3. Bid Opening:
The bids shall be opened in the following sequence (बबबबबबब बबबबबबबबबब
बबबबबबब बबब बबबब बबबबबब:) i) First of all, the Part-I i.e. EMD and Cost of tender document, then Part-II i.e. Techno-
commercial part shall be opened and evaluated. Part-II i.e. Techno-commercial part shall be
opened only of those bidders whose Part-I of bid is found in order as per NIT.( सियप्रथम, भाग-i
अथायत EMD और षनषिदा दस्तािेज की लागत, षफर भाग-II अथायत टेक्नो-कमषशययल पाटय को खोला और
मूल्यांषकत षकया जाएगा । भाग-II अथायत तकनीकी-िाषिखज्यक भाग केिल उन्ी ंबोलीदाताओ ंके षलए
खोला जाएगा षजनका बोली का भाग-i एनआईटी के अनुसार पाया जाता है ।)
ii) The Part-III i.e. Price bid shall be opened only of those bidders whose Part-I & II of bid is
found substantially responsive. Necessary information will be given to successful bidders
through website only. (भाग-III अथायत मूल्य बोली केिल उन बोलीदाताओ ंकी खोली जाएगी षजनके
बोली के भाग-i और II को काफी उत्तरदायी पाया गया है । केिल िेबसाइट के माध्यम से सफल
बोलीदाताओ ंको आिश्यक सूचना दी जाएगी ।)
4. The bidders are also requested to upload all other necessary documents (as per Tender
Document volume-I, Additional conditions of contract and Special Conditions of contract)
after filling the information as desired alongwith their bids. ( बोलीदाताओ ंसे यह भी अनुरोध षकया
जाता है षक िे अपनी बोषलयो ं के साथ िांषित जानकारी भरने के बाद सभी अन्य आिश्यक दस्तािेज
(षनषिदा दस्तािेज की मात्रा-I, ठेके की अषतररक्त शतें और संषिदा की षिशेि शतों के अनुसार) अपलोड
करें ।)
5. The bidders are requested to quote the rates in Price Schedule/BOQ exclusive of Goods &
Service Tax (GST). (बोलीदाताओ ंसे माल एिं सेिा कर (जीएसटी) षबना मूल्य अनुसूची/बीओकू्य में
दरो ंको उद्धृत करने का अनुरोध षकया जाता है ।)
6. The work will be awarded to L-1 bidder whose bid will be found substantially responsive on
overall basis. यह कायय एल-1 बोलीदाता को प्रदान षकया जाएगा षजसकी बोली समग्र आधार पर पयायप्त
रूप से उत्तरदायी पाई जाएगी ।
7. The lowest bidder (L-1) should have signed the Anti-Profiteering Agreement after award of
work as per enclosed Annexure-D. सबसे कम बोली लगाने िाले (एल-1) को संलग्न अनुबंध-घ के
अनुसार कायय सौपंने के बाद एंटी-प्रॉषफटीयररंग एग्रीमेंट पर हस्ताक्षर करना hoga।
8 Notwithstanding anything stated above, SJVN Ltd. reserves the right to assess the capability
and capacity of the bidders/firms/agencies to perform the contract should the circumstances
warrant such assessment in the overall interest of the SJVN Ltd. उपयुयक्त षकसी बात के होते हुए
भी, एसजेिीएन षलषमटेड को बोली लगाने के षलए बोलीदाताओ/ंफमों/एजेंषसयो ंकी क्षमता और सामर्थ्य का
आकलन करने का अषधकार है,

9. If it happens to be holiday or poor internet connectivity on the day of opening of the tenders,
the same shall be opened on the next working day at the same time. अगर ऐसा होता है षक टेंडर
खोलने के षदन िुट्टी या खराब इंटरनेट कनेखरषिटी होती है तो उसी समय अगले िषकिं ग डे पर इसे खोला
जाएगा
10. SJVN Ltd. reserves the right to accept or reject all or any of the tenders without assigning any
reason thereof and will not be bound to accept the lowest tender. एसजेिीएन षलषमटेड षकसी भी
कारि बताए षबना सभी या षकसी भी षनषिदाओ ंको स्वीकार या अस्वीकार करने का अषधकार सुरषक्षत
रखता है और सबसे कम षनषिदा स्वीकार करने के षलए बाध्य नही ंहोगा ।
11. SJVN Ltd. reserves the right to increase or decrease or omit the items without assigning any
reasons thereof. एसजेिीएन षलषमटेड के पास कोई कारि बताए षबना िसु्तओ ंको बढाने या घटाने या न
करने का अषधकार सुरषक्षत रखता है । 12. SJVN Ltd. reserves the right of accepting the whole or any part of the tender and tenderer shall
be bound to perform the same at his quoted rates. एसजेिीएन षलषमटेड पूरी तरह से या षनषिदा के
षकसी भी भाग को स्वीकार करने का अषधकार सुरषक्षत रखता है और षनषिदाकताय अपने उद्धृत दरो ंपर
ही प्रदशयन करने के षलए बाध्य षकया जाएगा
13 The contractor will ensure the timely payment to his/her workers. SJVN Ltd. will not be
responsible in any case if payment to workers is delayed by the contractor. ठेकेदार अपने
कामगारो ंको समय पर भुगतान सुषनषित करेगा । यषद ठेकेदार द्वारा श्रषमको ंको भुगतान में देरी की
जाती है तो एसजेिीएन षलषमटेड षकसी भी मामले में षजमे्मदार नही ंहोगा ।
14. The bidder shall ensure that all precautions are taken for environmental protection as well as
health and safety of those handling the work/material. Further, the bidder shall also ensure that
all legal and regulatory requirements related to the environment, health and safety are complied
with. बोलीदाता यह सुषनषित करेगा षक पयायिरि संरक्षि के साथ-साथ कायय/सामग्री संभालने िाले लोगो ं
के स्वास्थ्य और सुरक्षा के षलए सभी सािधाषनयां बरती जाएं । इसके अषतररक्त बोलीदाता यह भी सुषनषित
करेगा षक पयायिरि, स्वास्थ्य और सुरक्षा से संबंषधत सभी षिषधक और षिषनयामक अपेक्षाओ ं का
अनुपालन षकया जाए ।
15. The SJVN Ltd. shall at all times have the right to terminate the contract due to contractor’s
fault or failure to fulfill the obligation under the contract in whole or in part of it. एसजेिीएन
षलषमटेड को हर समय ठेकेदार की गलती या पूरे या उसके षहसे्स में अनुबंध के तहत दाषयत्व को पूरा
करने में षिफलता के कारि अनुबंध को समाप्त करने का अषधकार होगा ।
16. Any loss to Private/Public property during execution of contract shall be the responsibility of
contractor & shall have to be restored at his own cost. अनुबंध के षनि् पादन के दौरान
षनजी/साियजषनक संपषत्त को कोई हाषन ठेकेदार की षजम् मेदारी होगी और उसे अपनी लागत पर बहाल
करना होगा ।
17. The successful bidder will submit undertaking to abide by all labour laws. The bidder shall
also abide by any other labour laws enforced from time to time by State Govt./Central Govt.
during execution of contract. सफल बोलीदाता सभी श्रम कानूनो ंका पालन करने के षलए उपक्रम

प्रसु्तत करेगा । बोलीदाता संषिदा के षनष्पादन के दौरान राज्य सरकार/केन्द्र सरकार द्वारा समय-समय
पर लागू षकए गए अन्य श्रम कानूनो ंका भी पालन करेगा ।
18. The contractor shall ensure payment of minimum wages to the workmen as per Govt. of HP
/Govt. of India wages, whichever are higher ठेकेदार, भारत सरकार के एचपी/gov. के अनुसार, जो
भी अषधक हो, कामगारो ंको नू्यनतम मजदूरी का भुगतान सुषनषित करेगा ।
19 Taxes will be deducted as per rules applicable at the time of making payments. भुगतान करने के
समय लागू षनयमो ंके अनुसार करो ंकी कटौती की जाएगी ।
20 After award of work successful bidder will have to obtain a valid Labour License as per law
from the authority concerned before the start of work & same shall be submitted to EIC. कायय
सफल बोलीदाता को सौपें जाने के बाद, कायय शुरू होने से पहले संबंषधत प्राषधकारी से कानून के अनुसार
िैध श्रम लाइसेंस प्राप्त करना होगा और इसे ईआईसी को प्रसु्तत षकया जाएगा ।
21 In case of any dispute or difference arising out of above, the same shall be resolved through
Indian Arbitration Act by The Sole Arbitrator who shall be appointed by HOP, SJVN Ltd.,
DSHEP, Hamirpur. The award of the arbitrator shall be final and binding on both the parties.
Courts at Hamirpur alone shall have jurisdiction in case of any dispute. उपरोक्त से उत्पन्न षकसी
षििाद या अंतर के मामले में, इसका समाधान एकमात्र मध्यस्थ द्वारा भारतीय षििाचन अषधषनयम के
माध्यम से षकया जाएगा षजसे HOP, एसजेिीएन षलषमटेड, डीएसईपी, हमीरपुर द्वारा षनयुक्त षकया जाएगा
। मध्यस्थ का awardsअंषतम होगा और दोनो ंपक्षो ंपर बाध्यकारी होगें । षकसी भी षििाद के मामले में
अकेले हमीरपुर में न्यायालय का के्षत्राषधकार होगा ।
22. In case of any conflict, all the conditions of “NIT, Special Terms & Conditions of Contract,
and Additional Conditions of Contract” shall supersede the conditions of Standard Tender
Document, Volume-I. षकसी भी संघिय के मामले में, "NIT, षिशेि षनयम और अनुबंध की शतें, और
अनुबंध की अषतररक्त शतें" की सभी शतें मानक षनषिदा दस्तािेज़, खंड-I की शतों को प्रषतस्थाषपत करेगी
।
23 The detailed Notice Inviting Tender (NIT), Standard Tender Document Volume-I, Special
Terms & Conditions of the Contract, Additional Conditions of Contract, Price Bid/Bill of
Quantity, Undertaking (Annexure-A), Bank Account & other details (Annexure-B), Annexure-
C and any other condition if applicable subsequently shall form part of the contract agreement.
षनषिदा आमंषत्रत करने की षिसृ्तत सूचना (एनआईटी), मानक षनषिदा दस्तािेज खंड-I, संषिदा की षिशेि
षनबंधन एिं शतें, संषिदा की अषतररक्त शतें, मूल्य बोली/मात्रा का षबल, उपक्रम (अनुलग्नक-क), बैंक

NEFT/RTGS:-
To make payment through NEFT/RTGS, bidders will get an auto generated e-Mail
which contains details of their Unique Bidder Code and when and how to do
RTGS/NEFT and details pertaining to it. This information will also be available on
screen under heading of “NEFT/RTGS Instruction” once bidder gets login.
Once bidder deposit amount in Beneficiary account number provided to them, while
making payment for document fees and EMD by RTGS/NEFT payment option at the
document fees and EMD payment screen, bidder shall be able to view the funds already
remitted by him/her through NEFT/RTGS as available. Please proceed to make the
payment. Upon doing so, the required amount to be paid through the document fees and
EMD, shall get appropriately deducted from the available balance and payment shall be
confirmed in real time.
This facility allows you to transfer lump sum amount to your Bidder ID account number
as mentioned above via RTGS/NEFT. Bidder would be able to use the funds as and
when require till the time balance is available in Bidder ID. Also, Bidder can transfer
more amount as and when he/she require. Kindly note that the payment via
RTGS/NEFT is required to be made one working day in advance in order to make it
available in your Bidder ID. Hence please ensure that Bidder remit funds at least one
day in advance before he/she would like to make the document fees and EMD payment

(a) Average Annual Financial Turnover during the last three (03) years, ending 31st March of
the previous financial year, should be atleast 30% of the tendered value.

i) Experience certificate and work order from employer should be submitted alongwith the bid
to substantiate experience in all cases. In case evidence of work experience against QR is
issued by non-governmental organization; copy of TDS/26AS/Form 16A issued by employer
against the said work is required to be submitted by the bidder.( सभी मामलो ंमें अनुभि को षसद्ध
करने के षलए बोली के साथ-साथ अनुभि प्रमाि-पत्र और षनयोक्ता से कायय आदेश प्रसु्तत षकया जाना

4.2 DIGITAL SIGNATURES: For participating in E-tendering i.e for login, uploading &
downloading the Tender document or for submitting the Bid on E-mode, the bidder has to
procure a Digital Signature/Digital Security Certificate. Digital signature can be obtained from
any of the authorized agencies of CCA (Controller of Certifying authorities) from GNFC,
TCS, MTNL, Safe Scrypt etc. For this a separate processing fee would be payable to the
authorized agency of CCA.
Bidders shall be required to arrange all resources, including Digital Signature and Internet
Connections at their own cost, for participating in online tenders/ bids at SJVN’s E-
Procurement portal.
4.3 All the bidders are requested to get themselves registered well in advance and no extra time
will be considered for the delay in on-line Vendor Registration, if any. In case bidders wait till
the last moment for registration/uploading of Bids, and if any technical problem is encountered
at that time and the closing time may elapse, SJVN Ltd. shall not be responsible in any manner

before the submission of Bids, SJVN may modify/ amend the Tender document and extend the last
date of submission/opening of the Bid and any other key dates by issuing a
corrigendum/addendum and such corrigendum/addendum to this notice as well as to the Tender

6. SUBMISSION OF BID(S):

After finding the tender on the screen , Click on the “Dashboard”

Click on “Prepare Bid” & Fill necessary Forms (Schedules)
After filling Price Bid Form click on “Final Encrypt”
After filling all forms & final Encryption of Price bid Click on “Final Submission”
After Final Submission bidder will get receipt of Final Submission of their Bid
The bid/bids (except the documents specified in clause 6.2 below) sent through post/
courier or by hand will not be considered/accepted.
6.2 [In Physical Form] - The bidder shall submit the Technical and financial bid through e-
mode. However, the Bidder shall also upload the scanned copies of the following
documents along with technical bid through e-mode. The original of the same shall have to
be submitted by the deadline of submission of physical documents indicated in the NIT in a

I. Power of Attorney
Duly notarized copy of Power of Attorney in original of the signatory of the Bid to
commit the Bidder in accordance with Sub-clause-16.2 of Section-II.( खंड-II के उप-खंड-
16.2 के अनुसार बोलीदाता को िचन देने के षलए बोली के हस्ताक्षरी के मूल में मुख्तारनामा की प्रषत
षिषधित रूप से नोटरी की गई ।)
II Integrity Pact (Applicable for works value Rs.50.00 Lac or above) 50 लाख रुिये या
उससे अतधक के तनमाषण मूल्य के तलए लागू
All pages of Integrity Pact duly signed by authorized signatory of the Employer at the
time of issue of Tender Document, shall be signed by the authorized representative of the
Bidder while submitting the bid in accordance with Clause 31 of the ITB.( षनषिदा दस्तािेज

प्रसु्तत करते समय हस्ताक्षर षकए जाएंगे ।)

IV Undertaking in respect of blacklisting of Bidder in accordance with Annex-A to Integrity
Pact in ‘Form of Declaration of Eligibility Undertaking’(पात्रता उपक्रम की घोििा के रूप
में सत्यषनष्ठा समझौते के अनुबंध-i के अनुसार बोलीदाता को काली सूची में डालने के संबंध में
िचनबद्धता).
7. The bids submitted by the bidders shall remain valid for acceptance for a period of one hundred
eighty (180) days from the date of opening of bids. If any Bidder withdraws his bid before the
said period or makes any modifications in the terms and conditions of the bid, the Employer shall
forfeit the said Earnest Money.( बोलीदाताओ ंद्वारा प्रसु्तत बोषलयां बोषलयां खोलने की तारीख से (१८०)
षदनो ंकी अिषध के षलए स्वीकार करने के षलए िैध रहेंगी । यषद कोई बोलीदाता उक्त अिषध से पहले अपनी
बोली िापस लेता है या बोली के षनबंधन एिं शतों में कोई संशोधन करता है तो षनयोक्ता उक्त बयाना राषश
को जब्त कर लेगा ।
8. The bidder should submit the PAN, EPF and GST alongwith the bid during
uploading/submission of bid documents.( बोलीदाता को बोली दस्तािेजो ंको अपलोड करने/प्रसु्तत करने
के दौरान बोली के साथ पैन, ईपीएफ और जीएसटी जमा करना चाषहए ।)
9. Employer reserves the right to cancel the tendering process at any time before award of work.(
