INTRODUCTION
Micro Small and Medium Enterprises Development Institute, Patna is
located in its own building in Patliputra Industrial Estate, Patna, Operational
jurisdiction of MSMEDI., Patna is spread over 17 districts of central Bihar
covered by 17 District Industries Centres which are as under :-

OBJECTIVE
MSMEDI, Patna is working with prime objective of balanced and sustained
growth of MSME units as enumerated in the new Industrial Policy of the
Government of India. With this objective in view, this Institute works in close
coordination with State Government, banks, Financial institutions and other
development Institutions engaged in the development of micro, small and
medium enterprises in the State.
MSMEDI, Patna renders Managerial, Economic & Technical assistance to
prospective entrepreneurs as well as existing entrepreneurs. With a view to
develop skill and entrepreneurship in the area, various types of product-cum-
process oriented ESDP & EDP courses are conducted in different districts
within operational jurisdiction of this institute from time to time. To provide
Managerial expertise to the MSME units, Institute is organizing various MDPs.
MSMEDI, Patna has its own computer centre which has been imparting
training on various topics in the field of Computer and information technology
and contributing in enriching the skilled human resources in the State and
alleviating unemployment problem of the State in turn.

SUMMARY OF WORK DONE
1.WORKSHOP AND LABORATORY SERVICES PROVIDED
Common Facility Workshop attached to MSMEDI, Patna provides
common facility services to micro, small & medium enterprises in different
fields. The workshop is equipped with machines such as HMT Lathe, Milling
machine, Hydraulic grinder, besides; it has got tool cutting grinder and power
hacksaw as well. One EDM machine was also installed in March, 2001 for
training and job servicing purpose. In Electrical workshop, MSME-DI, Patna
has obtained several measuring instruments and tools as well as coil winding
machine.
Various CRASH Training programmes have been organized during the
current financial year in the Electrical workshop, in which an amount of
Rs.8.313/- was realized as revenue.
During 2011-12 Skill Development Training was imparted in the Common
Facility Workshop in the trades of machine shop practice, welding and Electric
shop practice. During the year 48 candidates were admitted for training in 6
batches in different trades of 6 months duration each. Workshop earned a
revenue of Rs.23.700/- by way of course fee for SDP regular course.
The common Facility Workshop earned revenue of Rs.78,100/- by
undertaking job work. Thus the common Facility workshop earned total revenue
of Rs.1,10,113/- only. During the year, 89 job work undertaken by the workshop
by benefiting 52 units.

2. TRAINING, SEMINARS, MEETING CONDUCTED :-
This Institute conducts various programmes as per the local requirements
and trends. Specialized skill oriented and process-cum-product oriented ESDP &
EDP are conducted to motivate entrepreneurs to set up industrial and service
enterprises. Educational programmes on ISO-9000/TQM, WTO, Energy
Conservation, Waste Minimization and cleaner production are also organized to
make the entrepreneurs aware on the areas.

4. Consultancy Services provided
During the current year over 3500 prospective and existing
entrepreneurs were provided with technical, economic, marketing and
management consultancy.
5. Management Development programme
This Institute conducted 15 Management Development programme
during the current year. Altogether 360 candidates were trained in the
Management Development Programme. This Institute earned a revenue of
Rs.91,200/- by way of fee, collected from M.D.P. trainees.
6. Entrepreneurship Development Programme
This Institute conducted 13 EDPs, 69 ESDPs and 04 BSDP courses at
various places under its operational jurisdiction during the current year.
Altogether 2172 candidates were trained in the Entrepreneurship
Development Programme and Entrepreneurship-cum-Skill Development
Programme. This Institute earned revenue of Rs.24,250/- by way of fee
collected from EDP trainees, and Rs.40,500/- by way of fee collected from
ESDP trainees. Besides this, one ESDP on Biotechnology was also organized
during the year in which 51 participants undergone training and an amount of
Rs.8,800/- was collected towards course fee.
7. Business Skill Development Programme
This Institute conducted 04 Business Skill Development Programme in
03 different technical institutions during current year. Altogether 114
candidates were trained in the course in which an amount of Rs.3,98,846/-
was incurred as expenditure.

8. Motivational campaign
This Institute conducted 70 Motivational Campaign under its
operational jurisdiction during the current year. Altogether more than 4,921
prospective entrepreneurs participated in this Motivational campaign.
9. Report prepared.
(a) State Profile :-
State Profile comprising information on existing resources and
infrastructure along with list of prospective industries in the state was
updated during the year.
(b) District Industrial Potentiality Survey Reports :-
During the current year this institute conducted District Industrial
Potentiality Survey of the Buxarr district and prepared the report.
(c) Cluster Development
At the instance of DC (MSME) two clusters has been taken up. First one
is GLS Lamp cluster at Patna City and second one is Footwear Industries
cluster at Patna City. Two officers from this Institute designated as cluster
development executive are working in accordance with the action plan.

10. Progress Report on Leather Footwear Cluster
Patnacity For The Year 2011-12
The leather Footwear Industry at Patnacity is one of the oldest and
prestigious industry Cluster of Bihar. It is of national repute among Footwear
Clusters. The main product of this cluster is Ladies and Gents Chappals,
Sandals, Nagra and shoes made by hand. Its product is influencing life of the
common people and is being used by all levels of people living in society. The
main aim of the Cluster Development is to modernize the industry and make
them self sustainable to cope with the standard of International market. The
above Cluster is spread over in a radius of 3 Km and its is in unorganized sector.
The Cluster is having more than 1500 units and over 10,000 artisans are
involved in the production of Gents and Ladies Chappals, Nagra and shoes made
out of Synthetic foam. They need to diversify the same by introducing leather.
The Ministry of Micro, Small and Medium Enterprises, Govt. of India has
adopted the Cluster approach as a key strategy for enhancing the productivity
and competitiveness as well as capacity building of small enterprises.
Major Stages of Cluster Developments are:-

MSME-DI, Patna adopted Leather Footwear Cluster Development
Programme and completed soft intervention from 2008 to 2011. SPV is under
process for submission of hard intervention.
10.1 Report on Two days Workshop on Technology Up-
gradation and Business Potentiality of Leather Footwear
for Patnacity Leather Footwear Cluster under Cluster
Development Programme
On the request of Council for Leather Export, New Delhi, a two days
workshop on Technology Up-gradation for Leather Footwear and Business
Potentiality for the Leather Footwear Cluster in association with the SPV of

leather Footwear Cluster i.e. Patnacity Footwear Association, Patnacity, Patna
and Euroasia Footform, Agra was organized from 06/01/2012 to 07/01/2012 at
Gauri Utsav Hall, Patna.
In the first day of Workshop Sri Sanjay Kumar, Regional Director,
Council For Leather Export, New Delhi, addressed the Footwear Entrepreneurs
and spoke in details about the Quality and Technological input involved in the
Footwear Industry needed for making the product exportable. Sri Sanatan
Sahoo, Director, Central Footwear Training Institute, Agra in his all informative
speech benefited the participants by making them aware of the ingredients
necessary for making the Footwear Industry Competitive in the present global
Market. In the Programme Sri Sunil Kumar Singh, Managing Director, Euroasia
Foot Form, Agra briefed the Participants about the Technlogy and Quality of
Last for Fashion trends. Sri Sanjeev Azad, Cluster Development Executive,
MSME-DI, Patna, in his inspiration speech called upon the participants to adopt
the modern techniques in the Manufacture of Leather Footwear, so that they can
secure a niche in the arena of Leather Footwear World. Sri Naushad Elahi,
president, Patnacity Footwear Association, Patnacity gave vot of Thanks.
In the Second day of Workshop Sri Satish Kumar, Ex. Chief Minister of
Bihar graced the occasion with generous presence and blessed the Participants
with his inspirational speech and advised the Entrepreneurs to take advantage of
the Central Govt. Schemes meant for the support and development of Footwear
Cluster. Sri Sanatan Sahoo, Director, Central Footwear Training Institute,
Agra narrated the benefits of Common Facility Centre through Hard
Intervention. Industrialist Sri Sunil Kumar Singh shared the information about
different kinds of last design and its measurement necessary for quality product
of Leather Footwear. Sri D.K.Singh, Director, MSME-DI, Patna, in his
electrifying speech apprised the participants about different Central Govt.
Schemes and Market support for the beneficiaries and assured all short of help
by MSME-DI, Patna to the cluster beneficiaries. Sri Mahfuj Ansari, General
Manager, District Industries Centre, Patna also addressed the audience and
assured the participants to facilitate the easy Registration of their units in the
DIC. Sri Faiz Ahmad, Secretary, Patnacity Footwear Association, Patnacity
gave Vote of Thanks.

11. Report on one Day Awareness Programme on
Intellectual Property
Under Action Plan Target given by the office of the Development
Commissioner (MSME), New Delhi for the year 2011-12 one Awareness
Programme on Intellectual Property Rights (IPR) was conducted by this
Institute at Hotel Patliputra Ashok on 30.11.2011. In the Inaugural Function
following dignitary were present :-
1. Shri Sushil Kumar Modi, Hon’ble Dy. Chief Minister, Bihar
2. Smt. Renu Kumari Kushwaha,Hon’ble Minister for Industries, Bihar
3. Shri C.K.Mishra, Principal Secretary Industries, govt. of Bihar
4. Shri Mohan Yadav, General Manager, R.B.I., Patna.
5. Dr. Rajiv Singh, Director General, Indian Chamber of Commerce,
Kolkata.
Dr. Rajiv Singh, Director General, I.C.C.,Kolkata welcome the
participants. The key-note address was given by Sri C.K.Mishra, who explained
the need and importance of adopting various tools and techniques of Intellectual
Property Rights. The Guest of Honour Smt. Renu Kumari Kushwaha
highlighted the changing scenario of Bihar in general and changing Industrial
climate in Bihar in particular. She also advised the participants to go for Trade
Mark registration for getting the Brand image of their products. As a Chief
Guest Shri Sushil Kumar Modi, Dy. Chief Minister, Biahr told that there is a
very good scope of Food Processing Industries and Agro base Industries and for
such type of Industries patenting and geographical indication are necessary so
that they will have a special identity in the market. At last Sri A.K.Karna, Dy.
Director, MSME-DI, Patna gave vote of thanks. After tea break a Technical
Session was started. Total number of participants was 150.
In the Technical Session the Chair Person was Shri D.K.Singh, Director,
MSME-DI, Patna who gave introduction about IPR tools like Patent Copyright,
Trade Mark, GI Industrial Design, etc. Shri Ajit Kumar, IPR Consultant, Patna,
thoroughly explained about all the IPR tools and he also explained in detail how
to get the registration for IPR Tools. He also highlighted the benefits obtained
from Trade Mark and Geographical Indication by Industries in Bihar. An
Interactive Session was arranged after technical session in which there were
good interactions among the participants and Experts. At last Shri Rajiv Singh
gave Vote of Thanks.

12. Report on one Day Awareness Programme on
Intellectual Property Rights (IPR)
Under Action Plan Target given by the office of the Development
Commissioner (MSME), New Delhi for the year 2011-12 organized one Day
Awareness Programme on Intellectual Property Rights (IPR) at Bihar Chamber of
Commerce, Patna on 25.2.2012 in collaboration with ASCHEM, New Delhi. In the
Inaugural Function following dignitary were present :-

2. Shri O.P. Sah, President, Bihar Chamber of Commerce, Patna
3. Shri D.K.Singh, Director, MSME-DI, Patna

5. Shri A.K.Karna, Dy. Director (Met), MSME-DI, Patna.
Total No.of participants attended the said programme was 215.
Following topics were covered in the programme.
i) Patenting Copyright
ii) Trade Mark and its importance
iii) Geographical Indication
Shri Ajit Kumar, Patent Attorney, Patna High Court covered the above
mentioned topics in details and also explained how to get the registration in the
above mentioned IPR tools. At last there was an interactive session for half an hour
in which the participants raised their queries and the Experts answered the same.

13. Report on One Day Awareness Programme on WTO
Under the Action Plan Target given by the office of the Development
Commissioner (MSME), New Delhi for the year 2011-12, MSME-DI, Patna
has conducted Awareness Programme on WTO at Bihar Sharif Nalanda on 3rd
March, 2012. In the Inaugural Function following dignitary were present :-

2. Shri Dinesh Kumar, Mayor, Biharsharif Muncipal Corporation,
Biharsharif.
3. Shri Ashok Kumar, Secretary, NEEDS, Biharsharif
4. Shri Ajit Kumar, Director, NEEDS, Biharsharif
5. Shri A.K.Karna, Dy. Director, MSME-DI, Patna.
In the Inaugural Function, Sri Ajit Kumar, Director NEEDS, Biharsharif
welcome the participants and explained the importance of WTO in the present
Global Business. Shri A.K. Karna, Dy. Director, MSME-DI, Patna briefly
explained about Rules and function of World Trade Organization and
objectives of the programme. The Chief Guest Shri Dinesh Kumar, Mayor,
Biharsharif Municipal Corporation stressed the need of knowledge about
various aspects being looked after and covered by WTO and he also advised the
participants to make themselves uptodate so far as International Trade and
Business are concerned. Sri D.K. Singh, Director, MSME-DI, Patna presided
over the function and he highlighted the activities of WTO and advised the
participants to take benefits from WTO rules and regulations so that their trade
and business can be expanded through out the world. At last Shri Ashok
Kumar, Secretary, NEEDS, Biharsharif gave Vote of thanks.
The total number of participants attended the programme was 45 from
which Rs.4500/- was collected as participation fees.

After the Tea break the Technical Session was started in which Shri
Ajit Kumar, IPR consultant, Patna covered the following Topics :-
1. Introduction of WTO
2. Role of WTO
3. Anti Dumping Measures and trips
At last Interaction session for 15 minutes was arranged in which the
participants asked their queries to the Experts. Experts tried their level best to
answer all the questions raised by the participants.

14. Report of Awareness Programme on QMS/QTT
Awareness Programme on QMS/QTT was organized on dt.19.03.2012 at
Siddhartha,, tourism Bungalow Complex Bodhgaya in collaboration with
Buddha Agarbatti Nirmata Sangh Gaya. There were 75 participants in the
programme.
Programme was inaugurated by Sri D.K.Singh Director MSME DI Patna.
Regional Director National Productivity Council Patna was the resource person
for the awareness Programme on QMS/QTT. Sri Vinay Prasad GM DIC Gaya
was special guest on the occasion. President Buddha Agarbatti Nirmata Sangh
Smt. Afroz Parveen & Secretary Buddha Agarbatti Nirmata Sangh were present
on the occasion. Representatives from Madhya Bihar Gramin Bank and other
officials from DIC Participated in the programme. Programme was coordinated
by Sri Naveen kumar Asst. director MSME DI Patna.
Sri D.K.Singh Director MSME DI Patna while addressing the participants said
that today in the globalize competitive market there is need for adopting quality
management standards and quality technology tools for small & micro units for
sustaining in the market. Especially for cluster of units it is necessary for
creating quality awareness. He said that Agarbatti Cluster of Gaya has been
selected for cluster development programme of MSME. To sell their product in
national & international market the micro units of Agarbatti manufacturing are
needed to be aware about quality technology tools and techniques.
Sri A.k.Singh Regional Director National productivity council gave lecture on
quality Management standards such as ISO 9000, ISO 14000&7QC tools. He
elaborated in detail the quality technology tools. Sri Naveen kumar Asst.
director MSME DI Patna gave lecture on 5S.
Sri Vinay Prasad GM DIC Gaya spoke on the occasion. He encouraged the
participants for use of Quality tools and standards, in the manufacturing units as
well as in their services. He said that cluster is a good approach for sustaining
the micro units in the global competitive market. Also spoke on the occasion
President & Secretary Budhha Agarbatti Nirmata Sangh Gaya.
Representative from bank said that by using quality tools the
manufacturers may avoid accumulation of unnecessary stock and raw materials
in their premises which will ultimately help them in working capital
management.

15. Report on One Day Seminar on Bar Code at Patna
on 14.3.2011
Under the Action Plan Target for the year 2011-12, one Day
Seminar on Bar Code was conducted by this Institute at MSME-DI,
Patna on 14.3.2011 in which following dignitaries were present in the
Inaugural function. :-

In the Inaugural Speech, Director, MSME-DI, Patna stressed the
need for adopting Bar Code by the existing entrepreneurs. Sri A.K. Karna,
Dy. Director (Met) explained about the aim & objective of the programme.
Sri A.K. Tripathy explained in details about the scheme of Bar Code of the
Government of India, Ministry of MSME. He also explained about
documentation and procedures for re-imbursement under this scheme. Sri
Sanjeev Azad, Investigator (L/F) told the gathering that Bar Code is going
to be compulsory for every product in future and about Government
Reimbursement Schemes. Bar Code gives an image and standard to a
product. 20 nos. of entrepreneurs participated in the programme and
Rs.2000/- were collected as course fees. At last Sri Anil Kumar Singh gave
vote of thanks.

19. SENET:
SENET is a Networking of Small Enterprises in India. This Division of
this Institute provides various data base information to Small Enterprises and
work as a user centre. It provides on line data base available on SIDO Portal. It
also provides information about schemes and incentives announced by the
Govt. It also keeps entrepreneurs of this region update with all the requisite
information.
20. TRC :
MSMEDI, Patna has developed a Technology Resource Centre (TRC)
which has been functioning from 1st October,2001. It has its own technology
sites http://msmedipatna.bih.nic.in, and has got MOUs. With other important
technology sites of NSIC, TBSC, KCTU, NISIET, UNAPCT and other sites
for providing latest technology to SMES.
21. OTHER ACTIVITIES
i) Activity relating to rehabilitation of sick SSI units
Director, MSMEDI.,Patna is Member Secretary of State Level Committee
constituted for rehabilitation of sick SSI units in Bihar under the chairmanship
of Director of Industries, Bihar, Patna. In the capacity of Member Secretary of
this Committee this Institute coordinates the activities relating to rehabilitation
of sick SSI units. State Level Committee meetings are convened on regular
intervals in which cases of sick SSI units are placed for discussion and decision.
Each case put up before the Committee is thoroughly examined in MSMEDI,
Patna so that cases of viable units may be placed properly before the Committee.
MSMEDI, Patna also undertakes follow up activities for rehabilitation of sick
SSI units.
During 2011-12 three meetings of State Level Apex Committee was held.
Necessary follow up action has also been taken by this Institute in this
connection.

purpose of organizing intensive training programme for Women in the
field of Tailoring and cutting. Also setting up of a workshop for
manufacturing shirt, trouser and suit at Patna under the aegis of M/s
Raymond’s on 21st January, 2012.
