An evaluation of sustainable forestry
initiatives of Asia Pulp and Paper
Sustainable Forest Management Sustainable forest management (SFM): planning and implementing practices
for the stewardship and use of forests and other wooded land in a manner that embrace sustainable use and conservation of forests (FAO, 2014).
Sustainable forest criteria and indicators : Extent of forest resources Biological diversity Forest health and vitality Productive functions and forest resources Protective functions of forest resources Socio-economic functions Legal, policy and institutional framework.
Evaluation Methods Literature review of sustainable forest management and previous evaluation
reports on APP (Greenpeace, Rainforest Alliance, EPN)
Cross-examining APP’s standards with international standards

HCV assessment HCS assessment Peatland study Growth & Yield study
High Conservation Value areas :
biological, ecological, social or cultural values.
High Carbon Stock areas :
high concentration of organic matter above ground.
Contain huge volume of carbon.
Reduce Greenhouse Gas.
Develop best management practice on peatland.
Future fiber supply
Efficiency gains and management improvement practices.
Increase the wood yield from existing land. Land utilization
Criterion 1: Enabling conditions for sustainable forest management Policy framework
Forest Conservation Policy: a long-term commitment to practice SMF e.g. Moratorium on natural forest clearance.
Sustainability Roadmap Vision 2020: Reforestation, Conservation and Biodiversity
Economic framework Funding for research and assessment Funding for restoration and conservation Planning framework Integrated Sustainable Forest Management Plan (ISFMP)
Criterion 2: Extent and condition of forests Extent (area) of forests committed to production and protection
At least 10% conservation zone 5% of total forest area protected area, fully protected from
commercial harvesting. However, the management of the protected area with
biodiversity not clearly shown.
FCP commitment: APP and its suppliers only develop areas that are not forested, as identified through independent HCV and HCS assessments.
Sustainability Roadmap: support the national target to preserved designated protected and conservation areas.
Criterion 3: Environmental impact AMDAL– Indonesian Environmental Feasibility Assessment
(Environmental Impact Assessment)
Responsible Fibre Procurement & Processing Policy: ensure that a multi-stage environmental assessment process.
“On environmental sustainability, we believe that continuous improvements in raw material sourcing and utilization, process efficiency, environmental impact/footprint minimization and supply chain management are core disciplines in achieving a better environment.” stated in APP Responsible & Sustainable Business Declaration.
The impacts of using pesticides, chemicals, biological control of pests in the plantation are not clearly addressed in any of the Roadmap reports.
Critical evaluation of R&D center
Well equipped with research facilities in the research center and nursery (Billy Hau 2015)
The research focus: support pulp production, development of species, planting trees and propagating tree seedlings. (Billy Hau 2015).
Lack of ecological restoration of native forests in the forest R&D facility (Billy Hau 2015)
APP R&D center did not carry out any comprehensive research about mitigating all kinds of environment impacts.
Criterion 4: Forest production Fiber Sourcing (APP Forest Conservation Commitments) 100% independent 3rd party verification 0 High Conservation Value (HCV) Fibre 100% sustainable plantation wood for pulp by 2015 46% of the pulpwood is Sustainable Forest Management (SFM) certified. Long-term projections, strategies and plans for forest production Growth and Yield study: APP does have sufficient resources to meet wood demand. Efficiency gains and management improvement practices to increase the wood
yield. An action plan: improve plantation yields
Criterion 5: Biological diversityEcosystem diversity Commitment: protecting species and habitats as a whole. One Million Hectare Commitment: 10 forest and peatland landscape
restoration.
Species diversity National target to increase by 3% the population of 14 specific endangered
species. e.g. Javan Rhino monitoring, Sumatran tiger population studies and elephant conservation programme.
Depth of those conservation actions remains a question.
Genetic diversity No existing measures for in situ and/or ex situ conservation of genetic
variation Establishing a foundation for conservation
Critical evaluation of Giam Siak Kecil – Bukit Batu (GSK-BB) Biosphere Reserve
Peat swamp landscape GSK-BB Biosphere Reserve Vision 2020 Roadmap to
Sustainable Co-Management.
Lack of biological corridors or ‘stepping stones’ to increase the connectivity of protected areas and mobility of the organisms.
Buffer area is mainly pulp plantations (Billy Hau, 2015) could not achieve anthropogenic, biological and cultural
diversity limited connectivity little potential for ecotourism development
A large part of the reserve has not been surveyed (Billy Hau, 2015).
Critical evaluation of arboretum Size is relatively small and isolated. (Billy Hau) The value of the arboretum need
to be determined by biodiversity baseline survey.
Lack of biodiversity education and visitor facilities. (Billy Hau 2015)
The arboretum is studying few important native tree species.
Criterion 6: A management plan and monitoring Integrated Sustainable Forest Management Plans (ISFMPs) : a long-term
action plans for its suppliers. In 2014, two pilot schemes have been introduced in Jambi Province,
Indonesia.
Pulpwood supplier scorecards in order to track and monitor the implementation of sustainability policies and for the future ISFMPs.
7 elements: social, environment, health and safety, planning, human rights, chain of custody and administration,
These are the primary requirements aligned to the necessary certification schemes.
Criterion 7: Social and community engagement Social conflict resolution Monitoring Dashboard: social conflict mapping
and resolution APP committed to have open and constructive
dialogue with local, national and international stakeholders.
Community and indigenous peoples’ rights and participation Free, Prior and informed Consent (FPIC) APP claims the involvement of indigenous
peoples, local communities
Conclusion
Thank you!
