CRIMINAL JUSTICE INFORMATION SYSTEM
During the 71st Regular Session in 1989, the Texas Legislature made sweeping changes in the Criminal Justice System. House Bill 2335 and Senate Bill 41 created Chapter 60 of the Code of Criminal Procedures (CCP). Chapter 60 outlines and defines the Criminal Justice Information System (CJIS). The Texas Department of Public Safety (DPS) and the Texas Department of Criminal Justice (TDCJ) were called upon to create a comprehensive system that includes relevant data for criminal justice agencies responsible for the arrest, prosecution, adjudication and correction of criminal offenders. In addition, this information provides usable data to support the analyses of criminal justice policy makers and planners.
This data is maintained in a statewide Computerized Criminal History (CCH) system regulated by the Crime Records Division of DPS.

CR-43 ARREST SEGMENT
1. TRACKING INCIDENT NUMBER (TRN) – Ten digit control number assigned at the time of arrest, used to track aspecific arrest event from arrest through court. This number is pre-printed on paper forms or assigned by theDepartment for agency use in electronic reporting.
2. DATE OF ARREST (DOA) – Enter the date the offender was arrested. Use the MMDDYYYY format.
3. DPS NUMBER (SID) – Department of Public Safety 8 digit numeric identifier used to track all offensesassociated with an individual in the state of Texas. This number is issued upon receipt of the first arrestevent of an offender.
4. FBI NUMBER – Federal Bureau of Investigation identifier used to track all offenses associated with an individual in theUnited States.
5. CONTRIBUTOR ORI – Nine digit alphanumeric identifier of the agency submitting the data to the Department forinclusion in the Computerized Criminal History (CCH) file.
6. OUT OF COUNTY WARRANT – If the offender is arrested for a warrant held by another county, check thebox. Enter the out-of-county ORI and out-of-county warrant number if box is checked.
7. OUT OF COUNTY ORI - Enter the nine digit alphanumeric identifier of the agency that has authority over thewarrant issued for the offender’s arrest.
8. OUT OF COUNTY WARRANT NUMBER – Enter the warrant number as issued by the agency that hasauthority over the warrant.
9. NAME (LAST,FIRST MIDDLE SUFFIX) (NAM) – The name provided by the offender at the time of arrest.If the offender's name is not known, enter Doe,John or Jane. Enter Nicknames as Shortie,XX.
10. DATE OF BIRTH (DOB) – The date of birth of the offender. Use the MMDDYYYY format. If the specific date ofbirth is unknown and cannot be found, enter (01) for the month, (01) for the day and estimate the age of theoffender, using the appropriate year.
11. PLACE OF BIRTH (POB) – Two letter code referencing the state or country of birth. State and countrycodes can be found in Appendix A on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm. Enter YY if unknown.
12. SEX – Enter M or F to indicate the sex of the offender at the time of arrest.
13. RACE (RAC) – Single letter code used to identify the race of the offender. See page Codes 1.
14. ETHNICITY (ETH) – Enter the ethnicity of the offender using:H - Hispanic N - Non-Hispanic Leave Blank if unknown
15. HEIGHT (HGT) – Three digit numeric used to record offender’s height. Enter feet and inches. Forexample: 6'01" is 601. Must be between 400 and 711, if unknown enter all zeros, 000.
16. WEIGHT (WGT) – Three digit numeric used to record offender’s weight. Round weight to thenearest pound. For example: 99 pounds is 099 while 185 pounds is 185. Must be between 050 and499, if unknown enter all zeros, 000.
17. EYE COLOR (EYE) – Three letter code used to describe the natural eye color of the offender. See page Codes 1.
18. HAIR COLOR (HAIR) – Three letter code used to describe the natural hair color of the offender. See page Codes 1.
19. SKIN TONE – Three letter code used to describe the skin tone of the offender. See page Codes 1.
20. SOCIAL SECURITY NUMBER (SOC) – Enter the Social Security number held by the offender or any SocialSecurity numbers used by the offender.

21. SCARS, MARKS, TATTOOS, AMPUTATIONS (SMT) – Enter the location and type of scar, mark,tattoo or amputation using codes provided in Appendix B on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm.
22. MISC. NUMBER (MNU) – Unique number(s) assigned to offender by a specified agency. U.S. Military servicesare now using Social Security Numbers for identification of military personnel. This use applies to active duty,reserve, and retired servicemen. Enter this number in both the MNU and SOC fields. For example, if a subject hasSocial Security Number 420-19-0210 and Army Serial Number 420190210, the former would be entered in theSOC field as 420190210, and the latter in the MNU field as AS-420190210. Omit any alpha character(s) prefixedto Air Force, Air National Guard, Army and National Guard serial numbers. For example, Army Serial NumberRA18901645 and National Guard Serial Number NG21001999 would be shown respectively as AS-18901645and AS-21001999. See page Codes 1.
23. CITIZENSHIP (CTZ) – Two letter code referencing the country of citizenship. Country codes can befound in Appendix A on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm. Enter YY if unknown or not listed.
24. DRIVER LICENSE NUMBER (OLN) – Enter the number of the state issued vehicle operator license held by theoffender. Number must be entered if the offense affects the license status. Texas license numbers are 7 or 8numeric digits in length. You must include the state of issuance and license type in the next fields.
25. STATE – Two letter code used to identify the state that issued the vehicle operator license held by theoffender. State codes can be found in Appendix A on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm.
26. TYPE – One or two letter code used to indicate the type of Texas driver license held by the offender. Seepage Codes 2.
27. ID CARD NUMBER (IDN) - Enter the number of the state issued identification card held by the offender.Texas identification card numbers are 7 or 8 numeric digits in length. You must include the state ofissuance.
28. STATE – Two letter code used to identify the state that issued the identification card held by the offender.State codes can be found in Appendix A on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm.
29. LICENSE CERTIFICATION AND ISSUING AUTHORITY – State/specialty license and the issuing authority.
30. LICENSE NUMBER – Number issued by licensing authority.
31. ALIAS NAMES (AKA) – Enter any additional names or alternate spellings of name used by offender attime of arrest. Enter information in LAST,FIRST MIDDLE SUFFIX format. Enter Nicknames asShortie,XX.
32. ADDRESS – Enter the physical address of the offender at the time of arrest. Include the street number,apartment number, city, state and zip code. No P.O. Boxes. US Addresses only.
33. CHARGING AGENCY ORI (ORIA) - Nine digit alphanumeric identifier of the agency that is charging the offender.
34. CHARGING AGENCY NAME – Literal name of the agency that is charging the offender. Do not useabbreviations for city or county names.
35. AGENCY ARREST NUMBER (AGN) – Number used by the charging agency to further identify the offender.
36. AGENCY CASE NUMBER (OCA) – Number used by the charging agency to further identify the individual case.
37. FIRE ARM CODE – Single letter code used to identify the type of weapon within reach at the time of the offense.See page Codes 2.
38. TRACKING INCIDENT SUFFIX (TRS) – Four digit alphanumeric identifier used to track specific offensesassociated with an arrest, from arrest to prosecutor to court. This number is pre-printed on the CR-43, A001.
39. GENERAL OFFENSE CHARACTER (GOCA) – Single letter code used to denote Inchoate/Preparatoryoffenses. See page Codes 2.

40. DOMESTIC VIOLENCE OFFENSE (DMV) – If the offense is related to domestic violence, enter Y. Thisallows for sentence enhancement at the court level.
41. OFFENSE CODE (AON) – Eight digit numeric code assigned by the Department to reference specific offensesas outlined in Texas statutes. Comprised of first four digit NCIC Classification and last four digit Texas UniformOffense Classification. Use the offense code that references the statute/citation the offender is charged with. Ifthe correct offense code cannot be found, contact your CJIS Field Representative for assistance.
42. OFFENSE (AOL) – The literal description of the offense that the offender is charged with.
43. VICTIM’S AGE (VIC) – Age of the victim at the time of the offense. Field is mandatory when the offense is onelisted in CCP 60.051(g). Enter the information in a two digit numeric format, for 5 years old, enter 05, etc. If thevictim is under 01 year of age, enter 00 and in the AOL field write the age, 6 days, 6 weeks, 6 months, etc.
44. STATUTE CITATION (CIT) – The specific location of the offense in the Texas Statutes that the offender ischarged with, including the statute, chapter and section. This field is alpha-case sensitive.
45. LEVEL & DEGREE – The level and degree of offense charged at the time of arrest.
46. DATE OF OFFENSE (DOO) – Enter the date the offense occurred. Use the MMDDYYYY format.
47. WARRANT HOLDER ORI – Enter the nine digit alphanumeric identifier of the agency that has authority overthe warrant issued for the offender’s arrest. This is for in-county warrants.
48. WARRANT HOLDER CASE NUMBER - Number used by the warrant holding agency to further identify theindividual case. This is for in-county warrants.
49. ARREST DISPOSITION (ADN) – Three digit numeric code indicating the disposition of the offender atthe time of arrest. See page Codes 2.
50. DISPOSITION DATE (ADA) – The date of the reported arrest disposition. Enter in MMDDYYYY format.
51. PROSECTOR ORI (REF) - Nine digit alphanumeric identifier of the prosecuting agency to receive theoffender’s case.
52. TRAN HAZ MATERIAL (HAZ) – If offender was transporting hazardous material at the time of arrest, place a Y in thebox. Required if the offense affects the offender’s driver license status.
53. OPER. COM VEHICLE (CMV) – If the offender was operating a commercial vehicle at the time of arrest,place a Y in the box. Required if the offense affects the offender’s driver license status.
54. LICENSE PLATE NUMBER (LIC) – License plate number of the vehicle operated by the offender at thetime of arrest. You must include the state of issuance and year of plate expiration.
55. STATE (LIS) – Code used to identify the state issuing the license plate displayed on the vehicle operatedby the offender at the time of arrest. State and country codes can be found in Appendix A on http://www.txdps.state.tx.us/administration/crime_records/pages/cjisRptngCodes.htm.
56. YEAR (LIY) – Expiration year of the license plate displayed on the vehicle operated by the offender at the time of arrest.
57. PREPARED BY – Name of the person completing the Arrest segment of the CR-43.
58. DATE – Date that the Arrest segment of the CR-43 was completed.

22. OFFENSE (AOL) – The literal description of the offense that the offender is charged with.
23. VICTIM’S AGE (VIC) – Age of the victim at the time of the offense. Field is mandatory when the offense is onelisted in CCP 60.051(g). Enter the information in a two digit numeric format, for 5 years old, enter 05, etc. If thevictim is under 01 year of age, enter 00 and in the AOL field write the age, 6 days, 6 weeks, 6 months, etc.
24. STATUTE CITATION (CIT) – The specific location of the offense in the Texas Statutes that the offender ischarged with, including the statute, chapter and section. This field is alpha-case sensitive.
25. LEVEL & DEGREE – The level and degree of offense charged at the time of arrest.
26. DATE OF OFFENSE (DOO) – Enter the date the offense occurred. Use the MMDDYYYY format.
27. WARRANT HOLDER ORI – Enter the nine digit alphanumeric identifier of the agency that has authority overthe warrant issued for the offender’s arrest. This is for in-county warrants.
28. WARRANT HOLDER CASE NO. – Number used by the warrant holding agency to further identify the individualcase. This is for in-county warrants.
29. ARREST DISPOSITION (ADN) – Three digit numeric code indicating the disposition of the offender at thetime of arrest. See page Codes 2.
30. DISPOSITION DATE (ADA) – The date of the reported arrest disposition. Enter in MMDDYYYY format.
31. PROSECTOR ORI (REF) – Nine digit alphanumeric identifier of the prosecuting agency to receive theoffender’s case.
32. TRAN HAZ MATERIAL (HAZ) – If offender was transporting hazardous material at the time of arrest, place a Y inthe box. Required if the offense affects the offender’s driver license status.
33. OPER. COM VEHICLE (CMV) – If the offender was operating a commercial vehicle at the time of arrest,place a Y in the box. Required if the offense affects the offender’s driver license status.
34. LICENSE PLATE NUMBER (LIC) – License plate number of the vehicle operated by the offender at thetime of arrest. You must include the state of issuance and year of plate expiration.
35. STATE (LIS) – Code used to identify the state issuing license plate displayed on the vehicle operated by theoffender at the time of arrest. State and country codes can be found in Appendix A on http://dps.texas.gov/administration/crime_records/pages/cjisRptngCodes.htm.
36. YEAR (LIY) – Expiration year of license plate displayed on the vehicle operated by the offender at the time of arrest.
37. PREPARED BY – Name of the person completing the Arrest segment of the CR-44.
38. DATE – Date that the Arrest segment of the CR-44 was completed.

TRANSFERRED FOR CIVIL PROSECUTION
When prosecution of a charge moves into civil jurisdiction, the arrest information needs to be closed. To make this change in jurisdiction visible on the offenders criminal history and close the record perform the following:
1. If you know at the time of the arrest that the prosecution will occur in civil court, use the ArrestDisposition code of 228 – Transferred for Civil Prosecution.
2. If you have already submitted a different Arrest Disposition to DPS, use a copy of the original CR-43 or a print out of the record from the CJIS Site, change the arrest disposition to 228 – Transferred for Civil Prosecution and write “Correction” in the Local Agency Use field at the bottom of the form. Additionally, the name of the person making the correction, the date and a phone number should be legibly printed in the For Local Agency Use field. Send or fax this corrected form to the DPS. RELEASED WITHOUT PROSECUTION
When a CR-43 is sent to the DPS on an offender and the arresting agency decides they will not pursue the case, the arresting agency must update the arrest disposition in CCH. This updated arrest disposition will reflect the offender was released without prosecution. This is the only way DPS is able to close the open arrest created by the submission of the CR-43 if the case is not pursued by the arresting agency. The arrest will remain on the offender’s criminal history record. To complete this process, you may perform one of the following:
1. Using a copy of the original CR-43 or a print out of the record from the CJIS Site, change the arrestdisposition to 207 and write “Correction” in the Local Agency Use field at the bottom of the form.Additionally, the name of the person making the correction, the date and a phone number should belegibly printed in the For Local Agency Use field. 2. PROSECUTOR OFFICE – Literal name of the agency prosecuting the case. Do not use abbreviations for the cityor county names.
3. PROSECUTOR ACTION CODE (PAF) – Alpha code for the action taken by the prosecuting office. Select letterfrom the PAF codes listed on page Codes 3.
4. PROSECUTOR ACTION LITERAL – The literal description of the action taken by the prosecuting agency. Thisfield is required for the PAF Code of O.
5. PROSECUTOR ACTION DATE (PAD) – The date that the prosecuting agency decided the action on the case.This field will become mandatory on 01/01/2016.
6. GENERAL OFFENSE CHARACTER (GOC) – Single letter code to denote Inchoate/Preparatory offenses. See pageCodes 3.
7. DOMESTIC VIOLENCE OFFENSE (DMV) – If the offense is related to domestic violence, enter Y. Thisallows for sentence enhancement at the court level.
8. CHANGED OFFENSE CODE (PON) – The eight digit numeric code assigned by the Department to referencespecific offenses as outlined by Texas statutes. Comprised of first four digit NCIC Classification and last four digitTexas Uniform Offense Classification. This will be filled in if the prosecuting agency is changing the charge fromthat listed in the arrest section. If the correct offense code cannot be found, contact your CJIS FieldRepresentative for assistance.
9. OFFENSE (POL) – The literal description of the changed offense the offender is charged with.
10. VICTIM’S AGE (VIC) – Age of the victim at the time of the offense. Field is mandatory when the offense is onelisted in CCP 60.051(g). Enter the information in a two digit numeric format, for 5 years old, enter 05, etc. If thevictim is under 01 year of age, enter 00 and in the POL field write the age, 6 days, 6 weeks, 6 months, etc.
11. STATUTE CITATION (CIT) – The specific location of the offense the offender is charged with, including thestatute, chapter and section. This field is alpha-case sensitive.
12. CHARGES FILED IN (COURT ORI) – The nine digit alphanumeric code identifying the court where thecharges will be filed.
13. COURT NAME – The literal name of the court where the charges will be filed. Do not use abbreviations for thecity or county names.
14. LEVEL & DEGREE – The level and degree of punishment as prescribed by the statute/citation the offender ischarged with. For State Jail Felony, place an S in the Felony box and for Capitol Felonies, place an X in theFelony box.
15. PREPARED BY – The name of the person completing the prosecution section of the CR-43. Please print legibly.
16. DATE – The date the prosecution section of the CR-43 was completed.

For example: The District Attorney is adding acharge, they will enter D001 (C001 for the County Attorney). 7. GENERAL OFFENSE CHARACTER (GOC) – Single letter code to denote Inchoate/Preparatory offenses.See page Codes 3.
8. DOMESTIC VIOLENCE OFFENSE (DMV) – If the offense is related to domestic violence, enter Y. Thisallows for sentence enhancement at the court level.
9. CHANGED OR ADDED OFFENSE CODE (PON) – The eight digit numeric code assigned by theDepartment to reference specific offenses as outlined by Texas statutes. Comprised of first four digit NCICClassification and last four digit Texas Uniform Offense Classification. This will be filled in if the prosecutingagency is changing the charge from that listed in the arrest section or adding a charge to the case. If the correctoffense code cannot be found, contact your CJIS Field Representative for assistance.
10. OFFENSE (POL) – The literal description of the changed or added offense the offender is charged with.
11. VICTIM’S AGE (VIC) - Age of the victim at the time of the offense. Field is mandatory when the offense is onelisted in CCP 60.051(g). Enter the information in a two digit numeric format, for 5 years old, enter 05, etc. If thevictim is under 01 year of age, enter 00 and in the POL field write the age, 6 days, 6 weeks, 6 months, etc.
12. STATUTE CITATION (CIT) – The specific location of the changed or added offense the offender is chargedwith, including the statute, chapter and section. This field is alpha-case sensitive.
13. CHARGES FILED IN (COURT ORI) – The nine digit alphanumeric code identifying the court where thecharges will be filed.
14. COURT NAME – The literal name of the court where the charges will be filed. Do not use abbreviations for thecity or county names.
15. LEVEL & DEGREE – The level and degree of punishment as prescribed by the statute/citation the offender ischarged with. For State Jail Felony, place an S in the Felony box and for Capitol Felonies, place an X in theFelony box.
16. PREPARED BY – The name of the person completing the prosecution section of the CR-43. Please print legibly.
17. DATE – The date the prosecution section of the CR-43 was completed.

PROCESS FOR CHANGING THE CHARGE

CR-43 COURT SEGMENT
1. COURT ORI (ORIC) – Nine digit alphanumeric identifier of the court sending the data to the Department forinclusion in the Computerized Criminal History (CCH) file.
2. COURT NAME – Literal name of the court where the offender’s case will be heard. Do not use abbreviations forcity or county names.
3. CAUSE NUMBER (CAU) – Number assigned by the court where the offender’s case will be heard, used to furtheridentify the charge.
4. GENERAL OFFENSE CHARACTER (GOC) - Single letter code used to denote the Inchoate/Preparatoryoffenses. See page Codes 4.
5. DOMESTIC VIOLENCE OFFENSE (DMV) – If the offense is related to domestic violence, enter Y. Thisallows for sentence enhancement at the court level.
6. OFFENSE CODE (CON) – Eight digit numeric code assigned by the Department to reference specific offensesas outlined in Texas statutes. Comprised of first four digit NCIC Classification and last four digit Texas UniformOffense Classification. Use the offense code that references the statute/citation for which the disposition isreported. If the correct offense code cannot be found, contact your CJIS Field Representative for assistance.
7. OFFENSE (COL) – The literal description of the offense for which the disposition is reported.
8. VICTIM’S AGE (VIC) – Age of the victim at the time of the offense. Field is mandatory when the offense is onelisted in CCP 60.051(g). Enter the information in a two digit numeric format, for 5 years old, enter 05, etc. If thevictim is under 01 year of age, enter 00 and in the COL field write the age, 6 days, 6 weeks, 6 months, etc.
9. STATUTE CITATION (CIT) – The specific location of the offense in the Texas Statutes for which thedisposition is reported, including the statute, chapter and section.
10. DEGREE OF DISPOSED OFFENSE – The level and degree of punishment as prescribed by the court documents.
11. FINAL PLEA (FPO) – The plea of the offender in court to the charge(s) brought by the prosecutor. Check thebox to indicate the appropriate plea.
12. COURT DISPOSITION DATE (CDD) – The date the court disposed of the case against the offender.
13. SENTENCE DATE (DOS) - The date the offender is sentenced in court or the date the status is changed.

Certain criminal convictions result in enforcement against a driver license privilege. Convictions and length of the suspension can be reported on the CR 43/44. To be assured of complete and accurate reporting, you should reort the information on the DIC-17 form that you can order by contacting the number or email at the bottom of this page.
