• During this phase the top level documents are assessed by the competent persons individually and/or through the brainstorming sessions to distinguish between the functional, technical and verification requirements.
• Then hierarchy of input/output (vertical links) and interface (horizontal links) are detected.
• Depending on their complexity requirements can be made “measurable”, “auditable” and “traceable” using the simple binary (Yes/No) or multilayer rich traceability models.
• Requirement are downloaded to an open source database for requirement management during life cycle of project.

• It is objective, straightforward, clear and understandable for all.
• It is not vague, ambiguous, subject to interpretation.
• It is brief, measurable, auditable and traceable.
A well engineered requirement is used as “Referential” for further similar works.
For example PSV-001, PSV-002, PSV-nnn shall comply with the “Referential” requirements engineered based on API 521, API 581.

Requirements from the different code and risk based bulk documents are broken to short, traceable and auditable Performance Standards to describe the following requirements during the life cycle of project/plant:
- Functionality- Reliability/availability
- Survivability- Dependency/interaction with other systems- Constructability- Maintainability/accessibility- Operability- Procurement criticality rating and options.
Performance Standards can be provided for any level of work breakdown structure (WBS). For example:- Norsok P-100 provides the “referential” performance standards for the common process units in a typical offshore installation.- Norsok S-001 provides the “referential” performance standards for the safety critical system in oil & gas installation.
Management of the Cross references is the key to success of the performance standard as a basis for requirement engineering and management.

ADEPP Monitor experts provide the “Referential” requirements based on contract, applicable regulations, codes & standards, project specific studies. This is an intellectual work which depends on the quality and competency of requirement engineer(s). For more complex and/or critical cases the engineered requirements shall be verified by further brainstorming sessions.
These “Referential” requirements can be easily Copied and Tagged for a given equipment, device or working practice.
If there is any deviation from the “Referential” requirements users can add, delete or modify the requirement.
User shall also report why this deviation is justified and what will be the impact of requirement modification on project.
