AIT’s role as Regional Center
• In Phase I AIT worked with URC and participating countries to achieve the following
– Establish a country specific strategy approach– Identify focal point agency to coordinate national
CDM activities and investment– Develop a multi-year work plan for promoting
national CDM activities and investments.
• Phase I achieved the following– Identification of Focal Point Agency– Finalization of National Workplan for Phase II – Vietnam and the Philippines presented their National
Workplan at Regional Workshop, Phuket– Cambodia finalized its workplan in April 2003
Nation Workplans- The Common Activities
• Conduct Information campaign and awareness raising
• Strengthen the Capacity of Policy-Makers• Establish the Institutional Framework for the
CDM• Strengthening the Capacity of Private and Public
Sector Players• Creating a pipeline of CDM projects• Developing Sustainable Development Indicators
AIT’s role as Regional Center• In Phase II AIT will work with Participating countries to achieve
the goals through– Provide analytical support to the project– Guidance on application and testing of guidelines and manuals– Support the national team on diagnosis, analysis and studies on policies
and strategies for CDM – Support conduct of, and participation in, the national workshops.– Organization and conduct of regional and training workshops.– Collaboration in training activities related to the Project
• 2 Regional Workshops and 1 Extended workshop planned for each year
• The first RW for Phase II from 19th – 21st November 2003, Halong Bay, Vietnam–
Status of Implementation of Project in Asia
• AIT– The Overall agreement on AIT’s role in Phase II with
URC completed
– Agreement with URC on regional workshop agenda, scheduling and coverage finalized
– The Hiring of staff completed
– Participated in Philippines First National Workshop
– Planning for First Regional Workshop, to be held in Vietnam, in process
The Philippines
• Preparation of information material for awareness raising completed
• Advocacy activities undertaken for KP ratification• Activities for Public and Private sector
– Briefing of senior officials on Climate Change & CDM
– Roundtables with NGO engaged in Climate Change
– Training workshops for CDM • PDD, Emission Calculation, SD indicator, Baseline and Monitoring
• Organized First National Workshop under Phase II on 4th July
• Identified projects for PCF consideration
Vietnam
• Activities for CDM awareness raising– survey to assess demand for capacity development for
CDM underway – surveys in Hanoi and Ho-Chi-Minh completed
– Preparing CDM program for Viet Nam Television – Completing and publishing CDM pamphlet.
• Preparation for establishment of CNA underway• Identifying CDM project ideas in energy sector. • Investigating, researching, designing and
proposing model of financial mechanism applied for CDM projects in industry sector.
Cambodia
• The agreement for Phase II work with URC finalized
• Awareness Raising and Capacity building– Identified stakeholders– CDM & Climate Change Brochure finalized – CDM website under preparation
• Establishing CDM National Authority– Min. of Env’ as the Interim DNA for Cambodia – Internal law and regulation on SD reviewed, draft SD
indicator under preparation
• First National Workshop under Phase II planned for 4th November 2003
