Following are Aerospace Education Activities, actions of the empowered Aerospace Education
Council (AEC), and a list of AEC members and their responsibilities.
AEC members were nominated and approved by the BoD in November.

AEC meetings are scheduled every 2 weeks to review, discuss, and approve AFA Education
Programs, Issues and Policy. Sixteen AEC telecon meetings have been held, with a face-to-face
AEC meeting scheduled for 15 Sept, during the AFA Convention. The AEC is organized into
teams to address the following tasks/objectives.

Following is an update on a selection of these tasks.
The AEC provides policy oversight of the CyberPatriot (CP) Program. Bernie Skoch, CP
Commissioner, updated the AEC monthly on the CP Program and plans at AEC telecons.
CP is part of AFA’s outreach aimed at raising awareness during formative years, of the
need for responsible Internet behavior, of the critical threats facing our nation’s cyber
systems, and exciting young people to enter STEM career fields. The CP competition,
entering its fifth year, has had significant growth--from 8 Florida High School teams
participating in CP I, to approximately 200 teams participating from throughout the US in
CPII, to over 660 teams registered for CPIII, to 1014 teams for CP IV. In CPIII, the
competition expanded to include both an All-Services Division, with Army, Navy,
USMC, and AFJROTC and CAP teams, and an Open Division, with High School teams

from throughout the nation. For CPV AFA will have Regional Competition, and the Sea
Cadets have joined the All Services Division Competition. The CP IV Finals (All
Services Division, Commanders in Chief Trophy and Open Division) were held in
conjunction with the CyberFutures Conference in Washington DC, 22-23 Mar. CPIV
Winners were: All Services National Champions, Colorado Springs CAP Cadet Squadron.
Open Division National Champions, Alamo Academies, San Antonio, Tx. CPV opened
registration in April and as of mid Aug had 550 teams (372 All Services Division, 178
Open Division) registered, at a pace well ahead of last year. Registration closes on 30
September. CyberPatriot partners and sponsors include: Northrop Grumman, the
presenting sponsor, SAIC, AT&T, Boeing, GD AIS, URS, CISCO, Microsoft, Lincoln
Lab, and the Air Force Research Lab. Several school districts have been able to obtain
NSF or Private Foundation Grants to support their participation in CyberPatriot.
2012 AFA Aerospace Education Budget/Expenditures: The AFA Headquarters
Education Budget for 2012 is $377,020. When compared to 2010/1, it shows a relatively
level Hq AFA Education budget; 2012 funding for Mitchell Institute funding found
elsewhere (in AF Magazine). It shows a decrease in Education spending, since AFA did
not go forward with a Student Scholarship Program:

The AFA Field also provides significant effort and additional funding/support to AFA
Aerospace Education (AE) programs. From CY2011 financial reports, AFA chapters
and foundations provided $678,841 for Aerospace Education, an increase of over 7%
from 2010’s, $630,656. When added to HQ AFA Education expenditures, to include
Mitchell Institute and CyberPatriot, the total AFA Aerospace Education expenditures
amounts to well over $2M.

The AEC conducted an assessment/business case analysis on a proposed AFA Student
Loan Program, patterned after a successful MOAA Scholarship Loan/Grant Program.
a. An Aerospace Education Council (AEC) Team of Jim Hannam, Rod McKinley,
Mary Mayer, Chuck Martin, Finance Committee member, and Buck Buckwalter,
Hq AFA, conducted the assessment. In gathering background and other
information for this plan, the team discussed the MOAA scholarship loan program
with the MOAA CFO and their program managers in a face-to-face meeting on
Dec 6, 2011. Also the team requested and was provided policy and financial
considerations on the proposed AFA student loan program from Clifton-Larson-
Allen, AFA auditors.
b. The team concluded that although there was an increasing need for educational
assistance throughout the US, many other organizations and local/state/federal
government entities provide scholarships and loans. An AFA Student Loan
Program would not be unique and there was no vital need for AFA to provide
another loan program, especially in light of AFA finances. Also membership
attraction was expected to be quite small.
c. The AEC recommended that AFA not begin/operate a Student Loan Program.
Arnold Air Society/Silver Wings (AAS/SW) decided not to continue the Elementary
School STEM (ESO) Project as a Joint National Project in 2011/12 school year.
Nevertheless, a number of AAS/SW squadrons/units continued an ESO program. AFA
Chairman sent a letter to AAS/SW encouraging them to adopt Elementary STEM
Orientation (ESO) as a National Project for 2012/13. Pierce Roberts and Jenny
Stuckenschneider, AAS/SW leaders, gave superb/compelling presentations to the National
Conclave on reinstituting the ESO (Elementary STEM Orientation) Program. At that
April National Conclave, AAS/SW voted to adopt ESO as their Joint National Project for
2012/13. AFA has the task to assist AAS/SW in improving access to schools for ESO so
that it will be more widely admitted and accepted. AFA is encouraging the use of the
CAP curriculum in ESO and also encouraging close partnerships with local AFA
Chapters.
a. Another issue AAS/SW is working is to improve AFA membership after
commissioning. Also they are working at improving relationships with AFA
chapters. Of the 134 AAS/SW Sq at 160 colleges/universities, about 50% have
working relationships with AFA chapters; the goal for 2012/13 is 100%. They are
working to coordinate at least one activity with a local AFA chapter and are
looking for AFA Chapter support for the ESO project. Marv Tooman, along with
Susan Mallett, provides mentorship to the AAS Commander and SW President.
The Air Museum Education Initiative spearheaded by Chairman Muellner seeks to
encourage AFA partnerships with Air Museums, AFROTC/CAP units, and other
organizations to further Aerospace Education. MUELLNER reported that the Yanks Air
Museum at Chino, CA, has begun its aerospace education program, the pilot for the Air
Museum Initiative. Susan Mallett brought a group of teachers from Alabama and Florida
out to the Yanks Air Museum this summer for a teacher workshop that included local
Chino-area teachers, to promote promoting this AE approach. . The workshop activities
included side trips to JPL and Dryden Labs (Edwards), and Sailplane rides at Palmdale.
Mallett also represented AFA/CAP at the Mutual Concerns of Air and Space Museums
Conference, in Reston, Virginia (150 museums attending), Apr 30-1 May and made
lunchtime presentations. The Virginia Military Aviation Museum, Virginia Beach, Va has
begun an AE program, working with AFJROTC/CAP and local school systems. A
number of other Air Museums are interested in participating.
Maxine Rauch focused on initiatives to strengthen AFA’s Visions of Exploration
program. Maxine and Bill Yukuis along with Laine Martens, Hq AFA, and Debbie Dodge
of USA Today are working to better communicate how to use the program and providing

useful information to Chapter Presidents. This will include a survey, webinar, improved
on-line information.
The AEC approved policy recommendations for the very popular AFA Teacher Grant
Program, suggested by Laine Martins, Hq AFA. These policies both tightened up grant
rules and provided more information about the evaluation process.
The Field Council is updating the Field Operations Guide (FOG). As part of this
update, Aerospace Education Program information, critical to Chapter/State AE Programs,
is being made part of the FOG, with appropriate further details available through
hyperlinks to the AFA website. Previously there was a separate Aerospace Program
Reference Guide that contained most of this information. The AEC provided the detailed
recommendations for the Aerospace Education portions of the FOG. The objective is to
make the FOG a one stop document for AFA Field reference.
Mary Mayer, Susan Mallett and the 2011 AFA Teacher of the Year, Nancy Hoover,
reviewed and made recommendations for improving the AFA Teacher of the Year
Program (TOY). The AEC/VCAE approved the following for the 2013+ TOY program:
there will be no change to the current State and National TOY Programs; there will be one
State TOY for each state and one National TOY. However, Chapters may elect to submit
two Chapter TOYs (one from grades K-8 and the other from grades 9-12) and receive
payment of $250 (with certificate and tote bag) for each of the two Chapter TOYs from
AFA National. There are a number of additional minor changes to improve, expand, and
publicize the AFA TOY Program.
Grant Hicinbothem has initiated a monthly Aerospace Education update and field
information to all Region VPs for Aerospace Education to increase AE communication.
Susan Mallett provides such an update to the South Central Region; she is also Region
VPAE.
AFA Speaker Series at Maxwell: During these visits with George Muellner as the AFA
official sponsor, distinguished AF Senior Leaders speak to the recently cancelled ASBC
and as schedules permit to the SOS, AWC, ACSC, AF JAG School, and SNCOA. These
visits include meetings with the Air University Commander and the Air Force Research
Institute. This visitation program provides essential contact with young and mid-grade
officers and NCOs. Our “stable” of on-call speakers includes a former DepSecDef,
several former SecAFs, a large number of senior general officers and a CMSAF.
The AEC’s National Education Awards Nomination Committee recommends recipients,
for the Distinguished Sustained Aerospace Education Award (DSAEA) and for the
Chairman's Award for Aerospace Education Achievement (CAAEA).
The AEC had a long discussion on requiring AFA membership as a prerequisite for
National level awards, grants, or scholarships. The AEC supported the policy that AFA
should not restrict AFA National level awards, grants, and scholarships to AFA
members. AFA should invite, not require membership, as a prerequisite for a National
level award, grant or scholarship.
The AEC has prepared a detailed input on 2013 Aerospace Education funding for Hq
AFA to use in fashioning the 2013 AFA Budget. Marv Tooman leads this effort.
Attachment 1 includes a breakdown of the execution of the Education Programs for
2011/2012.

Program Description:

Program Description:
Each year AFA awards grants and a certificate of achievement to Air Force enlisted personnel who have
graduated from the Community College of the Air Force in pursuit of a bachelor’s degree and who exhibit

have demonstrated both merit and need. Both Colonel Ferretti and his wife were long-time supporters of AFA
and advocates of education. Colonel Ferretti began his military career as a P-61 pilot in World War II, retiring for
the Air Force after 23 year and afterward becoming a stock broker and financial planner. His wife was
secondary and high school teacher for 30 years and taught a variety of courses for airmen at MacDill AFB,

AFA presents the Spaatz award annually to the Air Command and Staff College graduate with the paper
that best advocates Air Force aerospace power. This award is made possible through an endowed gift by
Rebecca Spaatz-Nagel to honor her father, General Spaatz, who not only served as Air Force Chief of Staff
but also, after his retirement, as AFA Chairman of the Board, continuing his strong advocacy of telling the
airpower story.

Visions of Exploration lessons are designed to enhance students’ reading, writing and comprehension skills,

CyberPatriot is the premiere national high school cyber defense competition created to inspire high school students toward careers in cybersecurity or other science, technology, engineering, and mathematics (STEM) disciplines critical to our nation’s future. The competition was conceived by the Air Force Association. The Northrop Grumman Foundation is the presenting sponsor. CyberPatriot V is open to all high schools or accredited home school programs around the country.
