MINUTES OF THE HOPKINSVILLE PUBLIC TRANSPORTATION ADVISORY COMMITTEE
MAY 18, 2017 REGULAR MEETING COUNCIL CONFERENCE ROOM, HOPKINSVILLE MUNICIPAL CENTER
A previously and publicly announced regular meeting of the Hopkinsville Public Transportation Advisory Committee was convened at 4:41 p.m., Thursday, May 18, 2017, in the Council Conference Room of the Hopkinsville Municipal Center in Hopkinsville, Kentucky, by Chairman Paul Henson. ROLL CALL Besides Chairman Henson, committee members in attendance were Hon. Kenneth Bates, Vonda Gates, Cameron Mitchell, and Dr. Jason Warren. A quorum was present. Also in attendance were Kenneth Johnston, PACS Transportation Director, and Nikki Durham, Administrative Coordinator. APPROVAL OF MINUTES Mr. Mitchell moved to approve the minutes of the March 23, 2017 special called meeting as presented; seconded by Squire Bates. All members present voted aye. REPORTS Monthly Financial Report Mr. Johnston reported the budget was on track and noted the report’s format would change due to finance software upgrades at PACS. Ms. Durham asked again about getting copies of the latest budget narratives. Mr. Johnston agreed to provide that information. Monthly Vehicle Maintenance Report Mr. Johnston reported buses were back to their regular routines and noted recent vehicle repairs were completed with record speed, resulting in getting all three buses back on routes within four days. Quarterly Mileage Report Chairman Henson noted two of the three buses had mileage that exceeded 100,000 miles. Mr. Johnston reported PACS was looking to apply for replacement buses in FY19/20. He also indicated aging vehicles may be pulled out of service to be used in slower counties and to allow newer buses to be placed on the road in Hopkinsville. Under questioning by Ms. Durham regarding grant matches for buses, Mr. Johnston said replacement vehicles usually required a 10% match; however, sometimes they were funded 100% with no match. Monthly Ridership Reports Chairman Henson reviewed the reports in the packet, noting consistent ridership at 900 or more rides a week. Mr. Johnston added that Hopkinsville Transit buses were full three times over the last month compared to once last year. Ms. Durham handed out sample summary ridership reports in response to requests to use less paper in packets. She noted detailed reports would continue to be emailed to the group for review.

Monthly Deviation Reports Under questioning, Mr. Johnston indicated deviations were running about normal and noted many rides were routine and used to get passengers to and from work. Marketing Report Ms. Durham reviewed the group presentations report and scheduled holiday press release. Dr. Warren thanked the team at PACS for another successful year of supporting Hopkinsville Community College’s commencement ceremony with shuttle service. Ms. Durham asked the group about partnering with the college on a booth at the upcoming Western Kentucky State Fair to be held June 23 – July 1. She noted the 2017 fair schedule had not been finalized yet, but the consensus of the group was to participate. Dr. Warren asked about possible visible displays that could be used. Mr. Johnston suggested bringing a cleaned up bus that could be left on-site for the duration of fair week. He indicated that key security would have to be worked out, especially if individuals would be boarding the bus. Chairman Henson asked for a number of brochures to be available. Mr. Johnston agreed to have another 1,000 brochures prepared likely in batches of 500 each month. Inquiry/Call Log Report The group reviewed new items included in the packet. Regarding a question about service to Hopkinsville Electric System, Mr. Johnston confirmed the Red Route bus currently took riders to HES’ front door as requested. Ms. Durham noted hearing from a rider during a recent ride along who did just that to pay her bill. She added the rider then waited until the next hour to be picked up. Ms. Durham further reported longer hours and Saturday service were widely requested during ride along conversations with current passengers. UNFINISHED BUSINESS FY18 Operations, Bus & Shelter Grants Mr. Johnston reported awaiting word from Frankfort about awards which he expected to come by the last week of June. He also indicated Madisonville’s transit service would begin Monday. Woodland Heights Service Options Ms. Durham asked the status of this item. Mr. Johnston agreed to get with Neicy Wills at Woodland Heights to confirm she had needed information to provide residents about available transportation services and related costs. Under questioning by Mr. Mitchell about possible annexation of the area, Squire Bates indicated that would be well into the future if it were to occur. NEW BUSINESS New Stop Request – Friendship House Ms. Durham noted the request as included in the packet. The consensus of the group was to consider this addition along with changes this fall to expand service to the Thompson Thrift retail development project at Lovers Lane. COMMITTEE MEMBER COMMENTS None

OTHER Ms. Durham handed out draft Solar Eclipse weekend shuttle schedules and noted the start time on Friday would be adjusted to avoid conflict with regular Hopkinsville Transit service hours. Mr. Johnston noted that routes and timing were still in the works. He added that the library would serve as the control hub instead of PACS as was the case with the Holiday Lights and Decorations Tour. ADJOURN Dr. Warren moved to adjourn at 5:26 p.m.; seconded by Ms. Gates. There being no further business to come before the committee, all members present voted aye.

Hi guys – I noticed the Orange Route bus on Millbrooke yesterday at 4:33pm but thought it was scheduled to be at Wal‐Mart Neighborhood Market at 18 min after the hour. Just wanted to check in and see why it might have been running 15‐20 min behind. Also, I wanted to let you know that Bethel Street paving is completed. Next Friday, June 9th Kiwanis will be setting up for the Soapbox Derby on that street which will be closed by 10am or so. I wanted to give you a head’s up. Let me know if you’d like to announce a detour in advance using the route from last week.
