Section 9-1 adds definitions – Building Official– General Contractor
Section 9-9 (“Contractors”) amended– Reference Florida Statutes, Ch. 489 – Experience and educational requirements – Local Construction License
All redundant or unnecessary language has been deleted
Proposed Revisions
Section 9-33 (a) amended– Adopt the Florida Building Code, Building 5th edition (2014) into
the County code; – State-mandated code; – Effective date June 30, 2015
Section 9-33 (B) Amends FBC Chapter 1– Administration – Flood Plain
Proposed Revisions
Section 104.9 added to identify how conflicts between the FBC 5th edition and OC Code Chapter 19 Flood Plain are resolved –More restrictive requirement applies
Proposed Revisions
Out-dated/redundant provision deleted– Section 105.4.1 (b) Permit Intent (Economic Incentive)– Section 107.2.5 Site Plan requirements deleted and
incorporated into Chapter 38 by the Zoning Division
Proposed Revisions
Section 105.4.1.2 amended to allow construction to remain in place at the time expired permits are replaced provided:– The construction in place received an approved inspection and;–Non compliance with current regulations will not cause health
or safety concerns.
Section 107.2.6 amended to reference the Florida Statutes for Engineering and Architectural requirements

into the County code; – State-mandated code; – Effective date June 30, 2015
Proposed Revisions
Section 9-279 - Emergency Code Enforcement Action amendment– (a) Upon determining that a dangerous condition exists which poses an
imminent threat to the life, health, or safety of the public, the Code Enforcement Division Manager or the Building Official, or a designee of either, may, each in consultation with the other, authorize such repairs, removals, closures, and/or demolitions as deemed reasonably necessary to remove the hazard(s).
– (b) Notice to the property owner, and mortgage and lien holders as applicable, shall be provided as soon as reasonably practicable, but such notice shall not be required prior to commencing the work necessary to remove the hazard(s), including demolition.
Proposed Revisions
Article VII (“Property Maintenance Code”) – Amended November, 2014 –Muni Code has not yet updated
Section 9-551 & 9-646 are amended to provide transfer administrative authority to the Planning Manager. – Architectural Standards– Exterior Lighting
Proposed Revisions
Section 9-646 (exterior lighting) amendments Require light glare shielding on exterior acorn
style light fixtures. – Installed on private property–Within eighty (80) feet of single family
residential zoned property
