulddothis.Weweregiven24hoursnoticethatwewouldnothavetheextensionwethoughtweweregoingtohave.

Marchese:47-R-31waspassedlastyear.Itrequiredactionattheendofit:thattheCBRCshallbeconfirmednolaterthanthefourthmeetingofthe2015-16GeneralAssembly.Wehavenotproposedchangesandwehavenotnotproposedchanges,sothat’swhatbringingthistothefloorwillachieve.Thiswillbethelongestpartofthemeeting,butthat’showthisworks.I’llbehappytoanswerquestionsaboutthecircumstanceslateron.I’mnothappyaboutthissituation,butIguessthosearejustmyfeelings.

lookedlikebeforetheCBRC,andweaddedourownthingstoit.ThisisthelistthatwasprovidedtotheCBRCwhentheyvotedontheConstitution,soI’llwalkyoudownthechanges.Asapointofclarification,thefirstthingwedidwe’renotcallingGAmemberssenators.We’recallingthemrepresentativestocleartheconfusion.Theotherthingwedidwasthatweremovedvotingrightsforappointeddirectors.It’saninterestingconceptthatthePresidentcanappointvotesatwilluptoacertainpoint,soweremovedit.Wealsoupdatedseats:weseparatedcollegeofpublichealthandmedicine.Addedanotherseattonorthcampus,becausetherewillbeanequalamountofstudentsonnorthandsouthcampusesafterthenewdormsarebuilt.Wemaderegionalcampustwoseatstotal.Therearealargenumberofregionalcampusstudentsandtheonewehavenowisnotproportional.WebroughtbackSpeakerofGA.NowtheVPisspeaker.Ifyou’regoingtopassresolutionthatextendspasttheendofyourcurrentsession,tougherrequirementtolastbeyondcurrentsession,becausepeopleyou’reaffectingwillnotbeinUSGwhenitispassed.Theotherthingwedidisrequirefullbodytoapprovebudget.Usedtorequire2/3ofthisbodytoapprovebudget.Changed
